President Emmerson Mnangagwa Saturday reappointed Vice President <a href="https://www.pindula.co.zw/Constantino_Chiwenga">Constantino Chiwenga</a> and former VP <a href="https://www.pindula.co.zw/Kembo_Mohadi">Kembo Mohadi</a> as the Second Secretaries of the ruling ZANU PF party.
<a href="https://www.pindula.co.zw/Oppah_Muchinguri">Oppah Muchinguri-Kashiri</a> was also <a href="https://zero.pindula.co.zw/president-mnangagwa-appoints-new-central-committee-and-politburo-members/">reappointed</a> as National Chairperson, completing the party’s four-member Presidium.
<h2>The President <a href="https://zero.pindula.co.zw/president-mnangagwa-appoints-new-central-committee-and-politburo-members/">reappointed</a> four other Politburo members:</h2>

The appointments were made on the last day of the party’s 7th National People’s Congress which ran from 26 – 29 October 2022.
He, however, indicated that further appointments will be made once the current restructuring process of the Politburo has been completed.
President Mnangagwa also appointed Central Committee members. These are:

UPDATE: President Mnangagwa Reappoints Chiwenga And Mohadi

The <a href="https://www.pindula.co.zw/ZINARA" rel="noopener noreferrer" target="_blank">Zimbabwe National Roads Administration (ZINARA</a>) Board chair <a href="https://www.pindula.co.zw/Michael_Madanha" rel="noopener noreferrer" target="_blank">Michael Madanha</a> said that he is not aware of the letter which revealed that tolling cashiers earn over $6 000 per month.
Speaking to ZBC News on Thursday, Madanha said the $6 000 reported on social media circles could be the gross income of a ZINARA tolling cashier. He said:
<blockquote>I have no knowledge of the letter and where it was generated to speak on it or comment but if you are saying the amount in question is in the district of $6 000 it could be the gross income.</blockquote>
Madanha’s remarks follow the circulation on social media of an offer letter dated January 10 believed to have originated from Zinara written on the institution’s letterhead.
While Madanha confirmed that a general manager with the institution is getting paid around $20 000, ZINARA Acting Chief Executive Officer, Engineer Moses Chigonyati refused to comment on the matter indicating that it was a private matter as the employers and organisation had signed non-disclosure agreements.

ZINARA Boss Speaks On Leaked Letter Revealing Tolling Cashiers' Salaries

The Zimbabwe National Road Administration (ZINARA), has reverted back to its mandate to avoid the leakage of finances from the parastatal.
Speaking in Mukumbura last week, ZINARA board chairman Engineer Michael Madanha said:
<blockquote>We stamped our authority and made it clearly understood that Zinara does not implement road projects, but only disburses money and monitors evaluation, apart from collecting road user fees.
By implementing this, we eliminated more than 50 per cent of the problems at Zinara. Since 2011, Zinara was implementing road construction projects which itself was an extra function.
What is now happening is that Zinara will tender the works, do bid evaluation, they will appoint contractors and assign contractors and they will deploy them to the provinces to work with local authorities and do the auditing and monitoring and evaluation.</blockquote>

ZINARA To Focus On Its Mandate - Board Chairman

The Zimbabwe National Road Administration (ZINARA) said that it will not hike tollgate fees despite a rise in inflation.
This was revealed by Zinara board chairman Michael Madanha last week while responding to from Matabeleland North road authorities representatives in Bulawayo. Said Madanha:
<blockquote>Also, I want to emphasise that as Zinara in essence, we will not increase our road user fees because we know hardships that the general public is facing in terms of raising cash.
What we will want to do is to enhance the collection, that’s being done now, to seal all leakages and to improve our operations. The secret is we should as Zinara increase our revenue collection but maybe without increasing the road user fees.
So that would be our first step. If we can’t increase with what we have now, then that’s when we can now decide to see whether there will be an increase of those fees, but as of now, we will stick to what is there.</blockquote>

ZINARA Will Not Hike Toll Gate Fees

Speaking at the All Road Authorities Engineering Summer School 2016, Deputy Minister of Transport and Infrastructural Development, Engineer Michael Madanha urged local authorities not to rely on funds from treasury for road development projects.
He urged local authorities to get into public private partnerships. Madanha’s comments comes at a time when local authorities have complained that funds provided by the <a href="http://www.pindula.co.zw/Zimbabwe_National_Road_Administration">Zimbabwe National Roads Administration Authority</a> (ZINARA) are inadequate. ZINARA Board Chairperson, Mr Albert Mugabe said local authorities must copy the build and transfer model that has been employed by Government in the Beitbridge-Chirundu highway.
