How people have reacted to Rita Makarau's resignation from ZEC

Chairperson of the Zimbabwe Electoral Commission (ZEC) Justice Rita Makarau said that she kneeled when addressing President Mugabe out of respect. She added that she always kneels when addressing older people and said she also kneels before Chief Justice Luke Malaba. Makarau was being interviewed by media personality Ruvheneko Parirenyatwa. This was after Makarau had been accused of being partisan and deferring to President Mugabe’s Zanu PF in the running of ZEC.

Video: ZEC Chairperson Justice Rita Makarau explains why she kneeled before Mugabe, accused of lying

Speaking to Sunday Mail, Zimbabwe Electoral Commission (ZEC) chairperson Justice Rita Makarau confirmed receiving 400 Biometric Voter Registration kits from Laxton Group Limited and said that they will expect another 2 600 kits before October.
Makarau also said that training of trainers will start on Monday, September 4 and run up to September 8. She also said that they will engage President Robert Mugabe on when to start voter registration. Said Makarau:
<blockquote>We will first start with the training of master trainers and then these trainers will train the officers who will use the kits. The training of trainers will start on Monday, September 4 and run up to September 8. After that, trainers will then go to provinces and train officers. Once training is done, we will be in a position to know the date when voter registration will start. We will engage our superiors, and President Mugabe will proclaim the date when the voter registration process will commence.</blockquote>

Mugabe to announce voter registration dates

The Zimbabwe Electoral Commission (ZEC) will this week embark on a door-to-door voter education campaign to educate voters on the new registration and voting system.
Zec chairperson Justice Rita Makarau said:
<blockquote>The publicity campaign has already started. We have started with radio and television programmes and stakeholder engagements. The intensive part of the campaign, comprising door-to-door voter education, accompanied by flyers and pamphlets, will commence just before the launch of the outreach exercise.
Deployment of officers will take place in due course as we are still working on modalities. Our roadmap is still on course. We await delivery of the first batch of BVR kits by the supplier. In terms of the agreement, this first batch should be delivered on August 31 2017.
Thereafter, we will commence the whole exercise, with the training of trainers and technicians who will maintain the kits. Thereafter, kit operators or voter registration officers will be trained.</blockquote>

ZEC to launch door-to-door voter education this week

Appearing before the Parliamentary Portfolio Committee on Women Affairs, Gender and Community Development, Zimbabwe Electoral Commission (ZEC) chairperson Justice Rita Makarau said that the commission has submitted a US$274 million budget to Treasury for the 2018 general elections.
Makarau also reiterated that affidavits will be accepted for those without proof of residence during the voter registration process. She also advised those with identification cards which indicate that they are aliens to regularise their identification cards to show that they are Zimbabwean citizens.

ZEC submits US$274 million budget for 2018 general elections

Zimbabwe Electoral Commission (Zec) chairperson Justice Rita Makarau has said that the commission requires US$274 million to hold the 2018 harmonised elections. Makarau indicated that the budget has already been submitted to the treasury for funding. This was revealed when Zec appeared before the Parliamentary Portfolio Committee on Women Affairs, Gender and Community Development.

Video: Opposition Parties want Makaru removed from ZEC, claim she is too compromised after she walks out

Earlier on today, the meeting between the Zimbabwe Electoral Commission and the political parties forum had to be prematurely aborted after ZEC Chairperson justice Rita Makarau stormed away from the meeting.  Apparently, Makarau was unhappy with the opposition parties who she accused of lacking faith. She was unhappy about an article which appeared in the Newsday Weekender of Saturday the 18th of March 2017, which had the title “Opposition parties lose confidence in ZEC.”
The political parties, on the other hand, were unhappy that the issue of Biometric Voter Registration was not placed on the agenda of the meeting.
We have learned that Justice Makarau has locked herself in one of the rooms and police are guarding the entrance of the room to prevent the political parties from going through. The officials of the political parties are waiting for Rita Makarau to address them at the electoral commission.  However, Makarau is refusing to address the opposition parties, as she has accused them of politicising issues.
This is a developing story and we’ll be adding information/ making clarifications as we get more information.

Makarau , however , said that Zec was working on sprucing up its image despite its shortcomings.
Addressing journalists Makarau said:

ZEC is toothless, Makarau concedes

The <a href="http://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission</a> (ZEC) yesterday said it will not allow any political party to be directly involved in the national mapping exercise being carried out by the electoral body.
Various political parties have been demanding that they be involved in the mapping exercise that will see voters being restricted to voting at one polling station.The national mapping exercise, which ends on November 30, is meant to identify households that will fall under an identified polling station in a ward.
ZEC chairperson Justice <a href="http://www.pindula.co.zw/Rita_Makarau">Rita Makarau</a> told political parties during an engagement meeting that they had no constitutional mandate to be involved in the demarcation exercise although she said political parties were free to criticise ZEC processes.

<a href="http://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission</a> (Zec) chairperson, Justice <a href="http://www.pindula.co.zw/Rita_Makarau">Rita Makarau</a> yesterday reportedly admitted that her agency is staffed with state security agents. Makarau made the remarks during her meeting with representatives of opposition parties falling under the banner of <a href="http://www.pindula.co.zw/National_Electoral_Reform_Agenda">National Electoral Reform Agenda</a> (Nera).
Nera’s head of legal affairs, <a href="http://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora</a> said,
<blockquote>The Zec chairperson admitted that there were members of the security services within Zec, but argued that Zec’s hands were tied because these officers had contracts of employment with Zec. She invited the political parties to address the legal issues on how to deal with these employees on the next meeting. A legal brief is thus being prepared for discussion in the next meeting.</blockquote>
He also said that Makarau had no problem with the Diaspora vote and that Zec would soon start using the bio-metric voter registration system.

Rita Makarau admits ZEC employs state security agents

The <a href="http://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission</a> (ZEC) is crafting a new voters’ roll to replace the existing one, and elegible voters who fail to register in the exercise to be conducted by the commission next year, will not be eligible to vote in the 2018 harmonised elections, the commission’s chairperson Justice <a href="http://www.pindula.co.zw/Rita_Makarau">Rita Makarau</a> has said. The commission said it would draft a new biometric voters’ roll for 2018, which would be polling station based.
Makarau said,
<blockquote>We are going to come up with a new voters’ roll for 2018. The voters’ roll that we are going to use in 2018 will not make any reference to what happened in 2013. Tell all your (political party) members that once ZEC calls for voter registration, we have got to turn up all three million members of our parties. All of them have to turn up for voter registration otherwise they will not be able to vote for our next President, or for you as an MP, or for you as a councillor. The reason why is because the old voters’ roll did not capture our biometrics. This new voters’ roll captures our biometrics and is going to be very different to the old voters’ roll. If you registered for 2013, but don’t register for 2018, your picture will not be able to appear on the voters’ roll, and your name will actually not be on the voters’ roll, which is going to be polling station specific.</blockquote>
She added that they are likely to start the process next year in May 2018,
<blockquote>According to our predictions now, we are hoping that the procurement will be done by March and April (next year) and thereafter, we should be able to start the voter registration (in) May and June up to the end of 2017 hopefully — have a voters’ roll by then. Those are our projections.</blockquote>
After registration using this new technology, a confirmation receipt would be issued by ZEC officials. What this effectively means is that for purposes of voting, names of voters would only appear on a particular polling station.
