A 27-year-old man from Lupane appeared before the Hwange Magistrates’ Court facing charges of unlawfully entering a property and subsequently raping a 38-year-old woman who is mentally challenged, blind, deaf, and cannot speak.
The brief facts of the case as outlined by the National Prosecuting Authority (NPA) are as follows:
<blockquote>
On the 24th of June 2024, at around 2000 hours, the complainant who is blind, mentally challenged, and cannot hear or speak, retired to bed with her mother.
Just before going to bed, the complainant went to the toilet, came back, and closed the door, securing it with a stool.
A short while later, the accused person forcibly entered the bedroom hut where the complainant and her mother were sleeping. The complainant’s mother assumed it was her daughter returning.
The complainant’s brother arrived a while later to check on his family. When he entered the room he shone a torch and noticed the accused person in the complainant’s blankets.
The accused person emerged from the blankets, wearing only boxer shorts. A desperate struggle ensued and the accused person was finally overpowered and arrested.
Upon further examination, it was discovered that the complainant had been raped. She was found naked, with semen on her private parts.

The accused person was sentenced to 24 months imprisonment for unlawful entry and 20 years imprisonment for rape. He will serve 22 years effectively.

A man in Lupane broke into a house and raped a woman who is mentally challenged, blind, deaf, and cannot speak. The woman was in bed with her mother when the man entered. Her brother found the man in the room and a struggle happened. Later, the woman was found to have been raped. The man was arrested and sentenced to 24 months for breaking in and 20 years for the rape. He will serve 22 years in prison.

Lupane Man Rapes A Woman Unable To Speak, Blind, Deaf, Dumb And Mentally Challenged

Lupane villagers have established a community parliament that draws people from across the globe to debate developmental, political, human rights and social issues affecting the district.
Lupane Community Parliament (LCP) speaker Njabulo Sibanda told the <a href="https://newsday.co.zw/southerneye/local/article/200011794/lupane-villagers-set-up-community-parliament">Southern Eye</a> that they borrowed the idea from the Nkayi Community Parliament, which has been operational since 2021.
LCP currently has a membership of 390 people, according to Sibanda. He added:

The other reason for the formation of the Lupane Community Parliament (LCP) was to create awareness on policy and constitutional matters.
We have started working and having very robust and informative discussions with the professionals we invite to come and share the information with us.
</blockquote>
Sibanda said they would also hold their representatives in Parliament and local authorities accountable. He said:

The overall goal of the LCPs is to contribute to the economic, social, cultural, educational and general development and empowerment of the Lupane community by providing a participatory and non-partisan platform for research, learning, exchange of knowledge, sharing of ideas, information dissemination, dialogue and debate on topical public policy matters and by holding public entities and office bearers accountable.

The Nkayi Community Parliament, which LCP seeks to emulate, has engaged with some of the local leaders such as Nkayi North MP Sithembiso Nyoni, Nkayi South MP Stars Mathe, Nkayi senator Chief Ndlovu on various matters affecting the district.

Lupane Villagers Establish Community Parliament

Sunny and warm conditions prevailed across much of the country with cooler mornings, though intercepting cloudy periods were observed in areas to the north of the main watershed which resulted in light showers over Kariba Kanyemba, Gokwe and Nkayi on Sunday afternoon though the rainfall amounts were below 10 mm.
<h2>FORECAST FOR TOMORROW, TUESDAY 04 APRIL 2023</h2>
Clear skies should be predominant across the country with some scattered clouds expected to develop over the northern districts of Harare Metropolitan, all Mashonaland, and Matabeleland North provinces. It should be cool in the morning becoming warm as the day progresses.

MSD Forecasts Clear Skies Across Zimbabwe

A man employed as a herdboy in Lupane District, Matabeleland North Province, has been arrested for allegedly raping his employer’s 13-year-old daughter.
The suspect allegedly instructed the complainant to implicate her stepfather when he sexually abused her on several occasions, between December 2022 and February 2023.
According to a <a href="https://www.chronicle.co.zw/herdboy-rapes-employers-daughter/">Chronicle</a> report, the girl was left in the accused’s custody by her parents when they traveled during the festive season.
The accused was not asked to plead to rape when he appeared before Lupane magistrate Barbara Phiri on Tuesday, 28 February 2023.
He was remanded in custody to 14 March.
The court heard that the accused raped the complainant once and instructed her not to disclose the matter to anyone. Said the prosecutor:

On an unknown date but during the month of December, the accused invited the complainant to his bedroom and instructed her to lie down facing upwards.
</blockquote>
The accused then allegedly went on to have sexual intercourse with the girl without her consent on numerous occasions whenever her parents were away.
He is alleged to have instructed the complainant to implicate her stepfather in the event that the matter came to light.
The matter came to light on 19 February 2023 after the complainant’s mother through a tip-off interrogated her daughter, who then revealed the abuse.
The matter was reported to the police on Monday and the complainant was referred to St Luke’s Hospital for medical examination.

Herdboy Rapes Employers' Daughter (13)

A lightning bolt struck and killed 16 herd of cattle belonging to three families in Mbembesi 1, in Lupane East Constituency.
The lightning incident occurred last week on Thursday.
Kusile Rural District Councillor for Ward 23 Fibion Ngwenya said of the 16 beasts, 13 belonged to one family while two other families lost two and one respectively. Ngwenya said:
<blockquote>
Yes, 16 cattle were struck dead by lightning in my ward. Thirteen of them belong to one person while another family had two and another one beast struck dead.
They went to see the carcasses and could not do anything because culturally they cannot be burnt which happens even when a tree is struck by lightning.
It is first cut and gathered together. So, they ended up digging a trench and burying them all.
</blockquote>
Culturally, it is taboo to touch anything struck by lightning or burn it before some rituals are performed, reported <a href="https://www.chronicle.co.zw/lightning-kills-16-cattle/">the Chronicle</a>.
The items can then be burnt or buried underground and it is believed that this prevents further lightning strikes.
Early this month, Evans Moyo (22) and his three-year-old daughter were struck dead by lightning while at home in Ndimimbili Village under Chief Mabhikwa, Lupane.
Moyo’s wife, Nomatter (23) was left with burns and she was treated at St Luke’s Hospital and discharged.

Lightning Strike Kills 16 Herd Of Cattle

Police in Lupane are appealing for information that may lead to the recovery of 140 bags of fertiliser that were stolen from a hall before they could be distributed to villagers.
The bags of fertiliser, comprising 82 bags of Compound D and 58 bags of Ammonium Nitrate, were either a Presidential Inputs Scheme or Pfumvudza Programme consignment.
In a statement, police said the fertiliser was stolen from Sipepa Community Hall between 30 October 2022 and 9 November 2022. ZRP said:

Police in Lupane are investigating circumstances surrounding a case of theft that occurred at Sipepa Community Hall between 30/10/22 and 09/11/22 where 82 bags of Compound D fertilizer and 58 bags of Ammonium Nitrate fertilizer were stolen.
The stolen fertilizer was part of 600 bags of Compound D fertilizer and 600 bags of Ammonium Nitrate fertilizer delivered by GMB Tsholotsho to Sipepa Community Hall for safekeeping pending distribution to villagers.
</blockquote>
In an unrelated case, Police in Lupane have arrested one Michael Donga (28) in connection with the murder Josiah Moyo (51) whose corpse was found near Malumba Primary School on November 2022. Police said:

ZRP Lupane is investigating a case of murder in which the victim, Josiah Moyo (51) was found dead on 11/11/22 near Malumba Primary School. The body of the victim was found with multiple bruises and blood on the nose and mouth.
The Police have since arrested Michael Donga (28) in connection with the case. Michael Donga was allegedly seen dragging the victim toward Malumba Primary School on 10/11/22.
The two had been involved in a dispute during a beer-drinking spree at Malumba Business Centre.

140 Bags Of Fertiliser Stolen Before Distribution To Lupane Villagers

The Zimbabwe Republic Police (ZRP) has arrested two men who allegedly robbed a West Service Station petrol attendant in Lupane and got away with more than US$4 000.
Methuseli Dube (30) of Shabulanyana village and Mthokozisi Mlotshwa (37) of New Stands, Lupane allegedly robbed Mr Sanangurai Mudzimuwengwe soon after he closed the garage at Lupane Centre and got away with US$4 350 and R100.
The duo was in the company of Ronald Mizikayifani Lusinga who is still at large, according to the <a href="https://www.chronicle.co.zw/police-arrest-service-station-robbers/">Chronicle</a>.
Dube and Mlotshwa were not asked to plead to robbery when they appeared before Lupane resident magistrate Mr Ndumo Masuku.
<h2>The robbery:</h2>
Ms Nobukhosi Moyo who was representing the state told the court that the accused and their accomplice connived to rob Mr Mudzimuwengwe of his day’s sales.
On the 25th day of July 2022, they monitored the complainant until he knocked off at 7 pm.
After knocking off, Mudzimuwengwe put the money in a bag and walked home alone.
The accused who had hired a car from Naison Nyoni for the purpose of committing the crime followed behind and cornered him as he walked along a footpath past two unfinished houses.
They approached and hit him with an unknown object on the shoulder. They snatched the bag which had money, a cellphone and a power bank and fled.
Dube bought a motorbike in Bulawayo using part of the money.
Police investigations led to him but he initially escaped when detectives asked him questions leaving the motorbike which is being held as an exhibit.
He was later arrested in Bulawayo and implicated Mlotshwa who was then arrested in Lupane.
The total value of the stolen money was US$4 350 and 100 rand. A motorbike valued at US$1 380 was recovered.
They were remanded in custody until next week Thursday while police have launched a manhunt for Lusinga.
<h2>Another incident:</h2>
In April this year, the owner of the garage was allegedly robbed of US$1 800 cash at gunpoint by suspected armed highway robbers as he drove to Lupane from Gwayi where he operates another fuel service station.
The garage owner had collected the day’s sales at his garage when two unidentified men who were driving a Honda Fit without number plates intercepted him between Halfway and Gwayi River along the highway.
No arrest was made amid concerns about a lack of security in the movement of cash by the fuel service owner.

Police Arrest Service Station Robbers, Recover A Motorbike

A mentally-challenged man allegedly set several homes on fire in Mpofu Village, Lupane in Matabeleland North Province leaving the owners of the torched homes stranded.
Among the four victims of the nocturnal arson attack were an 80-year-old granny and a 69-year-old woman identified as Concilia Moyo.
Moyo told <a href="https://www.sundaynews.co.zw/families-stranded-after-arson-attack/">The Sunday News</a> that she returned to Lupane from Chinhoyi three years ago following the death of her husband. She said:
<blockquote>
It was just after 9 PM when we had retired to bed that I heard something burning my leg and as I woke up I saw the house engulfed in white smoke. I woke my sister up and told her the hut was on fire.
I then rushed to open the door while my sister took a six-year-old child who was sleeping with us.
The fire then engulfed the whole house and we couldn’t even grab a single thing.
We lost everything, two double beds, two wardrobes, as well as food. I work at the Bubi-Lupane Irrigation Scheme so I had been given my food allocation that included 8 x 50 kilogrammes of maize, 2 x 50 kilogrammes of wheat as well as everything we used at home.
These include kitchen utensils. I had just bought two door frames and window frames from the proceeds of the Bubi-Lupane Irrigation Scheme.
I had also placed an order for bricks and the US$150 which was reserved for the payment got burnt inside.
</blockquote>
Thembinkosi Nyathi (19) and Nigel Mpofu were the heroes of the night after they broke a door and dragged Gogo MaPhiri (80) from the burning house.
Meanwhile, Moyo said the villagers are in need of shelter as the rainy season is fast approaching and they do not have roofs over their heads.

"Mentally-challenged" Man Torches Homesteads, Leaves Villagers Stranded

A machete-wielding man from Lupane allegedly force-marched his lover and her two children to his homestead at night and raped her in the presence of one of her minor children.
Brighton Ndlovu (27) of Madonjwa Village in Chief Mabhikwa was arrested for rape following the attack which happened on 25 March this year.
Ndlovu had met the complainant, who is 25-years-old, on 18 March and proposed love to her and she agreed.
It is alleged that the two did not meet again until the day of the alleged rape.
Ndlovu appeared for initial remand before Lupane resident magistrate Ndumo Masuku who remanded him in custody to Thursday, this week.
He was advised to apply to the High Court for bail.
Prosecutor Clive Gumbo told the court that Ndlovu, who was drunk, threatened to attack the complainant with a machete if she refused to go with him. Gumbo said:
<blockquote>
On the 18th day of March, the accused proposed love to the complainant who accepted.
On the 25th of March at 10 PM, the accused who was drunk proceeded to the complainant’s place of residence.
He was armed with a machete.
</blockquote>
The State further alleged that upon his arrival, Ndlovu knocked on the door while calling the complainant to open it for him.
The complainant opened the door and Ndlovu ordered her to wake her two children up and go with him to his homestead.
She complied in fear of being killed as the suspect was reportedly violent and armed.
Ndlovu, the complainant and her children passed by a neighbour’s place where they left one of the children before proceeding.
When they arrived at Ndlovu’s place of residence, he allegedly led the complainant to a kitchen hut where he ordered her to place her child on the floor and remove her clothes.
Ndlovu allegedly raped the woman once before ordering her to go back to her homestead.
She immediately informed her brother about the attack and a report was made to the police leading to Ndlovu’s arrest.

Drunk Machete-wielding Man Rapes Woman In Front Of Her Child

An eight-year-old juvenile died while two others are recovering at Lupane Clinic after they were struck by a bolt of lightning in Lupane last Wednesday.
<a href="https://www.sundaynews.co.zw/lightning-leaves-one-dead-in-lupane/">The Sunday News reports</a> that the three were chopping wood under a tree when tragedy struck.
The incident occurred in Mhlahlandlela Village in Lupane District, Matabeleland North Province.
Matabeleland North police spokesperson Inspector Glory Banda confirmed the tragic incident, saying it was unfortunate that one died while the other two were rushed to Lupane Clinic for treatment. Said Insp Banda:
<blockquote>
We received a case where three children were struck by a bolt of lightning in Lupane.
One died and two were rushed to the clinic. The deceased was eight years old. 
</blockquote>
Police in Matabeleland North said children must not be left alone to wander in the forests or to play near rivers where there are risks of drowning.
During the last rainy season, Matabeleland North Province recorded more than 20 cases of drowning.
<a href="https://www.pindula.co.zw/Meteorological_Services_Department">The Meteorological Services of Zimbabwe</a> (MSD) recently advised on ways through which members of the public can avoid being struck by lightning. 
MSD urged the public to <a href="https://news.pindula.co.zw/2021/12/26/zimbabwe-weather-report-forecast-26-to-28-december-2021/">stay indoors or inside a vehicle</a> for at least 30 minutes after the thunderstorms have ended. 
Note that lightning can strike from a large distance; thus if you can hear thunder within 30 seconds of seeing lightning, then you are close enough to be struck.

An 8-year-old Baby Struck By Lightning In Lupane

Residents at Lupane Centre are living in fear after stray elephants, one of them with a calf, were spotted in the area on Tuesday.
According to authorities in Lupane District, the presence of elephants is not new in Lupane as the area is adjacent to the <a href="https://www.pindula.co.zw/Hwange_National_Park">Hwange National Park</a> with vast conservancies around, but, the visit by the jumbos this time of the year is not common.
Rangers from Kusile Rural District Council (KRDC)’s Communal Areas Management Programme for Indigenous Resources (Campfire) quickly mobilised and hunted down the elephants following reports that a herd of three including a calf had been spotted along the Victoria Falls highway near Mabhikwa High School while another with a calf had been spotted in Ndengwende village near Lupane Police Camp.
Rangers shot dead a bull at Madojwa village a few kilometres from Lupane centre Wednesday.
The ones that were spotted near <a href="https://www.pindula.co.zw/Mabhikwa_Secondary_School">Mabhikwa High School</a> at the layby reportedly moved past the <a href="https://www.pindula.co.zw/Grain_Marketing_Board">Grain Marketing Board</a> Lupane depot and residential areas.
KRDC acting chief executive Mr Wellington Mthembo yesterday said one bull had been shot down. He added:

People in Lupane have co-existed with elephants for a long time. There are indigenous forests that are habitat to elephants so they always come out. The only issue now is when they come closer to the community and the frequency which is getting higher. Usually, they come during the cropping season.

Stray Elephants Inflict Fear On Lupane Residents

President Emmerson Mnangagwa Saturday travelled by road the 352-kilometre stretch from Bulawayo to Lupane to officiate at the commissioning of the Lupane water supply station and Bubi-Lupane Irrigation Scheme acceleration model.
He is usually flown in the presidential helicopter and the airforce’s choppers which of late have been giving him problems.
In August, the <a href="https://zero.pindula.co.zw/mnangagwas-helicopter-forced-into-emergency-landing/">presidential helicopter was forced into an emergency landing</a> over 60 kilometres southwest of Harare due to a technical failure.
Addressing delegates at the commissioning, President Mnangagwa said the name change to the Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement to include rural development in its portfolio was after a special request from the responsible Minister, Dr Anxious Masuka.
 It is the second time this year after Fisheries were also included in January. Mnangagwa said:
<blockquote>
As I recognise Minister Masuka, I must say that he has requested that we add rural development to his portfolio of which I have agreed. I must point out that this is the first time in all my years in Government that a minister has actually come to me and requested a name change.
</blockquote>
He said rural development would remain at the core of the Second Republic’s thrust noting that it was now up to everyone to play a role in that regard. 
Mnangagwa added that true empowerment and sustainable development will only be realised through the greater participation of communities, especially women and youth in national development projects and programmes. 
Speaking on the journey by road, Vice President Constantino Chiwenga said Mnangagwa intended to assess issues affecting people in Matebeleland North. He said:

Today, the guest of honour having travelled by road all the way from Bulawayo, he did not fly, he said; ‘I want to see the problems affecting people in Matabeleland North from their roads right up to their projects’. So he travelled here by road, trying to pick up all the issues and so he has now arrived to launch the Agriculture Rural Authority Vision 2030 accelerator model programme.
</blockquote>
In his address, Minister Masuka said his ministry was now preoccupied with rural development and would ensure that most projects that they embark on will have a bearing on the country’s endeavour of Vision 2030.

Mnangagwa Travels A 352-Km Bulawayo To Lupane Stretch By Road

Police in Lupane in Matabeleland North have arrested two cousins who allegedly kidnapped, detained a 13-year-old girl for three days and took turns to rape her.
Both John Mpofu (20) and Nkosiyapha Sibanda (26) reside in Sentethe village but in separate homesteads under Chief Mabhikwa.
Prosecutor Clive Gumbo told the court that Mpofu allegedly raped the girl, who cannot be mentioned, three times in three days at his place of residence where he had detained her. Gumbo told the court:
<blockquote>
On August 15, Mpofu forcibly took the complainant to his place of residence where he locked her up in a bedroom hut and detained her. He had sexual intercourse with the complainant without her consent over the three days.
</blockquote>
The girl managed to escape on the third day and on her way home she met Sibanda who dragged her to his place of residence accusing her of fleeing from Mpofu’s homestead.
Upon arrival at his home, Sibanda allegedly took the juvenile girl to his bedroom hut where he forcibly had sexual intercourse with her once.
The girl was rescued by her relatives who had been searching for her.
The matter was reported to the police leading to the arrest of the duo.
NewZimbabwe reports that the duo separately appeared before Lupane resident magistrate Ndumo Masuku on Friday and was not formally charged with rape.
The magistrate remanded the two accused in custody to September 9 and advised them to apply to the High Court for bail.

The Zimbabwe Republic Police (ZRP) has banned for three months, the carrying of dangerous weapons in Lupane District in a bid to reduce the violence and looting of property.
In a statement on Friday, Officer Commanding Lupane District Chief Superintendent Rosum Shonhiwa said the bans were effective from June 12 to 12 September. He said:
<blockquote>I believe on reasonable grounds that the carrying in public, whether openly or by concealment in a public place or public thoroughfare or public display of any of the following weapons or items capable of use as weapons in terms of Section 2(4)of Maintenance of Peace and Order Act (Chapter 11:23 A) catapults, machetes, axes, knobkerries, swords, knives, daggers or any traditional weapons for whatsoever occasion and might cause public disorder or a breach of the peace.
I hereby issue an order prohibiting the carrying of such weapons within my district or any part thereof for a period not exceeding three months that is from 12 June to 12 September.</blockquote>
Chief Supt Shonhiwa warned those who fail to comply with the prohibition order that they shall be guilty of an offence and liable to a fine not exceeding level five or to imprisonment for a period not exceeding six months or both.

Police In Lupane Ban Machetes In Public

The MDC-T led by Douglas Mwonzora has withdrawn a letter recalling a Lupane councillor from the Kusile Rural District Council (KRDC).
June Mpofu, the councillor for Ward 15, was recalled from the Kusile RDC in September last year on grounds that he was a member of the MDC Alliance.
Mpofu however challenged his “erroneous” recall, insisting that he belonged to the MDC-T.
He was recalled alongside Thabani Dube of ward 19 in Lupane.
KRDC chairperson Christopher Tshuma on Wednesday confirmed to Southern Eye that Mpofu’s recall had been withdrawn.
MDC-T secretary-general Paurina Mpariwa wrote to Local Government minister July Moyo informing him that Mpofu was recalled by mistake. She said:
<blockquote>We advise you that the two (Lupane councillors) concerned councillors were erroneously included on our list.
They, in fact, belonged to the MDC led by Welshman Ncube.
Therefore, the MDC-T has no authority to recall the said councillors.
As such, their recall is a nullity at law and has to be reversed.</blockquote>

The Zimbabwe Republic Police (ZRP) has reported that a Lupane woman has been arrested in connection in infanticide.
Infanticide is the intentional killing of infants and is now universally illegal. The practice was previously a widespread practice throughout human history that was mainly used to dispose of unwanted children.
Posting via its Twitter handle, ZRP said the 19-year-old woman was arrested following a tip-off. Reads the tweet:

A 19-year-old Lupane woman has been arrested in connection with a case of infanticide where she gave birth to a baby boy on 27/11/20. She dug a pit in the garden and buried the infant.

Lupane Woman Buries Her Newborn Baby

2 Families in Lupane have been quarantined after harbouring their relatives who evaded the quarantine process when they came home from South Africa and later on tested positive for COVID-19. The Chronicle reports.
The Sibanda and Ngwenya family which includes six adults and 16 children aged between 11 months and 16 years were taken to Mabhikwa High School by Rapid response teams after their family members tested positive for COVID-19.
The development was confirmed by Matabeleland North provincial social welfare officer Mr Macnon Chirinzepi who shed light on how they discovered the families were harbouring escapees through a tip-off:
<blockquote>Mabhikwa quarantine centre has 22 community members from Malunku Village who have been in contact with persons who tested positive for Covid-19 and had previously joined the community without being tested
The two came back illegally from South Africa and went to their villages. After their presence became known one was taken to the quarantine centre where he tested positive. His brother-in-law who had come to visit his ex-wife was also taken and tested positive
The Sibanda family members were taken into quarantine on June 20 and because the second man had also gotten into contact with his family, five members of his family were also taken on Monday. They are all at Mabhikwa waiting to be tested after eight days.</blockquote>
Meanwhile, ZRP is looking for 2 men who escaped from Harare’s Belvedere Teachers College Quarantine Center one escaped after testing positive and the other one escaped before getting his results.

22 Family Members Quarantined After Harbouring Border Jumpers

Last week a gang of 8 machete-wielding members robbed 3 different business centres in Lupane and left with an undisclosed amount of cash, The Chronicle reports.
The gang robbed people from Matshakayila, Maphanabomvu and Dandanda business centres where they left people seriously injured and left with valuable goods and cash.
Matabeleland North Police spokesperson said they were yet to receive the report but a source that spoke to the publication said:
<blockquote>The amount of money and groceries taken could not be ascertained as the victims were unable to talk due to serious injuries sustained during the robbery,” said the source who revealed that the victims are admitted to St Luke’s Hospital in Lupane.
The gang broke into a shop at Matshakayila Business Centre and assaulted the owner of the shop Mr Princess Nyathi leaving him with a fractured leg and multiple injuries all over the body. They took some money and groceries. After failing to break into nearby shops, they then pounced at Matshakayila veterinary sub-office where they assaulted the vet officer and tied him to a tree.
He also suffered multiple injuries while the gang broke a money safe and fled with an unconfirmed amount. Both victims are unable to talk hence the total value of money and groceries taken could not be ascertained, they are both admitted at St Luke’s Hospital</blockquote>

Reports suggest that the Finance Minister, Mthuli Ncube is interested in the Lupane East constituency. Reports come as the Zanu PF Matabeleland North provincial co-ordinating committee is meeting in Lupane to discuss prospective candidates the constituency.

Ncube Tipped To Contest For Lupane MP Post

A Lupane man (87) accused of rape told a magistrate that at his age he lacks the stamina to force anyone into sexual intercourse.
Speaking before Hwange regional magistrate, Mr. Collet Ncube while answering to charges of raping his 14-year-old granddaughter last week, the man pleaded not guilty. He said:
<blockquote>Your Worship, these charges against me are unfounded and I deny them. As an elderly and feeble man how would I possibly have managed to rape a 14-year-old girl stronger than me. I’m actually too old and weak to rape anyone. I suspect she is being influenced by some members from the community to make up this story for reasons I’m not aware of.</blockquote>

The state alleges that in July 2017, the old man sneaked into the hut where his 14-year granddaughter was sleeping and raped her. It also alleges that he again entered into the bedroom where the grandchild was studying, pushed her to the ground and raped her. The state also reports that the police received a tipoff which led to investigations and subsequent arrest of the old man.

The Registrar General’s Office is working on opening a passport office in Matabeleland North provincial capital, Lupane next month.
<div>Speaking to The Chronicle, Matabeleland North provincial registrar Mr Willard Sayenda said the passport office which is scheduled to be opened on February 23, will complete the Registrar General’s department’s relocation from Bulawayo. Said Sayenda:</div>

<blockquote>Our target is to relocate the provincial Registry from Bulawayo to Lupane. We are on track. We are going to meet it within our 100 day target. We want to relocate all our records departments from Bulawayo to Lupane, meaning we are going to be opening a passport office in Lupane.</blockquote>
The Registrar General’s office is already processing documents such as birth and death certificates in Lupane.

In a telephone interview with The Chronicle, Local Government Minister Saviour Kasukuwere said that the non-inclusion of locals in the Lupane local board Commissioners was an oversight.
He said that he would look into the matter and come up with a locally acceptable solution. Said Kasukuwere:
<blockquote>We have heard the concerns of the people and we are looking into ways of addressing the matter. I am in Gwanda and once I am back in the office, we will take action to see to it that Lupane people are also engaged in such processes. We are looking at the matter. We will try to bring all interested parties on board and bring about a fair and locally acceptable solution to the oversight.</blockquote>
Lupane residents petitioned Kasukuwere challenging the appointment of Lupane District Administrator Mrs Ennety Sithole and Lupane State University Vice Chancellor Professor Pardon Kuipa as local board commissioners.

Kasukuwere admits to making blunder in appointing Lupane local board Commissioners

MDC-T vice-president, Thokozani Khupe has said that she almost died when police tear-gased a village in Lupane, to stop her from interacting with villagers. She also said that some people are still missing since the police attack.   According to Khupe, she was having a private meeting in a private residence to encourage people to vote when the Zimbabwe Republic Police responded in a heavy-handed manner in an effort to intimidate her and villagers. Said Khupe,
<blockquote>We were having a meeting at a homestead in Ward 9, Lupane and some of the women had babies on their backs,
Initially it was the CIO who came and told us the meeting was illegal. But when I told them this was a private meeting at a private property and there was no need to seek clearance, they went back and sought reinforcement,
They surrounded the whole village as if there were terrorists; and when I approached them to find out who was in charge, they threw teargas at me; I almost died.
They teargased the whole village and the women ran everywhere as they choked. Some of them were hospitalised together with their little children. Others are still missing and we don’t even know where they are.</blockquote>
