The Private Investigators and Security Guards (Control) Amendment Bill, approved by Cabinet on Tuesday, aims to address several key issues in the security sector.
It mandates that all security guards possess minimum educational qualifications and undergo thorough vetting and screening before receiving the necessary training to uphold the high standards required by the profession.
During a post-Cabinet briefing, Home Affairs and Cultural Heritage Minister Kazembe Kazembe said the Bill is designed to ensure that security guards are not only qualified but also capable of performing their duties effectively. That is exactly what we are trying to do. At the moment anybody can wake up and set up a security company and we do not have minimum educational thresholds.
Going forward, we believe the security industry plays a critical role, but they have to be compliant with certain requirements or certain minimum standards, not everybody should just wake up and set up a company or become a security guard.
People cannot be faulted for suspecting that the armed robberies that we are seeing could be a result of the help of these security personnel or companies.
So we need a law that addresses those areas where we can account for them and ensure that they are trained or have requisite security background and are clean and cleared with the capacity to do the work.

Cabinet Approves Educational Threshold, Rigorous Vetting For Security Guards

Cabinet has approved the principles of the Private Investigators and Security Guards (Control) Bill, to regulate the licensing of people and companies providing security services.
At a post-Cabinet briefing in Harare on Tuesday, Information Minister Jenfan Muswere announced that the Bill will establish the Zimbabwe Private Security Regulatory Authority.
This regulatory body will contribute to public safety by setting and improving standards within the private security industry and promoting compliance among service providers. Said Muswere:

The exponential growth of the security sector and technological advancements necessitated amendment of the Principles of the Private Investigators and Security Guards (Control) Act [Chapter 27:10].
The Amendment Bill provides for the establishment of the Zimbabwe Private Security Regulatory Authority, which will contribute to public protection through the setting and improving of standards in the private security industry and promoting compliance.
It will also enhance public confidence in the country’s private security services.
More specifically, the primary duty of the Authority is to ensure that players in the private security industry comply with governing legislation, and set standards and codes of conduct through licensing, training, monitoring and inspections.

Muswere said that the Authority will be mandated with ensuring that security guards and persons holding management positions in private security have the requisite training and credentials. He said;

Additionally, the Authority will monitor and enforce adherence to the law, investigate grievances, and penalise persons who violate the Act, and the code of conduct.
Furthermore, the Principles of the Private Investigators and Security Guards (Control) provide for the appointment of the Zimbabwe Private Security Regulatory Authority Board whose tenure of office, conditions of service as well as dismissal and other facets of the corporate governance shall be in line with the Public Entities Corporate Governance Act.

The cabinet approved a new law to control private security services. The law will make sure that people and companies offering security have the right licenses. A new group called the Zimbabwe Private Security Regulatory Authority will be created to make sure the industry follows good standards and rules. Cabinet Approves Bill To Regulate Private Security Services

The Zimbabwe Security Guards Union (ZISEGU) has petitioned Home Affairs Minister Kazembe Kazembe to repeal Statutory Instrument 58/2024, which allows property owners to pay low rates for security services.
ZISEGU argues that these paltry payments lead to employers in the security sector offering low salaries to workers.
In a letter, ZISEGU) Secretary General Philemon Nhema urged the minister to review the tariffs to facilitate salary increases in the industry. Wrote Nhema:

It is our humble request that your esteemed office assist in the plights of security guards such that we avoid violation of workers’ rights in Zimbabwe.
The issue of low wages in the security industry is protected by international laws such as the Universal Declaration of Human Rights Article 23(3) and section 65 (1) of the Zimbabwe constitution.
Security guards as employees deserve a fair living wage that guarantees a decent life which is dignified and that they avert exploitation.
… if employers are being paid in accordance with SI58/2024 a paltry minimum of USD365-00 for a 24 hour cover contract guard day and night means a minimum of three guards and therefore USD365-00 divided by three is equal to a bit less than USD122-00 and such it will force employees to reduce their employees’ wages due to the fact that an employer cannot operate in a business that is not profitable.

Nhema argued that the statutory instrument was inconsistent with the current collective bargaining agreement. He said:
<blockquote>
The latest CBA ‘turned’ the minimum wage to USD 210-00 inclusive of allowances. This was scaffolded on that the agreement is reviewed in the first week of October 2024.  
Thus the SI58 of 2024 is inconsistent with the current collective bargaining agreement therefore renders the hopes and aspirations of the fastest growing industry into serious jeopardy.

Nhema said that Zimbabwean private security guards are among the most exploited workers in the Sub-Saharan region.
To illustrate this point, he said security professionals in South Africa earned an average of 4,521.70 rands as of February 2024.
In Botswana, security guards receive approximately 45.60 pula per day, while in Zambia, the monthly salary, including allowances, is around 2,313.10 kwacha.

The Zimbabwe Security Guards Union wants more money for security guards. They wrote a letter to the Home Affairs Minister because they are paid too little. The law allows property owners to pay low wages for security services. The union wants the law changed. They say security guards in other countries make more money. They are worried about workers' rights being violated. They want the government to help them get fair wages. The union is speaking up for security guards who work hard but don't get paid enough.

Security Guards Petition Home Affairs Minister Over Low Salaries

A senior Zimbabwe Republic Police (ZRP) officer has warned security companies that if their guards continue to be involved in criminal activities, such as armed robberies, the companies will be seen as criminal groups pretending to be security providers.
The Officer Commanding Harare province, Commissioner Maxwell Chikunguru, urged security companies to regularly check their guards’ lifestyles to ensure they are not living beyond their means. He said (via <a href="https://www.herald.co.zw/security-firms-under-spotlight-over-robberies/">The Herald</a>):
<blockquote>
Familiarise yourselves with their backgrounds and behaviours to ensure they align with their responsibilities.
Do not hesitate to terminate the employment of individuals with criminal histories. Never compromise your integrity for profit by hiring criminals.
If your guards continue to be implicated in crime, we will have no choice but to view your organisation as a criminal syndicate masquerading as a security provider.
</blockquote>
Recently, there has been a rise in armed robberies where security guards are attacked while carrying large sums of money.
Commissioner Chikunguru suggested that the police and security companies work together more closely to address this issue. He said:
<blockquote>
First, I suggest we exchange contact information and start actively communicating, updating each other on what is happening, and sharing ideas on how we can win this battle.
Ensure you have the contact details of your nearest police station, the officers in charge, and other security stakeholders.
When armed robbers strike, contact us, and together we can effectively respond and combat this threat.
Second, I urge you to engage us in helping you vet and train your guards. We welcome the opportunity to address your guards directly, providing them with security tips that can enhance their skills. Invite us to your companies and allow us to assist in this critical area.
Additionally, we can provide counselling for guards struggling with substance abuse, which can adversely affect their performance and effectiveness.

In his third proposal, Commissioner Chikunguru suggested that the police should be given the authority to jointly monitor security guards during night patrols. He said:
<blockquote>
You can establish log books for our police officers to sign when they pass by your premises. The finer details of this arrangement can be worked out between your organisation and the local police station, ensuring we collaborate effectively to maintain security. Lastly, I ask for unity in our march against crime.
Collaborate closely with our public relations officers to receive the latest crime tips, share intelligence, and form social media groups to enhance our collective efforts in combating crime.
This united approach will not only strengthen our response but also foster a sense of community vigilance essential in our fight against criminal activities.

Detective Inspector Anele Mkandla, acting officer-in-charge of CID Homicide (Harare), has expressed concern over the increasing number of house and business robberies in Zimbabwe.
He said security guards are being tricked and overpowered by robbers due to inadequate training in firearm use adding that there is a need for better training to help security guards respond effectively to violent crimes.
Mkandla also noted that many business premises rely on security guards and alarm systems, but guards are often captured and disarmed.
Armed robberies have targeted security companies, with reaction teams being cornered and their service pistols stolen, which are then used in other robberies.
Mkandla urged security companies to improve training and support for their guards to combat the rise in violent crimes.

ZRP Urges Security Firms To Conduct Lifestyle Audits On Guards

Two security guards are facing allegations of colluding with armed robbers to steal cash from the premises they were tasked with guarding.
According to <a href="https://www.hmetro.co.zw/guards-caught-on-cctv-sharing-loot-with-robbers/">H-Metro</a>, the guards were caught on CCTV receiving their share of the stolen money from their suspected accomplices.
The guards, Marshal Siyamboko and Tonderai Sixpence are employed by Raven Shield security company and were stationed at Turnal Holdings.
It is alleged that in the early hours of an unspecified date, a group of armed robbers arrived at the complex armed with pistols, machetes, and iron bars.
The robbers subdued the other security guards on duty, leaving them under the watch of one gang member outside the premises.
Siyamboko and Sixpence allegedly assisted their accomplices by showing them around the yard, pointing out offices and identifying their target room.
Using iron bars, the armed robbers broke into various office doors, ultimately accessing a safe from which they stole US$5,866.
The CCTV footage later revealed Siyamboko and Sixpence receiving a share of the loot and chatting with the robbers.
During police investigations, Siyamboko led them to recover US$40, which he had hidden under a plank in the Turnal Holdings car park. He also directed detectives to another US$40, concealed in a jacket in his bedroom.
In court, Sixpence claimed that he never received any money from the robbers and insisted that he was coerced into compliance with their demands.

Two security guards are accused of working with armed robbers to steal money from the place they were supposed to protect. They were caught on camera receiving their share of the stolen money. The guards, Marshal Siyamboko and Tonderai Sixpence, were working for Raven Shield security company at Turnal Holdings. The robbers came armed with weapons and stole $5,866 from a safe. The CCTV footage showed the guards sharing the money with the robbers. Siyamboko led police to recover some of the stolen money. In court, Sixpence claimed he didn't get any money and was forced to help the robbers.

CCTV Captures Security Guards Sharing Stolen Cash With Armed Robbers

Two security guards who were part of the response team at Quest Financial Services in Belgravia during the US$720 000 robbery on 25 February, on Monday, 11 March pleaded guilty to the theft of US$53 000.
They will be back in court this Tuesday for sentencing.
As reported by <a href="https://www.herald.co.zw/us720k-heist-two-guards-plead-guilty/">The Herald</a>, Cornelius Muchikange (35) and Nesbert Kachungwe (35) of J and P Security Company appeared before Harare magistrate Ethel Chichera.
They were charged for illegally pocketing US$53 000 which had been dropped by robbers fleeing from the crime scene.
The two guards shared the money, with Muchikange buying a Nissan Sylphy sedan for US$3 700 and a residential stand for US$6 000 in Eastview, Harare.
He also used US$2 500 to pay lobola to his in-laws.
Kachungwe bought a Nissan AD van for US$6 100 using his share of the spoils as well as building materials valued US$1 000.
The complainant in this matter is Daniel Mandizvidza (54), the head of operations at Quest Financial Services.
Prosecutor Zebediah Bofu told the court that on 25 February, at around 1.30 AM, 12 robbers who were armed with a pistol, a drill, an iron bar, a bolt cutter and explosives approached Mandizvidza after breaking down the door to his bedroom in one of the buildings at his workplace.
They tied him before ransacking several offices.
The suspects used detonators to blast open a safe in the operations manager’s office and stole cash amounting to US$720 000, 120 Euros, 10 500 rand which they loaded into plastic bags and a cardboard box.
The robbers were disturbed by the arrival of reaction teams from Safeguard Security Company and J and P Security Service.
The court heard that the duo parked at the front of the premises.
It was further alleged that during their escape, the robbers left a grinder, some fuse detonators, a bag with two laptops and dropped cash amounting to US$5 000 in the premises before escaping using the back of the premises.
Whilst outside the premises, one of the plastic bags the robbers were carrying was torn and all the cash dropped to the ground.
The robbers fled without picking up the money.
Muchikange and Kachungwe found the cash amounting to approximately US$53 000 and shared it.
On 08 March, detectives from CID Homicide Harare received information that the pair had stolen the cash which was dropped by robbers at the crime scene and arrested the two in central Harare.
On 07 March, Muchikange was allegedly approached by six male adults purporting to be police officers and they took the remainder of the money he had which amounted to US$15 000.
The same fake CID officers stole US$7 000 from Kachungwe.
Of the stolen US$53 000, only US$15 700 was recovered.

US$720k Armed Robbery: Two Security Guards Plead Guilty

Security guards employed at Richmark, a company contracted by Arcadia Lithium Mine in Goromonzi, accuse the company’s director of security, Wang, a Chinese national, of racism, intimidating and firing guards on spurious charges.
The workers also alleged that they are fed substandard food and that their ablution facilities are inhumane and degrading.
Last week, a photo of the toilets used by workers at the mine went viral on social media platforms.
The photo showed water flowing on the floor and a lack of privacy for workers when relieving themselves.
Some of the security guards who spoke to Pindula News on condition of anonymity raised several allegations against the company in general and Wang in particular.
They said, for instance, Wang routinely inspects night duty guards in the morning and those with bloodshot eyes will be accused of sleeping on guard duty.
Six guards were recently given warning letters before they were fired.
The security guards also accuse Wang of forcing them to buy cellphones. Wang allegedly travels to China to source phones at cheap prices and then forces guards to buy them at exorbitant prices.
Wang is also accused of forcing security guards to find livestock such as goats for him to slaughter for food.
This is said to be a condition to have their contracts renewed and those who refuse to do as demanded are dismissed. Said the source:

Somewhere around August 2023, Wang and another Chinese guy named Yang ordered about 30 refurbished VIVO cellphones from China and then wrote a list of the names of security guards.
They then gave each one of us a cellphone and asked us to pay US$200, yet they paid only US$40 for each phone in China, and they were delivered via express cargo.
If you refuse to buy the phone, they threaten not to renew your three-month contract.
We are also forced to work during holidays and if we complain, we are threatened with dismissal.
We have a shortage of work suits, and we don’t have torches, yet we work in the bush at night. We work in a dusty environment but we have not been provided with personal protective equipment (PPE).
The toilets that we use are in poor condition and we are forced to eat substandard food.

Wang is reported to be in China on vacation. Before his departure to the Far East on 23 February, he reportedly gave warning letters to several security guards for having bloodshot eyes.
Responding to questions sent via email by Pindula News, an official at Richmark admitted that they had indeed received some complaints from the workers about the poor quality of the food. Said the official:
<blockquote>
In terms of quality of food, a few complaints had been lodged by some employees a few weeks ago.
To address the issue, the management engaged the caterer and insisted they improve their standards.
The worker’s committee and SHE department were also assigned the duty of making regular checkups on the quality of food that is being supplied, and to report any substandard food to the HR department.

The official said staff quarters have clean toilets with running water comprising 20 toilet seats, each with a partition and personnel that are employed as cleaners specifically for that area.
Another Richmark employee who spoke to this publication said the partitions in the toilet blocks were only installed a few days ago in response to the viral picture.
The company’s management said they were not aware that Wang was forcing employees to buy cellphones. It said:

We are carrying out investigations but formally no complaint has been lodged with the management over this issue.
This is the first time that issue has come to the management’s attention.
</blockquote>
The official also disputed claims by employees that they do not have adequate PPE. He said:
<blockquote>
As per company policy, every employee is given a new worksuit/ safety shoes every 6 months.
If an employee’s PPE is damaged before the 6 months are due, they approach the SHE department with a replacement request.
An assessment is then carried out to ascertain whether the damage/ loss of PPE is through normal wear and tear due to the nature of the work or whether it is through negligence.
The outcome will result in the employee being either given a new set of PPE or made to pay a fee for replacing the damaged PPE.
There are records for PPE distribution that are kept in the SHE department and each employee is obligated to sign as an acknowledgement of receiving the PPE when their period is due.

Chinese Lithium Miner Accused Of Unfair Labour Practices

A security guard was found dead with a cut on his head at a business premises in Harare.
Police said that Chamunorwa Charuma (40) was found dead on 24 July 2023 in Msasa, Harare.
Posting on Twitter, police said the incident is still under investigation. Police said:

Police in Harare are investigating circumstances surrounding a case of murder in which a security guard, Chamunorwa Charuma (40) was found dead with a cut on the head at a business premise in Masasa on 24/07/23. Anyone with information to report at any nearest Police Station.

Security guards can ensure their safety at work by remaining alert and attentive to their surroundings.
Guards should also use protective equipment such as helmets, vests, gloves, or safety shoes.
The safety of security guards can further be enhanced by adhering to established protocols and procedures to maintain clear and open lines of communication with supervisors, colleagues, and other stakeholders.
Above all, guards should avoid complacency and avoid becoming too relaxed in their role.

Security Guard Found Dead, With Deep Cut On The Head

Three officials from the Private Security Workers Union (PSWU) who were arrested in Bulawayo have been granted ZWL$50 000 each after the intervention of human rights lawyers.
According to the Zimbabwe Lawyers for Human Rights (ZLHR), Last Danga Muzondo, Dzimudzi Feremba and Kholwani Tshuma were arrested for staging a protest at an OK Zimbabwe retail outlet and at N Richards outlet.
The trio was allegedly protesting against “slavery” and is accused of chanting songs and waving placards written, “No to Slavery”. ZLHR said:

In Bulawayo, we rescued 3 trade unionists, who are employed as security guards, who had been arrested and detained for allegedly protesting against “slavery” at an OK Zimbabwe retail outlet and at N Richards retail outlet.
The trio of Last Danga Muzondo, Dzimudzi Feremba and Kholwani Tshuma, who are leaders of the Private Security Workers Union, were charged with participating in a gathering with intent to promote public violence, breach of peace/bigotry as defined in section 37 of Criminal Code.
They were accused of chanting songs and waving placards written “No to Slavery” “USD”.
Their detention ended on Monday when our lawyer Jabulani Mhlanga represented them and got them released on ZWL$50 000 bail each.

Section 37 of the Criminal Law (Codification and Reform) Act of Zimbabwe states that “Any person who participates in a gathering with intent to promote public violence, breaches of the peace or bigotry shall be guilty of an offence and liable to a fine not exceeding level six or to imprisonment for a period not exceeding one year or to both such fine and such imprisonment.”

Three Trade Unionists Arrested For Protesting Against "Slavery" Granted Bail

Two Fawcett Security guards were recently arrested for allegedly stealing money that had been stolen from Total Energies in Hillcrest, Bulawayo, reported <a href="https://www.zimlive.com/fawcett-security-guards-up-for-stealing-us12000-from-thief/">ZimLive</a>.
Liberty Mugadha, 24, from Magwegwe North and Shanon Moyo, 21, from Nkulumane 11, reportedly stole more than US$12 000 cash from a theft suspect they had just apprehended with his loot.
Mugadha and Moyo appeared before Bulawayo magistrate Nomagugu Maphosa facing theft charges.
They pleaded guilty to the charge and were remanded in custody for sentencing.
Allegations were that on 20 March 2023, at around 2 AM, Mugadha and Moyo were on motorised patrol within Hillside area when they heard an explosion coming from Total Energies.
The court heard that the two promptly went to investigate and when they got to the scene of the incident, they came across Calphar Caliph Kuronga, 30, who immediately tried to flee.
Mugadha and Moyo chased after Kuronga until they apprehended him some 60 metres away from the shop.
They searched Kuronga and found US$12 162 and ZAR900 on him which he had allegedly stolen.
The court heard the two security guards confiscated US$11 997 and ZAR150 from Kuronga, leaving him with just US$165 and ZAR750 on his person.
They then took Kuronga and handed him over at Hillside Police Station.
Mugadha and Moyo were arrested following police investigations.
Police recovered US$3 420 and ZAR50 from the Fawcett Security Guards.

Fawcett Security Guards Arrested For Stealing US$12 000 From Thief

The Zimbabwe Federation of Trade Unions (ZFTU) has implored security companies to give women first priority to perform their duties during day time.
The call was made by ZFTU secretary-general, Kenias Shamuyarira while commenting on the case of a 31-year-old woman employed as a security guard in Bulawayo, who was recently raped while on night duty by her supervisor.
The female security guard’s supervisor allegedly visited her on the pretext that he was monitoring guards on duty and raped her.
Shamuyarira said that besides their vulnerability to abuse and harassment, women also had other responsibilities in the home as mothers, therefore they should work during the day. He said:
<blockquote>
Let us not run away from the fact that women have got other extra responsibilities of looking after children at home, making sure that they are cooked for and bathed.
So, we need to make sure that such duties give leverage, and give leeway for a woman who is in the security industry to perform such other duties because they are needed, whether we like it or not.
I think it is dependent on the security industry workers union and their National Employment Council (NEC) to make sure that they seek and strive to balance the recent case and make sure that the security women are given priority to perform their duties during day time up until we have a conducive environment here in Zimbabwe.

Unions Want Daytime Duties For Female Security Guards

Members of the Private Security Workers Union (PSWU) on Wednesday picketed at Fawcett Security company to force the company to review salaries and working conditions for its employees.
PSWU represents more than 10 security companies.
Currently, the lowest-paid security guard is said to be earning ZWL$72 000, which the union says is too low considering the high cost of living.
The demonstration came after ongoing negotiations between the employees and the employers reached an impasse.
In an interview with CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a>, PSWU Matabeleland regional officer and the national negotiator, Nduna Dladla said:

We were supposed to come up with a new wage structure with effect from 1 October. When we went for an NEC meeting in Harare, we had listed our agenda and the main issue that stalled the negotiations was the grading of employees which was not very important, we told them as employees that we were not prepared for that because we told them we had not put submissions for it and they said if we haven’t discussed the grading system we are not going to discuss anything about wages.
They wanted us to scrap it and again they wanted to regrade the workers and impose a new grading system.
The Fawcett employees were not saying they don’t want to go to work but the cost of living is too high, the company has to address their plight by giving them decent salaries.
We are the only industry where the lowest worker is paid something less than US$100 and when we are raising this issue they don’t listen and the only way they can listen to us is if we do what we did yesterday.
