The Reserve Bank of Zimbabwe (RBZ) has no control over the ever-rising black-market exchange rate according to the central bank’s senior payment systems analyst, Howard Tundu.
Tundu made the remarks while speaking at the Consumer Education and Awareness Campaign hosted by the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) at Jerera Growth Point in Zaka, Masvingo Province. He said:
<blockquote>
As RBZ we cannot control what people do outside the official rates where they have their rates which they use for payments. We are only concerned about the Zimbabwe dollar.
</blockquote>
But Africa Economic Development Strategies executive director Gift Mugano told <a href="https://www.newsday.co.zw/local-news/article/200012491/we-cannot-control-black-market-exchange-rate-rbz">NewsDay</a> in an interview that the RBZ should be concerned about the parallel market rate. He said:
<blockquote>
The pricing regime in the market now is determined by the black-market pricing and the same black market is influenced by policy discord within the government.
The fact that the central bank controls the exchange rate on the auction system has been one of the drivers of distortions.
You can’t say you are only concerned about the official rate. They should be concerned about the black-market rate. This is a sign of accepting defeat.
</blockquote>
The Zimbabwe dollar is currently trading close to $4 000 to the US dollar on the parallel market.
This has resulted in price hikes and the shortage of some basic food items in supermarket shelves where they are sold in Zimbabwe dollars but the same goods are readily available on the informal market and being sold exclusively in US dollars.

RBZ Cannot Control Black Market Rates, Says Official

Reserve Bank of Zimbabwe Governor, John Mangudya, has said it is suicidal to act to narrow a widening gap between the national currency’s official and black market rates.
While the Zimbabwe dollar traded <a href="https://news.pindula.co.zw/2022/01/18/the-zimbabwe-dollar-drops-at-the-resumption-of-the-rbz-foreign-currency-auction/">at 112.8228 to a United States dollar at the foreign currency auction conducted by the central bank this Tuesday</a> while it trades at over 200 to the dollar on the black market. He said on Monday:
<blockquote>
We would love convergence, but it requires the business community to also walk the talk. Convergence must be at a realistic exchange rate.
The unofficial rate will only surge even higher, decimate the earnings of citizens and lead to price hikes in the southern African nation, where annual inflation was 61% in December.
People just want to hold US dollars.
</blockquote>
Business leaders have blamed the disparity on a lack of foreign currency supply though Mangudya says it’s due to many businesses accepting payment in US dollars at the unofficial, or parallel market, rate.
Meanwhile, analysts say the delay in resuming the weekly foreign currency auction only helped in promoting the parallel market as a source of US dollars.
The business community says it is struggling to obtain the foreign currency which it needs to keep operations running and is forced to turn to the parallel market.

RBZ Governor Mangudya Comments On Widening Gap Between Official & Black Market Rates

The Zimbabwe dollar continued on a downward trajectory after losing further ground against the US dollar at the Reserve Bank of Zimbabwe (RBZ) foreign currency (forex) auction conducted on Tuesday, 19 October 2021.
Last week the weighted average was US$1: ZWL$90.0792 and fell to US$1: ZWL$93.0810  this week.
This week, US$11 million was allocated to the Small to Medium Enterprises forex auction while US$36.6 million was allocated to the main forex auction.
In total, US$47.7 million was allotted this week, with the bulk of the allotment going to raw materials followed by machinery and equipment.
1369 bids were received on the Small to Medium enterprises forex auction, with 1298 accepted and 71 disqualified. The total number of bids was 1243. 

On the main forex auction, a total of 559 bids were received, 520 were accepted while 39 were disqualified. The total number of bids was 502. 

<a href="https://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">The Reserve Bank of Zimbabwe (RBZ)</a> said bids that were disqualified were not eligible in terms of the Priority List.
Bids with overdue CDIs, outstanding Bills of Entry (BOEs), and those with sufficient FCA balances were also disqualified.
