A vehicle belonging to Mashonaland West senator and former cabinet minister Prisca Mupfumira was seized in Harare’s Avondale West on December 11.
According to <a href="https://www.zimlive.com/gunmen-seize-senator-prisca-mupfumiras-car-after-kidnapping-driver/">ZimLive</a>, Mupfumira had sent her driver, Edmore Mashasha, to collect church uniforms from tailors on Ascot Road at around 7 AM.
While waiting for the gate to be opened, Mashasha, who was driving a royal blue Isuzu double cab with registration AGA 6969, was approached by men armed with pistols who took control of the vehicle. Police said:

The accused persons pointed at the complainant’s head ordering him to shift from the driver’s seat and he complied.
One of the accused persons took charge of the vehicle while the other accused person blindfolded the complainant, tied his hands and pushed the complainant to the back seat.
The accused person drove off at high speed and later dumped the complainant at an unknown location along Mutoko Road.

Mashasha successfully untied himself and received help from a passerby who provided him with a phone to contact Mupfumira. The police were notified.
The theft of the Isuzu, valued at US$70,000, is under investigation by the CID Vehicle Theft Squad, which is leading the case.

Former Public Service, Labour and Social Welfare Minister, Priscah Mupfumira, is set to return to the Senate following ZANU PF’s victory in Mashonaland West Province in last week’s Harmonised Elections.
Mupfumira is accused of criminal abuse of office which resulted in the alleged siphoning of US$95 million from the National Social Security Authority (NSSA).
She was in the previous Senate but some ZANU PF members tried to have her barred from contesting primaries to be on the party list.
Other ZANU PF Mashonaland West Senators are Christopher Mutsvangwa, Lydia Tsomondo and James Gumbo.
ZANU PF won 16 National Assembly seats against CCC’s 6 across Mashonaland West Province.
As a result, CCC was proportionally allocated two seats which will be occupied by Editor Matamisa and party interim provincial chairman, Ralph Magunje.
According to <a href="https://www.newzimbabwe.com/fraud-accused-ex-minister-mupfumira-bounces-back-as-zanu-pf-senator/">NewZimbabwe.com</a>, President Emmerson Mnangagwa relieved Mupfumira of her ministerial portfolio after she was charged with criminal abuse involving US$95 million of NSSA funds.
She was the Environment, Tourism and Hospitality Industry Minister when she was fired from the cabinet.
Mupfumira also faced two charges after the Zimbabwe Anti-Corruption Commission (ZACC) reportedly established she was involved in money laundering.
The High Court judges of appeal, Justices Benjamin Chikowero and Rodgers Manyangadze this year dismissed an appeal by Mupfumira who was challenging the Magistrates Court’s decision to dismiss her application for discharge at the close of State’s case.
Her application for discharge had been dismissed by Magistrate Ngoni Nduna.

Fraud Accused Priscah Mupfumira Bags ZANU PF Senatorial Post

Memory Mukondomi who is testifying in a corruption case of former Public Service minister Priscah Mupfumira has made a U-turn on her earlier testimony claiming she had not been pressured by the ex-minister.
Mupfumira and National Social Security Authority (NSSA) director Barnabas Matongera are jointly charged and accused of flouting tender processes by entering into a housing project prejudicing NSSA of US$6.5 million.
Memory Mukondomi <a href="https://news.pindula.co.zw/2021/11/10/blow-for-ex-minister-mupfumira-as-witness-nails-her-to-corruption/">had on Tuesday told magistrate Ngoni Nduna that Mupfumira had pressured her by giving her 48 hours to complete the deal.</a>
But Wednesday under cross-examination by Mupfumira’s lawyer Admire Rubaya, she said that the former minister was not involved in the meeting that sealed the deal.
Mukondomi, who was the director of finance and administration in the Public Service ministry, then headed by Mupfumira and now with the Finance Ministry, had on Tuesday accused the former minister of influencing NSSA into partaking the project saying she was under instructions.
Rubaya, however, asked Mukondomi if pushing for the completion of the agreement was tantamount to forcing them to disregard the procurement process to which she said it was not.
Mukondomi said Mupfumira never sat on the board and that she was a policymaker and the ministry’s political figurehead. Mukondomi was the link between NSSA and the Public Service ministry.
Matongera’s lawyer, Richard Masinire questioned Mukondomi’s credibility pointing out that she was sitting on the NSSA board from 2012 yet she told the court that she was seconded there in 2014.
He further pointed out that such agreements did not require procurement processes, producing the June 2017 board minutes which Mukondomi agreed to have been part of. The minutes read:

A new housing project structure was being proposed for the properties division… The houses will be sold to the authority at an agreed fixed price. This investment model would not be subject to approval by the State Procurement Board.

He also further said Matongera was not the accounting officer as shown by the agreement between NSSA and Drawcard, which stated that Elizabeth Chitiga was the representative of NSSA, hence she was responsible for everything.
Magistrate Nduna postponed the matter to today for continuation.

Witness In Mupfumira Corruption Case Makes U-turn

The former Minister of Tourism and Hospitality, Priscah Mupfumira wants Chief Magistrate Mr Munamato Mutevedzi to excuse himself from her a case she is accused of criminal abuse of office.
Mupfumira who is jointly charged with former Public Service Commission secretary Ngoni Masoka on criminal abuse of office after they allegedly misappropriated a US$90 000 loan facility and paid for air tickets to South Africa worth over R10 000 without the authority’s approval.
She argues that Mutevedzi has dealt and dismissed her other applications and “has already formulated an opinion on the matter”.
Mupfumira made the application after Mutevedzi had dismissed her application which sought the deferment of the trial deferred to another day.
She wanted the trial postponed on grounds that a Supreme Court ruling on her appeal against High Court decision to dismiss a review of her application for the exception to the charges.
Mupfumira’s lawyer Adv Hashiti had argued that the outcome of the Supreme Court decision has an effect on the ongoing trial since it has already been set down for hearing.
Nevertheless, Mutevedzi dismissed the application saying there was no order from the upper courts that compel him to stay proceedings pending the determination of her appeal.
The State is expected to respond to the application for Mutevedzi’s recusal.

Mupfumira Wants Judge To Excuse Himself From Her Corruption Case

Jailed Tourism Minister, Priscah Mupfumira’s bail application was on Friday postponed to the 5th of August by High Court judge Justice, Erica Ndewere.
Mupfumira was a<a href="https://news.pindula.co.zw/2019/07/26/priscah-mupfumiras-charge-sheet-reveals-massive-corruption/">rrested over allegations of corruption and criminal abuse of office</a> which prejudiced NSSA of lots of money.
The State evoked <a href="https://news.pindula.co.zw/2019/07/28/watch-law-prohibits-priscah-mupfumira-to-apply-for-bail-in-21-days-prof-madhuku/">Section 32 of the Criminal and Procedure Act</a> which prohibits her to apply for bail until 21 days had elapsed.
Meanwhile, Mupfumira argued in court through her lawyer, Advocate Lewis Uriri that there was no reason she should be denied bail which is a constitutional right.
The State represented by Prosecutor, Ms Sharon Fero, however, argued that the Mupfumiora had not filed a proper appeal which is enough to deny bail.
Fero also said that the state needed room to make submissions in relation to compelling reasons for denying bail and also wait for the ZACC investigators to come before the court to testify.
Mupfumira’s lawyer then responded saying that there was no need for calling investigators to court since they had already submitted their affidavits.
Justice Ndewere, however, ruled that Mupfumira’s case was unusual and then postponed it.
