The Government is reviewing existing policies and regulations to facilitate the implementation of the parole system and establish community correctional centres, a Cabinet Minister has said.
Speaking at the combined 154th and 155th recruit correctional officers’ courses pass-out parade held at ZPCS Ntabazinduna Training School recently, Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi said these programmes will decongest prisons. Said Ziyambi:

This will positively see the effective implementation of the parole system and establishment of community correctional centres, among other aspects.
These programmes are crucial in advancing the reintegration process and also assisting in reducing overcrowding in correctional facilities.

Parole is the conditional release of a prisoner before they complete their full sentence, allowing them to serve the remainder of their sentence outside of prison under supervision.
The decision to grant parole is typically made by a parole board based on various factors, including the inmate’s behaviour, rehabilitation progress, and the likelihood of reoffending.
Parolees must adhere to specific conditions set by the parole board, such as regular check-ins with a parole officer, maintaining employment, and avoiding criminal activity.
If they violate these conditions, they can be returned to prison to serve the rest of their sentence.
On the other hand, community correctional centres are facilities designed to provide an alternative to traditional incarceration.
These centres focus on the rehabilitation and reintegration of offenders into society, rather than solely on punishment.
Offenders may be placed in community correctional centres as part of their parole or probation, allowing them to serve their sentences in a less restrictive environment while receiving support and supervision.
The goal of community correctional centres is to reduce overcrowding in prisons, promote public safety, and help offenders develop the skills and behaviours needed to become law-abiding citizens.

Zimbabwe Plans To Introduce Parole For Prisoners

Permanent Secretary in the Ministry of Justice, Legal and Parliamentary Affairs Mrs Virginia Mabhiza has revealed that the government is working on amending the Prisons Act which will see every convicted felon being eligible for parole. This includes murderers, armed robbers and rapists.
Parole is the temporary or permanent release of a prisoner before the completion of a sentence, on the promise of good behaviour.
Said Mabhiza:
<blockquote>We are here to discuss Constitutional provisions and parole that it will be available to all inmates irrespective of the sentence for which they are in prison.
That is quite progressive because when you go to prison there is still hope that that you can be on parole.
When inmates come out they will be equipped with skills offered by the ZPCS depending on their capabilities and passions and they can then use the skills to give back to the community.</blockquote>
