Former deputy prime minister, <a href="https://www.pindula.co.zw/Arthur_Mutambara/">Arthur Mutambara</a>, has stated that <a href="https://www.pindula.co.zw/Ndabaningi_Sithole/">Ndabaningi Sithole</a>‘s heroism cannot be by ZANU PF’s endorsement. Mutambara believes that heroism is earned and not conferred, and ZANU PF is not qualified to make or unmake Sithole’s status.
Specifically, he argues that President Emmerson Mnangagwa, given his limited involvement in the liberation struggle, is not qualified to speak on Sithole’s heroic contributions. Mutambara said:

On Ndabaningi Sithole’s National Hero Status 
To Zimbabweans, Sithole was always a hero, with or without the endorsement of ZANU-PF and its leaders. Heroism is earned and not conferred. ZANU-PF is not qualified to make or unmake Sithole’s Hero status. More specifically, Emmerson Mnangagwa (given his limited, frivolous and undecorated involvement in the liberation struggle) is not qualified to speak on Ndabaningi Sithole’s heroic contributions to the liberation of Zimbabwe. He is unworthy to untie Ndabaningi’s shoes. Throughout his life in independent Zimbabwe, Sithole suffered persecution and harassment at the hands of ZANU-PF and its government. His key tormentors were Robert Mugabe and Emmerson Mnangagwa. Sithole died while going through a treason trial. Hence the fraudulent charade and vote-buying gimmick at Freedom Farm today must be condemned with the contempt that they deserve. Ndabaningi Sithole is a National Hero with or without ZANU-PF endorsement.

President Emmerson Mnangagwa’s government officially conferred national hero’s status on late pioneering nationalist Ndabaningi Sithole in Chipinge on Saturday, June 10, 2023, at Freedom Farm in Mt. Selinda, Chipinge District. 
Sithole, who was a founding ZANU party leader and a cleric, was denied hero status by the late ex-President Robert Mugabe. Despite years of persecution by Mugabe, Sithole was regarded as an unsung hero of the country’s liberation from colonial rule.

Mutambara: Sithole's Heroism Not Determined By ZANU PF Endorsement.

Former Deputy Prime Minister <a href="https://www.pindula.co.zw/Arthur_Mutambara/">Arthur Mutambara</a> has hinted that he may consider returning to active politics after the elections. Mutambara previously served as Deputy Prime Minister between 2009-13 representing the MDC-M during the Government of National Unity.
He made the remarks during an interview with Alpha Media Holdings’ digital radio and television station, <a href="https://www.newsday.co.zw/local-news/article/200012633/mutambara-backs-chamisa">Heart &amp; Soul TV (HSTV)</a> about Zimbabwe’s current political climate. He said:

If they (ZANU PF government) continue failing, I might have to reconsider my retirement but for now I am teaching. I am a professor and director at the University of the Future of Knowledge, but I keep my options open.
</blockquote>
Mutambara expressed his concerns about the upcoming election, citing issues with the voters’ roll and the unfair advantage that the ruling party has over the opposition. He said:

It’s a tragedy because I don’t see anything positive coming out of this election because already there is the story around the voters’ roll, where people go and can’t find their names. The voters’ roll is not available to the opposition. The political opposition is being harassed. Job Sikhala (CCC MP for Zengeza West) and  (Transform Zimbabwe leader Jacob) Ngarivhume are locked up as we speak.
What kind of election can we have when your opponents are locked up and cannot have political rallies?

He also described ZANU PF leader and presidential candidate President Emmerson Mnangagwa as an average and incompetent leader who is quick to use force due to his insecurity and doubts about his own legitimacy. Mutambara also criticized Mnangagwa’s government for being corrupt and incompetent. He said:

Mnangagwa is a crude version of the late Robert Mugabe on corruption, on tribalism.
On incompetence, he is worse because he has no finesse. Mugabe had an element of finesse around him, but this one is very crude in terms of naked corruption and naked incompetence.
These guys are insecure, very insecure, very incompetent and they are very quick to use force because they doubt their legitimacy, yet Mugabe had a veneer of legitimacy as the founding father of the nation, who brought independence and carried out the land reform programme.
</blockquote>
Mutambara expressed respect for his colleagues in the opposition, particularly Citizens Coalition for Change (CCC) leader Nelson Chamisa. He said:

I have a lot of respect for my colleagues in the CCC.  I have a lot of respect for president Chamisa. He is doing a great job.
I try as much as I can to advise quietly, but they are doing a good job and they deserve our support. They could fix one or two things here and there but I communicate privately and tell them what I think can been done.

In the 2018 presidential election, Emmerson Mnangagwa emerged as the winner by a narrow margin. However, the opposition leader, Nelson Chamisa, contested the results, alleging that Mnangagwa received assistance from the courts and the Zimbabwe Electoral Commission in securing his victory.

Former Deputy Prime Minister Mutambara Hints At Returning To Active Politics

Former Deputy Prime Minister of Zimbabwe, <a href="https://www.pindula.co.zw/Arthur_Mutambara/">Arthur Mutambara</a>, has claimed that top ZANU PF officials now hold the title deeds to farms they seized from white farmers during the land reform programme. Speaking at the launch of his book, “Ideas and Solutions: In Search of the Elusive Zimbabwean Dream,” Mutambara alleged that the late former President <a href="https://www.pindula.co.zw/Robert_Mugabe/">Robert Mugabe</a> lacked faith in the land reform programme and believed it would be challenged by future generations. Mutambara also claimed that Mugabe’s lieutenants acquired title deeds to their farms to protect themselves from future reclamation. He said:

In my book, I also reveal some interesting information. Mugabe did not have faith in the land reform programme. He said to me: ‘Mutambara, this land reform programme will be challenged by future generations.’
Fifty years from now, they will be sitting and saying those guys in the year 2000 parcelled the land among themselves. We were not there, let’s reverse this thing’. Now, if Mugabe was of that mindset, you know what he did, he does not have a 99-year lease, he bought these farms and he had title deeds.

According to Mutambara, the officials purchased the farms from displaced white farmers, who were first driven away before being approached six months later to sell their farms at a fraction of their initial price. Mutambara claimed that the officials were able to pay for the farms by “burning money” during former Reserve Bank of Zimbabwe governor <a href="https://www.pindula.co.zw/Gideon_Gono/">Gideon Gono</a>‘s tenure. 
He also bemoaned the closing of democratic space in the country ahead of elections.
During the book launch, Citizen Coalition for Change deputy spokesperson <a href="https://www.pindula.co.zw/Gift_Ostallos_Siziba/">Gift Siziba</a> commented that Arthur Mutambara’s new book presented solutions to address the leadership issue in Zimbabwe. Siziba stated that the book reminded young people that Zimbabwe is not short of ideas, but lacks effective leadership to improve the lives of ordinary people.

Mutambara Alleges ZANU PF Officials Acquired Title Deeds For Seized White-owned Farms

Former Deputy Prime Minister Arthur Mutambara, at the launch of his book “Ideas and Solutions,” stated that the divorce case of Robert Mugabe’s daughter, Bona, revealed how the ruling elite had looted Zimbabwe, leading to its economic collapse. 
Mutambara highlighted that Bona owned numerous properties, including 21 farms, and questioned how many farms Robert Mugabe, his two sons, the Vice-President, and other ministers owned. He said: 
<blockquote>
If Bona Mugabe has 21 farms, how about her father? You should ask yourself how many farms does the late President Robert Mugabe and his other two sons have?
How many do you think the Vice-President and other ministers have?
</blockquote>
Court records showed that Bona and her estranged husband, Simba Chikore, <a href="https://www.pindula.co.zw/2023/05/03/simba-chikore-and-bona-mugabe-own-21-farms/">owned vast swathes of land</a>, an $8 million mansion in Dubai, and a fleet of luxury cars. 
Zimbabwe’s “one-man one-farm” policy
The “one-man one-farm” policy in Zimbabwe is a <a class="MarkdownLink_linkifiedLink__KxC9G">land reform program</a> that seeks to ensure that each farmer owns only one farm to address the issue of land ownership inequality. The policy was implemented in response to the concentration of land ownership in the hands of a few individuals, mostly <a class="MarkdownLink_linkifiedLink__KxC9G">white commercial farmers</a>, during colonial and post-independence periods. Under this policy, the government has been redistributing land from those with multiple farms to <a class="MarkdownLink_linkifiedLink__KxC9G">landless peasants</a> and small-scale farmers, with the aim of promoting equitable distribution of land resources.
There have been reports of violations of the “one-man one-farm” policy, particularly during the tenure of former President Robert Mugabe. Some individuals, including members of Mugabe’s inner circle, were found to have acquired multiple farms, while others were evicted from their land without due process. These actions were criticised for undermining the goal of the land reform program to promote equitable distribution of land resources and redress past injustices. The current government has also been accused of selectively enforcing the policy and allowing some individuals to hold multiple farms.
Effects of multiple-farm ownership
Reports indicate that some farms acquired during Zimbabwe’s <a class="MarkdownLink_linkifiedLink__KxC9G">land reform program</a> remain underutilised due to a lack of resources and skills among beneficiaries. This has resulted in reduced agricultural productivity and food shortages despite Zimbabwe’s potential as a major agricultural producer.

Mutambara Says Bona Mugabe's Divorce Shows Ruling Elite Looted Zimbabwe

Former Deputy Prime Minister Professor <a href="https://wiki.pindula.co.zw/Arthur_Mutambara">Arthur Mutambara</a> has said President Emmerson Mnangagwa’s government is incompetent, corrupt, authoritarian, and lacks direction.
He made the comments in his third and final book in the trilogy titled In Search of the Elusive Zimbabwean Dream: An Autobiography of Thought Leadership.
Mutambara will launch volume three of the book titled Ideas &amp; Solutions: Deputy Prime Minister and Beyond at the University of Johannesburg on Tuesday, in Harare on 30 May and in Bulawayo on 02 June.
He will also launch the same book on 08 June in Sandton, South Africa.
In an introduction seen by <a href="https://www.newsday.co.zw/thestandard/news/article/200011864/mutambara-roasts-shamelessly-incompetent-mnangagwa-govt">The Standard</a>, Mutambara said the Zimbabwean State, which he considers a securocracy, is insecure and divided. He wrote:
<blockquote>
Well, it never rains but it pours. This administration has proven to be hopelessly and shamelessly incompetent, corrupt, authoritarian and directionless.
With the advent of the global COVID-19 pandemic in March 2020, the situation has degenerated further while being compounded by, among other factors, an insecure, edgy and divided securocratic state, the brazen theft of COVID-19 funding, ethnonationalism on steroids, unprecedented looting of national resources and excessive use of force against citizens.
Evidently, this has led to a collapsed healthcare system, unrelenting poverty, and severe food insecurity, loss of livelihoods and dramatic shrinking of democratic space.
… At the core of this national tragedy is a government whose primary raison d’être is the feudal pursuit of the insatiable financial interests of Mnangagwa’s family and clan members; at the expense of national aspirations.
</blockquote>
Mutambara was appointed Deputy Prime Minister together with <a href="https://wiki.pindula.co.zw/Thokozani_Khupe" title="Thokozani Khupe">Thokozani Khupe</a> on February 11, 2009, in a power-sharing agreement that included ZANU PF, MDC-T and MDC-N.
He has written several books which include Mechatronics and Robotics: Design and Applications (Control )(May 2000), Decentralized Estimation and Control with Applications to a modular robot (1994), and Design and Analysis of Control Systems (1999).

Mutambara Says Mnangagwa's Govt Is "Incompetent, Corrupt, Authoritarian And Directionless"

Former deputy Prime Minister, <a href="https://www.pindula.co.zw/Arthur_Mutambara">Professor Arthur Mutambara</a>, has called for the removal of the “incompetent” Indian company contracted to manage works at Hwange thermal power stations.
Speaking during a Public Policy Research Institute of Zimbabwe (PPRIZ) Webinar on the energy crisis in the southern African nation, Mutambara said Water and Power Consultancy Services (WAPCOS) must be removed and work be done by Zimbabwe engineers. He said:

We must carry out the refurbishment of Hwange 1 and 6. They are too old and they’ve not been refurbished. It is a problem because WAPCOS the Indian company is incompetent. It must be removed. There’s a company called WAPCOS, which has got a management agreement to run Hwange 1 and 6, they are incompetent, they are not capable. They must be removed immediately and the job of managing Hwange 1 to 6 must be given to Zimbabwean engineers in the diaspora, in the country and then a plan laid out to refurbish Hwange 1 to 6 using the OEMs, the original equipment manufacturers.
Now that Hwange 1 and 6 refurbishment can solve Zimbabwe’s energy problems. It can be done tomorrow, but WAPCOS must go. They are corrupt and they’re corrupt politicians in Zimbabwe. Hwange 7 and 8 is ready, the synchronization is taking place slowly. There’s a challenge technically on synchronizing Hwange 7 and 8 to the grid. Now, this is a very simple technical problem that engineers can solve, Zimbabwe’s engineers can solve, but the contractor who’s producing, who is working on 7 and 8 might be sabotaging the country because they want to be paid.

He said the technical issues being mentioned are part of sabotage by the contractor to bargain for payment for their projects and their other investments in Zimbabwe. 
Mutambara said Zimbabwe’s energy problems will go away if Hwange 7 and 8 come on board.

Mutambara Calls For Removal Of Indian Company Managing Hwange Power Station

Professor Arthur Mutambara has said the preliminary delimitation report is invalid and unconstitutional, therefore, the Zimbabwe Electoral Commission (ZEC) should redo the whole exercise.
The preliminary delimitation report was tabled in Parliament last week on Friday by Justice Legal and Parliamentary Affairs minister Ziyambi Ziyambi.
Ziyambi said the total number of registered voters was divided by 210 (the total number of constituencies) resulting in a national average of 27 640 voters per constituency.
He said they used the formula to determine voter population thresholds permissible in line with section 161(6) of the Constitution.
A percentage variance from the national average was then determined using a maximum registered voter threshold of 33 169 and a minimum of 22 112 voters.
Mutambara, who was Deputy Prime minister in the 2009-2013 Government of National Unity (GNU), argued that ZEC misinterpreted the Constitution. He said:

The delimitation process has to be redone according to Section 161 (6) of the Constitution of Zimbabwe.
The current delimitation report is invalid since it is in violation of the current Constitution of Zimbabwe’s Section 161 (6).
Of course, in carrying out the delimitation exercise, there must be no mischievous intention to disadvantage or advantage any political players. There must be safeguards against such shenanigans.
The current Constitution of Zimbabwe’s Section 161 (6) looks similar but is different from Section 61A(6) of the old Lancaster House Constitution of Zimbabwe.
Section 161 (6) stipulates that the difference between the allowable minimum and maximum voters in a constituency should be less than 20%, whereas Section 61A (6) (Lancaster Constitution) stipulates that the difference should be less than 40% (ie 20% + 20%)
It is important to note that the old Lancaster provision 61A (6) is better phrased than the current provision 161 (6).
Section 161 (6) should have explicitly said 10% above or below the average number of voters allowable in a constituency.

Delimitation Process Has To Be Redone - Mutambara

Former Deputy Prime Minister Professor <a href="https://www.pindula.co.zw/Arthur_Mutambara">Arthur Mutambara</a> writing on his Facebook page said there was a disgraceful and shameful grade inflation mess at Zimsec and it was imperative that it’s sorted.
In his lengthy piece the fundi opined:
<blockquote>I have seen press reports about this years’ Ordinary Level and Advanced Level Examination results all over the place. I want to congratulate all the students, schools and teachers who excelled. Makorokoto makuru (Congratulations)!
However, on the <a href="https://www.pindula.co.zw/Zimbabwe_School_Examinations_Council">ZIMSEC</a> Advanced Level Examination results, there is a slight problem of grade inflation a pernicious and ruinous national cancer. How do you get one school getting 79 students with 15 points (or more) out of 140 students? This is 56% of the students getting the same top examination outcome. This is shameless grade inflation. Throughout the country, some schools have such results as 37, 25 or such large numbers of 15-pointers each. While these achievements must be celebrated and the students applauded, there is a problem.
How do you differentiate these multitudes of 15-pointer kids? The very top students (the superstars) are now hidden and buried in the 79, 37 and 25, for example. You cannot tell who they are. How do you get them scholarships or secure places for them into top universities such as Oxford, Harvard or Cambridge, when there are a 1000 students with 15 points from Zimbabwe. It is meaningless. You probably have to give them another examination to distinguish and differentiate them.
The 2019 ZIMSEC Advanced Level Examination results do not follow a standard normal distribution curve. How do you get 56% of the students from one school get the same top examination outcome? These results are a disservice to the best and brightest students. In fact, they are a disservice to all the students.
Grade inflation is not a good idea. I have received a lot of requests from these students with fifteen or more from this year’s results, asking for opportunities at top universities across the world. While I congratulate the high achievers and I am excited for them, It is very tough to sell their outstanding results to great institutions outside Zimbabwe, because of the obvious and disgraceful grade inflation. Do you approach Oxford or Harvard with 1000 such 15-pointers from Zimbabwe? It is a joke.
Why do we say this? When you present 1000 students with 15 points from one country (obtained in one sitting) to a university like Oxford or Harvard, it is meaningless because the 1000 students are not differentiated. You cannot tell who is in the top 10 or 20 among the 1000 outstanding students. You put the top university in an invidious situation. They cannot admit them, and yet some of the 1000 students would definitely qualify to study in these top and globally competitive programmes. However, you do not know who they are. You might have to give the 1000 students another examination to rank them. This is the challenge that is presented by grade inflation.
ZIMSEC must sort out this mess.
For sure, getting 35 points or 25 points is an indicator of differentiation. However, the standard Advanced Level Examination is three subjects. So, attaining 15 points from 3 subjects (3As) becomes the ultimate and uniform measure of the highest excellence. Yes, you can say the 35- pointer has differentiated himself or herself. Agreed. However, taking more than three subjects is not the standard format of the Advanced Level Examination. Very few students do that. And when they do not take more than three subjects, that act/choice must not count against them in terms of excellence.
Now, how about the 1000 with three As (who only took three subjects) each? Are they all equal? How do top universities choose the best among these 1000 students? How do you differentiate these 1000? Surely some of them are superstars who qualify to enter Cambridge, Oxford, Harvard or Stanford. But we cannot tell who they are from the 1000. This is the challenge presented by grade inflation that I am flagging.
Globally grade inflation is a well-known concept. There have been cases in African countries (e.g. Nigeria), the United States, and Europe. In the High School sector, the UK has been effectively grappling with it by having several private examination boards that compete, thus shaming and minimising the occurrence of this scourge.
In analysing the ZIMSEC outcomes, it is clear that certainly, our children are not getting too smart. That is not the issue. The problems are the standard of the examination, the marking systems and grading thereafter. It is a ZIMSEC problem. Those who took Cambridge Advanced Level Examination in 2019 do not have this grade inflation problem.
Our challenge is that we have one national (incompetently state-run) examination body. We need to rethink, reimagine and re-invent ZIMSEC. They must understand the meaning and impact of grade inflation. In the UK, as already indicated, there have several privately run examination bodies that compete and thus mitigate and manage the occurrence of grade inflation.
By the way, once they are admitted into top global universities, students from our great country, generally distinguish themselves. With the tremendous and world-renowned Zimbabwean work ethic and drive, they usually take care of business. Sometimes, getting into these top schools is now the problem, and not performance once admitted. I sit on the Rhodes Scholarship Selection Committee. Getting the Scholarship does NOT guarantee you a place at Oxford University. There is a separate application process into Oxford.
About five years ago, one of our two Rhodes Scholarship choices: A First Class Degree in Computer Science from UZ could not get a place at Oxford University! They asked the selected Rhodes Scholar to spent a year at the lower-ranked Brookes University (next door to Oxford) for a year, and prove himself first, then apply again to the University of Oxford.
Of course, the young man was shuttered and humiliated. But he braved it, spent the year at Brookes, and eventually gained entrance into Oxford. He is now a proud Oxonian. But can you imagine the ordeal and psychological trauma that the young man, had to go through? Was it necessary?
Now, do you know why the University of Oxford did this to our Rhodes Scholar? Because UZ gave a PhD to Grace Mugabe after three months, Oxford basically discounted the young man’s First Class to a Third!
These are the things we do to undermine our superstar students! We ought to stop.
We must protect the brand, opportunities and possibilities for all our students (the country’s future human capital), starting from Primary School, through High School right up to Tertiary Education.</blockquote>
