The government has issued Statutory Instrument 89 of 2021 which among other things notes that the importation of second-hand vehicles aged 10 years and above would require an Import Licence from the Ministry of Industry and Commerce. Reads the SI:

IT is hereby notified that the Minister of Industry and Commerce has, in terms of section 4(1) of the Control of Goods (Import and Export) (Commerce) Regulations, 1974, published in Rhodesia Government Notice 766 of 1974, made the following notice: —
I. This notice may be cited as the Control of Goods (Import and Export) (Commerce) (Amendment) Regulations, 2021 (No. 9).
2.The First Schedule of the Control of Goods (Import and Export) Regulations, 1974, published in Rhodesia Government Notice 766 of 1974, is amended by the insertion of the following items —
“54. Second-hand motor vehicles which are ten (10) years older from the date of manufacture classified under headings 8702, 8703, 8704:2120, 8704:2130, 8704:2140, 8704:2190, 8704:3120, 8704:3130, 8704:3140 and 8704:3190 of the customs tariff.
55. Sugar classified under headings 17.01, 17.02, 17.03 and 17.04 of the customs tariff.
56. Cement classified under headings 2523:2100 and 2523:2900 of the customs tariff.”.
3. (1) Second-hand motor vehicles aged ten (10) years and above, from the date of manufacture at the time of importation shall require an Import Licence from the Ministry of Industry and Commerce.
(2) Commercial vehicles (tractors, haulage trucks, earth-moving equipment) and other specialised vehicles used in mining and construction sectors shall be exempted.
(3) Under Tariff Headings 17.01, 17.02, 17.03 and 17.04 only sugar require an Import Licence. Sweets are exempted from requiring an Import Licence.

FULL TEXT: Importation Of Some 2nd-Hand Vehicles Now Requires Import Licence

The Ministry of Industry and Commerce has said that the government is putting in place measures that will ensure that prices of basic commodities remain within the reach of vulnerable people.
This was said in the ministry’s statement after the government had increased the subsidy it was giving the grain millers to allow the price of mealie meal to remain at ZWL$70. Reads the statement in part:
<blockquote>Cognisant of the COVID-19 pandemic, the government is committed to ensure that the prices of basic commodities, especially maize roller meal, should remain within the reach of the vulnerable.</blockquote>
The statement also observes that a 10 kg of mealie meal will remain at ZWL$70 while the government will review upwards the subsidy to millers from ZWL$73.90 to ZWL$216.15.
The subsidy on maize meal was restored by President Emmerson Mnangagwa in November last year to ensure citizens have access to cheaper basic foodstuffs and cushion them against the obtaining economic challenges.
This comes when inflation in the country continues to rise unabated partially due to the collapse of the local industry, the shedding of value of the local currency and high demand induced by the coronavirus lockdown.

Govt Says It's Committed To Ensure That Prices Of Basic Commodities Are Affordable

The Reserve Bank of Zimbabwe has so far released ZWL$800 million to capacitate entities in the country’s productive sectors.
The facility has been described by Confederation of Zimbabwe Industries (CZI) President, Mr Henry Ruzvidzo as progressive. He said:
<blockquote>We are encouraged by the efforts being made with regards to capacitate our industries and this will go a long way in achieving the country’s vision.</blockquote>
The development comes at a time when international credit line facilities have over the past 2 decades been dwindling due to a number of issues including restrictions imposed on the country by some Western powers.
The fund also comes when the cost of production in the country has been going up due to challenges including the country’s huge deficit in electricity, foreign currency and fuel forcing some entities to shut down operations.
The local industry has been grounded for the past two decades and authorities claim that reviving it is a priority for the government.

RBZ Rolls Out $800M To Capacitate Productive Sector Entities

Zimbabwe has been urged to diversify its export market as overreliance on South Africa is not sustainable as economic shocks in the African country will inevitably have a huge impact on the Zimbabwean economy.
Speaking at an export awareness seminar organised by ZimTrade for manufacturers of goods and service providers as well as Small and Medium Enterprises (SMEs) in Victoria Falls, ZimTrade Matabeleland regional manager, Mr Similo Nkala said:
<blockquote>We rely on South Africa, which accounts for 50 percent of market share and the United Arab Emirates with 20 percent share meaning that when South Africa catches a cold, we all sneeze. We need to go back to 1992 where we used to market in Italy, France, Germany, South Africa and many more so in times of trouble we would rely on others.</blockquote>
Nkala added that ZimTrade has been conducting market research in the DRC, Germany, Malawi, Namibia, Angola, Botswana and Zambia which disclosed that there are opportunities which Zimbabwe can embrace.
This comes when Zimbabwe’s revenues are very low and inadequate to fund government operations.

"When South Africa Catches A Cold, We All Sneeze," Zimbabwe Urged To Diversify Export Market

South African retailer Pepkor Holdings has today announced that it will be leaving Zimbabwe citing poor performance due to the deteriorating economy.
The company’s statement comes when Zimbabwe is submerged in severe shortages of foreign currency, fuel and electricity which have caused inflation to rise risking reviving memories of 2008 when it reached a 231 million percent record high.
In a statement, Pepkor which operates retail shops under the PEP brand in South Africa and Power Sales in Zimbabwe, after buying one of Zimbabwe’s most recognisable retail brands, said:
<blockquote>The decision to exit Zimbabwe was based on the continued adverse macroeconomic conditions affecting trading and the weakening currency</blockquote>
The statement also indicated that Pepkor’s business in Zimbabwe registered a loss of R70 million (US$4.8 million), including the full impairment of the disposal of the group’s assets.
The prevailing economic conditions in the country have affected all sectors of the economy with many companies registering reduced production and severe losses.
Meanwhile, Finance Minister, Professor Mthuli Ncube projected in his 2020 Budget Statement that the economy will soon stabilise and start growing next year.

Power Sales Decides To Exit Zimbabwe As The Economy Continues To Bite

Former Minister of Labor, Dr Sekai Nzenza has been accused of failing to pay back US$8 000 out of US$13 715. 83 she borrowed from the National Social Security Authority earlier this year.
The Standard reports that Nzenza borrowed the money saying that it was for work purposes but her former Ministry which has paid back US$5 715.83 advised NSSA that the minister should pay back the remainder because it was not used for government business.
Meanwhile, the minister is saying that there was no underhand dealing in the matter as the money was transparently sent when she was stranded during her New York and Morocco government-sanctioned trips. She added:
<blockquote>NSSA came to the rescue and sent money so we could get home safe. I wrote to the chairman Dr (Cuthbert) Chidoori on the 25th of February to let him know that the ministry owes money to NSSA.
I made him aware that this was a serious corporate governance matter and now that there was a board, any such situations should be managed through the correct channels.</blockquote>
Nzenza who was recently accused of ordering NSSA to pay $1,8 million to a group of local experts she handpicked to unpack the <a href="https://news.pindula.co.zw/2019/08/03/download-nssa-forensic-audit-report-jan-2015-feb-2018/">NSSA forensic audit report</a> at a cost of US$120 000, is of the view that the purported scandal is only meant to tarnish her image.

Former Labor Minister In NSSA Funds Scandal

Prominent economist, Prosper Chitambara who is the Director at the Labour and Economic Development Research Institute of Zimbabwe has said that Zimbabwe needs to work on restoring competitive advantage lost over the years.
His remarks come when the Ministry of Finance and Economic Development is designing strategies to redirect the country’s economy on the track so as to attract investment and to boost production. Chitambara said:
<blockquote>Zimbabwe lost its competitive edge over the years as cost variables went up, hence the need to ensure that we improve the easiness and cost of producing goods and setting up businesses. If treasury’s budget in November for 2020 focuses on that I think it is the right thing to do.</blockquote>
Zimbabwe is embarking on currency reforms which authorities claim will assume an essential role in reviving the economy.
The cost of doing business has been going up at an unparalleled rate due to challenges such as inflation, power cuts and water.
