Some 11 villagers in Nkayi, Matabeleland were flogged and forced to sing war songs in Shona by Zimbabwe Republic Police officers, human right lawyers have said.
Posting on X today, Zimbabwe Lawyers for Human Rights (ZLHR) said the villagers were beaten as part of “a brutal crackdown” apparently to investigate theft of diesel.
Said the <a href="https://x.com/ZLHRLawyers/status/1833478133162643927">ZLHR post</a> in part:

The Nkayi villagers have asked ZRP authorities to take remedial action against some delinquent police officers, who ill-treated them by severely assaulting them &amp; coercing them to sing some liberation songs…
In a letter of complaint written to the Officer-In Charge of Manoti Police Station by the Nkayi villagers’ lawyers Jabulani Mhlanga &amp; Prisca Dube of ZLHR, the villagers protested against the conduct of the police officers for conducting a violent operation across 3 homesteads belonging to the Sibanda, Ncube &amp; Lunga families, under the pretext of investigating a case of alleged theft of diesel belonging to Oscar Mawarire, local entrepreneur.
Mhlanga &amp; Dube stated that the ZRP officers, who were armed with a rifle, truncheons &amp; whips, unlawfully assaulted the villagers including a minor, using excessive force &amp; without just cause. In addition, Mhlanga &amp; Dube stated that the villagers were coerced into singing some liberation songs in Shona language &amp; were further assaulted for allegedly failing to sing the songs correctly.
The ZRP officers, Mhlanga &amp; Dube said, rummaged through the villagers’ homesteads even though they did not have search warrants authorising their actions &amp; proceeded to seize various tools from the homesteads, alleging that they were weapons that were used by the villagers in committing some criminal activities. 
The human rights lawyers said although Mawarire, who is the complainant in the matter, informed the ZRP officers that the villagers were not the people whom he suspected of stealing his diesel, the law enforcement agents insisted on arresting the villagers &amp; subsequently, 7 of them were apprehended &amp; taken to a police post located at Kana Mission. The villagers, Mhlanga &amp; Dube said, were not given an opportunity to wear their shoes or warm clothing &amp; neither were they informed of their rights at the time of being apprehended.
The ZRP officers reportedly threatened to make an example of the villagers in order to deter “Ndebele thieves” from crossing into “Shona territory” &amp; were once again subjected to further physical abuse &amp; forced to sing more liberation songs. At the police base, the villagers were made to sleep on concrete floors, without the provision of blankets and with no ablution facilities, with men being handcuffed to each other.
The villagers were all released on 15 July after being ordered to pay US$30 each per person by a police officer, who only identified himself as Dube but were not issued with any receipts acknowledging payment of what was supposed to be an admission of guilt fine &amp; were also not furnished with some request for medical report forms in order for them to seek medical attention at government-run medical facilities.
The villagers only received medical treatment for their injuries at a private medical facility and afterwards engaged Mhlanga &amp; Dube, who on 1 August wrote a letter of complaint to the Officer in Charge of Manoti Police Station demanding that the law enforcement agency conduct an investigation into the ill-treatment &amp; assault of the Nkayi villagers &amp; take remedial action against the perpetrators of such brutality.
The human rights lawyers protested against the violation of the villagers’ fundamental rights including the right to liberty, right to dignity, the right to bodily &amp; psychological integrity, protection from cruel, inhumane or degrading treatment &amp; the right to equality &amp; non-discrimination, all enshrined in the Constitution. The conduct of the ZRP officers, Mhlanga &amp; Dube said, amounts to a serious breach of their constitutional mandate &amp; hence the perpetrators of the brutal assault of the villagers should be prosecuted to the fullest extent of the law.

The development has angered who have referred to this as “Gukurahundi all over again”.

ZRP officers in Zimbabwe beat up some villagers in Nkayi, Matabeleland, and made them sing war songs in Shona. The police were investigating a theft case. The villagers were hurt and forced to sing the songs by the officers. Human rights lawyers are now involved and demanding action against the officers. The villagers were arrested, mistreated, and made to pay money before being released. This incident has upset people, who are comparing it to a past injustice called Gukurahundi. It is considered tribalism and discrimination against the people of Matabeleland.

ZRP Officers Beat Matabeleland Villagers, Force Them To Sing War Songs - Human Right Lawyers

The Government has decentralised the deployment of teachers after parents, educationists, activists and politicians criticised the deployment of non-Ndebele-speaking teachers in Matabeleland, reported the <a href="https://www.newsday.co.zw/southerneye/local/article/200027304/govt-responds-to-deployment-of-non-ndebele-teachers">Southern Eye</a>.
Some commentators have blamed the deployment of non-Ndebele-speaking teachers in Matabeleland for the low pass rate in the region.
In 2022, the Silobela community protested against the deployment of non-Ndebele-speaking early childhood development (ECD) teachers.
The Member of Parliament for Nkayi North, Sithembiso Nyoni (ZANU PF), said the government has since decentralised the deployment of teachers.
Speaking during a virtual discussion organised by the Nkayi Community Parliament on Tuesday, Nyoni, who is the Environment, Climate and Wildlife Minister, said:

The recruitment of teachers is now localised. This is one of the issues that we fought for. What is left for us to fight for is that the head of Public Service in Nkayi and the head of the Education Department in Nkayi must work together and agree on the deployment.
I even engaged the permanent secretary of (Primary and Secondary) Education … The permanent secretary said it is up to us here to employ teachers from Nkayi.
Now the ball is in our court. We must make sure that the two departments recruit teachers who have local language capabilities. We have even submitted the list of teachers who are qualified for them.
We will have to make a follow-up to see if they have recruited them. The central government has since decentralised, it is up to us how we recruit the teachers.

The deployment of Shona-speaking teachers in all parts of the country has dominated Parliament over the years and at one time, parents pushed for the removal of teachers who did not speak the local language.
The government has previously said only teachers who speak the local language should take ECD classes.
Last week, Binga South legislator Fanuel Cumanzala(CCC) complained in the National Assembly over the deployment of non-Tonga-speaking teachers in Binga District.
He said there were qualified Tonga-speaking teachers who did not have jobs yet the Ministry of Education deployed non-Tonga-speaking teachers to Binga.

Govt Responds To Nkayi Community Parliament Over Deployment Of Non-Ndebele Teachers

A police constable stationed in Nkayi has been arrested on charges of “actively participating in politics” after he attended a Citizens Coalition Change (CCC) rally held in Matabeleland North where he was seen cheering Nelson Chamisa. The constable, identified as Hillary Masimbe, was off duty at the time and had visited the Nesigwe police base to collect some documents.
The police have charged Constable Masimbe with violating paragraphs 48(1)(a) of the schedule of the police service chapter 10:11, in conjunction with sections 29 and 30 of the same Act, which pertain to “actively participating in politics.”
Eyewitnesses reported that Constable Masimbe was wearing a yellow T-shirt with black and grey lines under a blue jacket. According to a police summary of the incident, Masimbe removed his jacket during the rally, revealing the yellow T-shirt, and was seen following the CCC convoy while chanting slogans associated with the party. A police summary of the case reads:

Whilst at the rally, the defaulter removed the jacket covering his yellow T-shirt and was seen following a convoy of the Citizens Coalition for Change (CCC) Nelson Chamisa chanting ‘Icho icho uyo mukomana apinda’ literally meaning ‘that one, that one, the young man has arrived’ pointing upward two forefingers and symbol associated with CCC slogan.
He went on chanting “Ngaapinde Mukomana ngaapinde” literally meaning “should enter the young man should enter.
The defaulter was also observed clapping hands acknowledging the speech being delivered by Nelson Chamisa and by so doing contravening the said Act.
The defaulter has no right to act in the manner he did.

His arrest follows a recent incident where Assistant Inspector Chester Matsa faced threats from Deputy Minister of Tourism, Barbra Rwodzi, for arresting a ZANU PF member accused of defacing CCC campaign posters. Matsa is said to be missing and a warrant of arrest has since been issued against him.

Police Officer Arrested For Attending CCC Rally And Supporting Nelson Chamisa

The family of Nobukhosi Moyo, a 15-year-old girl who was slain in <a href="https://www.pindula.co.zw/Nkayi">Nkayi</a> in 2021 by two teenage girls <a href="https://zero.pindula.co.zw/15-year-old-girl-stabbed-to-death-in-fight-over-boyfriend/">following a misunderstanding over a boyfriend</a>, has demanded 15 cattle as compensation.
The families of the girl who supplied the knife and the one who stabbed Nobukhosi paid 14 cattle and six goats instead.
Nobukhosi’s family allegedly buried their slain girl with the kitchen knife still stuck in her left breast where she was stabbed.
This was heard during the sentencing of the two girls aged 15 and 16 at the time of committing the offence when the High Court sat in the circuit in Hwange last week.
Bulawayo High Court judge Justice Maxwell Takuva sitting with assessors, Messrs Joe Zulu and Jacob Dubiwa found the two teens not guilty of murder but guilty of culpable homicide.
He sentenced them to three years imprisonment before suspending one year on the condition of good behaviour.  The remaining two years were further suspended on the condition they perform 860 hours of community service.
A statement of agreed facts between the State led by Mrs Martha Cheda and defence counsel led by Miss W Makorokoto of Mashindi and Associates states that:

i). On 28 October 2021 at around 1 pm, the three girls were at school when the now-deceased Nobukhosi Moyo approached the 16-year-old teen and accused her of spreading rumours about her.
ii). At around 4 pm on their way home, the two had a misunderstanding over a boyfriend who is a gold panner.
iii). The girl who was accused number one indicated that she wanted to assault the now deceased before her ally who had joined them handed her the kitchen knife.
iv). The now deceased hit the girl who was accused number one on the chest with a fist and a fight ensued.
v). As they were fighting, the girl who was accused number one drew the knife and stabbed Nobukhosi once on the nose and palm. Nobukhosi then ran away but her assailant pursued her.
vi). Nobukhosi picked up a stone and stick intending to assault her assailant who had also armed herself with a stone.
vii). Nobukhosi threw the stone but missed and her assailant got the chance to dispossess her of the stick before stabbing her once on the left shoulder and left breast with the knife, leaving it stuck in her. Nobukhosi ran for about 100 metres before collapsing and dying on the spot.

Family Demands 15 Cattle For Slain Girl

A Nkayi woman appeared before Bulawayo magistrate Mr Busani Sibanda last Friday facing allegations of stealing US$4 00 from a police officer who is also her sister-in-law.
The sister-in-law, Efficacy Wisdom Mhlanga, is a police officer based at Bulawayo’s Ross Camp, according to <a href="https://www.sundaynews.co.zw/nkayi-woman-steals-from-police-officer/">The Sunday News</a>.
It is alleged that Nokholo Mhlanga (25) stole the money from Efficacy Wisdom Mhlanga, a police officer based at Bulawayo’s Ross Camp, and fled to Nkayi where she resides with her husband and child.
<h2>What happened:</h2>
The prosecutor, Ms Portia Mashazhu told the court Mhlanga was tasked with assisting in cleaning her sister-in-law’s house when she stole the money. Said Ms Mashazhu:

On 7 December 2022 at Ross Camp, Bulawayo, Nokholo Mhlanga unlawfully took property namely money amounting to US$400 from Efficacy Wisdom Mhlanga. 
</blockquote>
Only US$75 was recovered.
Mhlanga pleaded guilty to the charge stating that she stole the money so she could buy clothes for herself and her family. She said:
<blockquote>
I wanted to buy clothes with the money. I have three donkeys back home, I intend to sell one and pay back my sister-in-law her money as soon as possible.
</blockquote>
For the offence, Mhlanga was sentenced to 12 months in prison of which three months were suspended on condition of good behaviour while another four were also suspended on condition she pays back the money.
The remaining five months were suspended on condition she performs 210 hours of community service at a local school in Nkayi.

Woman Steals Money From A Police Officer Says She "Wanted To Buy Clothes"

ZANU PF members in Nkayi, Matabeleland North Province, are reportedly blocking developmental initiatives made by opposition members and also harassing villagers who received donations from opposition political parties.
This was said by Nkayi senator Chief Ndlovu (MDC Alliance) during a virtual discussion conducted by the Nkayi community parliament on Monday. Ndlovu said:

The challenges that are there are that the ruling ZANU PF party dominates both Nkayi North and Nkayi South.
When we try to introduce developmental issues we are prevented. We have had situations whereby people were questioned for accepting a donation from the opposition.
It does not matter if a clinic is built by ZANU PF; our children will go there and get treated.
It does not matter whether Mthwakazi Republic Party builds a dam, our beasts will all go to drink there. We need to grow up.
We should set the tone as Nkayi on what we can accept as communities. We should not let party issues divide us.

He said taxpayers’ money like the Constituency Development Fund (CDF) should not be monopolised by MPs since Senators do not receive the allocation.

MDC Alliance Senator Accuses ZANU PF Members Of Blocking Development In Nkayi

Zimbabweans have expressed concern over the increase in the number of murder cases around the country amid reports that the body of a female adult was discovered near Norton.
The Zimbabwe Republic Police (ZRP) say the body was discovered along a rail line and had bloodstains all over. Reads a police report:

Police in Norton are investigating circumstances surrounding a murder case in which a body of a female adult was found along the rail line near Family 24, with a deep cut on the head and bloodstains all over the body, on 28/12/21.
 Anyone with information to contact any nearest Police station.

In a different case, the ZRP is investigating circumstances surrounding the death of Simani Nyathi (12) of Mkubo Village, Nkayi that occurred on the Boxing Day around 1400 hours. Pindula News presents a police report on the case:

The victim is said to have been playing a swing game with his cousin sister (9) when he was allegedly trapped and strangled to death by the swing rope. The body of the victim was found hanging from a tree in a kneeling position with a rope tied around his neck.
Some bruises were observed around the victim’s neck and froth coming from the mouth.

Responding to the report, Zimbabwenas on social media expressed concern and called upon the government to take necessary action to address the issue.

Woman Found Dead, Teenager Strangled To Death - Zimbabweans Express Concern

Police in Nkayi, Matabeleland North have arrested two girls for <a href="https://news.pindula.co.zw/2021/11/02/15-year-old-girl-stabbed-to-death-in-fight-over-boyfriend/">stabbing a fellow pupil with a kitchen knife following a misunderstanding over a boyfriend.</a>
Buhlebenkosi Moyo (15) of Mawala village in Ngwaladi area, Gwelutshena under Chief Sikhobokhobo died on the spot following the attack
The first accused is a 16-year-old girl and she got the kitchen knife from her 14-year-old cousin who is the second accused in the matter.
The pair’s identities have been withheld for ethical reasons as they are juveniles.
Matabeleland North police spokesperson Inspector Glory Banda said the accused are yet to appear before the courts. Said Insp Banda:

On the 28th of October around 1pm, the first accused approached Buhlebenkosi Moyo at Thokozani Secondary School grounds and a misunderstanding ensued between the two over a boyfriend. On the same date at around 2pm, the first accused went to her cousin, the second accused and informed her about her misunderstanding with the deceased.
</blockquote>
He said the second accused gave a kitchen knife to her cousin at around 4 pm but it’s not clear where she got the weapon.
The first accused hid the knife in her school uniform.
When school dismissed, the two girls waylaid Buhlebenkosi and confronted her as she was walking home with her friend.
The second accused and the Buhlebenkosi’s friend watched as the two fought. Added Insp Banda:

The accused drew a kitchen knife from her waist and stabbed Buhlebenkosi once on the left palm and once on the nose. Buhlebenkosi escaped and fled from the scene with the accused in pursuit.
</blockquote>
Insp Banda said after running for about 25 metres, Buhlebenkosi stopped and the two started attacking each other with stones.
The first accused advanced and they fought again resulting in the now-deceased picking up a log which she used to hit her rival.
The accused stabbed Buhlebenkosi again once on the left arm and on the left breast. Buhlebenkosi escaped and fled but ran for about 100 metres before she collapsed and died.
Onlookers rushed to inform a villager, Mr Nicholas Ngwenya who rushed to the scene and found Buhlebenkosi lying facing upwards with blood clots on the nose, two deep wounds on the left breast and on the left arm.
Mr Ngwenya reported the matter to the police and Buhlebenkosi’s body was taken to United Bulawayo Hospitals for a postmortem.

Fight Over Boyfriend: 2 School Girls Arrested For Stabbing Rival To Death

Nkayi residents based in the diaspora have mobilised R22 000 to construct Mbizi Dam to ease the water crisis in Nkuba village.
This comes as the Zimbabwe National Water Authority (Zinwa) is set to begin the construction of Ziminya Dam in Nkayi to ease water problems.
ZINWA is also expected to establish a 1 200-hectare irrigation project that is premised on sustaining the local community and contribute to the region’s food security.
Zinwa spokesperson Marjorie Munyonga told Southern Eye on Tuesday that the dam project was allocated $250 million in the 2021 national budget. Munyonga added:

Construction work has not begun as tender processes for the project are still underway. Consequently, the cost of the project can only be established after the awarding of the tender.
</blockquote>
However, locals view the Zinwa project as a political gimmick.
During a discussion by Nkayi Community Parliament on Sunday, local businessman Arthur Moyo questioned why such projects were announced towards elections. He queried:

 This dam was pegged around 1959. I have been to the site. Just this year, there was a hive of activity by water engineers who indicated some form of findings. What they were doing were soil tests, but we are not aware of what they are testing.
</blockquote>
Mbizi Dam project coordinator Nkululeko Mpofu, who is based in South Africa, Tuesday told Southern Eye that residents decided to mobilise resources for the construction of the dam after noting the persistent water problems in the area.
He said villagers had approached the Nkayi Rural District Council for a grader to scoop silt from Nkuba Dam and were told to provide 800 litres of diesel for the grader, adding that R22 000 had since been raised for the project mainly bankrolled by diasporans in South Africa and Australia.
He added that they used the R22 000 to purchase 60 bags of cement and reinforcement steel rods to begin the dam wall construction. However, monthly contributions were affected after our members lost their incomes due to COVID-19.

Nkayi Residents Based In Doaspora Raise Funds For Dam Construction

Nkayi villagers have accused the Ministry of Health and Child Care of discriminating locals in the recruitment of Primary Care Nursing (PCN) trainees.
The Ministry flighted an advert for a two-year PCN training for the September 2021 intake and indicated that only candidates who meet the recruitment criteria will be shortlisted for interviews.
The internal interviews were held on the 13th of September in Nkayi District and the external interviews were held on the 17th at Mpilo Hospital.
Meanwhile, CITE quoted a source as saying there were people from Nkayi who applied for PCN training and they were called for interviews but no one was shortlisted. Said the source:

We heard that people coming from other areas such as Harare and Gwanda are the ones who got the places. As a community, we are not impressed. This is corruption and it must stop.
</blockquote>
Contacted for a comment, Nkayi District Medical Officer (DMO), Dr Thabani Moyo said he only knows four locals who were shortlisted. Said Moyo:

I am not aware of the list of the people who were selected but I also heard about the complaints saying that from the whole of Nkayi only four people were chosen, so that was the concern.
I won’t be quick to respond because don’t know whether the people from Nkayi were not also deployed to other stations, since they are saying people are coming to this side from Harare maybe there are also people from Nkayi who went that side, I don’t know.
We will wait for them to begin so that we will see how many were shortlisted from the total which had applied.

Nkayi Villagers Unhappy With Primary Care Nurses Selection Criteria

A man from Nkayi fatally struck his friend with an axe after accusing him of getting him arrested sometime back.
Matabeleland South provincial police spokesperson, Inspector Loveness Mangena confirmed the incident which occurred on July 28 in Nyandeni Village in Matobo.
Inspector Mangena said Mthulisi Tshuma (33) who is employed as a herdsman at a homestead in Nyandeni Village attacked Leon Mkandla (27). The Inspector said:

I can confirm that we recorded a murder case which occurred in Nyandeni Village in Matobo. Mthulisi Tshuma and Leon Mkandla were drinking with other friends at a shebeen. Tshuma started accusing Mkandla of once getting him arrested which resulted in a misunderstanding.
Mkandla left the shebeen and went home in order to avoid further altercation with Tshuma. A few minutes later Tshuma followed Mkandla home and struck him with an axe on the head and he died on the spot.

Inspector Mangena urged members of the public to desist from engaging in violence when faced with disputes adding that a number of lives were being lost during disputes over petty issues.

Man Axes Friend For Getting Him Arrested

Two machete-wielding robbers raided a South African money agent at his homestead in Nkayi and made off with R20 000 plus other valuables.
Police say the money agent, Zephania Sibanda, 60, of Sebhumane village in Gwelutshena sustained head and hand injuries when the still-at-large suspects pounced around 2 am last week.
It wasn’t clear which money agency Sibanda worked for. Matabeleland North provincial police spokesperson Glory Banda said:
<blockquote>They started assaulting him demanding money and one of them struck him in the head with a machete and he fell down. They took away 22,700 rand, Nokia Cellphone, and a speaker box.</blockquote>
Banda urged members of the public to enhance their security at homes to avoid losses. Banda said:
<blockquote>The public should do target hardening like having dogs as they are necessary when it comes to security. Those who live in urban areas have enough lighting outdoors when going to bed and those who can manage install screen doors and have their windows burglar barred.</blockquote>
National police spokesperson Paul Nyathi last week expressed concern over the increase in armed robberies across the country and urged members of the public to remain vigilant.
He stated that the Zimbabwe Republic Police had intensified efforts to account for robbery syndicates who are moving around the country attacking members of the public who include motorists, business people, and people walking or moving alone.

A man from <a href="https://www.pindula.co.zw/Nkayi">Nkayi</a> District reportedly killed his neighbour with a hoe and went on to drink blood oozing from her lifeless body Sunday News reports.
The matter came to light in court where the accused Christopher Sibanda was spared from the death penalty because of his mental illness.
According to the state and the defence:
<blockquote>On 27 June 2018 at around 3pm, Sibanda met Ms Sibusisiwe Sigauke along a footpath in Sikhewu village.He was carrying a hoe handle, an adze, knife, black satchel and black pot.The court heard that Ms Sigauke was coming from Kana Business Centre on her way home.
Without warning or provocation, Sibanda struck the deceased several times on thehead with a hoe handle before stabbing her on the neck with a knife.She died on the spot.
A passerby, Leonard Masuku who was using the same path found Sibanda sitting on top of deceased’s body and was sucking blood which was oozing out of the wound on her neck.He rushed back to Kana Business Centre where he reported the matter to the police</blockquote>
