Zimbabwe’s Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, has claimed that the current shortage of essential medicines in major hospitals is a result of economic sanctions imposed on the country by the United States, Britain, and their Western allies.
Ziyambi who is also Zimbabwe’s Leader of Government Business in Parliament, made these remarks during a Question and Answer Session in the National Assembly. He acknowledged that the health sector in Zimbabwe is facing challenges, and he attributed the drug shortages to the country’s economic struggles, which have been worsened by the economic sanctions. He said:

We used to have functional pharmaceutical companies that supplied us with medication but we were then slapped with sanctions.
However, with the advent of the second republic, President Mnangagwa got into an agreement with Egypt so that they provide us with medicine.
The Egyptian (government) has built warehouses so that they can store the medicine once they start supplying. In the meantime, we are getting our medicine from Egypt.

Opposition legislators from the Citizens Coalition for Change demanded that the government visit the country’s hospitals to assess the situation firsthand.
The Health and Child Care Minister, Douglas Mombeshora, also acknowledged the serious shortage of medicine and drugs in public hospitals, leaving patients dependent on private health facilities. He described the unavailability of medicine as depressing. <a href="https://www.newsday.co.zw/local-news/article/200020469/sanctions-to-blame-for-drug-shortages">NewsDay</a> cites him as saying:

Our ministry acknowledges that the country is facing a serious shortage of medicine and drugs, which is culminating in a crisis, especially at the lower level and has left patients at the mercy of private hospitals.

The healthcare system in Zimbabwe was once considered one of the best in the developing world, according to the World Health Organization in 1985. However, the situation has deteriorated, with some hospitals operating without even basic painkillers. Critics attribute the current state of the healthcare sector to underfunding and corruption.

Minister Attributes Shortage Of Essential Medicines In Zimbabwe To Economic Sanctions

Zimbabwe spends more than US$400 million annually in importing medical drugs, a deputy director in the Ministry of Industry and Commerce, Dayford Nhema has said.
Speaking at the launch of a local pharmaceutical firm Sapps Pharmaceuticals, Nhema said the bill for importing drugs was too high. <a href="https://www.theindependent.co.zw/business-digest/article/200012378/zim-spending-us400m-annually-on-drug-imports">He said</a>:

In terms of imports of pharmaceutical products, Zimbabwe spends over US$400 million annually on imported drugs, estimated at almost 90%.
The importation process, coupled with transport costs, results in our citizens bearing the brand of expensive healthcare products.

Nhema said it was important to capacitate the local industry to help the country save foreign currency. He said:

The government is implementing the duty-free importation of pharmaceutical ingredients.
We are also implementing the local content strategy with the ultimate objective of seeing increased productivity in the pharmaceuticals sub-sector.

Sapps Pharmaceuticals was licensed by the <a href="https://pindula.co.zw/Medicines_Control_Authority_of_Zimbabwe">Medicines Control Authority of Zimbabwe</a> (MCAZ) in November 2021 and started manufacturing drugs last year becoming the 10th player in the manufacturing of medicine locally.
Its founder, Kudzai Hove, said that he started the company out of frustration as patients would come in need of medicines but they could not afford them.
Pharmaceuticals Manufacturers Association chairman Emmanuel Mujuru appeal for financial support for the industry.

Zimbabwe Spending US$400m Annually On Medicinal Drug Imports - Govt

Pindula encountered a message circulating on WhatsApp that we think might be helpful for some students who have just finished A Level and would like to do medicine at the University of Zimbabwe.
It might also be useful for parents who are helping their children make important career choices.
<blockquote>
UZ does not discriminate against schools, especially the faculty of medicine which I have been part of since 2008. It’s unfortunate that many students who do more than 3 subjects at A level end up including irrelevant subjects to our entry requirements.
Our requirements are A level passes in Chemistry and any 2 subjects between Maths, Physics, Biology/Zoology. So besides chemistry, we count the other best 2 subjects, thus we only consider 3 subjects.
So if one does 5 subjects and gets all A’s and a D (2 points) in chemistry, we don’t see it as 22 points but as 12 points because we consider chemistry first and any other best 2 from the above list.
So the message is don’t force your bright students/ children to take up many subjects if they intend to do medicine. This does not increase their chances. Let them concentrate and maximise their efforts on 3 relevant subjects only.
In addition, we don’t count mathematics together with Further Maths or Applied Maths/ Pure Maths…. etc, we just consider Maths as 1 one subject. So it’s of no benefit sitting for exams of all variants of maths.
Our intake is about 300/ yr for medicine. If we have a high number of potential students (which has been the case since 2014) we conduct interviews.
The interview instrument is to weed out potential delinquencies and those who would have been pushed to do medicine by their parents/guardians when they don’t really intend to by themselves.
We also look at communication skills. This is where some students fall off. Some schools concentrate on bookwork but they don’t groom their students

Potential Advice On Pursuing Medicine at UZ After A Level

The Ministry of Finance and Economic Development released only one-third of the funds allocated to the Ministry of Health and Childcare in the 2022 national budget.
This was revealed by the Health Minister, Vice President Constantino Chiwenga while addressing a 2023 Parliament pre-budget seminar in Harare on Monday.
Chiwenga said the underfunding of the health sector resulted in his ministry managing to procure only 14% of the required medicines. He said:

The 2022 annual budget for medicines and health facilities was $15 billion, and only $5 billion was released.
The comment from the public was that people were failing to access the most basic services, and their major concern was the need for critical equipment and services such as maternity.
The year 2022 faced cash challenges and this led to the inadequacy of critical medical supplies.
However, with the funds that we have availed, 14% of the required medicines were procured.
… The ministry takes note of the state of the infrastructure at some of the health institutions.
To address this, the ministry was allocated $18 billion, however, only 2,8 billion was disbursed.
I want to clarify this, for the health posts, we should have 1 700 ward-based health facilities if we are to give attention in terms of healthcare to every Zimbabwean.

Zimbabwe’s per capita (per person) spending on health is said to have dropped from US$45 in 2021 to US$20 this year.
The World Health Organisation recommends a per capita health expenditure of at least US$84 per year.
