At least two members of Mozambique’s Defence and Security Forces (FDS) have been killed in two insurgent attacks on a military position in the village of Nova Zambézia, Macomia, in the last week.
A local publication, Zitamar, reports that the first attack began on the night of Sunday 6 March and resulted in the beheading of an FDS member who was reportedly a military commander. 
On Tuesday 8 March, Islamic State (IS) claimed responsibility for the killing, via social media channels. IS boasted of attacking the barracks in Nova Zambézia with automatic weapons. The post included a picture of a body that appeared to have been mutilated but not beheaded. A picture was also attached of a military ID badge suggesting the victim was a soldier who had joined the army in April 2021. 
Several photos were also included of burning buildings and a collection of military equipment, including automatic weapons, ammunition and rocket-propelled grenades, allegedly captured after the raid. 
On Wednesday, 9 March, IS claimed to have attacked Nova Zambézia again on Tuesday. The post on social media again included pictures of a dead soldier, who had apparently been shot in the chest, and another cache of weapons consisting of more assault rifles, ammunition and rocket-propelled grenades. 
Zitamar was told that security forces in Nova Zambézia were attacked on Tuesday and at least five were killed, one soldier and four civilians. Another source said a female member of the local militia was among the victims.
The latest attacks resembled one on 23 February in the village of Quinto Congresso, just 7km from Nova Zambezia, which saw a police officer’s body dismembered and beheaded. 
IS also claimed responsibility for attacks on the villages of Litmanda and Chai on 24 February that reportedly killed and wounded several people. 
Insurgents reportedly visited these villages on three occasions that week and threatened to kill residents if they did not leave. It is further reported that there is no longer anyone living in Litamanda and Chai.
The attacks, perpetrated by the militant Islamist group, so-called Al-Shabaab, against police stations, local government buildings and civilians in Cabo Delgado province in October 2017 have left hundreds dead and thousands displaced. 
SADC countries and Rwanda have sent troops to help Mozambique fight the insurgents.

Islamic Insurgency: Mozambique Soldiers Killed

Rwanda has deployed troops to Mozambique to help fight Islamic insurgents that have been terrorising the Southern African country since 2017. The Joint Force will work closely with Mozambique Armed Defence Forces (FADM) and forces from the Southern African Development Community <a href="https://www.pindula.co.zw/Southern_African_Development_Community">(SADC)</a> in designated sectors of responsibility. <blockquote>Rwanda Deploys Joint Force to Mozambique
Kigali, 9 July 2021 – The Government of Rwanda, at the request of the Government of Mozambique, will today start the deployment of a 1,000-person contingent of the Rwanda Defence Force (RDF) and the Rwanda National Police (RNP) to Cabo Delgado Province, Mozambique, which is currently affected by terrorism and insecurity.
The Joint Force will work closely with Mozambique Armed Defence Forces (FADM) and forces from the Southern African Development Community (SADC) in designated sectors of responsibility.
The Rwandan contingent will support efforts to restore Mozambican state authority by conducting combat and security operations, as well as stabilisation and security-sector reform (SSR).
This deployment is based on the good bilateral relations between the Republic of Rwanda and the Republic of Mozambique, following the signing of several agreements between the two countries in 2018, and is grounded in Rwanda’s commitment to the Responsibility to Protect (R2P) doctrine and the 2015 Kigali Principles on the Protection of Civilians.

Rwanda Has Deployed Troops To Mozambique

The executive director of the Southern Africa Resource Watch (SARW), Claude Kabemba has said the proposed military intervention was not a viable solution to the crisis in the Cabo Delgado region, Mozambique.
Kabemba speaks when SADC leadership is considering military intervention after Islamic militants attacked Palma, a city in northern Mozambique close to multi-million oil projects.
He said a solution to the disturbances in Mozambique needs to address the socio-economic crisis in the country which has seen locals not benefiting from natural resources extracted from their communities.
Speaking during a Crisis in Zimbabwe Coalition (CiZC) virtual press conference on the turmoil in Mozambique, Kabemba went on to urge SADC leaders to consider dialogue first before opting for confrontation. He said:

_We are facing a very serious security threat in Mozambique which needs urgent solutions and any solution to that needs everyone to be brought together._
_It cannot be a solution that excludes the people of Mozambique. SADC must privilege dialogue to find sustainable solutions to the underlying causes of the insurgency and violence we are experiencing in Cabo Delgado._
_There must be a proper analysis of those problems and definition of the problem. What we are seeing in Mozambique is a resource conflict that is reminiscent of what we have seen in other parts of the continent, in Liberia, Sierra Leon, CAR (Central African Republic), in the DRC, and Nigeria._
_For any decision or intervention SADC needs to know the underlying causes and provide the correct definition of the problem. The continual exclusion of communities adjacent to those big investments to benefit from them is one of the biggest problems we are facing across the continent. The extraction of resources in Africa has never benefitted Africans._

Over 700 000 people have been forced out of the Cabo Delgado region by these groups while thousands including expatriates working in the region have been killed.
Kabemba argued that the Mozambican government was at fault and must understand that a socio-economic solution can solve the crisis adding “any other solution will be temporary.”
He proposed a resolution to the triple challenge of poverty, inequality, and unemployment as the sustainable solution to the Mozambican armed conflict.

Military Intervention Not Solution For Mozambique Crisis - Expert

Survivors of the Islamic insurgence attack in northern Mozambique are recounting the horror attack in Palma, the coastal hub for a multi-billion-dollar gas project.
An unknown number of people are said to have been killed while thousands are said to have fled from their homes.
The attack is dubbed the biggest escalation of the Islamist insurgency ravaging the region since 2017.
Mariamo Assane who survived the attack broke down reliving the harrowing day she fled a ferocious rampage by Islamist militants.
After she reached safety in Pemba, the capital of the northern Cabo Delgado province about 200 kilometres (120 miles to the south, Mariamo who is in her 30s, recalled the grim sight of bodies scattered along the way as she fled. She said:
<blockquote>I had lost hope of living. Never in my life had I run so much.
I don’t know if I will ever forget that.</blockquote>
Morasse Ali, 26, said he spent four days in the bush without food or water. He has no idea if his wife and son are dead or alive. Morasse said:
<blockquote>Those bandits arrived at my house, captured my family and took them away.</blockquote>
Heavily pregnant Fatua Abdalal, 26, said she went into labour shortly after she and her two other very young children fled Palma.
As she trekked through the bush, she gave birth, on her own, before being evacuated to Pemba.
Thirty-year-old Nvita Nchute said he was at a local market when the shooting started and was evacuated by ship to Pemba late last week, although he now doesn’t know the whereabouts of his wife.
With tears streaming down his face, as he sat at a temporary shelter in Pemba’s Eduardo Mondlane neighbourhood, popularly known as Expansao, Nvita Nchute said:
<blockquote>I couldn’t go (back home) to look for my wife.</blockquote>
Shelley Thakral, the spokeswoman for the World Food Programme in Pemba, told AFP that the survivors of the attack have “witnessed horrors, they have heard gunshots, they talk about people waving guns in their faces, escaping to the bush, walking on foot” She added:
<blockquote>They are clearly distressed and tired and just in shock.</blockquote>
Zimbabwean mercenary, Lionel Dyck who owns Dyck Advisory Group, a private military company helping Mozambican forces fight the extremists, last week spoke of seeing decapitated bodies on the streets.
Dyck told the BBC that when his team reached Palma on the first day of the attack “there were bodies lying on the road” adding that the corpses of some truck drivers delivering food aid were “lying next to their vehicles without heads”.

Mozambique Conflict: Survivors Recount Horror Attack

The Southern Africa Development Committee (SADC) leadership has been implored to act on the Islamic insurgency in Mozambique that has so far seen hundreds being killed while thousands have been displaced. The Crisis in Zimbabwe Coalition (CiZC) met with The Centre for Democracy and Development (CDD) during which the Zimbabwean crises and the Mozambique unrest was also discussed. Below is CiZC report. 
<blockquote>Monday 29, March 2021 The Centre for Democracy and Development (CDD) hosted the Crisis in Zimbabwe Coalition (CiZC) in Maputo, Mozambique from the 23td to the 26th of March 2021 during engagements with civic society and church groups. The Crisis Coalition delegation also met with officials from Mozambique’s ruling party, FRELIMO in a closed session.
The engagements arc part of the Coalition’s efforts to engage CSOs, liberation movements, solidarity partners and regional bodies to find a lasting solution to the Zimbabwean crisis.
As part of the engagements in Mozambique, the Coalition sought an audience with the current Southern African Development Community (SADC) Chairperson and President of Mozambique, Filipe Nyusi. Despite confirmations from his office, President Nyusi was unavailable at the last minute but despite this setback, the Coalition will continuously engage the regional body and other relevant stakeholders as a means to push SADC to act on the dire situation in Zimbabwe.
The Cabo Delgado insurgency in Northern Mozambique was also discussed during the engagements. On engagements with CS0s, Churches The delegation met Civil Society leaders on the 24th of March 2021, and deliberations from the engagements are captured below;
1. The CSO leaders from both countries discussed political developments prevailing in both countries and the need to strengthen people to people solidarity.
2. The meeting emphasised the need to pressure SADC to act on the Zimbabwean crisis and the CSO leaders made a call for the government of Zimbabwe to adhere to democratic values and ensure full implementation of the constitution as well as to stop the introduction of draconian laws like the proposed Patriotic Bill and Cyber Security Bill. The CSO leaders also called upon 
the government of Zimbabwe to engage all stakeholders in resolving the Zimbabwean crisis.
3. The CSO leaders expressed disappointment on SADC’s lackadaisical approach in responding to issues affecting the region and called upon the regional body to immediately convene an urgent extra-ordinary summit to discuss issues affecting the region. 4. There was also a resolution to the effect that SADC governments should mobilize resources collectively to cushion citizens in cases of emergencies and natural disasters.
On Cabo Delgado conflict 
1. The Mozambican counterparts briefed the Crisis Coalition delegation about the crisis in the Cabo Delgado region and called for regional solidarity and support in light of the humanitarian crisis caused by the insurgency.
2. The Zimbabwean delegation expressed solidarity with the people of Mozambique and urged SADC to come up with a crisis response plan to assist the thousands of displaced people in the Cabo Delgado region.
3. The Crisis Coalition delegation made calls for SADC to deploy armed forces to save the situation in the Cabo Delgado region which is threatening regional security.
4. The Crisis Coalition delegation and CSOs from Mozambique expressed deep concern over SADC’s inaction on the conflict in the Cabo Delgado region On engagements with Church leaders The delegation also met with church leaders in Maputo on the 25th of March 2021 and pledged to engage President Nyusi over the Zimbabwean crisis. After the engagements, a Press Conference was held on the 26th of March, 2021 at the Centre for Democracy and Development (CDD) offices in Maputo and addressed by the CDD Director, Professor Adrian() Nuvunga and Crisis Coalition Director, Blessing Vava.

SADC Called To Act On Mozambique Islamic Insurgency

An armed group on Wednesday, attacked Palma, a northern Mozambique town which is less than 25km (15 miles) by road from gas projects worth some US$60bn.
The attack near the gas projects led by oil majors such as Total – happened the same day the French company announced it would gradually resume work at the site after suspending it because of nearby attacks.
Mozambique’s northern-most province of Cabo Delgado has since 2017 been home to a festering armed uprising on the projects’ doorstep, which has escalated in the past year as fighters linked to ISIL (ISIS) began taking on the army to seize entire towns.
Several security sources, who requested anonymity, told the AFP news agency that Palma was under siege. One military commander based in the capital Maputo said two groups of “militants” concomitantly attacked a police checkpoint and residential neighbourhoods. Said another military source in Palma:
<blockquote>Government forces resisted but then they had to flee. The militants are using heavy, new weapons that we have never seen before.</blockquote>
It is also reported that a plane about to land in Afungi town near the Total operation was forced to turn back because of a “heavy weapons attack”.
Since the beginning of the fight in Cabo Delgado over three years ago, about 2 300 people have lost their lives while 355 000 people have been forced to leave their homes.
The armed group last year managed to take control of entire towns, including Mocimboa da Praia, used as a transit point for goods and workers related to the gas developments and Palma’s proximity to the projects means it has even more strategic importance.
SADC has recently been criticised for not failing to take befitting action in time.

Armed Group Attacks Near US$60Bn Gas Project In Mozambique

The Crisis Coalition in Zimbabwe has expressed dismay over the sluggish Southern African Development Community (SADC) when the Islamic insurgency in Mozambique has seen violence and killings intensifying.
The coalition notes that as Islamic jihadists continue to rampage through the gas-rich northern region of Mozambique, killing and tormenting people, SADC leaders have been procrastinating on intervening to address the insurgency.
This came after humanitarian agency Save the Children indicated that children as young as 11 and their mothers were being beheaded in Mozambique. In one case, a woman hid, helpless, with her three other children as her 12-year-old was murdered nearby. Crisis Coalition spokesperson Marvellous Khumalo said:
<blockquote>We reiterate our position that the regional body must show muscle by deploying forces to stop this inhumane act as boldly pronounced by our 11 November 2020 statement after the beheading of more than 50 people in the village of Aldeia da Paz outside Macomia in Northern Mozambique.
The Coalition is convinced that Sadc has both a humanitarian and geopolitical responsibility to end this madness which has the potential for regional instability. We are appalled and disappointed by the seeming disinterest being exhibited by Sadc to decisively act on the insurgency.</blockquote>
Crisis Coalition observed that while SADC was yet to establish a viable way forward, the United States had already deployed Marines to help in the Mozambique situation and made high-level diplomatic engagements with Maputo over the insurgency.
The US is allegedly protecting its oil interests in the Southern African country.
Meanwhile, continued instability in Mozambique affects peace and trade amongst African states as Mozambique is a gateway into SADC or the Indian ocean.
Last year, President Emmerson Mnangagwa said Zimbabwe <a href="https://news.pindula.co.zw/2020/09/29/usa-asks-zimbabwe-to-help-mozambique-fight-islamic-insurgency/">was ready to assist Mozambique in addressing the crisis.</a>
