The Zimbabwe Republic Police (ZRP) has released the names of victims who died in two separate road accidents in Rusape and Mutare on 28 and 30 July. In a statement seen by Pindula News, police spokesperson, Assistant Commissioner Paul Nyathi confirmed that six people died in the first accident that occurred at the 158-kilometre peg along Harare-Mutare Road. The second crash along Mutare-Chimanimani Road resulted in the deaths of seven people, with six of them being identified by their next of kin. The Police urged drivers to observe road rules and regulations and operators to ensure that public service vehicles do not exceed their stipulated load capacity to prevent accidents. The identification of the remaining victim is yet to be made by their next of kin. Reads the statement:

Meanwhile, the Zimbabwe Republic Police confirms the death of two (2) more victims in a road traffic accident which occurred on 30th July 2023 at the 7-kilometre peg along Mutare-Chimanimani Road. Six (6) of the seven (7) victims were identified by their next of kin as listed:
➢ Timothy Sachiti (62), a male adult of Greenside, Mutare. 
➢ Eldington Marima (70), a male adult of Zimunya Township, Mutare. 
➢ Akudzwe Sharamba (2 months), a baby boy. 
➢ First Muleya, a male adult of Zimunya Township, Mutare. 
➢ Christopher Chilondowa (28), a male adult of Zimta Park, Mutare. 
➢ Shadreck Bumbate (46), a male adult of Zimunya Township, Mutare. 
The other victim is yet to be identified by the next of kin.
The Zimbabwe Republic Police reiterates that drivers should be patient on the road and adhere to all road rules and regulations. Above all, operators should ensure that public service vehicles do not exceed their stipulated load capacity to safeguard lives on the roads.

ZRP Releases Names Of Victims In Rusape And Mutare Road Accidents

Six (6) people died in a road traffic accident that occurred in Rusape along the Harare-Mutare Road on Friday evening.
Zimbabwe Republic Police (ZRP) spokesperson, Assistant Commissioner Paul Nyathi confirmed the accident to <a href="https://zbcnews.co.zw/2023/07/29/six-perish-in-road-accident/">ZBC News</a>, saying three people died on the spot while the others died on admission at Rusape General Hospital.
Asst Comm Nyathi said that a Harare-bound commuter omnibus side-swiped a haulage truck, as the driver tried to overtake at a sharp curve before Rusape tollgate.
Six other people who were in the commuter omnibus are admitted at Rusape General Hospital after sustaining injuries.

Six People Killed In Rusape Kombi Accident

A sixteen-year-old male juvenile was allegedly caught raping a five-year-old girl in a Rusape Pentecostal church recently.
The suspect, who cannot be named since he is also a minor, was allegedly caught red-handed by a student pastor, Kudakwashe Mutangi, reported <a href="https://www.manicapost.co.zw/5-year-old-raped-in-church/">The Manica Post</a>.
The suspect was photographed at the crime scene before being surrendered to Rusape Central Police Station.
The church building is still under construction and is situated adjacent to a popular pub.
Zimbabwe Republic Police (ZRP) acting spokesperson Sergeant Theresa Maruza told The Manica Post that she wanted to get finer details on the case before commenting.
A police officer who declined to be named told the publication that investigations are in progress. Said the police officer:

It is true that the case was reported here. I think they are doing due diligence because there is a procedure that has to be followed when dealing with minor accused persons.
The liberty of the minor takes precedence and under the circumstances, the police cannot detain the suspect in custody.
The suspect was therefore released into the custody of his parent or guardian.

Pastor Mutangi is cited as saying he had gone to the church with a colleague for an afternoon prayer, only for him to bump into the teenager raping the girl.
He said the suspect tried to run away through an open window while naked, but they quickly restrained him.
A used condom was retrieved from the scene. Said Mutangi:

We passed through one of our churches in Vengere for an afternoon prayer session, but we were shocked to come face-to-face with the suspect raping the little girl in the church.
The suspect was completely naked and was busy in the act when we entered the building.
He tried to jump through the window, but we ordered him to stop. I rushed to grab his clothes, which were by the corner so that he could not run away naked.
This is a place of worship and it was disrespectful for the suspect to sexually abuse the defenceless victim in the church.
There was a used condom with semen by the window seal.
</blockquote>
Pastor Mutangi said he called the resident pastor who used his car to ferry the suspect and the victim to Rusape Central Police Station.
<h2>Protecting Children From Sexual Abuse</h2>
The <a href="https://pcar.org/protecting-children-from-sexual-abuse">Pennsylvania Coalition Against Rape (PCAR)</a> has suggested the following measures to protect children from sexual abuse:
<ul>
<li>Encourage open communication with your children early in their development.</li>
<li>Teach him/her to tell you about any physical contact initiated by an adult and to trust you with problems and emotions.</li>
<li>Let the child know that they can talk to you about problems and concerns without you reacting and getting angry.</li>
<li>Urge your children to tell you about anyone who hurts or scares them or makes them feel uncomfortable.</li>
<li>Pay careful attention to persons around your children. Keep in mind that even ‘nice’ people, people you trust, can do mean, hurtful or wrong things.</li>
<li>Trust your instincts. Refuse to leave your children in the company of those you do not trust, no matter who that person is.</li>
<li>Include information about sexual assault when teaching your children about safety.</li>
<li>Teach your children, as early as possible, to care for their own needs, such as bathing, dressing and using the toilet.</li>
<li>Give your children permission to refuse to obey an older child or adult if they believe what is happening is wrong.</li>

Girl (5) Raped In Rusape Pentecostal Church

The Zimbabwe Republic Police (ZRP)’s Commercial Crimes Unit arrested two more suspects in the Rusape Town Council stands corruption scandal.
Some senior employees in the local authority’s housing department had already been nabbed over the scandal.
Some Rusape Town Council staff members and their associates allegedly defrauded the local authority and individuals of over US$500 000 through illegal residential stands deals.
The <a href="https://www.manicapost.co.zw/rusape-stands-racket-sucks-two-more/">Manica Post</a> reported that last week, Criminal Investigations Department (CID) officers arrested two former interns who were allegedly working with former housing clerk, Jacob Chiraswa, who is on the run.
The trio allegedly duped two individuals of US$18 000 after fraudulently selling them the local authority’s stands.
The two suspects, Simbarashe Machemedze (27) and Tafadzwa Nyakuwanikwa (27) appeared separately before Rusape magistrate, Annie Ndiraya.
They were granted $50 000 bail each and remanded to 6 March.
Prosecutor, Marlon Makamba, alleged that Machemedze, working in cahoots with Chiraswa, sold a residential stand to Simbarashe Matunga after misleading him that it belonged to him (Machemedze). Said the prosecutor:

Sometime in December 2021, Mr Matunga was looking for a residential stand in Rusape and got information that Machemedze was selling a stand.
When Mr Matunga approached him, Machemedze told him that he was selling his stand along Nyanga Drive in Rusape.
Machemedze allowed Mr Matunga to view the stand and asked for US$10 500 for it. 
Machemedze told Mr Matunga that he would facilitate the change of ownership of the said property once the whole amount was paid.
Machemedze then connived with Jacob Chiraswa and manipulated the Rusape Town Council’s filling system.
The two registered the stand into the complainant’s name to make Mr Matunga believe that the transaction was genuine.

The matter only came to light when Matunga was about to develop the stand and was told that the stand was fraudulently transferred into his name.
He then reported the matter to the police leading to Machemedze’s arrest.
Makamba told the court that Nyakuwanikwa and Chiraswa allegedly used the same method to dupe Egypt Mashiri. He said:

Sometime in April 2021, Nyakuwanikwa connived with Chiraswa to defraud unsuspecting home-seekers.
Chiraswa identified Stand Number 4184, Crocodile, which was among stands reserved for the council.
Nyakuwanikwa approached Mr Mashiri and advised him that Rusape Town Council was selling the said stand for US$8 000. 
Nyakuwanikwa told Mr Mashiri that the stand would be transferred into the buyer’s name immediately after the payment of the purchase price.
The complainant sourced US$7 500 from his South Africa-based brother, Mr Misheck Mashiri.
He supplied his brother’s details to the Nyakuwanikwa who then took them to Chiraswa who fraudulently changed the stand details in the council’s system into Mr Misheck Mashiri’s name.
Nyakuwanikwa and Chiraswa did not issue a receipt to Mr Mashiri and converted the money to their own use. Mr Mashiri began to construct a house on the stand.
He approached Rusape Town Council for the third stage approval of his proposed house and that is when he was advised to stop any further developments since the stand had been fraudulently issued.

Two Interns Implicated In Rusape Residential Stands Corruption Scandal

The Zimbabwe Republic Police (ZRP) is investigating an assault case in which a Rusape pastor was assaulted after being caught bedding his best friend’s wife. In a statement seen by Pindula News, ZRP urged members of the public to resolve their disputes amicably. Read the statement:

The ZRP confirms that investigations are being conducted in connection with an assault video which has gone viral on the social media platforms where a man identified as Mutsipa is being severely assaulted by Baba Joy and others.
Mutsipa had allegedly been caught with his best friend’s wife. The ZRP urges the public not to take the law onto their hands if wronged by another person but to report and follow the due process of the law to get redress.

WATCH: ZRP Investigates Assault Case In Which A Pastor Was Caught Bedding Best Friend's Wife

An 86-year-old Rusape man was sentenced to six years in jail after he was caught red-handed as he was sexually abusing a mentally challenged woman aged 22.
The suspect, Katesi Mamvura of Nzvimbe Village, was convicted by Rusape regional magistrate, Francis Mapfumo, after pleading not guilty to the offence.
Mamvura denied the charges saying he was caught just before the act but was convicted after a full trial.
He will, however, serve an effective three year-jail term after three years were set aside on condition of good behaviour.
Prosecutor, Marlon Makamba, told the court that the senior citizen took advantage of the absence of the complainant’s mother to abuse her. He said:

The complainant is mentally challenged. On April 17, the complainant was left at home, together with her sister while their mother travelled to Harare for the Easter church service.
Mamvura went to the complainant’s homestead and found her alone. He escorted her to a nearby bush where he raped her. While Mamvura was busy abusing the complainant, her sister arrived at the scene.
Mamvura left in a huff and left the two sisters at the scene.
A police report was made, leading to Mamvura’s arrest.

Man (86) Jailed For Raping Mentally-challenged Woman

Chief Makoni recently led hundreds of his subjects to demonstrate against what they consider the annexation of their ancestral land by the Ministry of Local Government and Public Works.
The protestors blocked the Mutare-Harare Road in Rusape for nearly an hour as they sang Chimurenga songs in protest over the takeover of their land.
Chief Makoni, born Colgan Simbayi Gwasira; his wife, Redempter Gwasira; headmen, village heads and several other clansmen led the protestors on Wednesday last week.
The procession marched from Chief Makoni’s Court along Chingaira Street and went to Manda Avenue and then Chimurenga Street, which is part of the Mutare-Harare Highway, thereby blocking traffic.
Chief Makoni and his wife sat on the tarmac as they were circled by their singing subject and attempts by the police to disperse them were fruitless.
The demonstration was sparked by the publishing of a Government Gazette that showed that a huge chunk of Chief Makoni’s land was allocated to Chiefs Chiduku, Tandi, Chikore and Chipunza, reported <a href="https://www.manicapost.co.zw/chief-makoni-demonstrates-against-boundaries/">The Manica Post</a>.
Last month, Chiefs Chiduku and Tandi reportedly began moving into Chief Makoni territory and installing headmen and village heads, a development said to have angered Chief Makoni.
Speaking during an interview with The Manica Post, Chief Makoni said that a large part of his territory had been taken away from him. He said:

Three weeks ago a chief director in the Local Government ministry, Mr (Felix) Chikowo addressed rural district councils’ chief executive officers and said he had been sent by Local Government and Public Works Minister July Moyo to advise Makoni Rural District Council that the issue of boundaries had been settled. It was declared that he had given Chiefs Chiduku and Tandi our land.
All the southern parts of Makoni, including those under substantive headmen Masvosva, Bvekerwa, Mupambawahle, Rukweza, Nyamombe and all resettlements such as Romsely and Nyamapembere, are said to have been allocated to the two chiefs.
They also took our sacred mountains such as Chirimutsitu which the whites christened the Devil’s Pass after a lot of them perished during a war. They also took Mt Manda and the entire Rusape town.
To the west, they gave it to Chief Tandi, the entire Headlands have been allocated to Chief Chipunza and North East has been allocated to Chief Chikore. This means about 90 percent of the Makoni territory has been allocated to other chiefs.
We are now only left with Gandanzara, Chiendambuya north and Dowa. It is like South Africa losing its vast territory to countries like Swaziland and Lesotho, can you imagine that?
This issue started in 2017, but we challenged the move and the Government Gazette was withdrawn. 
Now Minister Moyo has escalated the matter to another level and we approached him raising our objection, but he told us that our Makoni District belongs to the Rozvi Dynasty.

In a statement, the Ministry of Local Government and Public Works said Chief Makoni approached the High Court appealing against a proclamation that was made in a Government Gazette that placed communities in Rusape resettlement under five Rusape chiefs after consultations as required by Section 29 of the Traditional Leaders’ Act.
The statement said the matter was thrown out by the High Court and Chief Makoni was supposed to appeal to the Supreme Court if he was not happy with the High Court ruling, rather than engaging in an illegal demonstration.
Secretary for Manicaland Provincial Affairs and Devolution, Edgars Seenza, said he was aware of the demonstration and was waiting for a detailed report from the Makoni District Development Coordinator which will be forwarded to the Ministry of Local Government and Public Works.
Zimbabwe Council of Chiefs, Manicaland Chapter chairman, Chief Makumbe condemned the demonstration. He said:

We were surprised to hear that Chief Makoni resorted to a demonstration to air his grievances. He took us to court over the issue and a ruling was made. 
If he was not happy with the outcome, he knows the proper channels to follow. By demonstrating, he was doing so against who and to get what? Did he exhaust all the prescribed channels to have his grievances heard?
We condemn such behaviour as it is uncultured. As traditional leaders, we should lead by example. It is unheard of for a traditional leader to lead his or her subjects to revolt against the Government. Disputes should be solved using laid down procedures and not taking the law into our own hands.
We should revisit the Traditional Leaders Act and incorporate the issue of disciplinary measures that will be meted on violators of the law and policies.

Chief Makoni Blocks Highway Protesting 'Annexation' Of His Land

Robbers armed with steel bars pounced on a steel company where they attacked a security guard on duty, handcuffed him with his handcuffs before getting away with a safe containing US$25 000.
The Zimbabwe Republic Police (ZRP) said the robbery happened in the early hours of Saturday. Pindula News presents a police statement on the case:

The ZRP is investigating a robbery case which occurred on 12/02/22 at around 0128 hours at a steel company in Rusape where 3 men who were armed with iron bars attacked a security guard who was on duty at the company premises.
The suspects took away the complainant’s handcuffs and handcuffed him before breaking into the offices where they stole a safe containing US$25 000 cash.

Robbers Attack A Security Guard Of A Steel Company, Get Away With US$25 000

A Rusape municipal officer who went missing for almost two weeks was found dead by a fisherman at Rusape Dam, some 2km from the town.
Jairos Chirinda’s body was discovered in an advanced stage of decomposition on Friday evening by Simon Makoni who reported the matter to the police. It was retrieved on Saturday morning.
The body was found at the edge of the dam and police said they are still investigating if there was foul play involved. Chirinda’s body now awaits postmortem in Harare.
Manicaland provincial police spokesperson Inspector Luxon Chananda confirmed the story to Masvingo Mirror but said that the cause of death is not yet known.

Missing Municipal Policeman Found Dead

A daring r_pist who had just been acquitted of r_pe charges was arrested after he went and r_ped the same victim twice, soon after his release.
In a statement posted on its official Twitter handle, the <a href="https://www.pindula.co.zw/Zimbabwe_Republic_Police" rel="noopener noreferrer" target="_blank">Zimbabwe Republic Police (ZRP)</a> revealed:
<blockquote>A 21-year-old man who had just been acquitted on r_pe charges was arrested in Mayo, <a href="https://www.pindula.co.zw/Rusape" rel="noopener noreferrer" target="_blank">Rusape</a> after he went and r_ped the same victim twice, on different occasions soon after his release.</blockquote>
Some of the people who responded to the police statement blamed corruption within the judiciary and demanded a thorough investigation of how he was acquitted in the first place.

Man R_pes Victim Again, After He's Acquitted

A ten-year-old boy from Rusape allegedly killed his nine-year-old school mate, Dennis Semu, after assaulting him last Thursday. Dennis was allegedly punched and kicked until he lost consciousness after he had picked wild fruits which had been claimed by the 10-year old without his permission.
Vivian Marumbwa (54), a teacher at Luke’s Primary School applied first aid to Dennis but he failed to regain consciousness. He was then rushed to Rusape General Hospital where he was pronounced dead upon arrival.
Legally, the 10-year old boy cannot be arrested and he is in the custody of his parents where he is assisting police with investigations. Manicaland provincial police spokesperson, Inspector Tavhiringwa Kakohwa, confirmed the incident, saying

<blockquote>On September 14 around 5pm, the late Denis Semu was coming from St Luke’s Primary School with the 10-year-old pupil in the company of three other pupils. They began picking some fruits from Muparatsenza tree. While picking the fruits, the 10-year-old pupil picked a branch of Muparatsenza tree. Denis picked fruits from the 10-year-old’s branch without his consent.
The 10-year-old pupil attacked Denis with fists. He also kicked him, resulting in Denis falling down and he lost consciousness.
…We also encourage parents, guardians and teachers to educate juveniles on the need to resolve disputes in a non-violent manner.</blockquote>
