Members of Parliament in Botswana have expressed their strong opposition to a proposed agreement that would allow travel between Botswana and Zimbabwe using national identity cards instead of passports. While Botswana already has a similar arrangement with Namibia, legislators have made it clear that they do not support extending it to Zimbabwe.
The <a href="https://www.pindula.co.zw/2023/12/08/zimbabwe-botswana-leaders-announce-plans-to-scrap-passports-for-travellers/">proposed plan to scrap the passport requirement</a> was announced by Zimbabwe’s President, Emerson Mnangagwa, during a visit to Botswana. However, due to public backlash, the Minister of Labour and Home Affairs, Annah Mokgethi, clarified in Parliament that no signed agreement was in place, according to VOA News. Mokgethi said:

I wish to make this statement to clarify and to set the record straight that there is no signed agreement to effect this initiative. Given this background, Batswana are assured that by a concept being appreciated by the two leadership does not mean the people of the two countries can now use their IDs to cross into their countries. There are processes and procedures to be undertaken to ensure and qualify validity of all necessary requirements for travel, locally, regionally, and internationally before implantation can take place. Most importantly upon adoption of acceptance of regulatory standards, the two countries will enter into a memorandum of agreement that has clauses including cancellation or exit in the event, concerns of violation arise during implementation.
</blockquote>
Opposition leader Dithapelo Keorapetse said it was surprising that President Masisi had not consulted relevant stakeholders before making such a decision. He said:

We don’t know who President Masisi was representing when he reached this agreement with Mnangagwa or the government of Zimbabwe.
</blockquote>
MP Wynter Mmolotsi raised concerns about the potential consequences of the arrangement, particularly in areas closer to the border, where there is already strain on resources due to an influx of Zimbabweans. He pointed out that the health system in Francistown, a city near the border, is already overburdened, and opening up travel without proper consideration could exacerbate the situation.
Other MPs, like Unity Douw, questioned the practicality of using machine-readable identity cards instead of passports and wondered if it would create additional bureaucratic complications. 
Some MPs suggested that Botswana prioritize negotiating passport-free travel agreements with countries like South Africa and Zambia before considering such an arrangement with Zimbabwe.
Due to the collapsed Zimbabwean economy, many Zimbabweans have sought opportunities in Botswana and other neighbouring countries including South Africa. The proposed scrapping of passport requirements between the two countries would primarily benefit Zimbabweans who have for decades been fleeing from the biting economy.

Botswana MPs Oppose Proposed Plan To Scrap Passport Requirement With Zimbabwe

Authorities in Botswana have issued a warrant for former president Ian Khama’s arrest.
Khama is facing more than a dozen criminal charges, including illegally possessing five firearms, in Botswana, according to the warrant seen by Pindula News.
He was summoned to appear in court there in April but he did not show up.
The warrant, stamped and signed by a regional magistrate, Mareledi Dipate, orders that Mr Khama should be arrested on sight. 
The 69-year-old <a href="https://zero.pindula.co.zw/ian-khama-refutes-reports-he-fled-botswana-to-south-africa/">left his home country in November last year</a> and has been residing in neighbouring South Africa.
The warrant states that there are reasonable grounds of suspicion against Khama that he committed the crimes for which he’s been charged and if spotted, it calls for him to be apprehended immediately and brought before the Broadhurst regional court “to be examined and to answer to the said information and to be further dealt with according to the law”. Reads the warrant:

THESE are, therefore, in the name of the state to command you that immediately upon sight hereof you {apprehend or cause to be apprehended) the said and brought before Broadhurst Magistrate Court to be examined and to answer to the said information and to be further dealt with according to law.

Khama left the office in 2018 after leading the southern African country for 10 years. He accuses his successor Mokgweetsi Eric Keabetswe Masisi of being vindictive.

Court Issues Warrant Of Arrest For Botswana's Former President Ian Khama

Namibia and Botswana have agreed to lift passport requirements on their border, a first for southern Africa.
Namibian president Hage Geingob, speaking in the Botswana capital Gaborone on Friday, said nationals of the two countries would only need to produce IDs to move between the two countries. 
Geingob said, speaking during the inaugural Botswana-Namibia bi-national commission:
<blockquote>
Our two countries not only share a common border, but also a common people and heritage. A symbiotic and inter-dependent relationship exists along our common borders.
Therefore, I call on our senior officials to fast-track the implementation of the usage of Identity Documents (IDs) as travel documents between the two countries, without delay.

The development came after President Geingob’s meeting with President Mokgweetsi Eric Keabetswe Masisi, 
Meanwhile, the development has resulted in criticism aimed at neighbouring Zimbabwe with award-winning journalist, <a href="https://www.pindula.co.zw/Hopewell_Chin%27ono">Hopewell Chin’ono</a> saying Botswana has been meeting Zimbabwean leaders but nothing tangible has materialised. In a Facebook post seen by Pindula News, Chin’ono said:

President Mokgweetsi E. K. Masisi of Botswana came to Zimbabwe and repeated the sanctions propaganda line.
But back home in Botswana whilst meeting billionaire businessman Strive Masiyiwa, he correctly said that Zimbabwe is not a safe place for investment because of lack of Rule of Law!
It is so sad that President Masisi would do this coming to Zimbabwe and playing politics with our lives lying about sanctions yet when he is home he tells the truth.
The countries around us have benefited from the lack of Rule of Law in Zimbabwe because investments go to their countries running away from Zimbabwe.
Very sad!!! At least they shouldn’t lie about why we are in this ZANUPF man-made crisis!

Namibia, Botswana Lift Passport Requirements On Their Border

Botswana’s President Mokgweetsi Masisi is in mandatory self-isolation after testing positive for COVID-19 in routine testing, a government spokesperson said Monday.
In a statement, John-Thomas Dipowe, acting permanent secretary for government communications, said:

The president does not have any symptoms and will continue to receive close medical monitoring by his doctors.
</blockquote>
Vice President Slumber Tsogwane will assume the president’s responsibilities until further notice while Masisi is in isolation, Dipowe said.
New coronavirus infections have risen sharply in the diamond-rich country since the detection of the Omicron variant in November 2021, to an average of 2 500 every three days from under 300 over the same period before Omicron.
But health officials say hospitalisations have not spiked.
Botswana has managed to fully vaccinate 71% of its eligible population of about 1.3 million people.
Health officials said on December 29 that Botswana would start to administer booster doses while the age limit for vaccination was reduced to 12 years from 18 years.
