The Agricultural Marketing Authority (AMA) has condemned the misuse of inputs under the Pfumvudza/Intwasa and National Enhanced Agricultural Productivity Scheme (NEAPS), calling for stricter penalties for offenders.
According to Statutory Instrument 79 of 2017, inputs such as seeds, fertilizers, and chemicals provided through these programs must be used solely for their intended purposes, with all contracted produce delivered to designated buyers.
Those found diverting inputs could face fines up to level four, which includes imprisonment for up to three months, a fine, or both. Additionally, any misused inputs or illegally sold produce may be confiscated.
AMA CEO Clever Isaya told <a href="https://www.herald.co.zw/ama-decries-inputs-abuse-and-side-marketing/">The Herald</a> that the abuse of agricultural inputs undermines the Government’s efforts to ensure food security, disrupts market stability, and diminishes the economic potential of the agriculture sector. He said:

Inputs provided under these schemes are a national investment in food security and agricultural resilience. Their misuse not only jeopardises household food security but also reduces the overall agricultural productivity needed to feed the nation.
AMA has established regional offices across the country to help farmers access information on proper marketing channels and compliance requirements.
This move aims to ensure that all farmers from communal to commercial, understand their obligations under the law and the economic impact of non-compliance.

Programmes like Pfumvudza/Intwasa assist small-holder farmers while NEAPS, on the other hand, enables commercial-scale farming by providing financial and material support.
Lands, Agriculture, Fisheries, Water, and Rural Development Permanent Secretary, Obert Jiri, recently said that individuals who sell or distribute inputs received under the climate-proofed Presidential Inputs Scheme (Pfumvudza) will face arrest.

AMA Calls For Stricter Penalties To Combat Abuse of Government Farming Inputs

A shortage of funds has caused delays in the importation and delivery of agricultural inputs to subsistence farmers participating in the Pfumvudza/Intwasa scheme.
During oral testimony in Parliament on Monday, Obert Jiri, the Minister of Lands, Agriculture, Fisheries, Water, and Rural Development, revealed that the government owes contractors over US$300 million for the 2020-2021, 2021-2022, and 2022-2023 seasons, as well as for ongoing projects.
Jiri said that transporters responsible for delivering food aid to villagers also handle the transportation of agricultural inputs.

We have out there 50% of our seed, and 49% of our compound D and C fertilizers in stock. The seeds, we have all of it except some imported traditional grains.
The main challenge on the Pfumvudza scheme is certainly the financing of this. Our contractors are owed more than US$300 million for the 2020-2021 season, 2021-2022 season, 2022-2023 season, and to date.
So the delay in the movement of inputs is really because of the legacy debt which I know that after the SADC conference funds are now turned to supporting agriculture so that we prepare for the season.
It has been happening slowly, we haven’t been able to move about 50 per cent of the fertiliser which is the major input, we think that we should be done if resources are availed today we should be done by mid-November, and we should be able to move all the inputs.

Government Owes Pfumvudza Scheme Inputs Suppliers Over US$300 Million

The presidential agricultural inputs scheme through which communal farmers receive free seed and fertiliser from the Government under Pfumvudza / Intswasa has gobbled ZW$828 billion from the 2023 National Budget.
This was said by the Chief Finance Officer in the Ministry of Lands and Agriculture Peter Mudzamiri while presenting the ministry’s 2024 budget expectations before parliament’s lands committee on Wednesday. Mudzamiri was quoted by <a href="https://www.zimlive.com/presidential-inputs-gobble-800-billion-government-funds/">ZimLive</a> as saying:

In the 2023 budget, the compensation of employees took $97 billion, CBZ bank guarantee took $69 billion, the Grain Marketing Board (GMB) strategic grain reserve took $132 billion, Zimbabwe agriculture commodity exchange we invested $200 million in that organisation.
Agriculture finance cooperation took $5.5 billion and then the presidential input programme took about $828 billion.

The money spent on the presidential agricultural inputs scheme was more than the funds spent on key projects such as the construction of dams. Added Mudzamiri:

Dam construction took $224 billion, the rest of the other ministry land items took $227 billion, the total of all these is $1.5 trillion.

Critics say the presidential input scheme is a strategy by the ZANU PF party to ingratiate itself with the rural populace in an attempt to prolong its rule.

Govt Spent $800 Billion On Free Presidential Inputs In 2023

President Emmerson Mnangagwa has promised fuel-powered hole-drilling machines to small-scale farmers to boost the <a href="https://www.pindula.co.zw/Pfumvudza/Intwasa_Farming_Concept">Pfumvudza model.</a>
He made the pledge during a field day held at his Precabe Farm in Sherwood, Kwekwe last Saturday. <a href="https://www.herald.co.zw/zim-to-introduce-hole-drilling-machines-for-pfumvudza-project/">New Ziana</a> quotes him as saying:

We give you free inputs under the Pfumvudza model. We have just discovered now, instead of digging holes, the Minister of Agriculture says there is an instrument which digs holes for you.
In a year or two, we should be distributing these, so that instead of you digging you just walk, press a button, and the hole is dug. This is science and technology.
We will uplift the ordinary household at that level from poverty to prosperity. They must have enough food and surplus.

Pfumvudza Concept:
Pfumvudza is an agricultural technique that was introduced by the Zimbabwean government to promote food security and reduce poverty.
 The technique involves the use of small plots of land and emphasizes the importance of crop management and conservation agriculture.
 Farmers are taught to use improved seed varieties, proper land preparation, correct plant spacing, and crop rotation to increase crop productivity. 
The technique also emphasizes the use of organic fertilizers, mulching, and weeding to enhance soil fertility and reduce the use of chemicals. 
Authorities have credited Pfumvudza with increasing crop yields and improving food security for smallholder farmers in Zimbabwe.
Critics, however, cite the use of hoes and other less sophisticated equipment saying the government was “taking the nation back to the stone age era.”

President Mnangagwa Promises Hole-drilling Machines To Pfumvudza Farmers

The Agricultural Technical and Extension Services (AGRITEX) has advised farmers producing sunflower under the Pfumvudza/Intwasa programme to plant the crop between early November and late December to optimise yields.
Speaking during an interview with <a href="https://www.herald.co.zw/plant-sunflower-between-november-and-december-to-optimise-yields/">The Herald</a>, oilseeds specialist in the department of Agritex Kennedy Mabehla said early planting and late planting have a negative impact on yields. He said:
<blockquote>
To boost sunflower hectarage, it is important for farmers to understand the crop requirements to maximise the sunflower yield potential.
The optimum planting time for sunflower is between the beginning of November and the end of December.
This is ideally the time when we receive rain, which is best for plant germination and the establishment of a good plant population.
The temperatures during this period will also be moderate to support plant growth and ultimately ensure good initiation. A warm, cool climate is optimal for sunflower production.
Farmers should remember not to plant early in the summer season (around October and very early in November as the crop may be affected by excessive heat leading to poor germination.
Even if the seeds were to germinate during this period, the high temperature and inconsistent rainfall normally experienced early in the season may cause plants to wither and die.

Zimbabwe requires at least 70 000 tonnes of crude sunflower oil annually, requiring annual production of at least 210 000 tonnes of sunflower seed on 262 000 hectares of land.

"Plant Sunflower Between November And December To Optimise Yields"

Zimbabwe has turned to neighbouring Zambia to import 200 000 tonnes of maize to feed millions currently facing hunger in the country, after plans to import the same quantity of maize from Malawi in May did not bear fruit.
The deal was contested by the Malawi Parliament in Lilongwe because of a violation of tender procedures, NewsDay reported.
Zambia’s Consumer Association confirmed the maize deal. The Zambian consumer body spoke to NewsDay:

According to the information, it’s more like a controlled export because we have some companies which have memorandums of understanding (MoUs) with Congolese and Zimbabwean companies in order to fulfil the MoUs.

Insiders close to millers and the Zimbabwean government say there have been hurdles around the importation of Malawian and Zambian maize.
Sources close to the developments said all permits have now been finalised paving way for the importation of maize from Zambia. 
It is reported that the maize is being imported by the Grain Millers Association of Zimbabwe (GMAZ).
This view was supported by Lands and Agriculture ministry secretary John Basera who said:

This maize is certainly not being imported by the government; it has to be private players.
We have 1.5 million tonnes of maize  from harvest this year plus 300 000t in small grain, then 500 000t carryover stock from last year that puts us at 2,3 million tonnes of grain versus our demand of 2,2 million tonnes.

He said millers who failed to fund 40% of their local requirements locally were importing grain from neighbouring countries.
About 5.4 million (36%) of Zimbabweans are facing hunger in the current season, according to the World Food Programme.
This has brought the government under scrutiny after <a href="https://www.pindula.co.zw/Command_Agriculture_2016">billions of dollars were used in recent years allegedly to boost the agriculture sector.</a>
