Zanu-PF MP for Mangwe and former deputy minister of Home Affairs, Obedingwa Mguni has called for the government to implement strong cyber laws to punish social media users who work against the government. Mguni alleged that prices were going up in the shops due to rumour mongering on social media. Contributing to debate in the National Assembly on Tuesday, Mguni said,
<blockquote>Now, I am an anti-corruption expert and I have to track it like this. If the manufacturers say they are manufacturing something for $2.71 and then the end users are selling to the public at $10, therefore, there are some business people who are corrupt, unscrupulous, and unpatriotic and are busy engaging on price fixing.
Why do they do that price fixing? That is the next question that I will be asking myself. It is something that is purported to counter correct governance and create ungovernable systems through social medias whereby we need to bring a very strong Cyber Crime Bill in this Parliament to correct such matters. People are reacting on rumour mongering which is circulating on the media and there are some people who are escalating the prices.</blockquote>
Zanu-PF legislator for Buhera South, Joseph Chinotimba also blamed opposition MDC supporters for the increasing prices. Chinotimba claimed that the shops were hiking prices because MDC supporters were going around chanting “Chinja” (change). Said Chinotimba,
<blockquote>It is true that prices keep rising and cooking oil is now being sold at $13 to $15…I met some men yesterday who were moving in shops and were chanting party slogans like the MDC one, ‘chinja.’ This is done by the opposition, those who lost the elections. These are the people who are causing the rising of prices.</blockquote>

We Need Strong Cyber Laws Because Prices Are Going Up Due To Social Media Rumour Mongering - Former Minister

Home Affairs deputy minister Obedingwa Mguni defended an incident in Siganda, Tsholotsho, where police officers allegedly pounced on women at a kitchen tea party  wielding guns and teargassed them. He was responding to Lwazi Sibanda (MDC-T Proportional Representation) who had asked if it was government policy to bar kitchen tea parties.
In his response Mguni said that it was the constitutional obligation for the police to prevent and detect crime. He also said that police were empowered to prevent disorder using the Public Order and Security Act (Posa). Said Mguni:
<blockquote>Section 219 of the Constitution says the police must detect and prevent crime, preserve security, protect lives and property, maintain law and order and call into order wherever there is disorder, and so, we will use the Public Order and Security Act (Posa) in any gathering with more than five people, depending on the type of gathering. I have never received any reports concerning a kitchen tea meeting, but if there was noise at that party, then the police will arrest.</blockquote>

Armed police officers raid kitchen tea party, deputy minister defends action

Deputy Minister of Home Affairs, Obedingwa Mguni, has said that the Zimbabwe Republic Police Traffic officers have to protect people from themselves sometimes, and this is why they fine motorists for driving with torn seats. The Minister said that some torn seats could cause fatalities. Addressing parliamentarians on Wednesday, Mguni said:
<blockquote>The police are there to prevent crime, protect property and life. Therefore when an accident occurs that can lead to fatalities, yes, the police have the right to do that. If it is torn such that it can cause fatalities, the police have the right to protect the life of those seated on that seat.</blockquote>
After being challenged to cite the law which empowers the fining of motorists for torn seats, Mguni said he was unable to do so from memory, but promised to bring the necessary information at a later date.

Traffic police are right to fine motorists for torn seats: Minister

Deputy Minister of Home Affairs Obedingwa Mguni has said that the is nothing wrong at all with police officers, particularly traffic police, urinating and or defecating in public places. The minister defended the practices, after public outcry about this behaviour from police officers who will be manning the country’s numerous road blocks.According to the minister, there is nothing illegal about the conduct since there is no Act of parliament which criminalises the offence. What is ironic though is that the police arrest anyone who they see urinating in public and demand a $5 for the offence. 
Addressing Senators on Thursday, Mguni said:
<blockquote>According to the Constitution, police are bringing peace, investigating crime, preventing crimes and they are also doing it on behalf of every ministry that is in Zimbabwe. So, if there is an Act that is being provided by the ministry who is heading the environment saying no one should urinate behind a tree, police will enforce that one.
That is their duty and we do not enforce anything which is not lawful and where we do not have an Act to act upon it. We will act only when there is an Act that has been passed and is given to us to make the people act lawfully. 
Therefore, if urinating behind the tree is now illegal, then the police will be informed by the Minister of Environment</blockquote>

Nothing wrong with traffic police urinating or defecating in public places says Minister

Deputy Minister of Home Affairs Obedingwa Mguni says that the government will charge police officers who throw spikes at moving vehicles. According to the Criminal Law (Codification and Reform) Act Chapter IV, Section 38 the officers face up to 10 years in prison or a fine of $3 000 or both. Minister Mguni also urged mebers of the public to take pictures and videos if they witness officers engaged in such dangerous practices 
Said Minister Mguni:
<blockquote>If the Government receives tangible evidence of traffic officers throwing spikes under vehicles, then it will surely take action
Of late we have been receiving complaints, but no one has brought concrete evidence of spikes being thrown at cars.
Measures such as Level 12 fines of $3 000 or 10 years’ imprisonment can be taken against unruly officers. The Government doesn’t shield bad apples. This has been evidenced through the arrest of corrupt police officers who involve themselves in such crimes as stocktheft and illegal mining.</blockquote>
