Rusununguko High School, owned by ZANU PF and located near Goromonzi, has come under fire for demanding up to US$120 per child as top-up fees without prior consultation with parents and guardians, reported <a href="https://www.zimlive.com/parents-cry-foul-after-rusunguko-school-demands-us120-fees-top-up/">ZimLive</a>.
According to a notice sent by CEO Maone Veremu via a WhatsApp group, the school was asking for a US$30 top-up from students whose entire term fees of US$605 were initially paid in US dollars.
For those who opted to deposit US$400 and pay the remaining US$205 in ZiG at the interbank rate, a US$120 top-up was being requested.
Veremu explained that this decision was made to address a deficit caused by the recent sharp decline in the value of the ZiG.
He said the supplementary budget was aimed at covering the costs of running the school’s diesel generator, which he claimed consumes 140 litres of fuel daily, operating from 2 AM to 8:30 PM.
He further stated that the generator has become the primary source of energy for the school due to ongoing power outages in the country.
Veremu asserted that the decision had been approved by both the District Schools Council (DSC) and school authorities, with parents expected to pay the top-up by Saturday, October 26, 2024.
However, in a subsequent development, the school announced that it would charge a uniform US$30 top-up fee for all learners. In correspondence seen by ZimLive, ZimFep’s director of communication wrote:

The plight of the parents has been considered at the same time not compromising the welfare of the learners.

A parent with children at the school felt relieved but still sceptical when Rusununguko High School suddenly reduced the extra fee from $120 to $30 without explaining why.
Rusununguko High School in Melfort outside Harare is operated by the Zimbabwe Foundation for Education with Production (ZimFep), an education wing under ZANU PF.
Unlike Rusununguko, other schools under ZimFep haven’t asked for any extra fees.

Headman Matenga of Matobo has reportedly issued an ultimatum to villagers, demanding that they pay outstanding school fees at Mambale Primary School or face the seizure of their livestock.
A meeting was held last week where parents with unpaid fees were given a deadline of July 29, 2024, to clear their arrears.
Speaking to CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, a disgruntled villager said they are facing “a serious problem” due to the Headman’s directive. He said:

We’re facing a serious problem here. The headman, along with the school principal, called a meeting last Wednesday at Mambale Primary School for parents who owe school fees.
He also claimed that they were instructed to pay R300 to the school by the specified date. He added:
Those who fail to comply will be visited by a chief’s messenger, incurring an additional US$20 fee.

It is further alleged that the headman rejected school fee payments facilitated by the government, citing delays in processing. Said a source:

My father is a war veteran, and we submitted forms at Mhlahlandlela last term for the government to cover the fees.
But the headman rejected it, saying the government takes too long to pay. Now, my father has to pay out of pocket and hopes to be reimbursed once the government comes through.
When my father requested a letter from the school to take to Mhlahlandlela, they refused to give him one.

When contacted for comment, Headman Matenga confirmed calling a meeting to encourage parents to settle their outstanding fees. He said:

We held a meeting to urge parents to pay their school fees. According to the teachers, most haven’t paid in a long time.

Responding to the concerns raised by the disgruntled villagers, Headman Matenga acknowledged setting a due date for parents to meet with the School Development Committee (SDC) and teachers.
However, he clarified that the intent was to provide a platform for parents to discuss their fee arrears and establish mutually agreeable payment plans, rather than threaten livestock seizure.
The headman explained that mentioning the involvement of the chief’s messenger was meant to motivate parents to engage with the school authorities and ensure the institution’s smooth operation.
The issue of unpaid school fees is a longstanding challenge in many rural communities across Zimbabwe, where families often struggle with economic difficulties.

The Ministry of Primary and Secondary Education has issued a stern warning to schools against barring learners from sitting for end-of-term examinations due to unpaid school fees.
This follows reports that some schools have been denying students the opportunity to take their end-of-term exams if they have outstanding fee balances. 
Reports suggest that only those who have settled their fees in full are currently being permitted to sit for the examinations.
In an interview with <a href="https://www.herald.co.zw/schools-barring-learners-from-exams-warned/">The Herald</a> on Monday, Primary and Secondary Education Ministry spokesperson Taungana Ndoro condemned this practice, adding that denying learners the chance to take their exams is a clear violation of their rights.
Said Ndoro:

It is a fundamental right for every child to access education and no student should be denied the opportunity to sit for examinations due to unpaid fees.
This policy is in alignment with the Government’s commitment to ensuring inclusive and equitable education for all students.
The Government upholds the principle that education is a right for every child. Denying students the opportunity to write examinations because of unpaid fees contravenes this principle.
Schools are encouraged to find alternative ways to address financial issues without compromising the students’ right to education.

According to The Herald, two schools in Harare, Glen View High School 1 and Glen View High School 2, have been denying students the opportunity to write their end-of-term examinations if they have outstanding school fees.
Glen View 1 High School Development Committee chairperson, Tarirai Samambgwa, allegedly informed parents in a WhatsApp group chat that students with unpaid fees would not be permitted to sit for the examinations, which commenced on July 10.
The message directed to parents reads in part:

Facilitating these examinations requires a significant amount of money, as various materials are needed for science and practical subjects.
However, the school is currently facing a challenge due to outstanding payments from some parents.
This mid-year examination stage is crucial for a child’s education and to ensure its success, all school fees must be paid in full.
Therefore, only students who have paid their school fees in full will be provided with the necessary requirements to sit for these exams.
</blockquote>
Unlike past practices where school authorities would simply lock out learners with outstanding fees, preventing them from accessing the examination rooms, schools have allegedly adopted a different approach this time.
Instead of barring these students from the school premises entirely, the school authorities are instead directing them to spend their time playing on the school grounds while their peers are writing the examinations.
Ndoro said the Ministry was aware of reports concerning Glen View High School 1 and 2 and was investigating the reports. He said:

The government is warning schools not to stop students from taking exams if they haven't paid fees. It's unfair to deny children education because of money. Everyone has the right to learn, no matter what. Some schools like Glen View 1 and 2 in Harare are not letting students write exams if fees aren't paid. But now, the government is checking and making sure schools follow the rules. Schools need to find other ways to deal with money problems without stopping students from learning. This is very important for all children to have a fair chance at education.

Govt Warns Schools Barring Learners From Exams Due To Unpaid Fees

Primary and Secondary Education Minister Torerai Moyo has suggested that schools should collectively petition Parliament to make the non-payment of fees and levies by parents and guardians a criminal offence.
Minister Moyo made these remarks while addressing the 2024 National Association of Secondary Heads (NASH) annual conference in Victoria Falls on Thursday.
The minister’s proposal stems from concerns that some parents are deliberately exploiting the government’s education policy, which is intended to protect the rights of children, by deliberately refusing to pay school fees and levies.
Parents are aware that schools are not permitted to send learners home or withhold their public examination results for non-payment of fees.
As a result, many are no longer motivated to fulfill their financial obligations to the schools.
In some cases, children have accumulated unpaid fees and levies over several terms or years, and their parents invoke the government’s policy when school authorities raise the issue of outstanding payments.
Minister Moyo said that the failure to pay fees has a detrimental impact on the overall operations of schools.
Responding to issues raised by school heads through their president, Arthur Maphosa, especially over non-payment of school fees, which is crippling schools’ operations, Moyo said:

Fees and levies should be paid in full before schools open. Parents should show their responsibility and pay fees.
As headmasters you have no right to turn away pupils for not paying and doing so will be violating their rights.

Minister Moyo expressed concern that some parents were exploiting the government’s education policy by deliberately refusing to pay school fees.
He urged those facing genuine financial difficulties to engage directly with school authorities to negotiate reasonable payment plans instead of using the policy as a pretext to avoid their financial obligations. He added:

Don’t withhold results. Why don’t you find a way of recovering your money? I told representatives of NAPH and NASH to consider petitioning Parliament to criminalise non-payment of school fees and levies.

Education Minister Says Schools Can Have Non-payment Of Fees Criminalised

Several schools across the country are defying a government directive not to turn away learners over non-payment of fees, a survey by <a href="https://www.newsday.co.zw/local-news/article/200027239/schools-defy-govt-fees-policy">NewsDay</a> has established.
The government recently issued a circular warning schools not to turn away learners over unpaid school fees.
The Ministry of Primary and Secondary Education says school heads should engage parents and negotiate flexible payment plans to ensure uninterrupted learning.
ZINUSH secretary-general, Munyaradzi Majoni, told NewsDay that while their members were aware of the policy not to exclude pupils on grounds of non-payment of fees, parents and guardians should be responsible. He said:

As the Zimbabwe National Union of School Heads (ZINUSH), our members are well aware of the policy not to exclude pupils on grounds of non-payment of levies.
However, all stakeholders have a responsibility to remind parents and guardians about their obligation to pay fees and levies so that schools remain functional.

However, Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said it was the responsibility of the government to ensure that children attend school.
Citing Sections 27 and 75 of the Constitution which state that every citizen has a right to a basic State-funded education, Masaraure said:
The State should declare a moratorium on school fees because of the national drought. Families are seized with procuring food; there is no money to pay for school fees.
Progressive Teachers Union (PTUZ) president Takavafira Zhou said schools should make payment plans with parents and guardians so that children do not lose their learning time.

Schools Defy Government Fees Policy

The Ministry of Primary and Secondary Education has commended schools for embracing the Zimbabwe Gold (ZiG) currency for school fees payment after there was some resistance to the new currency during the first week of the current 2024 second term.
Director of Communications and Advocacy in the Ministry, Taungana Ndoro, told <a href="https://www.sundaynews.co.zw/schools-comply-with-ministerial-directive/">The Sunday News</a> that parents and guardians should be allowed to pay the whole amount in ZiG at the interbank rate on the day that the transaction is made. He said:
<blockquote>
The Government has always been clear that no school is allowed to refuse ZiG which is our local currency. All schools, Government and non-governmental are supposed to accept it if a parent comes and wants to pay with that currency.
If their fees are paid in United States dollars they should accept the ZiG currency at the interbank rate on the day that the transaction is made.
ZiG is a legal tender in the country and no school is allowed to charge school fees in USD only or to compel parents to pay 50 per cent USD and 50 per cent ZiG. No.
</blockquote>
Ndoro admitted that some schools have been resisting the government directive to accept ZiG and were only accepting USD payments. Said Ndoro:

Yes, there were several schools during the first week of opening schools that were refusing to take ZiG and were only taking USD and we issued a directive and had a massive publicity campaign regarding compliance.
What we have noticed is that the response has been very impressive. Parents can pay with ZiG. We have not had as many reports as when the schools opened.

Ndoro also revealed that the Government and its developmental partners have started rolling out the schools’ feeding programme nationwide.
He said the initial target is to feed three million learners but the number of beneficiaries will likely increase as the year progresses.
Ndoro was speaking at Tjingababili Primary School in Mangwe District during a media tour focusing on the critical linkages between climate change, water, sanitation, hygiene and nutrition organised by UNICEF.

Schools Complied With Ministry Directive On ZiG Payments - Ndoro

The Government, through the Ministry of Primary and Secondary Education, has reiterated that schools should allow parents and guardians to pay fees and levies in the currency of their choice, and not force them to pay exclusively in foreign currency.
In a statement issued this Monday, 06 May 2024, ahead of the commencement of the Second Term, the Ministry also reminded schools not to adjust fees willy-nilly but to charge approved fees.
The Ministry highlighted that the interbank rate should be applied when parents pay fees in ZiG, no learner should be sent home for non-payment of fees, parents should pay fees on time, and schools should not parents and guardians to buy uniforms and stationery from the school. Reads the statement:
<blockquote>
The Ministry of Primary and Secondary Education appreciates that the First Term’s school holiday has ended and that pupils were given adequate time to rest and are ready to resume term two schooling tomorrow, the 7th of May, 2024.
As we approach the commencement of the second term on 7 May 2024, the Ministry of Primary and Secondary Education would like to advise the nation and reiterate its policy regarding the payment of approved school fees and levies.
The current local currency in the form of Zimbabwe Gold (ZIG) as announced by the Reserve Bank of Zimbabwe through a monetary policy statement, is a legal tender of transaction in schools.
It forms a key basis of transactions in the payment of fees and levies and in procuring of other good services and assets, amongst the basket of other currencies.
Therefore, school authorities are expected to abide by the pronouncement made by the Reserve Bank of Zimbabwe.
Parents/guardians must be given an opportunity to pay in the currency of their choice, and not exclusively in a certain currency and especially foreign currency, the USD in particular.
For parents and guardians paying fees in ZIG, they must pay at the prevailing interbank rate of the day the transaction is made.
The Ministry will continue to work with other Government agencies, such as the Zimbabwe Anti-Corruption Commission, the Financial Intelligence Unit, the Zimbabwe Republic Police, as well as the internal inspectorate of the Ministry to ensure compliance.
The Ministry would also want to reaffirm that the obligation to pay approved school fees and levies remains with the parents and guardians and not with the pupils.
Parents and guardians must pay school fees and levies to allow schools to meet their operational costs and overheads. No child should be sent away from school due to non-payment of fees and levies.
Furthermore, parents and guardians are free to purchase uniforms and stationery wherever they find it affordable as long as they adhere to the specifications set by the schools.
The Ministry of Primary and Secondary Education remains committed to facilitating access to a relevant, quality, inclusive, equitable and comprehensive Heritage-Based Education for all Zimbabweans.
Any school heads that defy this directive will have disciplinary measures taken against them.

Ministry Of Education Speaks On School Fees And Uniforms

The Zimbabwe Anti-Corruption Commission (ZACC), the Reserve Bank of Zimbabwe (RBZ)’s Financial Intelligence Unit (FIU) and the Zimbabwe Republic Police (ZRP) have embarked on an operation to ensure that all schools accept the Zimbabwe Gold (ZiG) currency.
This follows reports that some schools are demanding tuition fees exclusively in foreign currency while refusing to accept ZiG, in clear violation of exchange control regulations.
About 80 per cent of transactions are in United States dollars, As a result, some schools are demanding up to 80 per cent of tuition fees in United States dollars and the rest in ZiG. The government said that too, is illegal.
Other schools are reportedly claiming that their accounting systems are yet to be configured to process ZiG payments, and those accepting ZiG are pegging fees using street rates.
According to <a href="https://www.sundaynews.co.zw/zacc-rbz-descend-on-schools/">The Sunday News</a>, most Government and mission boarding schools have pegged their school fees at between US$300 and US$600 and some are requiring full payment upfront in foreign currency.
Schools accepting the local currency are pegging their fees at black market rates, which can be as high as US$1: ZiG22, instead of the official US$1:ZiG13.5.
Ministry of Primary and Secondary Education Permanent Secretary, Mr Moses Mhike said schools must accept payments in ZiG. He said:

As shared by the RBZ in their Monetary Policy Statement as monetary authorities, schools are obliged to accept ZiG as part of the multi-currency system that is operating in the country.
Therefore, school authorities are expected to abide by the pronouncement made by the RBZ in terms of the new currency that has been introduced.
It is not a matter of choice but to simply accept ZiG as legal tender, which is among the basket of other currencies.
Therefore, as usual, schools are expected to provide parents and guardians with all the payment modalities, like payment in cash, online transfers and swipe.
The ministry will be working with other Government agencies, including, ZACC, FIU, the police, as well as our school inspectors to ensure compliance with the use of the multi-currency system.
Any school heads who defy this directive will have disciplinary measures taken against them.

In a separate interview with The Sunday News, FIU director-general Oliver Chiperesa confirmed that they were receiving numerous complaints against schools. He said:
<blockquote>
We are getting more and more complaints against schools. Some of them are refusing to accept ZiG altogether, while others are taking ZiG but using parallel market rates.
One school in Masvingo is limiting payment in ZiG to 20 per cent of the total fees while demanding the other 80 per cent in US dollars.
That is illegal. We are taking action against all the schools reported to us.

National Association of Secondary School Heads president Arthur Maphosa said:
<blockquote>
As schools, we have not faced any challenges with ZiG and we have asked our members to accept it.
As an association, we have said parents and guardians should be given options to pay fees and not forced to pay exclusively in US dollars.
However, there will be instances where schools will need to negotiate with parents and guardians to ensure there is foreign currency to buy commodities such as fuel.
This will be negotiated with parents and again no one will be forced to pay fees in foreign currency so that these commodities are bought.

Since its introduction on 05 April 2024, ZiG has not been universally accepted, with the Government itself providing some services exclusively in United States dollars.

ZACC, RBZ, ZRP To Ensure Schools Accept ZiG

Schools in Zimbabwe open for the 2024 second term on 07 May, amid reports that some schools, both private and public, are rejecting the local currency, Zimbabwe Gold (ZiG), and insisting that parents and guardians pay all fees and levies exclusively in US dollars.
The Government’s Chief Spokesperson, Ndavaningi “Nick” Mangwana, said Zimbabwe has a multi-currency regime, therefore parents should not be blackmailed to pay fees in only one currency. He wrote on X:

They should insist on paying fees in the currency of their choice. The law is on their side. They can call on the FIU or the Consumer Council of Zimbabwe to intervene.
</blockquote>
In response to Mangwana, award-winning journalist and anti-corruption activist, Hopewell Chin’ono said the Government should lead by example by accepting ZiG for vehicle number plates, passports, customs duties, and fuel.
He said schools, like other service providers, have to buy fuel which is exclusively sold in forex which banks cannot provide. Below is Chin’ono’s detailed response to Mangwana:

Dear @nickmangwana, I hope this finds you well. Your statement is misplaced, and I will explain why.
If a school has a bus that uses fuel to move around, that school requires diesel, which can only be bought in US Dollars at fuel stations like ZUVA.
If the parents insist on paying with ZiG, how will the school buy diesel when banks don’t have the US Dollars to sell to schools or individuals?
You see, @nickmangwana, this is how dysfunctional the economy has become, you are forcing people to do what is impossible!
Declare that the ZiG is now and should be acceptable for any transaction, including services provided by your government like number plates, passports, customs duties, and of course, fuel. Once you do that, all these problems will go away, @nickmangwana.
As the Chief spokesman of Mnangagwa’s government, you must communicate things that are logical and practical.
How can it be logical and practical for a government to force schools to accept a currency that the same government is not accepting for goods and services it provides?
How can it be logical to force schools to accept a currency in which businesses in which the president and central bank governor have an interest are refusing to accept the local currency?
I hope you have read Animal Farm, @nickmangwana; that is where we are with your government. Do you want ordinary citizens to accept that they are lesser beings than the political elites who are rejecting the ZiG that they introduced?
I want to end by saying this to you,@nickmangwana: As long as the government and businesses owned by political elites reject their currency, the ZiG will fail, and it will do so spectacularly.
Please let the schools do what they have to do @nickmangwana, don’t force them to do economically stupid things.
They have kids to feed throughout the term, and forcing them to take a currency that has lost 36% of its value on the black market within 14 days is ridiculous!

It's Illogical To Force Schools Accept ZiG - Chin'ono

Schools are refusing to accept the recently introduced Zimbabwe Gold (ZiG) currency and demanding payment of full fees in foreign currency.
ZiG has been widely accepted by major supermarkets but the government’s failure to compel fuel service stations to sell their products in the local currency will be used to justify the rejection of the structured currency by some service providers.
ZiG is circulating in a basket of currencies, and therefore a legal tender but citizens cannot apply for passports using the local currency.
According to <a href="https://www.manicapost.co.zw/schools-reject-zig-payments/">The Manica Post</a>, this week most schools in Manicaland Province were turning away parents and guardians who wanted to pay fees and levies in local currency.
The schools were claiming that they were yet to synchronise their transaction systems with the new ZiG currency.
The claim, however, does not make sense as most fees are paid through banks whose systems have already been configured and calibrated to the new currency.
Some of the schools were advising parents that they will only accept the new currency when they reopen. This is the same strategy they used during the RTGS era, hoping that the interbank bank rate would have gone up.
Parents who were making payments in foreign currency were readily served.
The Manica Post further reported that boarding schools in the province were demanding fees and levies exclusively in foreign currency.
Director of communications and advocacy in the Ministry of Primary and Secondary Education, Taungana Ndoro reiterated the Government’s position that parents have the freedom to pay in a currency of their choice (forex or ZiG). Said Ndoro:

As schools prepare to reopen on May 7, 2024, the Ministry of Primary and Secondary Education would like to reiterate an important policy regarding school fees payment.
According to Secretary’s Circular No. 10 of 2022, Government’s position is that school fees should be paid in the local currency, which is now referred to as ZiG.
It is essential to note that no school should compel parents to pay fees or levies exclusively in foreign currency as Zimbabwe operates under a multi-currency regime. Parents have the freedom to pay in a currency of their choice.
In cases where fees are pegged in foreign currency for value preservation purposes, parents can make their payments in the local currency at the prevailing interbank rate of the day of the transaction.
This ensures that the fees are appropriately converted into any currency equivalent. The Ministry of Primary and Secondary Education emphasizes compliance with this policy to ensure fairness and flexibility in fee payments for all parents and guardians.

Schools Reject ZiG Payments

The government has warned public and private schools charging school fees exclusively in United States dollars or pegging at street rates, that their accounts will be frozen.
With less than a week before the start of the 2024 school’s second term, reports suggest that some schools have pegged school fees in forex, with no option to pay while others are pegging fees at illegal black market rates.
Speaking to <a href="https://www.herald.co.zw/schools-pegging-fees-in-us-dollar-black-market-rates-warned/">The Herald</a>, the Reserve Bank of Zimbabwe’s Financial Intelligence Unit (FIU) director, Oliver Chiperesa said they are considering recommending that school heads be held personally liable when their schools violate exchange rate violations. Said Chiperesa:

As we approach a new term, we are only now beginning to receive such complaints from parents. It’s only a handful of complaints to date but we are anticipating more as we move closer and closer to schools opening.
Our approach is to engage the school authorities first and foremost and almost always the schools immediately comply.
We only have had two cases in the past where we were forced to take the drastic action of freezing accounts (one private school and one university), but that’s something we want to avoid if we can as this prejudices the learners and parents we want to protect.
We are considering recommending that school heads be held personally liable for such breaches. That would be more effective deterrence. For now, we urge the public to continue bringing such breaches of the law to the FIU.

Westminster International School, a private school in Harare, has allegedly pegged fees at US$1: ZiG23, leaving parents with no option but to pay in foreign currency.
Ministry of Primary and Secondary School spokesperson Taungana Ndoro said the Government’s policy on school fees payment had not changed. He said:

In accordance with the Secretary’s Circular No. 10 of 2022, Government policy position is that school fees must be paid in Zimbabwean currency, which of course is now called ZIG.
No school, therefore, must force any parent to pay fees or levies exclusively in foreign currency since parents are free to pay in a currency of their choice, as Zimbabwe operates under a multi-currency regime.
If fees are pegged in foreign currency for value preservation, parents must pay school fees in local currency at the prevailing interbank rate of the day the transaction is made.

Zimbabwe introduced the ZiG structured currency on 05 April 2024. The new currency is backed by gold and cash reserves. On Monday, 30 April, the official rate was US$1: 13.43.

FIU Warns Schools Over Charging Fees Exclusively In USD, Black Market Rates

The Government has warned schools against unilateral fees hikes following reports of a rise in fees charged by public and private schools which has led to an increase in school dropouts.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200023334/govt-warns-schools-against-privatising-education">NewsDay</a>, Ministry of Primary and Secondary Education secretary Moses Mhike said schools should seek Government approval before effecting any tuition fee increment. Said Mhike:

Any fee hike approval of any school comes through the ministry through an application, where we know a parent’s assembly has met for that purpose and then agreed.
</blockquote>
He said the Government communicates to the school if its application has been approved or rejected.
Primary and Secondary Education Ministry spokesperson Taungana Ndoro said:

Every school is supposed to display at the school notice board, the correspondence of the approved fees structure from the ministry.

A Ministry of Primary and Secondary Education report shows that school dropouts stand at 0.44% and 4.44%, respectively. It says:

In 2021, the primary school dropouts remained at 0,53%. The proportion of secondary school dropouts decreased annually, from 3.99% in 2017 to 3.09% in 2019. Since then, the proportion increased to 3.28% in 2020 and 4.67% in 2021.
In 2022, the Zimbabwean proportion of primary and secondary school dropouts stood at 0.44% and 4.44%, respectively.

The United Nations Children’s Fund (UNICEF) estimates that around 500 000 children of school-going age are currently out of school.
Obert Masaraure, president of the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) said:

Schools should not milk more than is necessary from struggling parents.

Govt Warns Schools Against Unilateral School Fees Hikes

Most parents who send their children to public schools are no longer paying school fees after the Government warned school heads against sending away learners for non-payment of fees.
This was said by the Minister of Primary and Secondary Education, Torerai Moyo while officiating at a clean-up and public consultation meeting in Kwekwe recently. Said Moyo:

Most parents are no longer paying fees for their children because of the Government directive. No one should take advantage but you should play your role as a parent and ensure that your child has everything needed for learning.
For those who can, please pay your fees but for those who cannot, the Government has provided safety nets like the Basic Education Assistance Module (BEAM).
What we want at the end of the day is for the child to have a proper learning setup without any disturbances hence we should all play our part.

He bemoaned what he described as massive corruption in the selection of BEAM beneficiaries by school administrators.
Moyo also said the Ministry of Finance, Economic Development and Investment Promotion has disbursed BEAM funds for onward transmission to schools, with some arrears dating back to 2022.
The Minister urged schools to come up with fundraising projects to avoid overburdening parents.

Govt Directive To School Heads Over Payment Of Fees Backfires

The Ministry of Primary and Secondary Education has warned school heads who continue to send away learners for non-payment of school fees that they risk disciplinary action being taken against them.
This follows reports that some schools are not allowing learners to attend lessons over unpaid fees while some were reportedly insisting that parents should buy uniforms from the school.
In an interview with <a href="https://www.sundaynews.co.zw/sending-learners-away-for-unpaid-fees-dont-invite-the-wrath-of-authorities-school-heads-warned/">State media</a>, the Provincial Education Director for Bulawayo Metropolitan Province, Bernard Mazambane, said:

I was very furious about that when we had our National Association of Primary Heads (NAPH) meeting about two days ago.
These are unscrupulous school heads, otherwise, the regulation is clear and straightforward, but in every group of people, you will find someone with mischief.
But we are sending the same message to their District Schools Inspectors that they must tell their school heads that it is not the child who is paying school fees but the parent.

Mazambane, however, urged parents and guardians to also play their part in school fees payment. He said:

On the payment of fees, why can’t parents also pay so that children are not affected, we have to look at two sides of the coin.

Last week the Ministry of Primary and Secondary Education released a statement saying parents were obligated to pay approved school fees and levies as required by the school for them to meet their operational costs and overheads.

Govt Warns "Unscrupulous School Heads"

Twenty-three (23) schools countrywide are accused of turning away learners over unpaid tuition, demanding fees in United States dollars and conducting extra lessons, among other charges.
The 23 schools are Parirewa Primary and Secondary Schools, Kudzanai Primary, Kuredza Primary, Kuwadzana 6 Primary, Allan Wilson High School, Chinhoyi 2 High, Mhanyame Primary, Chirorodziva, Tafara Primary, Helwyn Primary, Biri Primary, Kasimure Primary, Maumbe Primary, Magunje High, Norton Intellect Primary, Strathdon Secondary, Negomo Secondary, Mhuriimwe Secondary, Tendai Primary, Glenview 2 High, Chiri Government and Hatcliffe High schools.
<a href="https://www.newsday.co.zw/local-news/article/200021881/23-schools-in-hot-soup">NewsDay</a> reported that the charges included demanding cash for extra lessons, conducting illegal extra lessons, turning away pupils over non-payment of levies, demanding exclusively US dollar fee payment and hiking fees without approval from the Government.
Primary and Secondary Education Minister Torerai Moyo visited several schools in Harare on a fact-finding mission on Tuesday.
He visited Oriel Boys High School, Eastridge Primary School and Makomo Primary School in Harare.
Speaking during the tour, Moyo reiterated a government directive that no learner should be turned away over non-payment of school fees.
He also warned schools against withholding examination results for learners’ failure to pay school fees. Said Moyo:

The contract for examinations is between the Zimbabwe Schools Examination Council (ZIMSEC) and learners (candidates), on school fees, the contract is between parents or guardians and the school.
No results should be withheld and no learner should be turned away from school regarding fee payment.
Schools must find other ways to get the tuition fee from parents and guardians. This is not to say parents must not pay school fees.

Moyo said schools selling uniforms at their premises should not force parents to buy the uniforms if they feel they are expensive. He said:

I have received reports of some schools forcing parents to buy uniforms from them.
Parents and guardians are free to purchase uniforms where they find them cheaper.
If your school is innovative (by producing) uniforms, the price should be reasonable and not by force.

In a statement issued yesterday, the Ministry of Primary and Secondary Education said some schools were defying the Government directive to charge only approved school fees and levies.
The Ministry also said some learning institutions were charging school fees and levies exclusively in foreign currency, forcing parents to purchase school uniforms and stationery exclusively at their schools and withholding results for Grade 7, ‘O’ and ‘A’ level candidates.
It reminded schools that they are bound by the procedures to be followed when making school fee adjustments according to Secretary’s Circular No. 1 of 2023.

23 Schools In Trouble For Conducting Illegal Extra Lessons

The Ministry of Primary and Secondary Education, led by Minister Torerayi Moyo, recently announced the fees for government schools, ranging from $5 to $20 per term, depending on the school’s location and density. The fees are specified in US dollars, but parents and guardians are allowed to pay in the local currency at the prevailing exchange rate on the payment date. Some parents argue that the economic situation makes it unfair to increase tuition fees, and they believe the government should have considered the current hardships faced by families. Tatenda Chekai, a parent with a child at Chancellor Junior Primary School in Mutare, spoke to <a href="https://www.newsday.co.zw/local-news/article/200021625/parents-protest-over-usd-fees">NewsDay:</a>

We have since paid the tuition fees. There is nothing we can do because at the end of the day it is my child who will be disadvantaged.

Concerns have been raised about the burden of high taxes and levies, which were introduced in the 2024 budget, in addition to the increased tuition fees. Parents fear these measures will make their lives more difficult, especially for those living in rural areas affected by challenging weather conditions.
The government previously stated that implementing free education would take time. Finance Minister Mthuli Ncube explained that to fully transition to free education, the government needs to carefully assess the requirements, identify any gaps, and plan and implement activities that will ensure education access for every child. He emphasized that this process may take time, but the government is already taking significant steps to improve education access.
In 2020, President Emmerson Mnangagwa signed the Education Amendment Act into law. This law mandates the State to provide free basic education as stipulated in section 27 of the Constitution. This means that the government is legally obligated to ensure that every child has access to basic education without cost. Section 27 reads:

The State must take all practical measures to promote (a) free compulsory basic education for children…
</blockquote>
For years, the government has been promising free basic education but has failed to implement the policy.

ARTUZ Urges Zimbabweans To Stage Bus Stop Protests Every Monday Demanding Free Education

Primary and Secondary Education Minister Torerayi Moyo has said the number of schools sending away learners for non-payment of school fees has been in decline.
Speaking in an interview with <a href="https://www.herald.co.zw/psc-to-recruit-5-000-teachers/">State media</a>, Moyo warned school heads against sending away learners for non-payment of fees, saying those who disregard the directive will be charged. He said:

We have seen several schools sending away learners for non-payment of school fees. The numbers have declined and it’s a milestone on our part. We have some penalties for rogue schools.
We use Statutory Instrument 1 of 2 000 which a teacher or head can be charged for excluding learners from school on the grounds of non-payment of fees.
We encourage payment plans to be done rather than excluding the learner. It’s not the fault of the learner for failing to pay fees.
It’s the fault of the parent, hence the parent and school authority should sit down and have a working plan.
</blockquote>
Moyo said that rather than sending away learners, schools should use the law and bring in debt collectors on parents refusing to pay school fees. He said:
<blockquote>
Schools can use debt collectors; they are allowed by the law to do that to recover their money. They can use the law to sue the parents. That is allowed.
If parents refuse to pay fees don’t chase away students, but invoke the law, contract debt collectors to cover the debts accrued for non-payment of fees and levies. That is within the confines of the law.
And also some schools can charge interest for delayed payment. They can charge 5 per cent of delayed fee payments instead of sending away the child. They can put interest for delayed payment.
</blockquote>
Some Zimbabwean parents are notorious for not paying their children’s school fees and this forces school authorities to take drastic measures to ensure that parents fulfill their obligations.
The ZANU PF-led Government has in the past made repeated promises to roll out free education at primary and secondary levels but the pledges are forgotten soon after general elections.

Schools Allowed To Unleash Debt Collectors On Parents - Minister

Parents and guardians should ignore unauthorised school fees for the 2024 First Term, a senior government official has said.
Reports indicate that some schools have already communicated new tuition fees to parents and guardians that have not yet been approved by the Ministry of Primary and Secondary Education.
Speaking to <a href="https://www.sundaynews.co.zw/schools-inflate-prices-of-uniforms/">The Sunday News</a>, Ministry of Primary and Secondary Education Permanent Secretary, Moses Mhike, warned school heads who unilaterally increased school fees that they will face disciplinary action. Said Mhike:
<blockquote>
Our position is very clear, it’s a total no. There should be a parents’ assembly where they vote on the matter and that information is submitted to the Ministry through our structures, that fee must be approved by the Permanent Secretary of the Ministry and once that approval is done it will be communicated to the parents.
We have been getting so many complaints from the parents and we have investigated a majority of these issues.
Soon we will be issuing a Press statement where we will be saying, no to school authorities that continue to charge school fees without the approval of the Ministry.
The punitive measures are very clear as per our Acts, when it comes to public schools, it is misconduct. We will take action against all heads who allow this to happen.
It is also a chargeable offence that can result in imprisonment and as a Ministry, we don’t want to go there because the statutes are very clear and easy to follow.

However, in the past, schools have disregarded Government directives and unilaterally increased school fees.
Schools also force parents to buy school uniforms exclusively from the school. The schools inflate the prices of the uniforms.

Parents Complain Over Unilateral School Fees Hikes

The Minister of Primary and Secondary Education Torerayi Moyo on Monday, 18 December gazetted tuition fees for Government schools for 2024.
According to <a href="https://www.herald.co.zw/2024-school-fees-gazetted/">The Herald</a>, tuition fees for primary schools for next year range from US$5 a term for P3 rural schools, US$10 a term for P2 schools in high-density suburbs and US$20 a term for P1 low-density suburban schools.
The tuition fees are set in US dollars but parents and guardians can pay in local currency at the exchange rate on the date of payment for Zimbabwean learners.
For secondary schools, the tuition fees for S1 schools in low-density suburbs were set at US$40 a term, for S2 schools in high-density suburbs at US$20 a term, and S3 schools in rural areas at US$10 a term.
The tuition fees for next year are contained in Statutory Instrument 240 of 2023, Education (Tuition and Boarding Fees) (Government Schools) (Amendment) Regulations, 2023 (No. 1).
Besides the gazetted tuition fees, and the expanded BEAM programme for learners from poor families, many public schools seek a top-up levy from parents through the school development associations (SDAs).
This is allowed, but most parents have to agree and the Ministry has to approve the charges.
Meanwhile, schools charge far more than the gazetted fees and school authorities have over the years devised ways to raise funds from parents.
These “innovative” ways include forcing parents and guardians to buy uniforms only from the school at exorbitant prices, and also organising trips and making learners pay more than the cost of the trip, among others.
In January 2023, a father of 2 minor children engaged the Zimbabwe Lawyers for Human Rights (ZLHR) to compel the Goromonzi High School headmaster to accept the learners after he had barred them from the school for buying uniforms from shops instead of buying them from the school.
The Government has repeatedly warned schools against the practice but it hasn’t taken action to ensure that parents and guardians are not being exploited by unscrupulous school authorities.

2024 School Fees Gazetted

Some parents and guardians of children enrolled at Mlich Primary School in Karoi have accused the school’s headmaster, a Mr Raisi of sending children away from school thereby barring them from attending lessons over the non-payment of fees and are demanding that he be transferred from the school.
Parents who spoke to Pindula News alleged that Raisi had also been sending away learners who are under the the Basic Education Assistance Module (BEAM).
BEAM was established in 2001 by the government of Zimbabwe as part of the Enhanced Social Protection Programme (ESPP) the objective was to provide basic education to everyone in Zimbabwe including students that could not afford the school fees such as Orphans and vulnerable children (OVC).
The parents raised the matter after Primary and Secondary Education Minister Torerai Moyo recently warned school authorities that sending away learners for non-payment of fees is a criminal offence and those who do so risk being prosecuted for violating children’s right to education.
However, authorities at the school denied the allegations saying they only asked learners to inform parents with arrears to come to the school to negotiate payments.
One of the parents who spoke to this publication admitted that the school head had indeed asked parents to negotiate payment plans but that was after children had been barred from attending lessons.
It also emerged that Mlich Primary School doubled school fees from US$15 per term to US$30 per term which has resulted in about half of the parents failing to pay fees on time.
Authorities at the school, which has an enrolement of 572, said some parents are yet to pay the first term fees which has negatively affected the school’s operations.
The 176 learners who are under BEAM have never been sent away and are attending lessons as usual according to sources at the school. Said a source:

No learner under BEAM has been sent away. Even those who are not under BEAM have not been sent home but it was resolved that their parents should come to the school to negotiate a payment plan especially those whose tuition arrears have accumulated over several terms. Payments plans, however, have nothing to do with those under BEAM.

Another parent with a child at the school said Raisi bragged that he will continue sending the children away saying “nothing will happen to me”.
Responding to legislators in the National Assembly during a question and answer session just over two weeks ago, Minister Moyo said some schools were barring learners under BEAM from attending lessons. He said:

We are using a Statutory Instrument of 2000 which imposes penalties for sending children away from school.
The school head can be charged for breaching the children’s right to education.
Should anyone hear of any school still sending children away from school, please quickly let us know.

Moyo said that instead of sending away learners over the non-payment of school fees, Moyo said authorities should first engage parents and guardians.
Moyo also implored parents and guardians who can afford to pay fees to do so for the smooth running of the institutions.

We have now put in place a law that ensures that anyone who sends a child away from school because of fees, whether on BEAM or not, will have committed a crime.
They will have breached the children’s right to education. Our Constitution does not allow pupils to be sent away from school.
We are using a Statutory Instrument of 2000 which imposes penalties for sending children away from school.
The school head can be charged for breaching the children’s right to education.
Should anyone hear of any school still sending children away from school, please quickly let us know.

The Statutory Instrument of 2000, commonly referred to as the Education Act, is specifically the Education (Amendment) Regulations of 2000.
Among other changes and updates to the education system in Zimbabwe, the regulations addressed the issue of school fees and provided guidelines on acceptable fee structures for different types of schools.

Sending Learners Away For Unpaid Fees A Crime - Govt

The Ministry of Primary and Secondary Education says it will soon reveal the names of schools that unilaterally hiked third-term tuition fees without approval and those demanding tuition fees “top-ups”.
Some schools are reportedly demanding payment of tuition fees exclusively in United States dollars.
The errant school authorities will face charges of criminal financial misconduct.
Circular Number 1 of 2023 stipulates that all Government boarding schools, private early childhood development (ECD) centres, and private schools and colleges are required to apply for a review of levies and tuition fees before effecting changes.
Acting Permanent Secretary in the ministry Kwadzanayi Nyanungo on Friday told <a href="https://www.sundaymail.co.zw/illegal-fees-hikes-govt-to-name-shame-schools">The Sunday Mail</a> that action will soon be taken against schools that are flouting the correct procedures in effecting tuition adjustments. She said:

The ministry is currently monitoring and enforcing strict compliance with the provisions of the Secretary’s Circular Number 1 of 2023, which provides standard guidelines for the determination and processing of applications for the increase of school fees and levies.
This circular is in line with the Treasury’s requirements on the management of public funds.
In the next seven days, statistics will be ready on the exact number of non-compliant schools and the action taken in this regard.
</blockquote>
Nyanungo explained that applications for an increase in fees and levies are processed at the provincial level. She said:

Within the devolution system, provincial education directors use the stated guidelines to process applications for an increase of fees and levies at their level and the statistics thereof are maintained at the provincial level.
As we speak, the ministry is conducting a survey to determine the exact number of applications per district, province, the proposed increase margin and the proportions of approval and rejections.
The Secretary’s Circular Number 1 of 2023 clearly explains the guidelines and processes to be followed by any school.
Any violation of this policy requirement will be handled in line with Statutory Instrument 1 of 2000, as amended, as it constitutes an act of financial misconduct that also brings the ministry into disrepute.
Furthermore, the illegal collection of unapproved fees constitutes serious financial malpractice that other competent arms of Government are also addressing in their own right.
These include the Zimbabwe Republic Police, the Zimbabwe Anti-Corruption Commission and the Reserve Bank of Zimbabwe’s Financial Intelligence Unit.
</blockquote>
Nyanungo urged parents to report offending schools to the government to ensure that appropriate action is taken against them. She said:
<blockquote>
Such details should include the name of the school, name of the school head, district, province and evidence of financial malpractice, including the issuance of a receipt in a different currency to the one paid.
The ministry requests the media to assist in disseminating the correct position that the approval of fees is a non-negotiable requirement for any school to demand additional payment from parents or guardians.
Parents have the right to demand proof of the ministry’s approval and even check the date of approval.

Govt Says To Name And Punish Schools Over Illegal Fees Hikes

The Government has urged parents to report schools that increase fees without the necessary approvals.
Schools reopen for the 2023 Third Term on Monday, amid reports some schools are asking parents and guardians to pay tuition fees exclusively in United States dollars.
According to Circular Number 5 of 2022, all Government boarding schools, private early childhood development (ECD) centres, and private schools and colleges are required to apply for a review of levies and tuition fees before effecting changes.
Ministry of Primary and Secondary Education acting Permanent Secretary Kwadzanai Nyanungo told <a href="https://www.sundaymail.co.zw/report-schools-unilaterally-hiking-fees">The Sunday Mail</a> that parents have a right to request proof of Government approval for the fees from the school authorities their children are enrolled at. She said:

The ministry is concerned over reports that some parents and guardians are aggrieved by the fees and levy conditions that some schools are setting.
It is the right of every parent to request proof of Government approval for the fees and levies at their child’s school.
Specific queries should be channelled through toll-free lines 317 and 393.
It is important to name the school, and the district and share evidence.

Nyanungo also said schools are bound by Government policy with regard to the use of the local currency and reference to the prevailing official exchange rate.
She said it is illegal for schools to demand fees in foreign currency, and parents who choose to pay in foreign currency should be receipted in the specific currency used.
Nyanungo said the Government has made progress in reviewing the new curriculum.

Govt Urges Parents To Report Schools Unilaterally Hiking Tuition Fees

CCC leader Nelson Chamisa said that if his party wins the upcoming elections and gets into government, he will review the Zimbabwe education system, <a href="https://tellzim.com/chamisa-promises-to-scrap-cala-school-exam-fees/">reported TellZim News</a>.
Chamisa promised to scrap the Continuous Assessment Learning Activities (CALA), school fees from primary level to advanced level as well as ZIMSEC examination fees.
Addressing party supporters at Muchakata Business Centre in Masvingo Central Constituency, Chamisa said his government will introduce a new curriculum with input from education stakeholders, among them teachers and school heads. He said:

We will remove CALAs which are forcing parents to be in school every day, we need to make sure we restore dignity to our education system and make it the best as before.
We cannot impose policies without people’s input as they did with Education 5.0.
Ours will have the input of headmasters and teachers for they are experts in that field.

Chamisa also said his government will ensure that education is free for all learners and the State will facilitate loans for university and college students. He said:

In Zambia they are saying free education at primary level, if you go to South Africa they don’t pay examination fees, it’s the responsibility of the examining authority.
You can’t say you want to have an exam and you say Grade Sevens pay exam fees. No grade seven exam, no form four or ‘A’ level exam fees. If people pay fees then that’s it.
Under our government, parents will only pay from Form One to Four just to exercise their responsibility, at “A” level the government should take over, after that loans for tertiary education are then activated.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has criticised CALAs, saying they are expensive and time-consuming and their introduction in schools has negatively affected learners’ progress.
Parents and guardians across the country have also urged the Government to scrap CALAs saying they make learning difficult for pupils.

Chamisa Promises To Scrap CALAs, School And Exam Fees

The Government has warned schools, both public and private, against demanding fees exclusively in United States dollars saying the Zimbabwe dollar remains legal tender.
In a press statement released on 12 May 2023, the Ministry of Primary and Secondary Education said parents and guardians should be allowed to pay fees in local currency calculated against the prevailing bank rate. The Ministry said:

The Ministry of Primary and Secondary Education has noted with concern the demand for school fees and levies in USD by school authorities.
For this reason, all public and private schools must accept all forms of currency payment obtaining in the country for school fees and levies.
Therefore, the demand to receive payment exclusively in USD is not permissible and is contrary to the laws of the land.
For the record, the Zimbabwe dollar is still the legal tender in the country.
Parents/guardians should therefore be allowed to pay fees and levies in Zimbabwean dollars.
Parents/guardians opting to pay school fees in USD or in Rand should be allowed to do so calculated against the prevailing bank rate on the authorized fee and levy structure.
As a matter of fact, no school; public or private should charge fees without the approval of the Ministry of Primary and Secondary Education.
The Ministry of Primary and Secondary Education remains committed to the education of all pupils at institutions that provide primary and secondary education as we strive to provide quality and relevant education to all Zimbabweans.

The Zimbabwe dollar is increasingly becoming unattractive for businesses and services providers as continues to fall rapidly against other countries in use in the country such as USD, Rand and Pula.
As a result, both formal and informal sectors are demanding payments in foreign currency and where the Zimbabwe dollar is accepted, in most cases the black market rate is used which is more than double the official rate.

Govt Says Forex Only School Fees Illegal

The Ministry of Primary and Secondary Education has dispatched officials to investigate claims some school authorities in Harare were turning away pupils for non-payment of fees.
This was said by Edgar Moyo, who is Primary and Secondary Education Deputy Minister during the Question and Answer session in the National Assembly on Wednesday.
Responding to MPs, Moyo said disciplinary action was being instituted against school authorities that were violating the Ministry’s directive that pupils should not be sent home for non-payment of school fees. He said:

Schools are not allowed to send away students. The contract of school fees payment is between the school and the parents and not the students.
Where schools are sending away children who have not paid fees, there are penalties.
The penalty is a charge that is attracted by that action.
As I speak, yesterday (Tuesday) we got information that some schools here in Harare sent away children who had not paid fees and this morning our officers were in those schools where we expect charges to be preferred against the culprits.
If those cases are reported to us, we take corrective measures.
As I have already indicated, I may not name the schools in Harare where we sent officers this morning to go and interview the children, interview the teachers, the heads, with a view of preferring charges on those headmasters.
When I say charges, I am referring to disciplinary processes where we prefer a charge and say in terms of this section, you have committed an act of misconduct.

Arguably, the main reason why some parents in Zimbabwe are unable to pay school fees for their children is the prevalence of poverty.
Zimbabwe has a high poverty rate and many families struggle to make ends meet. In such cases, paying school fees may not be a priority for some families.
Moyo also said measures were being taken against schools that were rejecting payment in local currency and accepting payment in foreign currency only.
Schools are allowed to set their fees in US dollars but if a parent wants to pay in Zimbabwe dollars, they use the prevailing interbank rate on the date of payment.

School Heads Under Probe For Turning Away Learners Over Non-payment Of Fees

The Government says it is on high alert to ensure that schools desist from illegal fee hikes as the 2023 Second Term commences on 08 May.
Ministry of Primary and Secondary Education spokesperson Taungana Ndoro on Saturday <a href="https://www.sundaynews.co.zw/government-on-high-alert-to-prevent-illegal-school-fees-hikes/">told State media</a> that Government schools should follow laid-down guidelines on school fees increases. He said:
<blockquote>
We will be on high alert, closely monitoring those schools that would have illegally hiked school fees.
Any fees hike outside the stipulated regulations, which include parents’ consent and approval by the Permanent Secretary in the Ministry of Primary and Secondary Education, is illegal. Schools should follow the ministry’s policies and regulations.
</blockquote>
Meanwhile, parents and guardians with children at private schools have bemoaned the pegging of fees in black market foreign currency exchange rates. Said a concerned parent:

Private schools do as they wish. The fees are pegged in speculative foreign currency black market rates and the attitude is “take it or leave it”.
It’s the second term and surely you can not withdraw your child from the school. Those in private schools are suffering silently unlike those in Government or church-run schools where Government can easily intervene.
The fees are pegged in local currency, but if you ask to pay in US dollars you then realise that the figures in local currency were arrived at using a speculative black market rate, which is higher than the one being used in the streets.

This comes as <a href="https://www.pindula.co.zw/Falcon_College/">Falcon College</a> in <a href="https://www.pindula.co.zw/Esigodini/">Esigodini</a>, Matabeleland South has increased school fees for the Second Term to ZWL$11 330 000.
This is approximately equivalent to US$10,600 based on the <a class="MarkdownLink_linkifiedLink__KxC9G">official exchange rate</a> of 1,070.
The cost of education in Zimbabwe has risen over the years due to a combination of factors, including inflation, currency devaluation, and the high cost of educational resources such as textbooks and school uniforms.

Govt Vows To Stop School Fees Hikes

The Ministry of Primary and Secondary Education has reiterated that school fees, be it tuition or boarding, to be paid by Lower Sixth classes should be less than the rest who started classes last month.
Lower Sixth classes start today, Monday 13 February, following the release of Zimbabwe School Examinations Council (ZIMSEC) O’Level results last week.
Speaking to <a href="https://www.herald.co.zw/lower-sixth-classes-begin-today/">The Herald</a>, Ministry of Primary and Secondary Education spokesperson Taungana Ndoro said Lower Sixth fees for this term will be paid on a pro-rata basis. He said:

We do not expect any disruptions on reopening and in the learning process.
Schools must take note that since this group is coming in to join others who started on January 9, their fees will be charged on a pro-rata basis.
We don’t want our learners idling around aimlessly and falling victim to social ills like initiation into drug abuse.
In view of that realisation, we have decided that they resume their studies this Monday.

Ndoro said the ministry’s position was that three subjects are enough for Advanced Level learners and in cases where some see the need then they could go for four.
He also reminded teachers that paid-for extra lessons were illegal but in cases where teachers feel the need for extra lessons, they should include the whole class and should be at no extra cost.

SCHOOL FEES: Form Five Learners Must Pay Less Than Other Classes - Ndoro

The Ministry of Primary and Secondary Education says most schools are complying with the laid down fees review and payment guidelines.
Following an outcry by parents and guardians, the Ministry last week sent investigation teams around the country to clamp down on schools that were reportedly charging fees exclusively in foreign currency.
The country’s monetary regulations allow a multi-currency system even though some government services, such as passports, are available exclusively in foreign currency.
Some schools had joined the bandwagon and were charging fees exclusively in foreign currency, with some using an exchange of ZWL$2 000: US$1.
Ministry of Primary and Secondary Education spokesperson, Taungana Ndoro said schools have complied with the guidelines. He said:

Regarding fees payment, most of the schools have complied with our guidelines.
Headmasters have also complied. They are not compelling parents to buy uniforms from schools’ approved suppliers. Guardians are being allowed to seek alternative suppliers.

'Schools Comply With Govt Order On Fees, Uniforms'

The Government has urged parents to be responsible and pay school fees for their children.
This is despite the Government promising to roll out universal free basic education starting this year, a commitment that has not materialised.
School heads told <a href="https://www.newsday.co.zw/local-news/article/200006035/schools-defy-govt-on-fees-uniforms">NewsDay</a> that they were failing to effectively run schools because the number of parents who had not paid fees was very high.
Primary and Secondary Education ministry spokesperson Taungana Ndoro said parents are obliged to pay school fees. He said:
<blockquote>
Parents were obliged to pay fees in full or make payment plans with school authorities where they have challenges.
There are situations whereby some parents have not paid their children’s fees for two consecutive terms and they still send their children to school when they have not engaged the authorities. School heads have raised those issues with us.
They know very well that they can’t turn away pupils over non-payment of fees, but they are left with no option when parents are reluctant to meet their obligation. We encourage parents to be responsible on the issue of paying fees.
The Primary and Secondary Education ministry does not tolerate a situation whereby pupils roam around the streets (after being) turned away from school.

Zimbabwe National Union of School Heads Munyaradzi Majoni said some parents are unwilling to pay school fees and this leaves school authorities with no option but to send their children home. He said:
<blockquote>
Schools are non-profit making institutions, therefore, they need every cent due from parents to be able to run smoothly.
If we let some pupils attend school, while enjoying the services that they did not pay for, then we discourage those parents and guardians who are consistent with paying fees for their children.
We understand that the economic environment is not favourable for every parent to afford school fees.
What is worrisome is that over the holidays, school heads opened their doors for parents who had challenges in paying fees to come and make payment plans, but few heeded the calls.
It shows a disappointing carelessness on the part of the parents. School authorities will be left with no option, but to turn away the children who have not paid their fees in full.
</blockquote>
Zimbabwe Teachers Association secretary-general Goodwill Taderera said:
<blockquote>
The issue of fees payment for teachers’ children has caused confusion in schools. Some teachers have already stopped paying fees for their children, while government has not met its promise.
It’s not certain whether this year government will pay the fees because it has been going back and forth throughout last year.
Government has also not yet paid the 2022 third term fees for pupils under [the Basic Education Assistance Module], yet the 2023 first term fees are required already.
