The <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> has said it is taking steps to automate its systems in order to reduce income leaks and corruption. Tax evasion, commercial misinvoicing, and corruption at border posts have led to substantial revenue losses for the taxman.
Manual processes create opportunities for corruption hence the move towards automation, the <a href="https://www.newsday.co.zw/thestandard/business/article/200017389/zimra-moves-to-plague-revenue-leakages">Standard</a> reported citing ZIMRA Commissioner <a href="https://www.pindula.co.zw/Regina_Chinamasa/">Regina Chinamasa</a>. Speaking during the annual conference of the Chartered Governance and Accountancy Institute in Zimbabwe on Thursday, Chinamasa said:

We want to ensure that as an organisation we are fully accountable because with manual processes, we are creating opportunities for corruption. So, automation of systems is one of the drivers we are implementing to ensure we optimise revenue collection, our organisation is strengthened and ensure facilitation of trade.
We are putting in place technological initiative intervention to mitigate revenue leakages and we are also looking at the single window which is going to ensure all border stakeholders pay and log in.
This is to enable faster clearance of border processes. We are going to be launching drone projects where we will be doing surveillance at our borders which have been deemed porous and we agree they are porous. This will enhance revenue mobilisation and protection of our civil society.

She added that ZIMRA is preparing to launch a tax revenue management system next month to enhance the strength of its taxation system. The new system will have the ability to interface and integrate with other institutions to streamline data collection and reduce redundancy. Chinamasa believes that this system will be a game changer, benefiting tax consultants and public officers while improving the ease of doing business. Strengthening the institution is seen as crucial for achieving the government’s Vision 2030 and aligning with the National Development Strategy 1 (NDS1).
Chinamasa added that ZIMRA is actively seeking feedback from stakeholders to improve client satisfaction and address the concerns faced by taxpayers and accountants. The focus is on providing low-cost services, transparency, and administrative tools that facilitate compliance with fiscal laws.

The Zimbabwe Revenue Authority (ZIMRA) has challenged players in the tourism sector to voluntarily pay their taxes to enable the government to improve infrastructure within the tourism sites across the country.
Addressing tourism players in Bulawayo on Friday, ZIMRA commissioner general, Regina Chinamasa, said:

There is a need to complement the tourism sector with equally world-class services such as roads, security and health services within the tourism sites across the country.
Such services are driven by the government through largely the taxes and levies we all pay. Tax compliance by the tourism and hospitality sector is therefore key.
We want the tourists to have a memorable drive to the different sites across the country, enjoying the scenic sights along the way.
</blockquote>
Currently, the tourism sector contributes about 7% of Zimbabwe’s gross domestic product (GDP).
Chinamasa believes the sector can contribute more to economic recovery as the country is considered one of the preferred destinations by tourists. She said:

The sector has vast potential to be among the anchor sectors of the country. Currently, tourism and hospitality is among the top three foreign currency generators in our country.
The country is home to a robust, diverse and rich culture that is admired by many. Your sector is ably managed as evidenced by the world-class hotels, lodges, resort sites, and camps among other sites that offer a hospitality environment.
With such a glamour record, the country is considered one of the preferred destinations by tourists.

ZIMRA Urges Players In The Tourism Sector To Pay Tax

The Zimbabwe Revenue Authority (ZIMRA) Board has appointed <a href="https://www.pindula.co.zw/Regina_Chinamasa">Ms Regina Chinamasa</a> as the Acting Commissioner General of the taxman effective 1 February 2022.
ZIMRA Board vice-chairperson, Mrs Matambo announced the development in a statement issued on Monday the 31st of January 2022. Pindula News presents the statement:

<h2>APPOINTMENT OF MS REGINA CHINAMASA AS ACTING COMMISSIONER-GENERAL WITH EFFECT FROM 1 FEBRUARY 2022</h2>
Harare, 31 January 2022
The Zimbabwe Revenue Authority (ZIMRA) Board wishes to inform stakeholders and the public of the appointment of Ms Regina Chinamasa as the Acting Commissioner General of the Authority with effect from 1 February 2022, while the Board is processing the recruitment of the substantive Commissioner-General.
Commissioner Chinamasa takes over from Mr Masaire who is retiring from the Authority effective 31 January 2022. 
Ms Chinamasa is a tax expert with over 28 years of diverse experience in the field of revenue mobilisation and enforcement of compliance to fiscal laws.
Currently, Ms Chinamasa is the Commissioner for Revenue Assurance in which position she is credited for introducing various processes that are plugging revenue leakages through modem investigative and compliance systems. She also has vast experience in domestic taxes and customs and excise fields.
Ms Chinamasa started her career as a Tax Assessor in 1994 in the then Department of Taxes and joined the Investigation Division of ZIMRA at its inception in 2001. She moved to Customs and Excise in 2011 as Head of Compliance and Risk Management. She was part of the team that introduced the authorised economic operators (AEOs) trade facilitation, post-clearance audits among other innovations. From 2014, she moved to Domestic Taxes and served in various leadership roles from Head level to acting as Commissioner Domestic Taxes between 2016 and 2018.
During her career, she led various strategic and transformative initiatives and processes which resulted in improved stakeholder engagements, improved compliance levels and reinforcement and strengthening of revenue collection processes of the Authority. 
The ZIMRA Board wishes Ms Chinamasa the best in her new role as Acting Commissioner-General.
