Hatcliffe Constituency MP, Agency Gumbo (CCC), has called on President Emmerson Mnangagwa to appoint a Minister of State Security, as required by Zimbabwe’s Constitution.
Gumbo argued that the failure to appoint a minister for intelligence services, as outlined in Section 225 of the Constitution, constitutes a breach of the country’s supreme law.
The position has been vacant since January 2022, following the dismissal of former Minister Owen “Mudha” Ncube for alleged misconduct.
Since then, the Central Intelligence Organisation (CIO) has reportedly been directly controlled by President Mnangagwa, raising concerns about lack of oversight and transparency.
Speaking during a parliamentary session on Thursday, Gumbo argued that without a Minister of National Security, Parliament is unable to interrogate and demand accountability on critical matters affecting national security. Said Gumbo (via <a href="https://cite.org.zw/ccc-mp-urges-mnangagwa-to-appoint-state-security-minister/">CITE</a>):

My statement of national importance arises from the Constitution of the land, particularly Section 225, which stipulates that the President must appoint a Minister to oversee any intelligence service.
This section uses the word ‘must’, meaning the President has no discretion on whether to appoint, the only discretion is who he appoints.
Yet, over a year after the elections and well into the second session of this Parliament, we still do not have a Minister responsible for National and State Security.
This abrogation of constitutional obligation is dire. Without a Minister of National Security, we are unable to interrogate and demand accountability on critical matters affecting national security. This goes to the heart of our oversight role as Parliament.
</blockquote>
Gumbo urged fellow parliamentarians to treat the vacancy of the State Security Minister as a national issue, beyond party politics.
He called on President Mnangagwa to address the matter urgently, emphasizing its importance for national security.
He also urged the Leader of Government Business to communicate Parliament’s concerns to the President.
Ncube was dismissed for allegedly intimidating attendees at a ZANU PF provincial meeting to confirm the winners of the party’s provincial elections.
Despite this, Ncube, a close ally of President Mnangagwa, was reinstated in 2023 as the Midlands Provincial and Devolution Affairs Minister following the President’s announcement of a 26-ministry Cabinet.

Hatcliffe Constituency MP, Agency Gumbo, wants President Mnangagwa to pick a Minister for State Security. The Constitution says this minister must be there to oversee intelligence services, but the position has been vacant since January 2022. Without this minister, Parliament can't ask questions or make sure things are okay with national security. Gumbo says this is a big problem and everyone, no matter their party, should care about it. He wants the President to act quickly and fill the position to keep the country safe. A previous Minister was fired for bad behavior but got a different job later on.

CCC MP, Agency Gumbo, Urges Mnangagwa To Appoint Minister Of State Security

Midlands Provincial Affairs and Devolution Minister, Owen Ncube, has banned journalists from The Mirror and NewsDay, which are privately owned, from all government functions in the province.
As reported by <a href="https://x.com/TheMirrorMsv/status/1762539889663353251?s=20">The Mirror</a>, Ncube kicked out the publication’s Midlands Bureau Chief, Sydney Mubaiwa, and NewsDay reporter Stephen Chadenga from a meeting organised by the Zimbabwe Gender Commission and ordered them not to attend future government engagements.
The meeting took place at the Minister’s boardroom in Gweru on Wednesday, 28 February, in the morning.
Ncube asked journalists to identify themselves and then singled out the two for representing newspapers that allegedly attacked the Government.
He ordered them to stand up and asked his security aides to escort them out of the meeting. Said Ncube:

Who invited you here? We are building the country and discussing Government business and you are not welcome here. You are not wanted at any other Government function.
</blockquote>
The two journalists had been invited by Zimbabwe Gender Commission chairperson Margaret Mukahanana Sangarwe ahead of the official opening of the organisation’s Gweru offices.
Zimbabwe Gender Commission officials apologised to the two journalists.
Zimbabwe Union of Journalists (ZUJ) president George Maponga condemned the discrimination of journalists, saying journalism was not a crime. He said:

ZUJ is disturbed by reports of private media journalists being chased away from Government programmes.
We want to make it clear that journalism is not a crime and all accredited journalists have a right to cover all events that are in the public interest.
ZUJ will not accept any attempts to divide the media along private/public media lines.

Owen Ncube Bars Private Media From Government Functions

Midlands Minister of State for Provincial Affairs and Devolution, <a href="https://pindula.co.zw/Owen_Ncube">Owen Ncube</a> said that he was worried over the unending running battles between police and vendors.
Speaking during the first Midlands province clean-up campaign in 2024 at Mbizo vegetable market, Ncube said local authorities should come up with sound revenue collection strategies instead of engaging in running battles with vendors.
Ncube also castigated rogue municipal police and space barons who allegedly demanded bribes from vendors. He said (<a href="https://newziana.co.zw/2024/01/19/stop-running-battles-with-vendors/">via New Ziana</a>):

We fully support revenue collection by local authorities as it is the basis upon which service delivery is built.
However, local authorities should be innovative in creating revenue streams like developing proper vending sites and regularise them to collect revenue and avoid running battles with vendors.
The practice by some rogue municipal police and space barons who fleece vendors by demanding and 
receiving bribes from desperate vendors should end as the full wrath of the law will be applied without fear or favour.

Ncube said the Government intends to make clean-up campaigns mandatory and the illegal disposal of waste to be a punishable offence.
He urged local authorities to ensure enforcement of waste management by-laws to curb illegal waste dumping.
Ncube said business centres should have waste pickers and infrastructure that promotes litter collection, separation and recycling.
The high rate of unemployment in Zimbabwe has pushed hundreds of thousands of people into vending, with most of the traders operating from undesignated places such as pavements.

Owen Ncube Tells Local Authorities To Stop Running Battles With Vendors

Midlands Provincial Affairs and Devolution Minister <a href="https://www.pindula.co.zw/Owen_Ncube/">Owen Ncube</a> warned that local authorities involved in corrupt activities would be held accountable.
He issued the warning during a visit to the <a href="https://www.pindula.co.zw/Gwenhoro_Dam/">Gwenhoro</a> water works in Gweru. <a href="https://www.herald.co.zw/minister-warns-corrupt-councils-2/">The Herald</a> cites him as saying:
<blockquote>
Gweru has been facing water challenges for a long time. We want an action-oriented approach to service delivery. Those involved in shoddy deals involving taxpayers’ money must be brought to book as the Second Republic has no room for incompetency and corrupt activities.
In 2019, His Excellency, the President through the Ministry of Finance released US$455 000 advance devolution funds to the local authority to address the issue of old water infrastructure. l am, however, concerned that water shortages are still haunting residents.
I am rather disappointed that there is no improvement in terms of addressing water challenges. We need urgent intervention in the water problems. I am told you have been buying the wrong equipment which is now costing residents, and I want to make it clear that all those responsible must be taken to task.

The city of Gweru is facing severe water shortages and is only able to pump half the required amount of water per day due to the use of a single pump instead of the six purchased in 2019. The outdated water infrastructure and the city’s growing population have contributed to the ongoing water crisis, impacting the rights of residents to clean water and sanitation. The council has also faced criticism for prioritizing the purchase of luxury vehicles for executives.
Gweru City Council’s water engineer, Masauso Store, told the Minister that the local government authority purchased six water pumps, but only one is operational as the rest were damaged. He said the pumps were meant to provide a minimum of 66 megalitres of water, but due to incorrect installation, the motors burned out. Additionally, the council bought an inadequate transformer that did not meet the necessary specifications. The city engineers are currently replacing the old pumps to address the water supply issue.
Gweru Mayor Councillor <a href="https://www.pindula.co.zw/Martin_Chivhoko/">Martin Chivhoko</a> said that council employees were providing misinformation to cover up their shortcomings at the waterworks. He is cited as saying that load shedding was not the cause of water supply issues as there were no functioning pumps. Minister Ncube urged Mayor Chivhoko and the council management to urgently address the city’s water problems, emphasizing the need for time-framed action plans and accountability.

Minister Owen Ncube Warns Local Authorities Involved In Corrupt Activities

Former State Security Minister Owen Ncube has warned MPs who lost in the ZANU PF primaries not to contest as independent candidates in the upcoming general elections. ZANU PF held its primary elections in March, during which some party heavyweights lost their tickets to represent the party in the August 23 polls.
Despite reports of bhora musango threats and dissatisfaction over candidate imposition and rigging, Ncube described running as an independent candidate as “anti-revolutionary” and urged those who lost in the primaries not to do so. He emphasised that ZANU PF does not vote for independent candidates and that standing as one makes individuals enemies of the party and the revolution.
Addressing ex-combatants in Redcliff recently, Mudha as Ncube is widely known in political circles, said:

We have people who lost in primary elections and we heard they want to contest as independent candidates.  We don’t have that kind of language in Zanu PF. In Zanu PF we don’t vote for an independent candidate, if you are now contesting as an independent candidate it simply means you are now anti-revolutionary.
We will not vote for you. Don’t use our party name to stand as an independent. the moment you stand as an independent candidate you are now an enemy of Zanu PF, you are an enemy of the revolution. There is no Zanu PF person who will vote for anyone who will contest as an independent candidate.

During the ZANU PF primaries held in March, prominent individuals such as Philip Chiyangwa, Ziyambi Ziyambi, Sekai Nzenza, Justice Mayor Wadyajena, Joseph Chinotimba, and Mary Mliswa-Chikoka lost their bid to represent the party in the upcoming general elections.
However, Ncube, who is the parliamentarian for Gokwe Kana, was able to obtain his party’s endorsement without any opposition during the internal elections.

Former State Security Minister Warns Losing ZANU PF MPs Not To Contest Independently

Owen “Mudha” Ncube, a top ZANU PF official in Midlands Province and a close ally of President Emmerson Mnangagwa, has threatened to unleash an orgy of violence against opposition members ahead of the 2023 general elections.
According to audio which has gone viral, Ncube, who is a former Minister of State Security, threatened to unleash violence against “sell-outs” that will be worse than what was witnessed during the 2008 presidential run-off election.
Addressing Zanu PF supporters in Mberengwa, Midlands province, at the weekend, Ncube said:

You have been told that 2023 will be worse than 2008. We will not just leave you while you are selling out.
Even during the liberation struggle, there were sellouts but they were dealt with. Some left their grandchildren.
If you sell out, we are going to deal with you in a crude way.
</blockquote>
Contacted for comment by NewsDay on Thursday, Ncube said: “I once told you, I don’t want to talk to you. I still don’t want to talk to you.”
More than 200 opposition supporters were killed in cold blood by suspected ZANU PF activists during the 2008 presidential run-off election campaign.
The late MDC-T leader Morgan Tsvangirai was forced to withdraw from the race, leaving the now late former President Robert Mugabe to be declared the winner.

Owen Ncube Threatens "Worse Than 2008" Political Violence Against "Sell-outs"

Former State Security minister Owen Ncube on Tuesday described CCC as the enemy of the ruling party, saying only ZANU PF must rule the country.
Addressing ZANU PF supporters at a Gweru inter-district meeting in the Midlands capital, the ZANU PF Gokwe-Kana MP, said party members should shun factionalism and instead, defend the party from CCC. He said:

Our President (Emmerson Mnangagwa) has won the 2023 presidential election. It is only ZANU PF which must rule this country not the opposition because liberation fighters sacrificed for this country.
… The enemy is not in our (ZANU PF) party. The enemy is the CCC led by Nelson Chamisa.

Responding to Owen Ncube’s remarks, CCC deputy spokesperson Gift Siziba told <a href="https://www.newsday.co.zw/local-news/article/200000552/zanu-pf-declares-war-on-ccc">NewsDay</a> that it clearly shows that ZANU PF is only focused on power retention and not addressing the plight of citizens. Said Siziba:

For the former minister Mudha to say this shows the level at which the country is in dire need of leadership.
The words are a clear sign that the centre is failing to hold. It is a clear sign that Zanu PF is focusing on power retention instead of addressing the welfare of our people.
ZANU PF is failing to address the plight of teachers and other public workers, students are failing to access education because of its failed policies.

Ncube was fired as a minister in January this year after reportedly on charges of instigating violence during ZANU PF Midlands’s disputed December provincial elections.

CCC Led By Nelson Chamisa Is The Enemy - Owen Ncube

Former State Security Minister, Owen “Mudha” Ncube says ZANU PF bigwigs in Midlands Province have buried the hatchet and resolved to work together to ensure that the party wins in the 2023 elections.
Addressing party supporters in Kwekwe recently, Ncube said party members should fully rally behind provincial chairperson Larry Mavhima and his deputy Edison Chiherenge.
He also said his differences with Mavhima and Daniel Mackenzie Ncube are now a thing of the past. Said Ncube:

We have said let us put our differences aside and forge ahead as a united force ahead of the impending polls.
We are rallying behind our provincial chairperson Larry Mavhima and his deputy Edison Chiherenge.

We are now a united front as we are forging a united front to deliver victory for President Mnangagwa. Our President has already won the elections. How can he not win when he has us as his foot soldiers?
Youths and women have already paved the way by endorsing the President.
This is not yet time to campaign for any other candidate but the President only. There is no campaign presently for MP or council candidates.

President Emmerson Mnangagwa is reportedly angry with ZANU PF members over the party’s loss in two by-elections held in Kwekwe in March.
Former State Security Minister, Owen “Mudha” Ncube, who is believed to be a close ally of Mnangagwa, recently told ZANU PF supporters in Kwekwe that the President was not happy with the results. Said Ncube:

I want to tell you, that not only the party but also the President is unhappy with the by-election results. The President is displeased that the party lost Kwekwe Central and Mbizo.

Mnangagwa Angry Over By-election Defeats In Kwekwe

Norton legislator (independent), Temba Mliswa has celebrated the ouster of State Security Minister, Owen Muda Ncube.
Dr Misheck Sibanda, the Chief Secretary in the Office of the President and Cabinet announced this Monday that President Emmerson Mnangagwa had relieved Ncube of his duties citing unspecified misconduct “inappropriate for a Minister of Government.”
Moments later, Mliswa who has in recent months been at loggerheads with Ncube who he had been accusing Ncube of abusing his office, posted on microblogging site, Twitter, celebrating the removal of Ncube from office. Pindula News presents a series of Mliswa’s posts:

Norton MP Mliswa Celebrates Ouster Of State Security Minister

The Zimbabwe Congress of Trade Union (ZCTU), the primary trade union federation in Zimbabwe, has called upon State Security Minister Owen Ncube to retract his “threats” against workers and the opposition.
This comes after the minister this week issued <a href="https://news.pindula.co.zw/2020/09/28/security-minister-speaks-on-state-security-situation/" rel="noopener noreferrer" target="_blank">a statement on the state of the country’s securit</a>y in which he claimed that the opposition and workers were working in cahoots with the “enemy” to destabilise the country.
Ncube even said the opposition was smuggling guns into the country. Responding to Ncube’s remarks, ZCTU secretary-general Japhet Moyo distanced Labour activists from the accusations and urged Ncube to retract the statement. Moyo said:
<blockquote>We call upon the minister to retract his statements that are tantamount to instructing the security forces to harm trade unionists, the opposition and civic organisations.
The minister must stop issuing such reckless statements. Despite his threat, we remain committed to fight for justice and a free Zimbabwe.
In fact, the ZCTU was the first to call for the land reform programme at a time the government was cosying with capitalists, but the ruling Zanu PF, realising that it was facing jaws of defeat in the elections as its popularity was waning due to ill-conceived economic programmes backed by global financiers, hijacked the process and started a disorderly fast track land reform.</blockquote>
Meanwhile, opposition MDC Alliance leader Nelson Chamisa rebuffed at Minister Ncube’s remarks saying the party carries “ideas not guns.”
There are some who believe the state is labelling workers and the opposition to justify cracking down on them.
Previously, the state labelled its critics terrorists and this was followed by widespread arrests, torture and abduction of opposition leaders, human rights defenders and journalists.
