President Emmerson Mnangagwa has sworn in Bubi MP, Simelisizwe Sibanda, as the Deputy Minister of Higher and Tertiary Education, Innovation Science and Technology Development.
Mnangagwa had fired Sibanda on 01 July 2024 for misconduct, before reinstating him on 31 July.
In a statement confirming Sibanda’s reinstatement, the Chief Secretary to the President and Cabinet, Martin Rushwaya, said Mnangagwa pardoned Sibanda following representations and profuse apologies.
Sibanda was fired after he humiliated a Shona early childhood development (ECD) teacher, Winnet Mharadze and demanded that she be transferred from Clonmore Primary School in Bubi Constituency, allegedly for not being proficient in the local language, Ndebele.
The ZANU PF MP had gone to donate uniforms to learners at the school, 55 km out of Bulawayo, off Harare Road near Gloag High School on June 24, 2024.
During a meeting attended by teachers, parents and hundreds of learners, Sibanda asked Mharadze why she was in Matabeleland and tested her by asking her what “uqethu” is.
Uqethu means grass, and it is part of a common tongue twister among IsiNdebele speakers that goes “Qum’ qethu, ‘gecu ‘qethu,” which simply means cut the grass.
A day after his sacking, Sibanda issued an apology for publicly criticising the ECD teacher, saying he took “full responsibility” for his actions. He said:

I understand that my approach to addressing the issue of a teacher’s language proficiency was misguided and inappropriate, leading to perceptions of tribalism.
I want to assure the public and especially the teachers that my intention was solely to ensure that our children receive quality education, and I was concerned about the teacher’s ability to communicate effectively with her students.
However, as a national leader, I should have addressed this issue through appropriate channels, avoiding public platforms that may have fueled the tribal connotations.

Simelisizwe Sibanda is now the Deputy Minister of Higher Education in Zimbabwe, appointed by President Mnangagwa. Sibanda was fired before, but he apologized and was forgiven. President Emmerson Mnangagwa has reappointed Bubi MP Simelisizwe Sibanda as the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
In a statement issued this Wednesday, 31 July, the Chief Secretary to the President and Cabinet, Martin Rushwaya, said the appointment is effective immediately.
Rushwaya said that President Mnangagwa pardoned Sibanda following representations, profuse apologies, and Sibanda’s undertakings to refrain from similar wrongdoings in the future.
However, Rushwaya did not specify what Sibanda had apologised for or the nature of the behaviour he promised to avoid going forward. Reads the statement:

Following representations, profuse apologies and undertakings to refrain from similar misdemeanours in future, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has decided that Hon. Simelisizwe Sibanda be pardoned.
Accordingly, His Excellency the President, Cde. Dr. Emmerson Dambudzo Mnangagwa has in terms of subsection 2 of Section 104 of the Constitution of Zimbabwe, appointed Hon. Simelisizwe Sibanda M.P. as the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development.
The appointment is with immediate effect.

As reported by <a href="https://cite.org.zw/outrage-as-dep-minister-fired-over-support-for-indigenous-languages/">CITE</a>, uqethu means grass, and it is part of a common tongue twister among IsiNdebele speakers that goes “Qum’ qethu, ‘gecu ‘qethu,” which simply means cut the grass.
This was not the first instance of Sibanda criticizing Shona teachers in Bubi. Reports indicate that Bubi District education officials alleged the MP stirred controversy previously at Mbembeswana 1 Primary, where he also reprimanded Shona teachers who could not speak the local language.
In 2016, then Primary and Secondary Education Minister Lazarus Dokora said that infant classes (ECD to Grade Two) in the country must be taught in indigenous languages.
Zimbabwe’s Constitution also recognises 16 languages, while a 2018 policy mandates student teachers to learn three local languages beyond their own.
 On 02 July, Sibanda issued an apology for publicly criticising the ECD teacher, saying he took “full responsibility” for his actions. He said:

PUBLIC APOLOGY TO THE NATION OF ZIMBABWE BY HONOURABLE SIMELISIZWE SIBANDA 
2nd of July 2024
I, Honourable Simelisizwe Sibanda, former Deputy Minister of Higher and Tertiary Education, do hereby express my sincere apologies for the concerns arising from my recent actions.
I understand that my approach to addressing the issue of a teacher’s language proficiency was misguided and inappropriate, leading to perceptions of tribalism.
I want to assure the public and especially the teachers that my intention was solely to ensure that our children receive quality education, and I was concerned about the teacher’s ability to communicate effectively with her students.
However, as a national leader, I should have addressed this issue through appropriate channels, avoiding public platforms that may have fueled the tribal connotations.
I take full responsibility for my actions and acknowledge that my approach was wrong. I understand that my actions may have perpetuated tribal divisions, and for that, I truly apologise to the whole teaching fraternity and nation at large.
I want to assure the public that my commitment to our nation’s unity and development has always been genuine.
I want to express my gratitude to the public, the Ministry of Higher and Tertiary Education, Innovation, Science and Technology Development, for supporting me during my tenure. I appreciate the opportunity to have served and contributed to the development of our education sector.

Mnangagwa Reappoints Deputy Minister Simelisizwe Sibanda

The demand by former Deputy Minister of Higher and Tertiary Education, Innovation, Science, and Technology Development, Simelisizwe Sibanda, for the transfer of an early childhood development (ECD) teacher with a Shona surname from a primary school in Bubi has sparked a contentious debate. While some support Sibanda’s stance, others have accused him of tribalism.
During a meeting held on June 24 at Clonmore Primary School in Bubi Constituency, Matabeleland North, where Sibanda serves as the Member of Parliament, he insisted on the immediate transfer of ECD teacher Winnet Mharadze from the school.
The school is located about 55km from Bulawayo near Gloag High School.
In an audio that has since gone viral on social media, Sibanda accused the ECD teacher of killing the futures of children in the constituency.
Sibanda had gone to donate uniforms to primary schoolchildren when he met learners, teachers and parents. Addressing the school head before parents and hundreds of learners, Sibanda said:

Head, can you assist me? Kindly transfer this teacher. Yesterday we had the Minister of Primary and Secondary Education, he said he wasn’t aware that there is a teacher who doesn’t understand a local language who teaches the local language, IsiNdebele. We don’t want to waste our children’s future.
Kindly transfer this teacher immediately. Let’s do it that way, we want teachers to teach children and understand. If she was teaching Grade 6 we would understand, not ECD.

Reacting to Sibanda’s conduct, Progressive Teacher Union of Zimbabwe (PTUZ) president Takavafira Zhou said Sibanda should apologise to the teacher and the nation. Said Zhou:

The teacher, who appears petrified in the audio, received a barrage of questions merely because of her ethnic identity.
The MP gave the teacher a summary dismissal and ordered the school head to ensure that he facilitates the dismissal forthwith.
Worse still, the MP seems to be ignorant of how teachers are transferred by his assumption that he or the head, Sifiso Buhlungu, has the power to summarily transfer a teacher in a manner reminiscent of the colonial master and servant scenario.
As PTUZ, we want to reiterate that ZANU PF needs to rein in their rogue and errant MP who lacks educational taxonomy and professional ethics and is a danger to our society at large.
The Primary and Secondary Education ministry needs to give this thuggish MP tutorials on professionalism and Ubuntu.
</blockquote>
Zhou asserted that there were more than 20 languages in Zimbabwe and the “reductionist perception” of just Shona and Ndebele should be rejected.
However, Matabeleland political activist Artwell Sibanda defended the MP’s actions, stating to <a href="https://www.newsday.co.zw/local-news/article/200029057/mixed-feelings-over-bubi-mp-shona-teacher-saga">NewsDay</a> that there was nothing inappropriate about requesting teachers who are proficient in the local language to instruct ECD classes. He said:

She was not asked to leave due to her Shona surname but was asked to leave because she is not conversant with the dominant language within the particular society where the school is situated
She teaches at ECD level, a critical period in the development of a child and that a teacher who develops and nurtures a child must be fluent in the mother tongue of the child for easy learning and communication.
</blockquote>
Freedom Alliance leader and academic Samukele Hadebe said:
<blockquote>
I do not want to add petrol to raging flames, hence I urge all to handle language issues with great sensitivity.
We often debate on languages used here and there as if languages exist autonomously, yet they define a people since they carry a culture and a people’s worldview.
What the MP said is not new neither is he the first nor the last to raise the issue of perceived marginalisation and, indeed, short-changing of IsiNdebele learners by teachers who are not conversant with the language.
</blockquote>
Former Speaker of the National Assembly Lovemere Moyo, who is the leader of the United Movement for Devolution, said:
<blockquote>
We believe that people who are conversant with the local culture, local traditions, and local language must take the lead in the development of that region, province or area. That is our stand.
The same goes for teaching. Our view is that children must be taught in their mother language or that which they understand, especially at the infant level.
</blockquote>
Mbuso Fuzwayo, secretary-general of Ibhetshu LikaZulu, highlighted the significance of the issue, noting that its discussion by a deputy Cabinet minister and MP underscores its importance. Said Fuzwayo:

That the matter has been raised by a ruling party legislator and more importantly a deputy minister underlines the gravity of the matter which must not continue to be ignored.
The deployment of non-Ndebele-speaking teachers to teach ECD classes in the predominantly Ndebele Matabeleland provinces has been a sticky issue in a region that continues to register poor pass rates year-in-year.

Sibanda defended his actions by clarifying that he was not endorsing tribalism but rather implementing government policy.
According to this policy, teachers responsible for lower primary school classes should possess proficiency in local languages. He said:
<blockquote>
Mine was just an issue of Government policy on the issue of deployment of teachers and teachers have choices to apply to their preferred areas and are not deployed from nowhere.
My encouragement was from that particular community and 40 ECD souls to have someone able to do what should be done, which is teaching.
ECDs should be taught in their mother tongue if the Government is to achieve what it intends to achieve through Vision 2030.
There is no way I can be tribal, that is why I said if she was teaching Grade Six it wouldn’t be a problem.
I didn’t say anything like no Shona speaker is allowed to teach in Matabeleland nor did I make reference to her surname in that regard.

Meanwhile, President Emmerson Mnangagwa has dismissed Sibanda from his role as Deputy Minister of Higher and Tertiary Education, Innovation, Science, and Technology Development.
This was confirmed in a statement released on Monday, 01 July 2024, by the Chief Secretary to the President and Cabinet, Martin Rushwaya. Said Rushwaya:

ZANU PF MP's Call To Transfer "Shona" ECD Teacher Sparks Debate

President Emmerson Mnangagwa has fired the Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development, Simelisizwe Sibanda, with immediate effect.
This was confirmed in a statement released on Monday evening by the Chief Secretary to the President and Cabinet, Martin Rushwaya. Said Rushwaya:

His Excellency the President of the Republic of Zimbabwe, Cde. Dr. Emmerson D. Mangagwa has, in terms of Section 108(1a) of the Constitution of Zimbabwe removed Hon. Simelisizwe Sibanda from the Office of Deputy Minister of Higher and Tertiary Education, Innovation, Science and Technology Development with immediate effect.

While the official reason for Sibanda’s dismissal was not disclosed, the Progressive Teachers Union of Zimbabwe (PTUZ) has suggested that his termination may have been linked to alleged tribal remarks he made at a public event in the Matabeleland region. In a statement shortly before Sibanda was fired, the PTUZ said:

We are aware of a repulsive audio in which the Deputy Minister of [Higher and Tertiary Education, Innovation, Science and Technology Development] abuses a teacher in front of 100s of parents because she has a surname he doesn’t like. This kind of Vigilante 2024 Pro Max attitude belongs to the Stone Age. We expect urgent action from his principal.

Sibanda allegedly berated a teacher based in Matabeleland and requested her transfer from the region solely because of her “Shona” surname.
It is reported that the teacher, who was born and raised in Matabeleland and speaks fluent Ndebele, bears a Shona surname.
Sibanda, who is the Member of Parliament for Bubi Constituency in Matabeleland North, told the <a href="https://www.chronicle.co.zw/i-was-enforcing-government-policy-minister-who-called-for-transfer-of-teacher-from-bubi-district/">Chronicle</a> that he called for the transfer of the ECD teacher because she could not speak the local languages.
On a visit to Clonnmore Primary School, Sibanda told the school head to facilitate the transfer of the female teacher, saying this would benefit ECD learners. He said:

Head, can you assist me. Kindly transfer this teacher. Yesterday we had the Minister of Primary and Secondary Education, he said he wasn’t aware that there is a teacher who doesn’t understand a local language who teaches the local language, IsiNdebele. We don’t want to waste our children’s future,.
Kindly transfer this teacher immediately. Let’s do it that way, we want teachers to teach children and understand. If she was teaching Grade 6 we would understand, not ECD.

In a follow-up interview with the Chronicle, Sibanda insisted that he was not promoting tribalism. He said:

There is no way I was going to do that, I don’t pursue a tribal agenda because I am a citizen of this country and a leader, I can’t do that.
