Professor <a href="https://www.pindula.co.zw/Paul_Mavima/">Paul Mavima</a>, the Minister of Public Service, Labour, and Social Welfare, has announced the appointment of Dr Emmanuel Anesu Fundira as the new chairperson of the board of directors of the <a href="https://www.pindula.co.zw/National_Social_Security_Authority/">National Social Security Authority (NSSA). </a>
The appointment is effective immediately.
Dr Fundira’s appointment <a href="https://news.pindula.co.zw/2023/03/19/nssa-board-chairman-percy-toriro-resigns/">follows the resignation</a> of Percy Toriro. Toriro, who is a renowned urban planning expert, offered to step down before the expiry of his term, as he has been out of the country for almost six months, doing urban planning consultancy in West Africa. Toriro was appointed to the NSSA board in May 2021, and his first five-year term was due to expire in 2026. He becomes the fifth person to leave the NSSA board in seven years, with board chairpersons and general managers typically lasting no more than two years on average. A recent report from Business Weekly suggested that NSSA was planning to remove Toriro at any time.
During a press conference held in Harare, the Minister stated that Dr Fundira’s appointment was made after several consultative processes and good recommendations based on his qualifications and experience related to NSSA’s work. 
The Minister believes that Dr Fundira’s leadership credentials and experience in leading both private and public sector institutions at executive and board levels make him a good fit for NSSA. Mavima said:

It is my hope and expectation that through the leadership of Dr Fundira, the NSSA board will make sound decisions to ensure the well-being of NSSA beneficiaries and contribute to the socio-economic development of Zimbabwe through good investment decisions.
Our aspiration as a nation is that we leave no one and no place behind. As such the appointment of Dr Fundira as board chairperson comes at a time where it is imperative that NSSA continue to develop and implement an all-encompassing informal sector scheme framework.

According to Professor Mavima, it is important that NSSA increases funding and resources for the development of an informal sector scheme, which should be informed by a needs assessment survey. The scheme’s design and cost should be based on studies of other informal sector schemes in the region and globally.
He said there is also an urgent need to review and update all NSSA governance policies and procedures to ensure they are suitable for the changing environment. The statutes governing the authority should also be reviewed to ensure they meet the needs of the people NSSA serves.

Paul Mavima Announces Dr Fundira As The New NSSA Board Chair

The Government has accepted the resignation of the chairperson of the National Social Security Authority (NSSA), Percy Toriro, who recently offered to step down before the expiry of his term.
In his acceptance letter, Public Service, Labour, and Social Welfare Minister Paul Mavhima said:

I want to take this opportunity to thank you heartily for your exceptional service to NSSA and the nation at large.
Your unwavering commitment to the re-orientation and development of the NSSA board is invaluable, and I am deeply grateful for the time, energy, and expertise you have in the role (as) NSSA board chair.
While we are saddened about your departure, we understand and respect your decision to pursue other opportunities.
I, therefore, wish you all the best in your future endeavors and I am confident that you will continue to make Zimbabwe proud in your international engagements.

Govt Accepts Resignation Of NSSA Board Chairman Percy Toriro

National Social Security Authority (NSSA) board chairman, Percy Toriro, has offered to resign citing his prolonged physical absence from the country, reported <a href="https://www.businessweekly.co.zw/nssa-board-chair-toriro-steps-down-becomes-fifth-to-leave-in-just-seven-years/">Business Weekly</a>.
Toriro becomes the fifth person to leave the NSSA board in seven years, with board chairpersons and general managers hardly lasting more than two years on average.
Reports claim that NSSA was planning to axe Toriro at any time. He has been out of the country since October last year and attended board meetings virtually.
In his resignation letter to Public Service and Social Welfare Minister Paul Mavima last week, a copy of which was leaked to Business Weekly, Toriro wrote:
<blockquote>
Further to my letter of 28 December 2022, I wish to advise you that I continue to be away doing consultancy work on urban planning advisory in a few cities on the continent in West Africa.
There continues to be a lot of work for me here and I may not be back in the country any time soon.
It has become increasingly difficult to effectively participate from a distance even when you have appointed an acting chairperson.
Although I have been able to attend some business and meetings virtually, I recommend that you identify a replacement board leader so that the diverse and complex NSSA operations are not disrupted by my absence.
</blockquote>
Toriro’s first five-year term was due to expire in 2026 but a “toxic working culture due to serious political interference” probably forced him to resign. A Business Weekly source was quoted as saying:

It’s only that NSSA collects retirement savings every month; that is why it is surviving.
From the time James Matiza left, it has been corruption after corruption and it appears that anyone who gets the privilege of influencing decisions wants to lay his/her hand on NSSA coffers.
So it cascades from the top (the politicians) to managers, and everyone sees opportunities.
There is no longer a shared purpose, or vision, people are just motivated to line their pockets.
