A local church in Zimbabwe has taken the National Railways of Zimbabwe (NRZ) to the Supreme Court after being evicted from the land it was leasing from the railway company. The Redeemed House of God and Ojei Ventures Private Limited, the applicants in the case, appealed a High Court judgment that dismissed their application for spoliation against NRZ.
According to an affidavit filed by Eunicah Joan Ohizu, the managing director of the applicants, the church identified a large vacant piece of land on the western side of Harare city centre in February 2003. They inquired about the land with the City of Harare and were informed that it belonged to NRZ, according to <a href="https://www.newsday.co.zw/local-news/article/200023038/church-nrz-dispute-spills-to-supreme-court">NewsDay</a>. Despite the land’s geological complexities, including being swampy and having deed pits and dumps, the church saw great potential in establishing a church and business infrastructure there. Ohizu said:

The respondent (NRZ) then referred me to their Estate Agent CB Richard Ellis Property Leasing Corporate. I had discussions with the estate agent’s official Mr Macdonald Chinyoka. A lease agreement was drafted and the initial lease period was from 1 July 2003 to 30 June 2005. I submit that I signed the lease agreement in May 2003 and the respondent signed in November 2003 meanwhile they had permitted development work to commence and was in progress.

The church then entered into a lease agreement with NRZ, with the initial lease period from July 2003 to June 2005. They invested over US$200,000 in backfilling and preparing the land for development. Over the years, they constructed various buildings on the premises, including a house, office block, ablution block, meeting room, church auditorium, church office blocks, commercial shops, retail shops, and a warehouse.
However, NRZ later began questioning whether the church had the necessary licenses to operate the church and other businesses on the premises. In September 2023, NRZ issued a notice of termination of the lease agreement to the church. The church argued that NRZ had unlawfully evicted them and taken occupation of the premises without following proper legal procedures.
The church filed an urgent chamber application in December 2023, but it was struck off the urgent roll and erased from the record by Justice Emilia Muchawa. The High Court judge, Justice Emy Tsanga, dismissed the application for spoliation, stating that there was no forceful dispossession warranting a spoliation order. Dissatisfied with the ruling, the church has appealed the decision to the Supreme Court.
The case is currently pending in the Supreme Court, and the church seeks to regain its rights to the leased land. The church argues that NRZ took the law into its own hands and illegally occupied the premises without proper consent or following the appropriate legal procedures.

President Mnangagwa has approved the appointment of Mrs Molly Dingani as the Deputy Chairperson of the National Railways of Zimbabwe (NRZ) board.
Transport and Infrastructural Development Minister Felix Mhona said Dingani’s appointment is with effect from December 1, 2023, and lasts until November 30, 2026. Mrs. Dingani will be taking over from General William Dube, whose term has expired. The NRZ board is currently chaired by Mike Madiro. In a letter dated November 27, Minister Felix Mhona said:

I am pleased to advice you that His Excellency, The President of Zimbabwe, Cde E.D Mnangagwa has approved your appointment as Deputy Chairperson of the National Railways of Zimbabwe Board.

The National Railways of Zimbabwe (NRZ) has taken a proactive approach to address the persistent issue of vandalism and theft of railway infrastructure by offering employment opportunities to whistle-blowers. This initiative aims to encourage individuals to come forward with relevant information that assists in curbing such illegal activities.
Theft of railway equipment and the illicit removal of electricity and signal equipment have plagued the NRZ over the years. These acts of vandalism have not only resulted in significant financial losses but have also led to train derailments, tragically causing unnecessary loss of life.
During the 8th Annual General Meeting in Bulawayo, NRZ’s General Manager, Ms. Respina Zinyanduko, informed stakeholders about the employment incentives being provided to whistle-blowers who provide information leading to the recovery of stolen property. She said:

We are offering jobs to our informers. In some instances, members of the community will advise NRZ that someone is in possession of stolen NRZ property. Such people, we have always tried to incorporate them into our Loss Control Department. so as to encourage other would-be informers to also do the same.

The NRZ has been actively incorporating individuals who have alerted them about stolen NRZ property into their Loss Control Department, thereby demonstrating their commitment to rewarding informers and encouraging others to follow suit.
Ms. Zinyanduko highlighted that the provinces most affected by these criminal activities are Mashonaland West, Mashonaland Central, and Midlands.
In his statement for the 2021 annual report, NRZ’s Board Chairman, Advocate Martin Dinha, emphasized the organization’s efforts to enhance security measures. He said:

NRZ also awarded whistle-blowers with rewards for contributions that ensured the organisation averted disasters like broken rail and also assisted with information that led to the recovery of material lost due to theft and vandalism.

NRZ Offers Employment Opportunities To Whistle-Blowers To Fight Railway Vandalism

Hethimex, a Belgian corporation, has given the <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> 30 days to pay its US$9.6 million debt or face legal action.
The debt emanated from a 2003 deal that Hethimex and the state-owned rail company entered resulting in NRZ purchasing parts for general motor locomotives using a revolving credit facility, Zimbabwe Independent reported.
A recent report to the parliamentary committee for transportation suggests that the parastatal has failed to make payments on the debt, which has forced Hethimex to take urgent action. Reads the report in part:

NRZ had been paying and continued to receive the spares, however, when the country re-introduced the ZWL (Zimbabwean dollar), most of the company’s clients opted to pay in ZWL resulting in NRZ failing to service the account.
The debt at one stage ballooned to US$12 million and the management tried to reduce the debt and paid US$2,5 million in instalments. Due to non-payment of instalments by NRZ in 2022, Hethimex decided to demand full payment of the US$9,6 million outstanding and failure of which they opted to have the matter taken to arbitration at a court in London.

The government agreed to bail out NRZ through a loan and served as the contract’s guarantor but the government has not kept its promise prompting Hethimex to issue a 30-day notice of arbitration on January 6 2023:
The report further states that any Zimbabwean government asset would be attached to settle this debt since the agreement was guaranteed by the government.
The burden of the debt —the principal amount plus interest— is one of the major issues making it difficult for the parastatal to acquire finance for recapitalisation.
Some of the debts listed in the report:

1). NRZ owes €2.7 million to the Department of International Development in Central Africa. The money was used to start electrifying the Dabuka to Harare railway line in 1983.
2). Natexis Banque, a French-based lender, is owed €956 398 which was used to purchase 30 electric locomotives that ran along the Dabuka to Harare railway line.
3). German investment and development bank Kreditanstalt Fur Wiederaufbau is owed about €4.05 million which was used to purchase 30 locomotives.
4). The New Limpopo Bridge Project Investment is also owed around US$3 million by the NRZ.
5). Interim Solution Resources is owed about R68.697 million (US$3.4 million) which was used to pay overdue transportation and equipment hire fees.
6). NRZ owes Mozambique Railways (CFM) a total of US$4.96 million.

Belgian Company Gives NRZ 30 Days To Pay US$9.6 Million Debt

South Africa has banned Zimbabwean trains from its territory stating that the old wagons raise a high risk of derailment.
The ban was confirmed by <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> general manager <a href="https://www.pindula.co.zw/Respina_Zinyanduko">Ms Respina Zinyanduko</a> Monday while answering questions before Parliament’s Transport Portfolio Committee. Zinyanduko said:
<blockquote>
The challenge about our failure to send our wagons to South Africa is that our wagons are old.
Because the wagons are old, SA does not want them on their rail lines because they say they have a high risk of derailment because of their age. They do not want to risk damaging their tracks.
If you look at other countries like DRC, Zambia, Botswana and Mozambique, our wagons are going all the way to these countries without any challenges.
So, the only challenge with SA is our wagons. They say if we buy new wagons, they will allow them into SA.
Their wagons (SA) are actually coming into Zimbabwe. Because our wagons are sub-standard, NRZ is now using SA’s wagons to carry goods to SA.

Zinyanduko added that NRZ’s railway system needed new wagons as most of its equipment had gone beyond its average life span of 40 years.
She said of the 68 mainline locomotives, 14 of these were not working and the rest needed upgrading or replacement. Zinyanduko added:

Most of them have outlived their 25 years life span. Wagons have also outlived their 40-year life span and most had gone beyond 60 years.

Over the years, the company which is wholly owned by the government claimed to have entered into deals with some international companies including <a href="https://zero.pindula.co.zw/turkish-company-starts-implementing-phase-1-of-nrz-deal/">Yapi Merkezi, a Turkish company</a>, in a bid to recapitalise and modernise the nation’s railway system.
There is no notable transformation to date.

South Africa Bans Zimbabwean Trains From Its Territory

The National Railways of Zimbabwe (NRZ) has introduced a US$200 allowance for employees, on top of their normal salaries paid in local currency.
NRZ General Manager Ms Respina Zinyanduko announced the development while giving oral evidence to the Parliamentary Portfolio Committee on Transport and Infrastructure Development on Monday.
She said the parastatal may not be competing with other private companies in terms of salary figures, but their employees were grateful for the cushion.
Ms Zinyanduko said media reports that her company was at loggerheads with its employees over a number of issues including unilateral dismissals and non-payment of salaries were a mere creation of dismissed workers. She said:

NRZ is not in dispute with its employees who are in service, if you check our records we are paying our salaries on time. We don’t have enough money to pay or compete with other private companies but we are however paying US$200 in allowances over and above their RTGS salaries all meant to cushion our employees. Given the history of NRZ where they are coming from, the employees are grateful even though not fully satisfied because they always expect better.

A number of state-owned enterprises resolved to cushion their employees with USD allowances, imitating the central government which introduced USD allowances for civil servants, initially starting as COVID-19 allowances. This was necessitated by the depreciation of the Zimbabwe dollar which resulted in the erosion of workers’ salaries.

Colonel (retired) <a href="https://www.pindula.co.zw/Tshinga_Dube">Tshinga Dube</a> (81), a former Cabinet minister and ZANU PF politburo member, defended his most recent appointment to the <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> board yesterday by stating that his mind was still sound and stable enough to contribute to the parastatal.
His latest appointment to the NRZ board by Transport and Infrastructure Development minister Felix Mhona triggered public outcry with some Zimbabweans saying the “struggling” parastatal needed new blood.
Political analyst <a href="https://www.pindula.co.zw/Rashweat_Mukundu">Rashweat Mukundu </a>is among those who believe Dube should not have been appointed. He told Pindula News that the appointment was testimony that the <a href="https://zero.pindula.co.zw/minister-mhona-criticised-for-appointing-81-old-tshinga-dube-to-nrz-board/">leadership does not understand what is required to revive NRZ.</a> He told this reporter this Wednesday:

My (Twitter) post was an expression of disappointment over the appointment of an 81-year-old who under normal circumstances must be retired. He was appointed to the board of a struggling state enterprise (NRZ) which obviously needs new thinking, new ideas, of new blood. Zimbabwe has hundreds and hundreds of capable engineers, business managers who can help save the struggling state enterprise. What I see is kleptocracy meant to benefit them from the SOE. I have nothing personal against him (Dube) as a person, but I’m totally against the appointment.

Dube, who holds a Master’s Degree in Electro-Tech from MADI Institute of Technology in Moscow, Russia, <a href="https://www.newsday.co.zw/local-news/article/200006644/im-still-mentally-sound-tshinga-dube">told NewsDay</a> that his mind is very sharp and stable. He is quoted as saying:

I was appointed by my President Emmerson Mnangagwa who is the appointing authority. If you have queries, go and ask him. l have committed no sin to be appointed to the NRZ board, after all, l am not the chief executive officer.
I don’t work on my feet, but I use my brains, and my brain is still stable. l have been in the industry for many years, and have sat on over 20 boards worldwide.  l have resuscitated many companies and I don’t care what people say since I would not be able to answer to all of them.

The NRZ announced that Dube would join the board for a three-year term.

Tshinga Dube (81) Responds To Reports That He Is Too Old For NRZ Board Post

A Harare man was recently given a 10-year prison sentence after being found guilty of stealing the brakes of a derailed train operated by the <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a>.
NRZ, a government parastatal, posted on Twitter following the court outcome applauding the judiciary for passing stiffer penalties adding that vandals were a setback to development at the entity. Reads the Twitter post:

A man who stole train brake blocks was jailed 10 years after his conviction at the Harare Magistrates Court on 24 January 2023. The NRZ would like to commend the courts for imposing deterrent penalties for vandals and thieves targeting its infrastructure.
The NRZ would like to urge members of the public to desist from looting goods and commodities at scenes of derailment as the law will take its course on those caught.

The convict was not named.
In a related case, police in Harare have arrested 10 people on allegations of stealing 400kgs of maize worth $72 from a derailed NRZ wagon which had been involved in an accident with a truck at Sanganai Inn railroad crossing.
NRZ said the 10 culprits were apprehended by its Loss Control and Security personnel who handed them to Dzivarasekwa police. 
 All the stolen maize was recovered.

Man Jailed For Stealing Train Breaks, 10 Arrested For Stealing Maize From Derailed Train Wagon

Transport and Infrastructural Development Minister, <a href="https://www.pindula.co.zw/Felix_Mhona">Felix Mhona</a> has been criticised for appointing an 81-year-old former freedom fighter, Colonel (Retired) <a href="https://www.pindula.co.zw/Tshinga_Dube">Tshinga Dube</a>, to the National Railways of Zimbabwe (NRZ) board.
The company announced the latest appointment by Transport and Infrastructural Development Minister, Felix Mhona, on Friday 20 January 2023.
NRZ stated that Dube, a former Cabinet minister, would hold office for a term that would end on December 6, 2025. NRZ general manager, Ms Respina Ziyanduko, was quoted as saying:

 We are really excited as NRZ to have you as one of our board members. Our board is hands-on in terms of ensuring that they keep the organisation running and the management on their toes.
</blockquote>
She said NRZ stood to benefit from Dube’s vast experience in Government, in different boards, organisations, and interactions with other international players.
However, political analyst, Rashweat Mukundu told Pindula News that the appointment was testimony that the leadership does not understand what is required to revive the “struggling” parastatal. He told this reporter this Wednesday:

Minister Mhona Criticised For Appointing 81-Year-Old Tshinga Dube To NRZ Board

Two Harare men were on Wednesday sentenced to 10 years in jail for stealing Zimbabwe Electricity Supply Authority (ZESA) copper cables.
They were part of a four-member gang which included a 16-year-old, The Standard reported.
There was a separation of trial after Richard Dzinzi and Reward Sibanda pleaded guilty to the charge leading to their conviction and sentence. Reads the state outline:

The following accused persons were arrested for possession of 25 cut pieces of 3 core armoured cable in Westgate area; Sibanda (53) of 93 Engineering Highfields, Richard Dzinzi (35) of Turnleaf Farm Westgate, Amos Dzinzi (16) of Turnleaf Farm and Tafadzwa Phiri (27) of 497 Nehanda Ext RRB 5409688 Marlborough.

Phiri and Amos Dzinzi pleaded not guilty and were remanded in custody until Tuesday for routine remand. 
The accused persons had no legal representation.
In October last year, the government gazetted the <a href="https://zero.pindula.co.zw/zimbabwe-independent-complaints-commission-act-copper-control-amendment-act-gazetted/">Zimbabwe Independent Complaints Commission Act and the Copper Control Amendment Act [Chapter 10:34] (No. 5 of 2022)</a>, which introduced new, more severe penalties.
Organisations such as ZESA, TelOne, Econet, Telecel, NetOne, and the National Railways of Zimbabwe tell tales of loss of business due to the effects of copper cable theft that has been spreading uncontrolled.
Households too are affected as they are left to spend days without power and are sometimes asked to pull resources together for the purchase of copper cables.
It is suspected most of the stolen cables are being smuggled to South Africa and they are then shipped further to countries that use the metal in the construction and manufacturing industries.

Copper Cable Thieves Sentenced To 10 Years In Jail

A continental telecom infrastructure provider, Bandwidth and Cloud Services (BCS) Group Wednesday commissioned the first multi-million dollar rail fibre optic project to connect Zimbabwe and the rest of Africa with broadband services. 
The project is set to make Zimbabwe the epicentre of internet traffic in Africa, according to the Chronicle.
More than US$18 million was invested in the first phase of the project which started in Beitbridge along the railway line past Rutenga, Somabhula, Bulawayo and Hwange to Victoria Falls.
The second phase will see the network extending from Somabhula via Gweru to Harare as well as Bulawayo-Plumtree and Harare-Mutare.
Information Communication Technologies, Postal and Courier Services Minister Dr Jenfan Muswere presided over the launch in Victoria Falls yesterday.
The BCS Group partnered with National Railways of Zimbabwe (NRZ) and uses advanced technology to dig and lay cables under the ground on the side of the railway line, ushering the country into the 4th industrial revolution.
A locomotive pulling a 100-tonne machine is used to plough 1.2 metres deep on the side of the rail simultaneously laying a hollow duck pipe in which the cables will be running, and there is a device that fills the trench immediately.
Manholes are prepared every 4km along the railway line where technical workmen comprising different nationalities employed by the Mauritius-headquartered BCS, use a winch to pull the cables through the duck and join them.
Two 96 wire cores/cables are laid side by side and only two of the 96 will be used to transmit broadband and the rest can be sold to other network partners, BCS experts said
Cables have been laid from Beitbridge to Victoria Falls and BCS group managing director Mr Yonas Maru said they are only waiting for ZESA to connect 12 sites where the system will be hosted along the railway and anticipate rolling out the network in February next year.
Minister Muswere said the project came a day after Government launched the National Broadband Plan to enhance access to technology by industry. 
The project becomes the first cloud rail network in Africa.
The project is premised on ensuring that millions of Zimbabweans experience cheaper and faster network connectivity. 
Potraz Director-General Dr Gift Machengete said bandwidth is the bedrock of the 4th industrial revolution which requires improved broadband connectivity for job creation, global competitiveness and betterment of lives.
NRZ is set to benefit from access to the free unlimited connection which will help improve the railway authority’s signal system, the parastatal’s general manager Ms Respina Zinyanduko said.

Africa's 1st Rail - Fibre Optic Project Takes Off In Zimbabwe

South African National Defence Force members will be deployed at some Eskom power stations following several incidents of theft and sabotage at various power stations.
The presidency made this request to the defence ministry, <a href="https://www.enca.com/news/sandf-be-deployed-some-eskom-power-stations">eNCA News</a> reported citing Presidential spokesperson Vincent Magwenya.
The country has now been plunged into stage six power cuts.
Copper theft is not a phenomenon peculiar to South Africa as state companies and market players in Zimbabwe say the problem has surged in recent years.
It affects the electricity, telecommunications and transport sectors, and each year Zimbabwe’s parastatals spend millions of dollars replacing stolen cables and restoring vandalised infrastructure due to cable theft.

South Africa: Soldiers To Be Deployed At Some Eskom Power Stations

Security agents implementing an operation dubbed “No to Cross border Crimes” Thursday intercepted copper cables worth around US$100 000 that were being smuggled to South Africa. 
The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Distribution_and_Transmission_Company">Zimbabwe Electricity Transmission and Distribution Company (ZETDC)</a> and the <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> have positively identified part of the recovered cables as theirs.
The police are yet to make arrests after the driver of the truck that was carrying the cables fled upon sensing that he had been detected by intelligence officials at the <a href="https://www.pindula.co.zw/Beitbridge">Beitbridge Border Post.</a>
Team leader, Chief Superintendent Bekezela Ndlovu said intensive investigations into the matter were underway. She told <a href="https://www.chronicle.co.zw/trucker-transporting-us100-000-stolen-zesa-cables-flees-from-police-at-border/">Chronicle:</a>

We are yet to make any arrests and our intelligence officers are firm on the ground following up on the case.
Initial indications are that our officers reacted to a tip off and swooped on a South African bound commercial truck at the border.
Unfortunately, the truck driver escaped before they could get to him and we have leads and are looking for him.

Ndlovu said following a physical examination, it was discovered that the truck was laden with nearly 5 tonnes of copper cables with a street value of US$97 400.
She said the copper cables, copper scrap, used cans consignment, the horse and trailer had been seized and handed over to the <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimbabwe Revenue Authority (ZIMRA).</a>
Ndlovu said they had deployed enough manpower and discovered the methods some criminals are using to smuggle goods in and out of the country. 
She said police had also busted a number of warehouses around Beitbridge town which were being used to store smuggled goods from South Africa.

Beitbridge: Security Intercept US$100K Worth Of Copper Cables Being Smuggled To South Africa

Police in Kwekwe have arrested Romeo Rodgers Shava, who is alleged to be behind a series of copper cable theft cases in the town, following an ambush on one of his runners in Newton.
ZBC News reports that preliminary investigations reveal that an ambush laid by TelOne in the Newton area led to the arrest of 22-year-old Robert Mtetwa, who implicated Shava as his recruiter.
Mtetwa, who was apprehended while in the company of six others, five of whom are on the run, was handed over to Kwekwe CID for investigations.
He confessed to stealing TelOne copper cables along Burma Road in Kwekwe, two days before his arrest. He also showed detectives a place where they burnt the stolen cables.
Mtetwa also indicated that Shava would drop them at designated places to steal TelOne copper cables and they would call him to pick them up after cutting and pulling out the cables.
He pleaded guilty to two counts of stealing TelOne copper cables and was remanded in custody for sentencing.
Meanwhile, Shava was dragged to Gokwe regional magistrate court facing two counts of stealing TelOne copper cables, but he denied the charges.
The magistrate remanded him in custody until the 29th of September. If found guilty of theft of TelOne cables or vandalism of TelOne infrastructure, he will be sentenced to a minimum jail term of 10 years.

Police Bust A Syndicate Targeting Copper Cables

A 31- year-old man has been slapped with a 10-year-jail term by a Harare court after being convicted of stealing ZESA copper cables.
Pikitai Makucha who was found in possession of ZESA cables was handed the minimum mandatory sentence for contravening the Electricity Act.
In passing the sentence, the magistrate noted that cases of vandalism of power infrastructure are on the increase, hence the need to send the right message to would-be offenders.
Makucha was convicted after a full trial, <a href="https://www.zbcnews.co.zw/man-jailed-10-years-for-zesa-cables-theft/">ZBC News</a> reports.

Man Jailed For 10 Years For Stealing ZESA Copper Cables

The <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> has urged its employees to ignore stories circulating in both mainstream and social media which suggest the parastatal is <a href="https://news.pindula.co.zw/2022/07/02/wagons-occasionally-spend-days-parked-because-nrz-has-no-fuel-report/">struggling financially amid reports that some funds are being lost through corruption.</a> In a leaked internal notice seen by Pindula News, NRZ General Manager Ms Respina Zinyanduko told employees that the stories are meant to tarnish the company’s image. Reads the notice:

The Zimbabwe United Passenger Company (ZUPCO) has announced a cocktail of measures aimed at addressing transport challenges in the country.
This comes after pictures of long queues at ZUPCO terminuses circulated on social media on Friday last week depicting the shortage of transport.
The Zimbabwe Republic Police had cracked on private-owned vehicles that commuters were turning to as alternative transport since the ZUPCO buses and commuter omnibuses were overwhelmed by the demand.

<h2>APPEAL TO THE TRAVELLING PUBLIC </h2>
We have witnessed long queues on social media which occurred mostly on Friday 3 September 2021. The Zimbabwe United Passenger Company (ZUPCO) became aware of the increased demand that occurred that evening caused by: 
-1. Increase in the hours of ZUPCO travelling public by those who normally would have taken other forms of transport especially Mshikashika and a few who would have taken unlicensed and illegal kombis. 
2. Parents and children who had last-minute shopping for their children in readiness for the opening of schools set for Monday 6 September 2021. 
3. Increased enforcement by law enforcement agencies led by the Zimbabwe Republic Police (ZRP) in order to eliminate all forms of illegal transport. 
ZUPCO deployed all the available fleet and it took us longer than usual to clear the travelling public especially from the CBD area of Harare. This occurrence has led us to plan further on how to deal with the opening of schools tomorrow (Monday) and working with other agencies such as: 
-1. ZRP and Municipal Police who will do their normal job of law enforcement and manning of our usual congestion areas such as roundabouts and non-working traffic lights throughout the Metropolitan area of Harare and other cities. 
2. With effect from the 7th of September 2021 the National Railways of Zimbabwe (NRZ), in conjunction, will introduce rail coaches in order to ease congestion coming into and out of the CBD area of Harare. ZUPCO will be providing shuttling services from the rail station into the residential suburbs tiding on the same ticket. A similar arrangement will be made in Bulawayo. The following are the pickup points and the respective timetables.

3. We are making another concerted effort for those with roadworthy kombis and buses to come forward and register with us so that we can increase the fleet especially in Harare and Bulawayo. 
4. Those owners of kombis and buses who would want to have direct contracts with schools so that we can increase kombis and buses dedicated to individual schools in order to make it easy for law enforcement agencies to allow them to ply the routes they would have taken.
5. We also appeal to those using their own vehicles to observe traffic rules so that we don’t create unnecessary congestions and log jams. This will inhibit the faster turnaround time for our buses and kombis. 
Finally, we appeal to the travelling public to be patient as we restore normal public transport system in the urban areas and to that end, we will be adding more new buses before the end of this week.

ZUPCO Announces Measures To Address Transport Challenges

The National Railways of Zimbabwe (NRZ) has said it is not obliged to pay the Zimbabwe Electricity Supply Authority (ZESA) for power used at premises that were recently disconnected from power since it no longer owns the premises.
ZETDC, a subsidiary of Zesa Holdings, recently disconnected several properties located in Hwange’s Ngumija high-density suburb, accusing NRZ of failing to pay for their power supplies.
However, NRZ spokesperson Nyasha Maravanyika Friday said the company was not obliged to pay anything to Zesa since it no longer owns the properties in question. Maravanyika said:
<blockquote>_Those houses were sold to the tenants, so NRZ has no obligation to pay bills for them._
_The only problem is that those people after buying the houses did not install new electricity meters and ZETDC has continued to direct bills to NRZ._
_Our teams will be going down there to clarify issues so that ZETDC ensures the change of meters and directs the bills to those people._</blockquote>
A resident who spoke to NewsDay on condition of anonymity admitted that some of the houses were sold to them by the NRZ. The resident said:
<blockquote>_The houses were sold. There are 134 stands and 125 were sold. They are privately owned. We even used to pay even for water but people started refusing to pay because they were not getting water._</blockquote>
Another resident shed more light on payment modalities. Said the resident:
<blockquote>_After we bought the houses, we had an agreement with NRZ in which they would keep paying electricity bills and we would pay to them. There has not been a formal handover to ZETDC. They still charge us. We pay at the goods office and we have receipts from them. The same day they disconnected they were making monthly meter readings and when the electricity went they were at my place._</blockquote>
Most residents at the properties are former NRZ workers.
ZESA is owed millions of United States dollars chief culprits being many government departments and elites who are reportedly hard to approach.
This is happening when the power utility is in desperate need of money for the production of power as it is currently failing to meet local demand.

"We're Not Obliged To Pay," - NRZ Speaks On Arrears To ZESA

A US-based company Railnet, is planning on investing in a modern railway and speed trains that will link Zambia, Zimbabwe and Mozambique, The Chronicle reports. Railnet will reportedly invest $11 Billion in the project which will commence after Railnet speaks to all governments.
According to the publication, Mr Kres, Railnet CEO, told Reuters that:
<blockquote>The investment in the project, running from Zambia’s Copperbelt province to the port of Beira in Mozambique via Harare in Zimbabwe includes the cost of locomotives and wagons. Feasibility studies for the project were expected to begin in the next six weeks and would be followed by detailed engineering design for the project on the Zambian side</blockquote>

Railnet Plans To Invest $11 Billion In Speed-Trains Linking Zimbabwe, Zambia And Mozambique

An employee at the National Railways Of Zimbabwe (NRZ), Thomas Mupusa, aged 43, was found dead in a suspected lion attack while on duty in Dete.
The incident was confirmed by Matabeleland North police spokesperson Chief Inspector Siphiwe Makonese who said that the deceased left home in Dete centre for work at Kennedy Railway Siding last Tuesday night when he was killed. He added:

New Zimbabwe reports that police and rangers from ZimParks found Mupusa’s body on Thursday about 50 metres from the railway line with scars all over while the right leg was mauled and intestines protruding.
Police and rangers attended the scene after Clement Moyo who was Mupusa’s workmate who was manning a boom gate at Kennedy Farm alerted them. They took the body to Hwange Colliery Hospital waiting for transfer to Bulawayo for postmortem.

National Railways Of Zimbabwe Employee Killed By Lions While On Duty

National Railways of Zimbabwe have refuted claims that transport minister, Joel Biggies Matiza was plotting to smash the NRZ and Diaspora Infrastructure Development Group (DIDG)/Transet Consortium US$400 million deal.
Reports had suggested that Matiza intended to bring in a Dubai-based firm, Feonirich Investments LLC to partner NRZ in its recapitalisation process.
Mr Nyasha Maravanyika, NRZ public relations manager, in an interview with Nehanda Radio, dismissed the allegations saying Matiza had given the nod to the process. He added:
<blockquote>Whatever resolution that NRZ makes, it passes through our Minister of Transport and Infrastructural Development. And if the Minister does not accede to the resolution, the resolution does not go to Government.
As we stand after our resolution, the Minister (Matiza) has acceded to that and taken our resolution to Government and also to Treasury to determine the financial strength of the submissions by the prospective investor.</blockquote>
Maravanyika added that the allegations were reckless and were meant to divert the credit that the partners to the NRZ recapitalisation project have achieved.
He added that he was impressed by the transparency and accountability the deal had. Maravanyika also said that NRZ was now waiting for the Government’s guidance on the matter.
