The recent reintroduction of the National Youth Service (NYS), which has been renamed Youth Service in Zimbabwe (YSZ), by President Emmerson Mnangagwa’s administration is viewed by some critics as an attempt to brainwash young people into blindly supporting ZANU PF, reported <a href="https://newsday.co.zw/theindependent/local-news/article/200027642/green-bombers-return-triggers-fears-of-violence">The Independent</a>.
Before its suspension years ago, the programme was criticised for churning out the infamous ZANU PF youth brigades that became known as “Green Bombers” because of the colour of their uniforms.
According to several human rights reports, the “green bombers” unleashed an orgy of violence in the run-up to national elections, including rape and murder, targetting members of the opposition MDC.
Ruben Mbofana, a political analyst, said the YSZ programme will not foster patriotism, but create youths who are subservient to ZANU PF. He said:
<blockquote>
The purpose of the National Youth programme is not so much about inculcating patriotism. Let us remember that the definition of patriotism as far as ZANU PF is concerned is very different from the rest of the world. It is different from what we find in a dictionary.
As far as ZANU PF is concerned, patriotism is brainwashing the people of Zimbabwe, especially our youth into supporting the party. It is not about loving the country.
It is not about defending the country. It is about defending ZANU PF and its leadership. They want to confuse our youths that the love for one’s country is to love ZANU PF.
</blockquote>
Stephen Chan, a professor of World Politics at the University of London, said:
<blockquote>
If the new ‘Green Bombers’ are deployed as they were last time, they will be a coercive and often intimidating force.
If this is a serious national youth service, the model (should be like) what occurred in Zambia – truly constructive and developmentally focused.
</blockquote>
Mnangagwa relaunched the programme at Nhakiwa Vocational Training Centre in Uzumba Maramba Pfungwe, Mashonaland East Province on Friday, 24 May.
He said the Youth Service in Zimbabwe is designed to nurture patriotic, well-rounded and disciplined citizens.
The programme was initially launched by the late Youth minister Border Gezi in 2001. Gezi played a pivotal role in the programme’s establishment, setting the groundwork for its subsequent development.
In 2021, the Government attempted to reintroduce the programme. However, the unavailability of funds became a major stumbling block.
The training runs for six months and graduates have been promised automatic entrance in the civil service.

Return Of National Youth Service Triggers Fears Of Violence

President Emmerson Mnangagwa is set to launch the Youth Service in Zimbabwe at the Nhakiwa Vocational Training Centre in Uzumba Maramba Pfungwe District in Mashonaland East Province on Friday, 24 May.
Speaking at the post-Cabinet media briefing in Harare on Tuesday, Information, Publicity and Broadcasting Services Minister, Jenfan Muswere, said the Cabinet received the report on the launch of the Youth Service in Zimbabwe programme, which was presented by Vice President, Kembo Mohadi.
Mohadi is the chairperson of the Cabinet Committee on State Occasions and National Monuments. Said Muswere:

The launch of the Youth Service in Zimbabwe Programme will take place at Nhakiwa Vocational Training Centre in the Uzumba Maramba Pfungwe District of Mashonaland East Province on 24 May 2024.
Running under the theme: “Empower Youth: Secure the Future”, the event will be graced by His Excellency the President, Cde Dr. E.D. Mnangagwa who will deliver the keynote address, as well as launch the Youth Service in Zimbabwe Programme.
</blockquote>
Muswere urged Zimbabweans to embrace and support the programme saying it seeks to inculcate values of Ubuntu/Unhu, patriotism and leadership to the country’s youthful population.
Formerly the National Youth Service, the Youth Service Zimbabwe programme is a six-month training course.
Muswere said more than 30,000 youths drawn from Mashonaland East Province, as well as delegates from all the country’s provinces, are expected to attend the launch. He said:

Youths from across the country will have the opportunity to interface with the President during the launch and interact with Government ministries, departments and agencies and private sector players who will be exhibiting.

Journalist Hopewell Chin’ono accused the ruling ZANU PF elite of cruelty in reviving national youth service saying “they are busy forming a useless youth training programme for violent purposes” while their children are living in South Africa, Europe, America, Australia, and Canada.
The programme has faced severe criticism both within the country and internationally as the graduates have been associated with gross human rights violations on behalf of the ruling ZANU PF party.
It was alleged that under the National Youth Service, the conditions in the service training facilities were bad and characterised by frequent hunger, and sexual abuse of girls and women.
Youths at the camp were allegedly well-trained in torture techniques, which they used against political opponents.

Mnangagwa Set To Launch Youth Service In Zimbabwe Programme

ZANU PF is accused of politicising the controversial National Youth Service (NYS) programme, which is set to be relaunched soon, by running a parallel programme to lure youths amid low interest in the project.
The national youth service training is set to restart in June this year at Dadaya and Vumba training centres, with the Government expecting 1,000 youths to register for the programme ahead of its re-launch.
According to <a href="https://www.newsday.co.zw/local-news/article/200026249/zanu-pf-hijacks-national-youth-service">NewsDay</a>, officials are not satisfied with the rate at which the youth are registering, which has resulted in ZANU PF running a parallel registration programme.
ZANU PF is said to be promising funds for projects for youth on condition that they register for the programme and government jobs upon completion of the six-month training.
A message circulating on social media for the campaign and seen by NewsDay suggests that ZANU PF is mobilising its structures to ensure the programme is fully subscribed. Reads the message:

Please be informed that the Youth Service Zimbabwe will start training in June/July 2024 with 250 trainees at Vumba and 750 at Dadaya training centres with three months in camp and three months as community service.
Training this time includes skills training for all trainees. Inform and encourage youths in your wards to register so that they will be eligible for the training because only those in the ministry’s database will qualify.
</blockquote>
However, ZANU PF director of information, Farai Marapira, told NewsDay that the youth service was oversubscribed. Said Marapira:
<blockquote>
Our duty as a party is to support any patriotic programme which benefits Zimbabweans today and tomorrow.
We support this in any way we see fit and whether this will please our detractors or not it’s neither here nor there, but what I can say is our National Youth Service is oversubscribed just like our Chitepo School of Ideology which is overwhelmed.
Propaganda can no longer win. Zanu PF is the party of the moment.
</blockquote>
The NYS programme was initially launched in 2001 by the former ZANU PF political commissar and Minister of Youth, Border Gezi, who died in a car crash.
The programme churned out hundreds of youths who allegedly became the ZANU PF youth militia accused of unleashing violence on MDC supporters during the 2002 presidential election.
According to human rights reports, the “green bombers”, as the youths were referred to because of the colour of their paramilitary uniform, were responsible for electoral violence, including rape and murder of their victims.

ZANU PF Accused Of Politicising National Youth Service

The Youth Service in Zimbabwe, formerly known as the National Youth Service (NYS), is scheduled to begin in June 2024. It will enrol 750 youths from across the country.
Jenfan Muswere, the Minister of Information, Publicity, and Broadcasting Services, made this announcement during a post-Cabinet briefing in Harare on Tuesday, April 2nd.
Tino Machakaire, the Minister of Youth Empowerment, Development, and Vocational Training, briefed the Cabinet on the re-establishment of the National Youth Service Programme.
Muswere said since the Cabinet’s decision in 2021 to revive the National Youth Service program, the Ministry of Youth has achieved several milestones, including:
<ul>
<li>The National Youth Service Bill is being drafted following the approval of the Principles in August 2023;</li>
<li>Establishment of an Inter-Ministerial Implementation Committee to oversee the implementation of the programme;</li>
<li>The development of a 6-month training programme that will target youths between the ages of 18 and 35. The programme, which covers 3 months of institutionalised training and 3 months of community attachment, will commence in June 2024 with an enrolment of 750 youths nationwide. Those who undergo the training will be issued with certificates on completion of the programme;</li>
<li>The new curriculum will infuse national orientation with life skills training and entrepreneurial development;</li>
<li>New uniforms, signage and logo have been designed and will be registered;</li>
<li>All production units are expected to fully utilise available land and engage in commercial production units for self-sustenance; and</li>
<li>A total of 10 000 youths are earmarked to undergo training in 2024. The youths will be drawn equally from all the country’s ten provinces. The recruitment will be cascaded to incorporate youths in all wards and districts;</li>
<li>The National Youth Service Programme has been renamed Youth Service in Zimbabwe.</li>
</ul>
Muswere said in the future, young people who complete their training will be given priority in employment and enrollment in the public sector, higher education institutions, and tertiary education. Additionally, they will receive prioritization for financial support to establish new projects and businesses.
The Youth Service in Zimbabwe has faced severe criticism both within Zimbabwe and internationally. Graduates of the service were derogatorily referred to as “Green Bombers” due to their fatigue uniforms and the violence they perpetrated.
It was associated with gross human rights violations on behalf of the ruling ZANU PF party. Participants received some form of military training and were indoctrinated with absolute loyalty to ZANU PF.
They were allegedly involved in torture, harassment, and intimidation of political opponents, especially in rural areas.

National Youth Service Set To Begin In June 2024

The government will soon reintroduce the National Youth Service which has since been rebranded to Lifeskills Orientation Programme.
This was said by the Minister of Primary and Secondary Education, Paul Mavima.
Minister Mavima revealed this while speaking during a guidance and counselling workshop in Kwekwe recently. He said:
<blockquote>We have to inculcate the philosophy of ubuntu/hunhu in our education system.
This is why we are seriously considering coming up with a robust system of discipline now that we know we cannot use corporal punishment within schools.
We are having Lifeskills Orientation Programme which is a rebranded National Youth Service.</blockquote>
Mavima added that the programme will have various stakeholders such as law enforcement agents to instil positive behaviour in youths. He said:
<blockquote>We will have various stakeholders like law enforcement agents, traditional leaders, and motivational speakers from both abroad and local who will be coming to play part in trying to instil positive behaviour from among the youths.
My plea to all stakeholders is that let us all support the programme and ensure that it works towards the provision of quality education for all.</blockquote>
Mavima said that the Lifeskills Orientation Programme’s main objective is to produce patriotic graduates who are employable anywhere in the world.

Govt To Reintroduce National Youth Service

Zanu PF party resolved to resuscitate the national youth service programme.
The development comes after Finance Minister Mthuli Ncube resolved to retrench youth officers with the Public Service Commission (PSC) issuing a statement saying they have already started the retrenchment process. The resolution to resuscitate the national youth service was made at Zanu-PF’s 17th annual conference which ended on Saturday. The party resolved to have the National Youth Service Programme resumed in the first quarter of 2019.
Zanu-PF has been accused of using national youth service graduates also known as Green Bombers, as a militia. The national youth service was discontinued during the Government of National Unity that brought together Zanu PF and the opposition MDCs following an inconclusive election in 2008.

Zanu-PF Goes Against Mthuli Ncube, Resolves To Train More "Green Bombers"

Officiating at a graduation ceremony of 320 NYS graduands at Dadaya Training Centre at the weekend, Midlands Minister of State for Provincial Affairs, Owen Ncube said Zimbabwe’s National Youth Service (NYS) programme is in line with regional and international statutes.
Said Ncube:
<blockquote>The National Youth Service programme, ladies and gentlemen, is a programme whose mandate of youth development is not unique to Zimbabwe but is in line with international, continental, regional and domestic policies and provisions such as the African Youth Charter, the Southern Africa Development Community Youth Development Framework, the Constitution of Zimbabwe, the National Youth Policy, and the Vision 2030. Instilling discipline and a sense of patriotism in our youth has been one of the milestones of the new dispensation.</blockquote>

National Youth Service In Line With International Statutes: Minister Ncube

218 Green bombers graduated from the from the Dadaya National Youth Service centre in a ceremony which was presided over by Minister of Youth, Indigenisation and Economic Empowerment Patrick Zhuwao. The Minister revealed that the government was planning to establish youth centres in every constituency with the reported aim of promoting youth empowerment. Speaking at the ceremony Zhuwao said:
<blockquote>There are plans to open up youth centres in every constituency under the name Youth Economic Empowerment Centre and these centres would feed vocational training centres with graduates.
We are planning to rename Dadaya School after the late godfather of the National Youth Service, George Rutanhire.</blockquote>
Commander of the Dadaya training centre Commandant Mavhiki said:
<blockquote>We have 218 trainees who are graduating; 182 males and 76 females and amongst these trainees, we have two degree holders, five diploma holders and several holders of national certificates.
“The training emphasised entrepreneurship programmes that are aimed at creating economic champions out of trainees. The centre grooms youths into patriotism.</blockquote>

Over 200 green bombers graduate at Dadaya National Youth Service Center, govt to establish youth centres in every constituency

Minister of Youth Development, Indigenisation and Economic Empowerment, Patrick Zhuwao confirmed to ZBC News that 3188 youth officers have been reinstated to the civil service payroll following President Robert Mugabe’s directive to reverse the retrenchment.
Chairman of the Public Service Commission wrote to Zhuwao advising him of the development. He said that his ministry has come up with ways the youth officers can generate income adding that they have identified 37000 hectares of land to be utilised.

3188 "Green Bombers" reinstated following Mugabe's directive

Addressing Zanu-PF supporters in Chinhoyi on Saturday, President Robert Mugabe ordered the reinstatement of 2 000 youth officers saying that their dismissal did not have Cabinet approval.
Said Mugabe:
<blockquote>Zvino ndonzwa kuti mayouth amwe anga arikuhurumende achiita basa varikunzi vachadzingwa. (I am hearing that some youth members that were in Government were dismissed). Hatina kumboudzwa isu nyaya dzacho, and we don’t accept things like that. The economy is recovering: Is that the time we should be dismissing/expelling our youth? What are we demonstrating, treating young men like that? Tonzi tashaya mari iye zvino patiri kuti takuenda tichiva nehupfumi? Even kuma mines; our minerals are yielding now more and more revenue for us. More gold; more platinum; more chrome; more platinum, etcetera. Please, reinstate those youths. We never, never agreed on the issue of expelling so many youths, 2 000 of them. Saka, whether it is the Ministry of Finance or the Ministry of Labour, please stop it.</blockquote>
Mugabe’s order to reinstate the youth come at a time when Government’s wage bill is using 91% of revenue. There have been calls to cut the wage bill.

President Mugabe orders reinstatement of 2 000 "Green Bombers"

The Zimbabwe Peace Project (ZPP) has accused President Robert Mugabe of activating the training of youth militias under the guise of National Youth Service (NYS) ahead of 2018 elections.
ZPP’s statement comes after Mugabe’s announcement that government should consider re-introducing the training of the infamous NYS accused of electoral violence including rape and murder. Part of the statement by ZPP reads:
<blockquote>Mountview Vocational Training Centre in Mashonaland East has closed its doors to make way for the youth militia training. This shows that plans to reintroduce the training were already in motion before the President’s announcement. The programme had been discontinued in 2009 after the formation of the Government of National Unity (GNU). This is a call to the escalation of violence by the Head of State. The programme, which is pitched as a patriotic programme, has often been used to further partisan political agendas. Youths trained in various camps all over the country under this programme have been involved in acts of political violence. With the war veterans currently refusing to campaign for President Mugabe, we fear that the youths will be used to campaign for the ruling party leader with violent consequences.</blockquote>
However,  Highfield West MP , Psychology Maziwisa, accused the opposition MDC-T of scaremongering tactics in fear of electoral defeat and argued that, if anything, it was the MDC-T that has been proven to be violent, citing the incarceration of three activists for the 2011 murder of police Inspector Petros Mutedza, as an indication of the violent nature of former Prime Minister Morgan Tsvangirai’s party.

Mugabe already training youth militia (Green Bombers) ahead of 2018 elections says ZPP
