President Emmerson Mnangagwa has, in terms of Section 204 A[1] of the Constitution of Zimbabwe appointed five deputy secretaries in the Office of the President and Cabinet. These are:

<li>Deputy Chief Secretary – Finance, Administration and Human Resources in the Office of the President and Cabinet  – Zvinechimwe Churu</li>
<li>Deputy Chief Secretary – Presidential Communications in the Office of the President and Cabinet – George Charamba</li>
<li>Deputy Chief Secretary – Policy Analysis, Coordination and Development Planning in the Office of the President and Cabinet – William L. Manungo.</li>
<li>Deputy Chief Secretary – Social Services in the Office of the President and Cabinet – Rev. Paul Damasane</li>
<li>Deputy Chief Secretary – Coordination of National Programmes and Projects in the Office of the President and Cabinet – Amos Marawa</li>
</ol>
Churu was previously the Local Government and Public Works permanent secretary, while Charamba, Manungo, Damasane and Marawa have been retained in their posts.

Mnangagwa Appoints Deputy Chief Secretaries

The Zimbabwe Republic Police and the City of Harare on Wednesday, 12 April launched joint operations to curb traffic congestion at all major intersections during peak hours.
This will involve the full-time deployment of police officers at intersections with faulty traffic signals as a clampdown on Mushikashika (pirate taxis) and restoration of order at bus terminuses in the CBD.
A statement issued by the Office of the President and Cabinet on 12 April 2023 titled “PUBLIC OUTCRY OVER TRAFFIC CONGESTION AND RECKLESS DRIVING”, reads:

The Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province, Mr. Tafadzwa Muguti today held a meeting with all Government Ministries, Departments and Agencies involved in roads administration and traffic law enforcement.
The meeting follows numerous complaints from residents over frustrating traffic jams and reckless drivers who tend to drive on pavements and oncoming traffic.
There is a standing cabinet directive on the Decongestion of the City of Harare. Please be advised that guided by the standing guidelines of the Inter-Ministerial committee the Secretary of State for Provincial Affairs and Devolution has herein directed the following be implemented immediately in Harare Metropolitan Province in order to address the ongoing challenges on our roads;
1. All commuter omnibus operators to get a valid rank permit that will allow them to operate from their designated bus ranks and within operational times. The City of Harare will publish the designated official bus termini in the City. All passengers ought to respect and board their buses from these designated points;
2. A digital database of all commuter omnibus operators is to be implemented as part of the Local Authority Digital System (LADS). This will include digital payments collections of fines and fees whilst the Zimbabwe Republic Police shall utilise the system to verify the roadworthiness of vehicles, outstanding warrants on drivers, outstanding tickets and any other listed offences of drivers. Phase two shall include all other motorists;
3. All unlicensed and unroadworthy vehicles to be impounded and compliance protocols to be enforced at operator’s cost. This includes those operating with yellow plates and mushikashika;
4. All drivers guilty of reckless and dangerous driving are to be arrested on the spot and taken to court within the statutory 48 Hrs. This includes those driving on oncoming traffic, driving on pavements and those who deliberately create additional lanes by encroaching cycle tracks and pedestrian walkways;
5. All vehicles which have fitted extra lighting that is not permitted by the law shall have their vehicles impounded. These include those who have installed blue, red, green or yellow security and emergency reserved lights illegally on their vehicles.
The Zimbabwe Republic Police and the City of Harare shall from today launch joint operations to curb traffic jams at all major intersections during peak hours, whilst intersections with faulty traffic signals shall have full-time deployments.
We shall continue to engage all stakeholders to ensure that we promote a trafficable and safe environment for our citizens.
This will include redesigning our entire traffic system in the City of Harare in order to support the ever-growing vehicle population.
Harare Metropolitan Province has a Zero Tolerance Policy on Lawlessness and Corruption. We urge all drivers to please respect the traffic laws of Zimbabwe and other motorists so as to avoid arrest and further inconveniences.

ZRP, City Of Harare Launch Joint Operation To Curb Traffic Congestion

President Emmerson Mnangagwa has appointed Rudo Mabel Chitiga as the Head of Secretariat on Harmonisation and Standardization of Salaries and Conditions of Service within the Public Sector in the Office of the President and Cabinet (Permanent Secretary Grade).
Chitiga takes over from Major General (Rtd) Dr Gerald Gwinji, who is now the Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage. A statement released on Monday 20 March by the Chief Secretary to the President and Cabinet, Misheck Sibanda, reads in part:

His Excellency the President, Cde E.D. Mnangagwa, in terms of Section 205 of the Constitution of Zimbabwe as read with Section 340 subsection 1(b), (e) and (f), and after consultation with the Public Service Commission, has appointed Ambassador Rudo Mabel Chitiga as the Head of Secretariat on Harmonisation and Standardization of Salaries and Conditions of Service within the Public Sector in the Office of the President and Cabinet (Permanent Secretary Grade).
Ambassador Chitiga takes over from Major General (Rtd) Dr Gerald Gwinji, who is now the Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage.
Ambassador Chitiga holds a Master’s Degree in Policy Studies and a Bachelor of Science Degree in Sociology. 
She has extensive experience in diplomacy, international senior management and in strategy development, organizational management, multi- stakeholder relationships and governance in developing countries of Africa, Asia, the Pacific and Caribbean.
Her appointment as Head of Secretariat on Harmonisation and Standardization of the Public Sector in the Office of the President and Cabinet is with immediate effect.

Mnangagwa Makes Key Appointment In His Office

President Emmerson Mnangagwa has approved the appointment of Allen Choruma as Head Corporate Governance Unit in the Office of the President and Cabinet.
The appointment was confirmed on Monday by the Chief Secretary in the Office of President and Cabinet, Misheck Sibanda. Reads the statement issued by Sibanda:

The post of the Head Corporate Governance Unit in the Office of the President and Cabinet became vacant following the promotion of Mr. Willard Lowenstein Manungo as the Deputy Chief Secretary for Policy Analysis, Coordination and Development Planning in the Office of the President and Cabinet.
His Excellency the President, in consultation with the Public Service Commission, has since approved the appointment of Mr Allen Choruma as Head, Corporate Governance Unit in the Office of the President and Cabinet.
Mr. Allen Choruma holds a Bachelor of Laws degree and post-graduate certifications in insurance and pension management.
Mr. Choruma has 32 years of experience in business management, and public, legal, insurance, media, banking, financial and mining services gained working in Zimbabwe, USA, UK and South Africa.
Mr. Choruma has worked in government; the insurance sector; the Reserve Bank of Zimbabwe and the mining sector in Zimbabwe and South Africa where he provided legal, compliance and corporate governance services. 
He also played a central role in developing the public entities’ corporate governance legislation in Zimbabwe.
He has thus accumulated a wealth of experience in managing Boards of Directors, training and developing Directors, undertaking Board evaluations, performance contracting, strategy development, and in ethics and risk management.
Mr. Choruma is a prolific writer, researcher and publisher, who for two decades was a business correspondent for different daily and weekly newspapers in Zimbabwe and for African monthly magazines.
Before his elevation to Head the reconstituted Corporate Governance Unit, Mr Choruma was the Chief Director responsible for Corporate Governance in the Office of the President and Cabinet.
The appointment of Mr Allen Choruma was with effect from 20 October 2022.

Allen Choruma Appointed Head Corporate Governance Unit In The Office Of The President And Cabinet

President Emmerson Mnangagwa is reportedly mulling dissolving the anti-corruption body, the Zimbabwe Anti Corruption Commission (ZACC) because of its effectiveness.
According to the Mail and Telegraph, ZACC members were summoned to the OPC this week and advised on the imminent development. Mail and Telegraph sources said:
<blockquote>The President is not happy with ZACC’s performance in combating corruption, it is a toothless bulldog. Look at the low conviction rates and how cases crumble when they investigate high profile individuals. There is a suspicion that some of them receive bribes to gag some cases. So the President will disband ZACC.</blockquote>
It is alleged that not only is ZACC incompetent and impotent, but its members are also mired in corruption.
<blockquote>Remember cases of corruption involving some ZACC members themselves have found their way to the public domain. In 2013 one official was accused of having being paid by ZIFA for work that he was doing for the anti-graft body against ZIFA officials
In the same year, ZACC chief executive was arrested on an allegation of defrauding the commission US$435 000. He was accused of making secret profits from a transaction involving a ZACC property. Gumbo was later found guilty and sentenced to an effective 2 years in prison in March 2015.</blockquote>
ZACC made headlines in 2017 after its officials attempted to arrest the then Minister of Higher and Tertiary Education Professor Jonathan Moyo.
