The Reserve Bank of Zimbabwe (RBZ) has said the newly-introduced “structured currency” known as Zimbabwe Gold (ZiG), still cannot be used to buy fuel from service stations.
Some notable economic commentators have already predicted that the value of ZiG, which had an initial rate of 13.56 to US$1 when it was launched on Monday, will fall soon.
In a document released on Tuesday addressing some of the questions about ZiG, the RBZ said motorists won’t be immediately able to buy diesel and petrol using the new currency. It said:

The current pricing mechanism in the fuel sector will remain in place until otherwise reviewed.
As the Reserve Bank and government work towards wider use of ZiG, the fuel sector will be encouraged to accept ZiG for fuel purchases.
</blockquote>
Fuel is imported, and local fuel retailers sell it exclusively in foreign currency. In the past, fuel has run out in the country when dealers were forced to sell it in the local currency.
When the government changed its policy stance by allowing fuel trading in foreign currency, the product became readily available at service stations.
The Central Bank also said ZiG is not yet recognised internationally and cannot be used to make international payments as it has not yet achieved convertibility. It said:

ZiG is a local currency that has just been launched and has not yet achieved convertibility. The Bank will work to strengthen the currency to attain full convertibility, consistent with the regional agenda for macroeconomic convergence under the SADC Protocol on Finance and Investment.
</blockquote>
ZiG replaced the Real Time Gross Settlement Dollar (RTGS) and subsequently the Zimbabwe dollar, which lost about 80% of its value this year alone and had been trading at 28,720 to US$1 before the change.

RBZ Cannot Guarantee Fuel Service Stations Will Accept Payment In ZiG

The Zimbabwe National Water Authority (ZINWA) has issued a directive limiting Zimbabwe dollar card payments by its clients to one account as the local currency continues to depreciate.
ZINWA reportedly issued the directive last year through an email to its branches, a move that has been interpreted as an indirect push for dollarisation.
<a href="https://www.newsday.co.zw/local-news/article/200021858/zinwa-tightens-screws-on-rtgs-transactions">NewsDay</a> reported a source as saying most payments to ZINWA were being made in local currency with little to no transactions being made in foreign currency. Said the source:

We received an email from the Headquarters instructing us to only allow one card thus either Swipe or Ecocash to make payment for a single account.
We were not given any explanation as to why the HQ (headquarters) had enforced such a directive, but I suspect it had everything to do with money collection.
Most payments were being made in local currency with little to no transactions being made in USD due to disparities between the interbank rate and the black market rate.
We are against the directive. It’s creating unnecessary paperwork for us, yet making it difficult for locals to pay their bills.
</blockquote>
ZINWA corporate communications and marketing manager Marjorie Munyonga confirmed to NewsDay that a directive had been issued, but added:
<blockquote>
The Authority did not, at any time, bar clients from making payments using their bank cards, but instead restricted the usage of bank cards to one account in compliance and observance of the National Payments Systems Act, which prohibits third-party payments.
In that regard, ZINWA only barred clients from using multiple bank cards to pay for one account and from using one card to make payments for multiple accounts.
In instances where genuine cause existed, such as when a client owns more than one account or where tenants took turns to pay their water bill, ZINWA staff were empowered to exercise discretion under the auspices of the Know Your Customer principle, which is also permissible under the Act.
Even in the face of the directive, clients could still make payments in the currency of their choice and have their bills denominated in the local currency.
Clients remain able to make payments using mobile platforms such as OneMoney and Ecocash in addition to the use of bank cards and other payment platforms.

In 2023, the Zimbabwe National Statistics Agency (ZIMSTAT) indicated that 78% of local transactions were being done in foreign currency.
On 27 October 2023, the Government enacted Statutory Instrument 218 of 2023 which extended the duration of the multicurrency regime from 2025 to 2030.
The gap between the official and parallel exchange rates continues to widen.

ZINWA Bars Third-party Payments In Zimbabwe Dollars

The Constitutional Court (ConCourt) has set aside a landmark ruling by High Court judge Justice Joseph Mafusire on the conversion of US dollars to Real Time Gross Settlement (RTGS) during the 2019 currency reforms.
The seven-member ConCourt bench said it would avail the reasons for its decision later, reported <a href="https://www.newsday.co.zw/local-news/article/200012287/concourt-sets-aside-rtgsus-high-court-ruling">NewsDay</a>.
In a ruling delivered on 15 February 2023, High Court judge Justice Joseph Mafusire said that laws used to convert US dollar balances into Zimbabwean dollars were unconstitutional to the extent that they violated property rights.
Justice Mafusire ordered CABS to pay US$142 000 to the applicants that it had converted to RTGS during currency reforms in 2019.
The applicants were Richard Harold Stuart Beattie and Penelope Douglas Stone and were represented by Tererai Mafukidze instructed by Tendai Biti.
The respondents were CABS represented by Thembinkosi Magwaliba, the Reserve Bank of Zimbabwe represented by Lewis Uriri and Finance and Economic Minister Mthuli Ncube represented by D Jaricha from the Attorney-General’s Office. Ruled Justice Mafusire:

The conversion of the amount of US$142 000 standing to the credit of the applicants savings account No 1005428905 with the first respondent (CABS) as at November 28, 2016 violated section 71 of the Constitution.
</blockquote>
Justice Mafusire ruled that CABS should pay the applicants the sum of US$142 000 together with interest of 5% per annum from November 28 2016 to the date of payment.
The ConCourt bench has now set aside all the orders given by Justice Mafusire in his ruling.

Constitutional Court Sets Aside High Court Ruling On Conversion Of US Dollar Balances To RTGS

President Emmerson Mnangagwa said that he was shocked by the recent price hikes by retailers and manufacturers. While addressing chiefs in Kadoma yesterday, Mnangagwa said that businesses cannot justify demanding foreign currency from consumers while they are not paying salaries in United States dollars. He said the prices only came down after he had ordered businesses to do so. Mnangagwa had this to say
<blockquote>We were surprised to wake up one morning to an outrageous increment of a 50kg back of maize seed from $30 to $100.
We are however surprised to see the same businesses charging their goods in US dollars when, as government, we are giving them forex. They must charge using our own currency, the bond notes.
When we met them those who had hiked their prices indicated that they had lowered.
We will continue engaging business people. We are appealing to their conscience, to be humane so that they will not burden the citizens.
I met with pharmacy owners and had to ask them if they are paying their workers in US dollars considering that they are charging in Trump’s currency.
They are not, so it’s not justified. After we told them that we were going to revoke their licences we saw them accepting bond note and Real Time Gross Settlements (RTGS).</blockquote>
