Deputy Minister of Defence and War Veterans Victor Matemadanda has said that its necessary for the soldiers to be present at police roadblocks because the police had requested for their help. Matemadanda refused to explain the reason why the police had requested the army for security reasons. Responding to a question in Parliament, Matemadanda said,
<blockquote>…The police asked for help from the soldiers and this is found in the Constitution of our country that we wrote together as a nation. Every country has its own security system and information on the threats to nation is divulged to the top officials only and not everyone else.</blockquote>

Police Asked For Army's Help: Matemadanda Explains Soldiers' Presence At Roadblocks

The Zimbabwe Republic Police has been ordered to stop using metal spikes as a means of stopping motorists and been instructed to use electronic technology to deal with road traffic violations. This comes after President Mugabe criticised traffic police officers for extorting motorists and for being a danger to the public while speaking at the burial of national heroes Maud Muzenda and George Rutanhire at the National Heroes Acre. Spikes will now only be used in exceptional situations according to the government.
Minister of Home Affairs, Ignatius Chombo said:
<blockquote>Police no longer use spikes to stop vehicles. Spikes are only used when there are reasonable grounds to stop a suspect who would have evaded a police roadblock or an order by a law officer to stop.
This means that not every officer you come across on the roads will have spikes.
What police are doing now is that when a motorist refuses to stop when ordered to do so, the officers will alert the next roadblock and this is where spikes can be used because the driver would have refused to stop and there is reasonable grounds to believe that they may have committed a crime.
…Spikes will only be used to deal with trouble-makers who refuse to comply with orders to stop.
…In the past we used to have our police armed with guns during patrols but now things have changed. Guns are only used when there is reasonable grounds that the suspect could be a dangerous criminal.</blockquote>

ZRP phasing out spikes after they were banned by the government

Minister of Home Affairs Ignatius Chombo has revealed that the government has said that it is okay for the Zimbabwe Republic Police to use spikes only in extreme cases of criminality. Chombo also added that in such cases police can also use firearms. However, the minister said that he was instructing the ZRP to reduce the number of roadblocks, as they were reducing numerous complaints.
Said Chombo:
<blockquote>People were saying roadblocks should be well spaced. As a ministry, we told Dr Chihuri and his team to rationalise their roadblocks. For example, in Epworth as a district, there should be at least two roadblocks that are at distances that are reasonable.
So, we wrote a letter to the police asking them to rationalise that.
However, what we are saying now is that these roadblocks (rationalised ones) should have spikes.
Both guns and spikes should only be used in extreme cases at these roadblocks and that is the advice given to the police by the Government.</blockquote>

Minister of Tourism and Hospitality <a href="http://www.pindula.co.zw/Walter_Mzembi" target="_blank">Walter Mzembi</a> has condemned the high number of road blocks in Zimbabwe saying that they are stifling tourism and economic activity. Apart from complaining about the high number of road blocks, Mzembi also slated the personnel who man the road blocks. He said that the police officers who man the roadblocks have poor public relations skills as they don’t know the proper language to use when relating to members of the public.
Speaking to the Financial Gazette Mzembi said:
<blockquote>Remove roadblocks from our roads and put security checkpoints. If you say you have a roadblock, what are you blocking? They are blocking commerce…
Firstly, the roadblocks are too many, unbearably too many for a country that is peaceful. Secondly, the personnel are not trained in language that can engage the public.</blockquote>
The Minister also complained about the evasive searches carried out by the police, without regard to individuals’ rights.
<blockquote>What I see as searches sometimes amount to body searches. They are indecent. They should not be allowed. We still want to be able to do spot checks without infringing on personal rights. We must do a cost benefit analysis and look at the loss in citizen trust, loss in citizen goodwill</blockquote>
Mzembi also stressed that he will continue lobbying for  the reduction in the number of roadblocks saying:
<blockquote>We will never stop shouting. Tourism never stops shouting because we are at the tail end of the value chain</blockquote>
