Colonel (retired) <a href="https://www.pindula.co.zw/Tshinga_Dube">Tshinga Dube</a> (81), a former Cabinet minister and ZANU PF politburo member, defended his most recent appointment to the <a href="https://www.pindula.co.zw/National_Railways_of_Zimbabwe">National Railways of Zimbabwe (NRZ)</a> board yesterday by stating that his mind was still sound and stable enough to contribute to the parastatal.
His latest appointment to the NRZ board by Transport and Infrastructure Development minister Felix Mhona triggered public outcry with some Zimbabweans saying the “struggling” parastatal needed new blood.
Political analyst <a href="https://www.pindula.co.zw/Rashweat_Mukundu">Rashweat Mukundu </a>is among those who believe Dube should not have been appointed. He told Pindula News that the appointment was testimony that the <a href="https://zero.pindula.co.zw/minister-mhona-criticised-for-appointing-81-old-tshinga-dube-to-nrz-board/">leadership does not understand what is required to revive NRZ.</a> He told this reporter this Wednesday:

My (Twitter) post was an expression of disappointment over the appointment of an 81-year-old who under normal circumstances must be retired. He was appointed to the board of a struggling state enterprise (NRZ) which obviously needs new thinking, new ideas, of new blood. Zimbabwe has hundreds and hundreds of capable engineers, business managers who can help save the struggling state enterprise. What I see is kleptocracy meant to benefit them from the SOE. I have nothing personal against him (Dube) as a person, but I’m totally against the appointment.

Dube, who holds a Master’s Degree in Electro-Tech from MADI Institute of Technology in Moscow, Russia, <a href="https://www.newsday.co.zw/local-news/article/200006644/im-still-mentally-sound-tshinga-dube">told NewsDay</a> that his mind is very sharp and stable. He is quoted as saying:

I was appointed by my President Emmerson Mnangagwa who is the appointing authority. If you have queries, go and ask him. l have committed no sin to be appointed to the NRZ board, after all, l am not the chief executive officer.
I don’t work on my feet, but I use my brains, and my brain is still stable. l have been in the industry for many years, and have sat on over 20 boards worldwide.  l have resuscitated many companies and I don’t care what people say since I would not be able to answer to all of them.

The NRZ announced that Dube would join the board for a three-year term.
Dube, a former Minister of Welfare Services for War Veterans, War Collaborators and Former Political Detainees, was born on June 3, 1941.

Tshinga Dube (81) Responds To Reports That He Is Too Old For NRZ Board Post

Transport and Infrastructural Development Minister, <a href="https://www.pindula.co.zw/Felix_Mhona">Felix Mhona</a> has been criticised for appointing an 81-year-old former freedom fighter, Colonel (Retired) <a href="https://www.pindula.co.zw/Tshinga_Dube">Tshinga Dube</a>, to the National Railways of Zimbabwe (NRZ) board.
The company announced the latest appointment by Transport and Infrastructural Development Minister, Felix Mhona, on Friday 20 January 2023.
NRZ stated that Dube, a former Cabinet minister, would hold office for a term that would end on December 6, 2025. NRZ general manager, Ms Respina Ziyanduko, was quoted as saying:

 We are really excited as NRZ to have you as one of our board members. Our board is hands-on in terms of ensuring that they keep the organisation running and the management on their toes.
</blockquote>
She said NRZ stood to benefit from Dube’s vast experience in Government, in different boards, organisations, and interactions with other international players.
However, political analyst, Rashweat Mukundu told Pindula News that the appointment was testimony that the leadership does not understand what is required to revive the “struggling” parastatal. He told this reporter this Wednesday:

He expressed gratitude for being included in the parastatal team. The Chronicle quotes him as saying:

Thank you for the introductions. I’m very happy to join the NRZ board and be part of you in developing this company.
 I’ve been following what’s happening within the NRZ in the press, internet, and so forth, and I think you have done very well so far.

Minister Mhona Criticised For Appointing 81-Year-Old Tshinga Dube To NRZ Board

Economists are pessimistic about 2023 saying the situation will be “dire” in Zimbabwe due to a number of factors including harmonised elections and spill-over effects of difficulties encountered in 2022.
During a visit to the southern African country in December, the International Monetary Fund (IMF) predicted a further fall in the gross domestic product (GDP) by 3.5 per cent in 2023.
The Breton Woods institution cited, among other things, “renewed domestic and external shocks (inflation surge, erratic rainfall, electricity shortages, and Russia’s war in Ukraine) … adversely affecting economic and social conditions.” 
Analysts say years of economic mismanagement under Zimbabwe’s first leader, Robert Mugabe and later under his predecessor Emmerson Mnangagwa, have stymied the economy, further exacerbated by hyperinflation and the currency devaluing rapidly.
Gift Mugano, a visiting professor of economics at the University of Zimbabwe Business School, said the country’s 2023 economic outlook is gloomy. He told Al Jazeera:

The year 2023 will be very dire, driven by spill-over effects of difficulties we encountered in 2022. 
Zimbabwe is entering a very volatile social and economic period which needs level political minded leaders to handle this with care but I don’t see [the authorities] having that capacity to think straight in terms of management of the affairs of Zimbabwe

<h2>Some context:</h2>
<blockquote>
1). In December, inflation in Zimbabwe peaked at 280 per cent, one of the highest rates globally. 
2). The Zimbabwean dollar also continues to weaken against the U.S. dollar. 
3.). Inflation and exchange rate could more than double by the second quarter of 2023 due to increased government spending.
4). The war in Ukraine and high inflation have also affected the agriculture sector which could plunge the nation into hunger and starvation.
5). Power cuts nationwide occasioned by reduced electricity generation have resulted in industries and households experiencing power outages that last for as much as 20 hours on a daily basis. Authorities hope refurbishment work at its Hwange Thermal Power Plant will add 300 megawatts to the national grid by the end of the first quarter of 2023.
6). Zimbabwe, which has traditionally relied on power imports from South Africa, Mozambique and Zambia, is now in a dilemma because the region is also grappling with an enormous power deficit.
7). It is almost certain that there will  be heightened political instability in the months leading to the polls and after, according to Rashweat Mukundu, a Harare-based independent political analyst. He said ZANU-PF will attempt as much as possible to stop any campaigns by the opposition be it in urban and rural areas using the security structures and also party militias. 
Mukundu’s sentiments are shared by the Crisis Coalition of Zimbabwe which has warned that the coming election could become the bloodiest in Zimbabwe’s history.

"The Year 2023 Will Be Very Dire For Zimbabwe" - Economists Pessimistic

Political commentators say the recently-appointed new members of the Zimbabwe Electoral Commission (ZEC) are either too young or compromised by their relations to defend the integrity of electoral processes.
On 7 June 2022, President Emmerson Mnangagwa swore in six commissioners at State House — Catherine Mpofu, Abigal Millicent Mohadi Ambrose, Shepherd Manhivi, Rosewita Marutare, Janet Mbetu Nzvenga and Kudzai Shava.
The six replaced commissioners whose term of office came to an end on 6 July 2022.
Political analyst Rashweat Mukundu said the ages of the commissioners leave a lot to be desired. He said:
<blockquote>
The ages of the commissioners mean that they are easy to intimidate and… they are compromised by their connections and relations.
I think this is the worst process of replacing commissioners that Zimbabwe has had since the setting up of ZEC.
Not only had the majority of people compromised daughters of active politicians in ZANU PF, former civil servants, and all sorts of shady characters who now constitute ZEC.
I think this is the first point of a disputed electoral outcome no matter how ZANU PF and ZEC may defend the integrity of electoral processes in Zimbabwe. That was very political, but beyond political.
We are essentially in the straws of a disputed election in 2023 which will further prolong the political and economic crisis in Zimbabwe.

Another political analyst, Vivid Gwede said that the nomination of people with close ties to key ZANU PF figures was a cause for concern.
However, ZEC spokesperson Jasper Mangwana said the commission had nothing to do with the commissioners’ appointments. Said Mangwana:

ZEC is not the one that employs the commissioners, but it is Parliament that has that mandate, but basically, I don’t see anything wrong with giving opportunities to the youth.

ZANU PF secretary for administration Obert Mpofu also said the commissioners went through interviews adding that experience and qualifications have nothing to do with age or gender.

"Majority Of New ZEC Commissioners Too Young"

The government has reiterated plans to build shopping malls, residential flats,<a href="https://news.pindula.co.zw/2020/02/27/public-service-commission-statement-on-govt-employees-mutual-savings-fund-and-garrison-shops/"> garrison shops</a> and robust armouries for soldiers in several barracks and cantonment areas.
Some political analysts view the move as part of President Emmerson Mnangagwa’s strategy to coup-proof his administration ahead of the 2023 harmonised elections.
Recently, the government was criticised for <a href="https://news.pindula.co.zw/2021/08/21/government-has-committed-270-million-for-vvip-hospital/">allocating over $270 million for the construction of a VVIP Manyame Referral Hospital at Manyame Airbase</a> when the country’s public health infrastructure is in a sorry state.
Information minister Monica Mutsvangwa said Cabinet on Tuesday approved a number of projects in military cantonments to ensure a comfortable life for the military.
The Cabinet position followed a presentation by the inter-ministerial committee which visited Zimbabwe Defence Forces cantonment areas which was presented by National Housing and Social Amenities minister Daniel Garwe.
Some of the approved projects include construction of permanent physical infrastructure at William Ndangana Barracks in Chipinge which is responsible for the security of the Zimbabwe-Mozambique border area. Mutsvangwa said:

Cabinet approved construction of the following structures at William Ndangana, Gimboki, Manyame Airbase and other cantonment areas: Residential flats, garrison shops and shopping malls, office accommodation and robust armoury.
</blockquote>
Government also pledged to build 1 500 housing units at Dzivarasekwa Barracks and refurbish roads, aircraft parking bays, sewerage and water reticulation systems in the cantonment areas.
Crisis in Zimbabwe Coalition spokesperson Marvellous Khumalo said government’s “generosity” to the military had everything to do with the forthcoming elections and also to protect the regime from any potential threats, including a coup.
Khumalo said the government could have simply improved conditions for the rest of the citizens.
Political analyst Rashweat Mukundu said while the military must be well provided for in terms of its needs, what is lacking is a national strategy on public service delivery.
Mukundu concurred with Khumalo that there is a piecemeal approach that seeks to appease the sectors that would be “abused for political ends.

Political analyst, Rashweat Mukundu has said the Secretary for Policy and Research in the MDC Alliance, Dr Tapiwa Mashakada is right that former student leaders are taking control of the party adding that it is an inevitable and necessary development.
Mashakada had claimed that some party members were against the development which has seen mostly former members of the Zimbabwe Congress of Trade Union being sidelined.
Commenting on Mashakada’s claims, Mukundu said:
