The Ministry of Transport and Infrastructure Development (MOTID) recently announced its plans to introduce a plastic driver’s licence to replace the metal disc. 
Below, MOTID addresses some of the questions raised by members of the public about the new plastic licence.

Is this a SADC Driver’s Licence?
-This new licence is valid in 25 countries in SADC, COMESA and EAC Regions (including Zimbabwe), without conversion.
Is it available in all Provinces?
-Yes it can be obtained through VID offices and collection will be from your nearest Post Office
-The acquisition of new driver’s licence has been decentralised.
When is it being launched or coming into effect?
-It will be launched/ come into effect on 19 June 2023.
Does it mean there will be a Re-Test after 5 years?
-No re-test will apply. Once you are a licence holder your photo and biometrics will be updated every 5 years. A vision test will also be conducted during renewal.
-Validity of 5 years ensure driver’s suitability regarding health and vision; as well as updating of credentials (including biometric).
-For those on the backlog its validity will be from the date the new plastic licence is issued.
-For public service vehicle drivers the old rules will apply.
Are the old metal licence discs going to be phased out and replaced with plastic?
-The metal disc remains valid, but MOTID will announce the phase out date in future.
Do I have to get a licence to put a trailer behind my car?
-For old licence holders no.
-MOTID is developing capacity in test yards to accommodate this aspect but as of now, no.
Is this new driver’s licence secure?
-Yes. It has numerous security features that will enhance its credibility.
-It will also eliminate the presence of unlicenced drivers.
What is a QR Code?
-It is a machine-readable code that will be used to verify the credentials of a licence holder.
After applying for a DL card/ passing my road test where do I collect my licence?
-On application, you have to state your preferred Zimpost Agency near you.
How do I know my licence is ready for collection?
-A text message will be sent advising you that the licence is ready for collection. Please ensure that you provide the correct mobile number on the application.

EXPLAINER: Transport Ministry Responds To Questions On Plastic Driver's Licence

The Ministry of Transport and Infrastructural Development says it will soon launch a new National Driving Licence System which will among other things, change the present five numerical Classes to the new thirteen alphanumerical categories.
Addressing journalists in Harare Wednesday, Transport and Infrastructural Development Minister, Felix Mhona said 13 categories of the new driving licence will conform to the requirements of the United Nations Convention on Road Traffic; International Organization for Standardization and International Electrotechnical Commission. He added:

The 13 categories of the new Driving licence will, amongst others, make provision for the combination categories of a vehicle and trailer.
The new categories will also accommodate the different sizes of vehicles and prevent the current scenario where drivers are tested on a small vehicle and then be authorised to drive a very large vehicle which the driver may not be able to control in a safe manner.

The transitional arrangement from the Present Numerical Classes to the New Alphanumerical Categories is as follows:
Class 1 will be known as “DE” – Articulated passenger vehicle for the carriage of persons having more than 16 seats, and may be combined with a trailer not exceeding 750kg GVM
Class 2 will be known as “CE” – Articulated goods vehicle exceeding 7 500kg GVM may be combined with a trailer not exceeding 750kg
Class 3 will be known as “A” – Light motorcycles and medium motorcycles with power not exceeding 35KW, with or without a sidecar.
Class 4 will be known as “BE” – Light articulated vehicle with a GVM not exceeding 3500kg and not having more than 8 seats may be combined with a trailer not exceeding 750kg.
Class 5 will be known as “BE*” – Previously class 5 was only for Agricultural or Industrial tractors or any other suitable vehicles/machinery.
After the transitional phase, the following Professional Driver Permit Categories will come into effect:

Code G for Goods vehicles with a Gross Vehicle Mass exceeding 3 500kg. The applicable minimum age for this category is 18 years;
Code P for Passenger vehicles with a seating capacity of more than 8. The applicable minimum age for this category is 25 years; and
Code D for Dangerous Goods vehicles for the transportation of Hazardous and Dangerous Goods. The applicable minimum age for this category is 25 years.

After the transitional phase, the full spectrum of the following codes will apply:
<blockquote>
Codes A (18 years), B1 (18 years) and A1 (16 years) motorcycle/motor powered tri-/quadricycle/light motorcycle;
Codes B (16 years), BE (18 years) light motor vehicle&lt;3 500kg having not more than 8 seats /may draw a light trailer not exceeding 750kg GVM.
Codes C (21 years) and CE (21 years) &gt;7 500kg GVM, Codes C1 (18 years) and C1E (21 years) &gt;3 500kg GVM but not exceeding 7 500kg GVM/ with trailer not exceeding 750 kg.
Codes D1 (25 years) and D1E (25 years) omnibus &gt;8 seats but not more than 16 seats/with trailer not exceeding 750kg.
Codes D (25 years) and DE (24 years) omnibus &gt; 16 seats/ may be combined with a trailer.

Minister Mhona added that the upcoming new Driver’s Licence is fully compliant with the standard specifications of the Southern African Development Community (SADC),  Common Market for Eastern and Southern Africa (COMESA) and East African Community (EAC).

Zimbabwe To Transition From 5 Numerical Drivers' Licence Classes To 13 Codes

Zimbabwe is set to introduce plastic driver’s licence disks early this year, a government official has revealed.
Transport and Infrastructural Development Permanent Secretary Engineer Theodius Chinyanga recently told State media that the government has submitted designs of the proposed plastic driver’s licence to the Southern African Development Community (SADC) for approval.
Chinyanga also said the procurement of consumables such as the ribbon, ink and foil required to produce the plastic licence disks is underway. Said Chinyanga:

In compliance with the International Organisation for Standardisation and the International Electrotechnical Commission (IEC) 18013 standards on driver’s licences, the ministry applied for the Issuer Identification Number, which uniquely identifies CVR as the issuing authority in Zimbabwe, across all ISO member states.
The IIN was issued in November 2022.
The ministry has since encoded the IIN on the card design and submitted it to SADC, who are currently reviewing it.
While awaiting feedback from SADC, the ministry has initiated the procurement process for the related materials such as ribbon, ink and foil.
The printers will be procured once final approval is received from SADC so as to avoid compatibility issues.

Plastic driver’s licences, also known as plastic polymer licences, are already in use in several SADC countries, including South Africa.
