The Harare City Council says it is owed ZiG940 million by residents, businesses, parastatals and government departments, among others, in unpaid rates.
In a statement, the City Council said the unpaid bills have negatively impacted its ability to provide key services to residents.
The Council also said it has since commenced issuing final demands and summons to debtors, and this will be done “without fear or favour.” Reads the statement:

The City of Harare is owed in excess of ZiG940 million by residents, businesses, parastatals and government departments among others. This is money that is needed to run the City operations and service delivery operations.
We have since started issuing final demands and summons to our debtors. The summons will be served on all our debtors without fear or favour.
The City will also embark on a name-and-shame exercise to encourage debtors to settle if they fail to honour their payments.
Names of debtors will be posted on our social media platforms and at all district offices in Harare. To avoid the inconveniences of being taken to court with the possibility of losing property like houses, debtors are urged to immediately settle with the City.

In response to the City of Harare’s statement posted on social media, residents criticized the council for demanding payment for services it has not provided.

Harare City Council Claims Ratepayers Owe ZiG940 Million

The Harare City Council (HCC) says it is owed a staggering $1.5 trillion by ratepayers which has compromised its ability to provide essential services like water, garbage collection and sanitation.
The local authority’s inability to collect revenue has been attributed to a dysfunctional revenue collection system.
As a result, the Council is struggling to maintain infrastructure, pay workers and invest in critical services.
In an interview with <a href="https://www.sundaymail.co.zw/harare-city-council-owed-15-trillion">The Sunday Mail</a>, Harare Town Clerk Engineer Hosiah Chisango said:

While focusing on service delivery, there is concern about the box of revenues.
All ratepayers owed the city $783.2 billion and the figure has increased to $1.5 trillion as of February 29, 2024.
While the Zimbabwe dollar figure is increasing, the value of the debt continues to go down due to the movement of the exchange rate.
The December 2023 debt had a value of US$132.95 million, while in February it had reduced to US$101.28 million.

Meanwhile, Harare residents say the Council’s billing is fictitious since it is based on estimates and non-existent services.
Tinashe Mangachena, a resident of Budiriro high-density suburb, said that the council had failed to provide basic services. He said:

The way they charge the monthly bill isn’t even normal. For example, the city doesn’t even supply us with water, but their bills have massive charges for water provision.
Sometimes their bills are based on very unreasonable estimates, and as a resident, I will not pay until they deliver proper services.

Most local authorities in Zimbabwe are failing to provide essential services to ratepayers and this is not only due to their failure to collect revenue primarily in the form of rates, fees, and charges from residents and businesses.
Top officials within local authorities have been implicated in the embezzlement of funds, and there is also political interference in revenue collection processes and misuse or misappropriation of funds.

Ratepayers Owe Harare City Council $1.5 Trillion

The City of Harare has advised ratepayers that with effect from 01 July 2023, the Council bill will be denominated in US dollars.
In a notice, the local authority also said all outstanding arrears as at 30 June 2023 will be converted to USD using the prevailing exchange rate. Reads the notice:

Notice is hereby given to all residents and stakeholders of the City of Harare that effective 1 July 2023, the Council bill will be denominated in USD and all outstanding arrears as at 30 June 2023 will be converted to USD using the prevailing exchange rate.
Payments to the City of Harare will be accepted in either USD or ZWL$ converted at the prevailing official exchange rate of the date of payment.
All ratepayers’ (debtors) accounts will be maintained in USD and all billing will be done in USD based on approved USD tariffs in the 2023 budget.
The need to preserve value against exchange rate losses has necessitated this move.

Harare City Council Indexes Bills In US Dollars

The City of Harare has dismissed false reports claiming that it is offering discounts to ratepayers who settle their bills using foreign currency.
In a public notice on Wednesday, the local authority said the reports are being spread by “unscrupulous individuals” who are defrauding unsuspecting ratepayers, telling them to pay the money and collect the receipts later. Reads the notice:

Please be advised that the City of Harare is not offering any discounts to customers on settlement of their accounts.
False reports have been peddled by unscrupulous individuals duping our clients under the pretense of issuing discounts on USD payments.
Council receipts are also issued instantly and under no circumstances should council ratepayers be asked to leave money and collect receipts later.
Council wishes to advise valuable ratepayers that when the discounts are available, these will be widely publicized and will be issued formally through council official sites.

No Discounts For USD Payments - City Of Harare

Harare City Council (HCC) says it is owed more than ZWL$56 billion by ratepayers, the central government, business and dormitory towns.
The local authority said as of 30 September this year, the city was owed ZWL$56 billion up from ZWL$16.8 billion in January.
This, according to the acting town clerk Phakamile Mabhena Moyo, has adversely affected service delivery as ratepayers and residents are the ones who fund service delivery.
Addressing councillors at the Finance and Development Committee Induction, Moyo said effective service delivery is at the centre of the city’s existence as a local authority. He said:

At the centre of effective service delivery is always people, processes, systems, financial and material resources.
The increasing demand for quality services from our stakeholders requires that we continuously work together to find innovative ways to fund our budget and increase our capacity to deliver.

Moyo said despite the billions of dollars the City of Harare is owed by ratepayers, the Council embarked on a recapitalisation programme which has seen it procuring service delivery vehicles, tractors, front-end loaders, refuse compactors and other plant and machinery.

Harare City Council Owed Z$56 Billion By Ratepayers

The City of Harare has reversed its recent directive that compelled residents to pay for some services exclusively in foreign currency.
Speaking at an urgent special council meeting on Thursday, Harare Mayor Councillor Jacob Mafume said ratepayers can now pay for services in the currency of their choice.
The local authority reversed its unpopular decision after its bank accounts were frozen by the Reserve Bank of Zimbabwe (RBZ)’s Financial Intelligence Unit (FIU). Said Mafume:

City Of Harare Reverses US Dollar Billing

The City of Harare has said it will continue to discount monthly rates by up to 50 per cent for ratepayers over 65 years old.
Eligible residents must own property in Harare.
This was revealed by Harare City Council human resources and general purposes committee chairperson, Councillor Kudzai Kadzombe.
She said all senior citizens should register with the council to get the discounts. Said Kadzombe:

Council has a senior citizen discount policy for all those over 65 years. I thought it necessary to share the information so that residents who are not yet benefitting can register for the discount.

The 50 per cent discount for senior citizens is meant to encourage ratepayers to pay their debts.

Harare To Continue 50% Discounts For Senior Citizens

Chinhoyi residents on Friday picketed at Town House in protest over what they consider to be exorbitant United States dollar-denominated municipal services bills.
The peaceful protestors, who included leaders of residents and the ratepayers’ association, converged at Chinhoyi Municipality head offices where they waved placards, with one inscribed “Rebasing Is Illegal.”
Speaking to <a href="https://www.newzimbabwe.com/chinhoyi-residents-stage-protest-against-exorbitant-us-tariffs/">NewZimbabwe.com</a>, Chinhoyi Residents Association (CRA) chairman, Clifford Hlupeko, said the local authority’s property valuation process is flawed which has resulted in some commercial property owners getting bills as high as US$1 700, up from US$200. He said:

There are myriad challenges that we are facing, chief among them being exorbitant rates.
The bills have gone up by 500% which residents and the business community cannot afford to pay.
So we have come here to give notice to council demanding that they reduce the bills with immediate effect. The economy is subdued, who doesn’t know that?

Zimbabwe National Association of Residents Associations and Trusts (ZNAORT) Mashonaland West chairman, Liberty Chitiya, said the new billing system is illegal. Said Chitiya:

The whole process is fraught with illegalities. From the word go, rebasing was done on June 7 this year during a full council meeting, then given to residents as a notice on June 23, what were they doing?
They were tampering with our approved 2022 budget without consultations with stakeholders.
</blockquote>
Chitiya said the council should revert to the approved 2022 budget estimates, review performance and then propose a supplementary budget after consulting ratepayers.
The protestors also lamented deteriorating service delivery in Chinhoyi. They cited unavailability of clean running water, uncollected garbage and non-functional street lights among other issues that need to be addressed.

Chinhoyi Residents Protest Against "Exorbitant" US Dollar Rates

The MDC Alliance led by Nelson Chamisa has called upon various local authorities across the country to reduce municipal rates as the majority of ratepayers cannot afford them.
Some of the rates proposed by councils and authorised by the Local Government and Public Works Minister July Moyo average between 500 and 700 per cent.
In a statement on Thursday evening, MDC Alliance Secretary for Local Government and Rural Development, Sesel Zvidzai said the party has engaged with stakeholders in several councils in the past two months with a view to reducing the rates and service charges to levels that can be afforded by the people. Said Zvidzai:
<blockquote>Our own expert assessments suggest that reductions of between 20 and 30 per cent will not harm the financial positions of most of the councils. The reductions may cause some gaps in some municipalities.</blockquote>
Additionally, Zvidzai demanded that Treasury fills in the so created gaps by transferring funds to the local authorities timeously and equitably.
The national constitution stipulates that a minimum of 5 per cent of the national budget be transferred to local authorities in support of service delivery demands.
Zvidzai said it incumbent upon the central government to intervene to even out the negative effects of COVID-19 lockdowns on the capacity of the people and business to generate income.
