The Masvingo City Council is considering enlisting the Zimbabwe National Army (ZNA) to address a growing issue with stray dogs, following reports of 87 residents being bitten since the start of the year.
The rise in dog bite incidents has raised fears of a potential rabies outbreak, alarming city officials.
This week, the council discussed a recommendation from the Health, Housing and Environmental Committee to involve the army in controlling the surge of dog bites.
Mayor Councillor Alec Tabe indicated that the recommendation was thoroughly debated but ultimately sent back to the committee for further consideration. Said Tabe (via <a href="https://www.herald.co.zw/masvingo-city-mulls-roping-in-army-to-kill-stray-dogs/">The Herald</a>):
<blockquote>
The matter (of roping army to kill stray dogs) yes was debated but it was felt that it is outside the army’s constitutional mandate to do so and the matter was subsequently sent back to committee without adoption.
</blockquote>
The mayor suggested that it would be ideal for the city council to engage the Society for the Prevention of Cruelty to Animals (SPCA) in Masvingo to address the issue.
However, he acknowledged that the SPCA is currently under-resourced for such a task. As a result, the council plans to devise an alternative strategy to effectively manage the stray dog problem.
Meanwhile, the Ministry of Health and Child Care’s Disease Surveillance Report for the week ending October 13, 2024, revealed that there were 604 reported dog bite cases, with no fatalities, during the week under review.
Among these cases, 113 were attributed to vaccinated dogs, 105 to unvaccinated dogs, and 386 involved dogs of unknown vaccination status.
The highest number of dog bite incidents were reported in Mashonaland East Province (114 cases) and Masvingo Province (87 cases).
Overall, the cumulative total for dog bites stands at 22,383 cases, with no reported deaths.

The Masvingo City Council is thinking about using soldiers to help with a problem of stray dogs in the city. They are worried about people getting bitten and getting sick. The council talked about this plan, but some people think it's not the right thing to do. They might ask a group called the SPCA to help instead, but they need more resources. In a recent report, over 600 cases of dog bites were recorded, but no one died. The most cases were in two provinces in Zimbabwe. The council is still trying to figure out the best way to solve this problem.

Masvingo Council May Call On Army To Kill Stray Dogs

Masvingo City Council Town Clerk Edward Mukaratirwa has banned employees from consuming the Kambucha/Kombucha drink during working hours on the advice of council doctors who established that the drink was an alcoholic substance.
The ban follows incidents in which some city workers have been reporting for work drunk while others were openly drinking Kambucha at work claiming it has medicinal properties.
But in an internal memo addressed to all heads of department within the local authority, Mukaratirwa announced a ban on the consumption of Kambucha during working hours. Reads the memo:

It has come to our attention that some Council employees come to work whilst drunk due to the consumption of alcohol and other intoxicating substances.
It has also been noted that some employees are seen consuming Kambucha drink during working hours in the guise that it is medicinal.
However, we are reliably and authoritatively advised by the Council’s Medical Doctor that the drink contains alcohol.
In light of the above, it is advised that the consumption of Kambucha drink during working hours be banned with immediate effect.
Furthermore, employees are discouraged at all costs to report for duty whilst drunk, for such behaviours constitute acts of misconduct in terms of the City of Masvingo Employment Code of Conduct.

Kambucha was introduced not too long ago and some of its consumers consider it to be an energy drink with medicinal properties.
Others, mostly men, consider the beverage an aphrodisiac and consume Kambucha for its supposedly sex-enhancing properties.

Masvingo Council Bans Workers From Drinking Kambucha At Work

The mayor of Masvingo Councillor Collen Maboke has revealed plans by the City of Masvingo to reclaim the Runyararo West dumpsite area by constructing a school.
Speaking to <a href="https://tellzim.com/council-to-construct-new-school-at-runyararo-west-dumpsite/">TellZim News</a> after a Full Council Meeting held on Monday, 03 July, Councillor Maboke said the local authority plans to reclaim the Runyararo West dumpsite which is now being relieved by the Cambria landfill.
He said the former dumpsite had become a health hazard to residents who lived nearby. Said Maboke:

There are no longer any activities of dumping refuse at the old site as we speak, as council we are planning to build a school on that site.
This is not the first time that council builds a school on a former dumpsite, previously there was a dumpsite on what is now Runyararo Primary School so we intend to utilize the land by constructing a new school and recreational facilities for Runyararo West and Victoria Ranch residents.
</blockquote>
He said the new landfill started functioning two weeks back relieving the former dump site.
The old dumpsite had for long exposed residents from the two suburbs to foul smells, swarms of flies and smoke that came from burning of rubbish.
Though the council had stopped dumping at the site, there is still a lot of rubbish at the site.

Masvingo Council Plans To Build A School On Old Dumpsite

Masvingo City Council plans to buy top-of-the-range vehicles for senior officials as part of their conditions of service.
According to the latest minutes of the Finance and General Purposes Committee, at least seven senior officials do not have service cars.
Masvingo Town Clerk, Engineer Edward Mukaratirwa, recommended the purchase of the vehicles for the senior officials in a phased approach. The minutes read in part:

Consideration was given to the report of the town clerk on the request to purchase conditions of service vehicles for senior managers.
It was reported that as part of their conditions of service, senior managers were supposed to be provided with vehicles for use on council business and for private use.
The following officials do not have conditions of service vehicles at the moment-chief environmental health officer, chamber secretary, finance director, director of engineering services, administration manager, deputy director of engineering services and senior health officer.
</blockquote>
The council minutes further reveal that the vehicles will be bought in phases, starting with the chief environmental health officer, chamber secretary and deputy director of engineering services.
The second phase will cater for the finance director, director of engineering services, administration manager and senior health officer.
The matter was, however, referred to a council caucus meeting for deliberations.

Masvingo Council To Buy 7 Vehicles For Senior Officials

Masvingo City Council has sought to clarify the recent increase in service charges by over 500% that saw a number of residents and residents organisations registering their disgruntlement.
The minimum monthly bill was raised from ZWL$472 to ZWL$2600, a move that was not agreeable to the majority of the ratepayers.
In a statement, Masvingo City Council Acting Town Clerk Edward Mukaratirwa said the increases are contained in the 2021 City Budget approved by the Hon Minister of Local Government and Public Works.
Below is the full statement:
There is a lot of false and misleading information doing the rounds on rates hikes introduced by the City Council at the beginning of March 2021 and we wish to clarify issues and put the record straight for all our valued stakeholders.
<blockquote>1. We want to take this opportunity to remind residents and other stakeholders that these increases are contained in the 2021 City Budget approved by the Hon Minister of Local Government and Public Works MP July Moyo following consultations between residents and council conducted towards the end of last year.
Consultations were actually held from November 3 to November 10, 2020, and the process was extensively advertised in the mainstream media including The Herald.
The 36 objections that were received were attended to and recommendations made to the Minister before the budget was approved).
2. The new rates are purely based on sustenance and sustainability,
3. The Minister approved the budget which raised the minimum monthly bill from RTGS8472 to RTGS$2600 in order to enable Council to provide adequate services to residents.
4. Masvingo City Council like any other local authority is a non-profit making institution and charges for services are therefore based on a cost-recovery model and every service charge is justified by a cost build-up.
The intention of the increases is therefore to cover costs for the provision of proper services to the residents.
5. Following the rampant misinformation both on social and mainstream media, the City Council will therefore soon be reengaging stakeholders; ratepayers and residents on areas of misunderstandings and in order to resolve matters of genuine concern.
6. Council wishes to reiterate that the spirit of the increases now and as at the time of consultation remains the same and this is to ensure that residents enjoy clean water supply, have street lights, roads are good and well maintained, refuse is collected regularly, the Fire brigade is well equipped, council schools are well-equipped and the clinics have adequate medicine.
7. We need to raise the standards of our city to the minimum accepted.</blockquote>

Masvingo City Council Explains Service Charges Hike

ZRP this week together with Masvingo City Council arrested 5 activists who had come to hand in their petition to the council over a 500% rates hike, Newsday reports.
According to the publication, 2 of the activists were released without charge, but the other three, Tamutswa Chikonyora, Leeroy Taylor and Esther Thomu were detained at Masvingo Central Police Station.
The petition that was handed over to MCC by the activists which all belonged to the Masvingo Residents Forum reads in part according to the publication:
<blockquote>We are here today, to peacefully submit our grievances to the MCC due to the fact that our local leaders here dismally failed the residents.
MCC has failed to consult residents on matters of public interest. The local authority is doing things on its own without taking the public into consideration.This local authority has lost sight and vision of the residents.
The road network is in a sorry state despite that the MCC introduced and collected a roads levy from every household for road maintenance.This money has not been used for local road maintenance.
MCC collects parking fees again meant for road maintenance. Despite the introduction of the parking fee, potholes and washed away roads remain the order of the day.</blockquote>
ZRP and Masvingo City Council both still to comment on the issue. Meanwhile, Masvingo needs 3 billion to fix their roads which according to residents are now deplorable.

ZRP Arrests Masvingo Activists For Petitioning Masvingo City Council

Masvingo City Council has succumbed to pressure from residents and climbed down on its decision to increase existing rates seven-fold.
City’s acting town clerk Edward Mukaratirwa announced on Thursday announced that the local authority had now increased the existing rates by 21 percent instead of the 700 percent earlier announced at the end of a special full council meeting Thursday. In a statement, the city said:
<blockquote>City of Masvingo would like to notify residents and rate payers that it has reduced the minimum water band translating to a reduced minimum water charge for high density areas from $260 to $130.
The basic household bill from $602 to $472. The effect of this is that residents will pay less in fixed charges and their bill becomes more dependent on water consumption.</blockquote>
The development came after residents, through their representative Masvingo Residents and Ratepayers Alliance (MURRA), had threatened to default payment of their monthly bills in protest over the hiking of existing rates.
MURRA spokesperson Godfrey Mutimba applauded the council’s decision to review tariffs downward and also appealed to the council to look for more ways to reduce the tariffs further.

Masvingo City Council Forced To Slash Rates

Masvingo residents have urged city fathers to introduce pre-paid water meters amid reports the local authority is now owed over $40 million in outstanding tariffs.
Speaking during a feedback ward meeting last Friday, residents complained said that prepaid water meters would help them manage their spending. One resident, Mr. Peter Muzamani said:
<blockquote>Most residents in Ward 1 now owe the local authority huge sums of money in outstanding water bill. Most residents in this ward are not employed and struggling to pay rates. We now need prepaid water meters for it to be easy to us.</blockquote>

Ms. Tracy Takarangana said that the current system was unfair as charges are not based on consumption but location. She said:
<blockquote>Most of us live in hostels where we use bulk water and power meters. Surprisingly, we pay different amounts of water charges and yet there is one meter. We are confused on how the local authority is billing us.
We are also told we owe huge sums of money in unpaid water bills. We appeal to council to install individual prepaid water meters so that we can afford to pay rates.</blockquote>
Masvingo Mayor Councillor Collen Maboke said that the prepaid meters will be installed if residents are consenting to the move.
Residents representative organisations that have been opposed to prepaid water meters have been section 77 of the constitution which notes that water is a human right. They argue that once it is prepaid, the poor, by default, would have been robbed of their right to water.

Residents Urge Council To Introduce Prepaid Water Meters

Masvingo Mayor Councillor Hubert Fidze said the National Social Security Authority (NSSA) had expressed interest to build 600 low-cost houses in the city.
He said the houses will be built near the Jairosi Jiri area close to Mucheke Stadium. Work on the project will begin once Masvingo City Council has finished constructing the Mucheke-Rujeko trunk sewer system which is 70% complete. Said Mayor Fidze:
<blockquote>We are pleased to inform our residents and other stakeholders about the ambitious project of 600 housing units that NSSA plans to develop in Masvingo. We have identified land for the massive NSSA housing project that will be undertaken near the Jairosi Jiri area close to Mucheke Stadium. Once we have completed constructing the Mucheke-Rujeko trunk sewer system, work on the project will begin.</blockquote>
