The Economic Freedom Fighters (EFF), a South African opposition party, has raised concerns about the R52.8 million (US$2.9 million) spent on deporting illegal immigrants between April and August.
Home Affairs Minister Leon Schreiber, in a recent Q&amp;A session in parliament, revealed that 19,750 undocumented immigrants were deported, costing the government R52,817,656 (US$2,995,289.27).
This number represents an increase from the 10,808 deportations in 2022/23.
Speaking to TimesLive, EFF MP Thapelo Mogale said the funds could have been better used to strengthen border management and prevent unauthorised entries of foreigners. Said Mogale:

The department is spending excessive amounts of money on the deporting of illegal immigrants in just a few months. If we were to look at it over a period of five years, I’m convinced we would’ve spent a billion or more.
That is money that could be used for other things. We have a border management agency which is grossly underfunded.
If the border management agency is underfunded, then you’ll experience an influx of undocumented people coming into the country.

Mogale suggested a more practical approach of documenting immigrants rather than spending heavily on deportations. He said:

These people are here already, and now we have to spend millions to get rid of them. The EFF’s solution is to document these people because they are already here.
In that way we’ll be able to identify those who are undesirable, those who may have criminal records, fugitives of justice, and those who ran away from their countries of origin because of criminal activities.
We’ll be able to keep those kinds of things through that process.

The leading countries of origin for deported immigrants in 2022/23 were Zimbabwe, Malawi, Tanzania, Nigeria, and the Democratic Republic of Congo.

South Africa spent a lot of money, around US$3 million, to deport people who crossed the border illegally. Many undocumented immigrants were sent back to their home countries. The opposition party thinks the money could have been used better to manage the borders properly. They suggest that instead of deporting people, they should be documented to see if they have criminal records. This way, they can keep track of who is coming in and out of the country. Most of the deported people came from Zimbabwe, Malawi, Tanzania, Nigeria, and the Democratic Republic of Congo.

South Africa Spends US$3 Million On Deporting Border Jumpers

The government is preparing to welcome thousands of Zimbabweans living illegally in South Africa who are expected to be deported from the neighbouring country.
South Africa has intensified its deportation efforts, particularly targeting Zimbabweans, amid concerns from locals that foreigners are taking jobs and contributing to rising crime rates.
In response to written questions from legislators during a parliamentary session on Wednesday regarding the government’s plans to accommodate returning Zimbabweans, Public Service and Social Welfare Minister Maruva Mercy Dinha said:

The government of Zimbabwe, working with the International Organisation for Migration, laid a foundation for the receipt of migrants in anticipation of the return of Zimbabwe Exemption Permit non-holders from South Africa.
In that regard, there are inter-ministerial committees in place that will be activated to attend to any anticipated return of citizens.
My ministry is finalising the renovations of the Beitbridge and Plumtree reception and support centres, respectively, where returnees will be admitted and then reintegrated into the communities where they came from.
Our capability to handle any number of our returning citizens cannot be doubted as evidenced by our acquittal during the COVID-19 pandemic, where hundreds of thousands of returning citizens were successfully received and reintegrated into the country.

South Africa hosts millions of African migrants, with a significant number of them being undocumented Zimbabweans.
Approximately 178,000 Zimbabwean nationals currently reside in South Africa under the Zimbabwean Exemption Permit (ZEP), set to expire on November 29, 2025.
However, ZEP holders are ineligible for permanent residence, and the permits are non-renewable. As a result, there are concerns that many beneficiaries may face deportation when their ZEPs expire.

Zimbabwe Prepares For Migrant Influx From South Africa

Zimbabwean Uber Eats delivery riders working in South Africa have formed an Anti-Hijacking Group in response to a worrying increase in armed robberies targeting their motorbikes.
The riders allege that incidents of armed robbery have sharply risen, with some resulting in loss of life. The stolen bikes are then reportedly being brought back to Zimbabwe for resale.
Thubelihle Sigola, the founder of the group, told <a href="https://cite.org.zw/zimbabwean-uber-eats-riders-targeted-in-sa-hijackings/">CITE</a> reporter Tanaka Mrewa that their investigations have uncovered a concerning pattern linking the crimes to individuals from the Kezi area.
Sigola said that the two victims who were killed in the robberies also originated from the same region.
The criminal activities initially began in the Florida and Randfontein areas but have since become more prevalent in Soweto.
Going forward, the group plans to engage the Zimbabwe Republic Police (ZRP) in Matabeleland South Province, in the hopes of taking action against those in possession of the undocumented, stolen motorbikes. He said:

We have been dealing with these cases for the past three years, and they keep increasing. In the last two years, two deaths have been recorded due to these hijackings, and if this matter is not addressed, there will be more.
We traced one suspect who confirmed he was from Kezi and pointed us towards an alleged kingpin also from the area. We located the individual, but unfortunately, the police later released him.
We hope to work effectively with the police. We are gathering information and will soon head to Kezi to present our findings to the authorities, giving them a starting point for their investigations.

Sigola urged the public to assist by reporting any motorbikes they suspect might be stolen or lack proper documentation.

Zimbabwean Uber Eats Riders Targeted By Hijackers In South Africa

A joint operation by South African security services last Friday resulted in the arrest of 208 undocumented immigrants. Of these, 176 were Zimbabwean nationals.
The group of border jumpers also included individuals from Mozambique and India. In a statement, Limpopo Province Police spokesperson Colonel Malesela Ledwaba confirmed that the Zimbabwean and Mozambican nationals have been deported.
At the same time, the Indian citizens are being held in custody pending deportation to their home country. Said Ledwaba:

A joint operation executed by the South African Police Service in Limpopo province led to the arrest of 208 undocumented immigrants and the recovery of suspected stolen properties at Marble Hall and Groblersdall policing area under Sekhukhune District.
The main objective of the operation that commenced in the evening on Thursday, July 18, 2024, at Leeuwfontein and surrounding farms until the next day on Friday, July 19, 2024, at about 11 am was to rid the area of illegal activities.
The Zimbabwean and Mozambican nationals comprising adult and minor children were immediately deported to their respective policing borders after their arrests.

South Africa hosts a significant number of foreign nationals, including both legal immigrants and illegal migrants who have entered the country in search of better economic prospects.
Some of the illegal immigrants take up jobs in industries such as agriculture, filling roles that are reportedly less desirable among the South African workforce. These positions often involve manual labour or other forms of menial work.

176 Zimbabweans Deported From South Africa

South African opposition politician Mmusi Maimane has criticised the African National Congress (ANC) for inviting Zimbabwe’s ZANU PF to campaign on its behalf ahead of the 29 May national and provincial elections.
ANC’s first deputy secretary-general, Nomvulo Mokonyane recently announced that South Africa’s ruling party had invited its Zimbabwean counterpart, ZANU PF, to campaign on its behalf, and participate as an observer mission during the elections.
Moreover, a recent report by <a href="https://www.herald.co.zw/anc-invites-zanu-pf-for-mop-up-rally/">The Herald</a> claimed ZANU PF Secretary General Obert Mpofu said his party will not rule out sending teams to South Africa to assist the ANC. 
However, Maimane, who leads Build One South Africa (BOSA), said ZANU PF has a track record of rigging elections, something the ANC should not seek to emulate or support. Said Maimane (via <a href="https://www.newzimbabwe.com/why-involve-zanu-pf-rigging-masters-fumes-sa-opposition-as-anc-invites-zim-ruling-elite-to-help-mobilise-voters/">NewZimbabwe.com</a>):

It is now widely accepted that ZANU PF rigs elections in Zimbabwe to favour itself and to continue its misrule of the country.
ZANU PF has used fear, intimidation, violence and suppression of and against the people of Zimbabwe.
It has presided over an autocratic, authoritarian and repressive regime, trampling on the democratic rights of Zimbabweans.
Unsurprisingly, the ANC is a bedfellow of ZANU PF, considering it too is desperate to cling to power at any cost.
We reject this with the contempt it deserves and wish to tell ZANU PF they are not welcome in South Africa…
If ZANU PF continues to influence the ANC we will no longer have free and fair elections. They will learn bad tricks from ZANU PF. They do not even know how to count votes.

SA's Mmusi Maimane Criticises ANC For Inviting ZANU PF To Help Campaign

Nosiviwe Mapisa-Nqakula, the 67-year-old ANC veteran has resigned from her position of Speaker of South Africa’s National Assembly following allegations of bribery during her tenure as defense minister.
The move comes ahead of a crucial national election and exposes the ruling African National Congress (ANC) to heightened scrutiny over corruption.
Mapisa-Nqakula’s resignation followed a judge’s decision permitting her arrest on bribery charges. Announcing her resignation, she maintained her innocence, but said she was stepping down to safeguard the Parliament’s reputation and ANC’s integrity. 
Said Mapisa-Nqakula’s resignation statement in part:
<blockquote>
“Today, the 3rd of April, I have submitted to the Acting Speaker of the National Assembly, Hon. Lechesa Tsenoli, my letter of resignation as both the Speaker of National Assembly and a Member of Parliament of the Republic of South Africa.
I have made this conscious decision in order to dedicate my time and focus to deal with the recently announced investigation against me by our country’s law enforcement agencies.
I believe that, at the right time, I will have the opportunity to thoroughly address these allegations as and when they have been formally brought against me in the appropriate forums, at which time I will clear my good name. I maintain my innocence and am determined to restore my good reputation.
Given the public trust entrusted in me as the Speaker of our National Assembly and the need for me to protect the image of our organization, the African National Congress, I have an obligation to step down from my office

Accused of soliciting bribes of over 2.3 million Rand from a defense contractor, Mapisa-Nqakula has said that the charges against her are politically motivated.
Her attempts to delay her arrest were however rejected by the court.
A <a href="https://www.anc1912.org.za/anc-statement-on-the-resignation-of-comrade-nosiviwe-mapisa-nqakula/">statement by the ANC</a> praised her for taking proactive action:
<blockquote>
In her resignation, Comrade Nosiviwe Mapisa-Nqakula highlighted her intention to protect the reputation of our organization, the African National Congress, after dedicating more than 30 years of service.
We value her commitment to maintaining the image of our organization, as it reflects our principles of organizational renewal that promote proactive responsibility-taking among members, rather than waiting for instructions to step aside.
</blockquote>
In <a href="https://twitter.com/EFFSouthAfrica/status/1775559000286789710">a statement commenting on the resignation</a> the EFF welcomed the resignation but said it was “far too delayed by her arrogance.” The EFF also called for the investigation and corruption of the ANC leader, President Cyril Ramaphosa who it said has not account for corruption allegations levelled against him.
Said the statement in part:

It is evident that Mapisa-Nqakula’s resignation comes as a result of mounting pressure and public scrutiny, rather than a genuine acknowledgment of her own lack of integrity and the compromised integrity of Parliament under her stewardship.
Her involvement in receiving over R4.5 million in bribes during her tenure as Minister of Defence highlights the severity of the allegations against her and reveals that what the ANC considers the best amongst its ranks is the worst for our nation.
…We call for swift action to be taken to investigate and prosecute her, and all those implicated in corruption and malfeasance, such as President Ramaphosa himself, who still has not accounted for the crime scene that is Phala Phala. 
</blockquote>
Mapisa-Nqakula fought against the apartheid regime as an A.N.C. activist in exile.

South Africa's Speaker of Parliament Resigns Following Corruption Allegations

Last week, Representatives John James and Jared Moskowitz skillfully guided the bipartisan U.S.-South Africa Bilateral Relations Review Act through the House Foreign Affairs Committee.
The bill, which aims to evaluate and enhance the relationship between the United States and South Africa, received a favourable vote in committee with a tally of 36-13.
Representative James, who chairs the Subcommittee on Africa, emphasized the significance of South Africa’s role on the African continent.
He expressed pride in the longstanding cordial relations between the United States and South Africa, highlighting the latter’s status as the largest U.S. trading partner in Africa since 2014.
However, James also voiced concerns about the current alignment of the African National Congress (ANC) with China, and Russia, and their embrace of Hamas following the devastating October 7th attacks. He said:
<blockquote>
As Chairman of the Subcommittee on Africa, I am acutely aware of South Africa’s important role on the African continent, and I am proud that the United States has held cordial relations with South Africa for nearly my entire life.
South Africa has been the United States’ largest trading partner in Africa since 2014 and is home to over 600 
American businesses.
However, it is clear to me that the ANC of today is no longer the party of Nelson Mandela and I am greatly concerned with South Africa’s alignment with China and Russia and embracement of Hamas in the wake of the devastating October 7th attacks.
It is important to show the South African people that the United States are paying attention, and I am proud that the committee passed this bipartisan legislation.
</blockquote>
Representative Moskowitz echoed these sentiments, emphasizing the importance of reviewing relationships with nations that may not share American values.
He expressed hope that South Africa would reconsider its alignment with Russia and China. Said Moskowitz:
<blockquote>
South African officials have made a miscalculation by aligning themselves with Russia and China. It is in our national security interests for the United States to review our relationships with nations that may not share our values and align themselves with such actors.
My hope is that they choose otherwise. I’m proud to have worked with Chairman McCaul and Congressman James on this bill and that there is strong bipartisan support among our colleagues.
</blockquote>
The bill now heads to the floor of the U.S. House of Representatives to be considered by the whole House.
If the comprehensive review determines that South Africa’s actions undermine U.S. national security or foreign policy interests, South Africa could be removed from the African Growth and Opportunity Act (AGOA).
AGOA provides eligible African countries with preferential trade benefits, and exclusion would impact South Africa’s access to the U.S. market.
Findings against South Africa might hinder existing public health collaborations and regional development programs.

Bipartisan Bill Calling For Review Of US-South Africa Relations Passes Through Committee

Prominent Zimbabwean opposition politician Tendai Biti warned South Africans to use their votes wisely on May 29 to prevent South Africa from going the same way as other regional countries ruled by liberation movements, <a href="https://www.zimlive.com/biti-urges-sa-voters-to-stop-slide-towards-a-zimbabwe-style-failed-state/">reported ZimLive</a>.
South Africa, Zimbabwe, Namibia, Tanzania, Angola, Botswana, and Mozambique, are governed by former liberation movements.
Speaking at the Daily Maverick’s Gathering Twenty 2024 in Cape Town on Thursday, Biti, a former MP for Harare East, asserted that all six former liberation movements in Southern Africa share a common ethos: an unwavering focus on power rather than the development of their nations and citizens.
He warned that unless the governing party in South Africa, the African National Congress (ANC) transformed itself, it was in danger of dying the way the United National Independence Party (UNIP), the independence movement of Zambia and KANU, the independence movement of Kenya, had died. Biti said:
<blockquote>
The liberation movement that fails to transform, the liberation movement that fails to democratise itself… atrophies, it disappears.
And I think you are seeing slowly here in South Africa the withering of the liberation movement.
</blockquote>
Biti noted the decline in ANC electoral support from the high levels under Mandela to May 2024, when “if they get 40% or 44%, they would have done very well.” He added:
<blockquote>
So the acceleration of South Africa towards a state of state failure is beholding and bewildering to many Africans who live north of the Limpopo because of the huge vast resources that your country has.
But the story of South Africa is a story that has been narrated and lived in much of Africa, where it’s been characteristic of state failure, of pseudo-elections, the ritual of elections that are held every five years.
</blockquote>
Biti said liberation movements were concerned with power for power’s sake instead of power to develop the economy.
He said due to their failure to enact meaningful transformation and create employment opportunities, these former liberation movements have fallen into a regressive pattern of entitlement.
They now adhere to a culture that asserts, “We deserve tenders and substantial contracts because we were the liberators.”
Biti claimed that in Zimbabwe, one could not get a job or a contract in the public service unless one had participated in the liberation struggle.
In all these countries, there was a rule of law for others and a rule by law — or impunity — for the leaders. He said:
<blockquote>
Firstly is the weaponisation of poverty, the weaponisation of harm.
Sixty-nine per cent of the poorest people in South Africa vote for the ANC.
In Zimbabwe, where I come from, the ruling party finds dominance in the rural areas where poverty is the order of the day.
So poverty is weaponised. Ignorance is weaponised.
</blockquote>
Biti said in Zimbabwe the constitution was no more than a worthless piece of paper.
In contrast, he commended South Africa’s judiciary for upholding its constitution, saying the courts in South Africa have played a crucial role in safeguarding constitutional principles and rights.
The CCC official noted that in regional countries where liberation movements were in control, citizens bear some responsibility for state failure.
However, in South Africa, he emphasized that citizens still have hope, but they must actively participate to reclaim control of their future.

Biti Urges South African Voters To Prevent A Zimbabwe-style Failed State

A South African opposition political party, the Patriotic Alliance (PA), on Monday staged a protest at Esikhisini Primary School in Pretoria, Atteridgeville for teaching the Shona language, reported <a href="https://www.newzimbabwe.com/watch-south-african-activists-stage-demonstration-against-school-teaching-shona-language-demand-expulsion-of-zimbabwean-learners/">NewZimbabwe.com</a>.
The Esikhisini Primary School Governing Board chairperson is a Zimbabwean national, while Zimbabweans reportedly constitute 20% of the school’s enrolment.
PA’s deputy president Kenny Kunene, demanded that South Africans be prioritised first and called for the expulsion of Zimbabwean learners. Said Kunene:
<blockquote>
The school has applied to the Department of Education to introduce Shona language instruction.
We spoke with the principal, Mr Nkabinde, who claims he hasn’t applied for Shona instruction, but our information suggests that the SGB chairperson, who is Zimbabwean, is working with the department to introduce Shona.
This is a public school. Shona is not part of the curriculum. We understand that the department is considering this proposal.
We’re here to express our anger and dissatisfaction with what they’re trying to impose on our communities.
There are South African parents with young children who are unable to enrol in our schools because children of foreign nationals have been admitted.
Our members will conduct door-to-door visits here to determine if any parent has been rejected from the school so that we can admit their child here.
The principal should replace a Zimbabwean with a South African.

In November 2023, South Africa’s statistician-general Risenga Maluleke said Limpopo Province had a new language that was not captured in the census of 2011.
Presenting the 2022 census report to Premier Stanley Mathabatha in Polokwane, Risenga noted that the province had Shona as a language.
He said Shona was spoken in 28 000 households, in a province with 6.6 million.
South Africa holds general elections later this year and fringe far-right political parties have targetted their ire on foreigners in a bid to woo voters.

Activists Protest Against Teaching Of Shona Language At A School In South Africa

South Africa has contributed 2 900 troops to the SADC mission to support the government of the Democratic Republic of Congo (DRC) fight against illegal armed groups operating on its territory.
In a statement, the South African Presidency said the deployment will cover the period from 15 December 2023 to 15 December 2024 and will cost “just over R2 billion”. Reads the statement:

In fulfilling South Africa’s international obligation towards the Southern African Development Community (SADC) mission to support the Democratic Republic of Congo (DRC), President Cyril Ramaphosa ordered the employment of 2 900 members of the South African National Defence Force to assist in the fight against illegal armed groups in the Eastern DRC.
The employment will cover the period from 15 December 2023 to 15 December 2024 and it was authorized in accordance with the provisions of section 201(2) (c) of the Constitution of the Republic of South Africa.
The budgeted expenditure to be incurred for the employment amounts to just over R2 billion. This expenditure will not impact provisions for the defence force’s regular maintenance and emergency repairs.

Morocco, a strong contender in the 2023 Africa Cup of Nations (AFCON), has been eliminated from the tournament in the last-16 stage with a 2-0 loss to South Africa. South Africa Shocks Morocco With 2-0 Upset To Reach AFCON Quarter-finals

Three Zimbabwean nationals were arrested in South Africa for allegedly assaulting a truck driver who tried to assist police giving chase to their bus on Sunday night.
<a href="https://www.timeslive.co.za/news/south-africa/2024-01-23-truck-driver-assaulted-after-assisting-police-chasing-bus-overloaded-with-unruly-passengers/">TimesLive</a> reported that the bus was overloaded with unruly passengers.
The driver, who is Zimbabwean, and two other Zimbabwean nationals who were passengers, were arrested for alleged assault, reckless and negligent driving, illegal immigration, damage to property and obstruction of justice.
The bus was spotted on the Ben Schoeman Highway coming from the Fountains area and travelling in the direction of Centurion by Tshwane metro police department (TMPD) officers in the accident unit.
The bus was carrying too many passengers with some passengers reportedly crowded behind the front windscreen next to the driver.
TMPD spokesperson Isaac Mahamba said when the bus was stopped, the driver produced a Zimbabwean driving licence and passport and a fake cross-border permit. He said:

Mahamba said the officers gave chase and instructed the driver to stop, but he refused. Said Mahamba:

While they were in pursuit a truck driver who saw what was happening tried to block the bus and the vehicle stopped.
Zimbabwean nationals exited the bus and allegedly assaulted the truck driver.

He said the driver of the bus drove into the TMPD vehicle.
The bus driver and two Zimbabwean nationals were arrested while other bus occupants ran away.
South Africa is struggling to prevent hundreds of Zimbabweans from illegally crossing the border daily. 
Reports suggest that millions of Zimbabweans reside in South Africa, with the majority having crossed the border in search of better economic opportunities.

Zimbabweans Assault Truck Driver For Blocking Their Bus While Fleeing Police In SA

An 81-year-old man from Tsholotsho District who returned to Zimbabwe from South Africa for the first time since 1962, may have located his daughter whom he left while she was in Grade One, reported the <a href="https://www.chronicle.co.zw/has-the-gone-for-60-years-man-really-found-his-relatives-daughter-shows-up/">Chronicle</a>.
Last week, Phillip Moyo pleaded for assistance, through the media, to be assisted in finding his family members whom he hardly remembers as he left the country way before the onset of the Second Chimurenga which ushered in the country’s independence.
The name of his then-girlfriend and the mother of his child had faded from his memory.
Speaking to The Sunday News at Mpilo Central Hospital where he is admitted, Moyo, although incoherent in some of his statements, said he is from Tsholotsho District and has had a visitor who claims to be his daughter. He said:

They came and went (visitors). Mina angisabakhumbuli kodwa bona bayangikhumbula (I do not remember them, but they remember me). I am very happy that I found someone who knows me, living like a criminal is not good.

A woman is said to have visited Moyo on Saturday, 30 December, claiming to be his daughter.
The woman is said to have had a conversation with Moyo where they both remembered one common person, however, she said she would bring in more relatives.
Contacted for verification by the Chronicle, the woman whose mobile number is registered under the name Sikhonzile Moyo, said she was his daughter. She said:

I am his child, but now I am on my way back home to the farms, I will be back to see him again. I will contact you when I get home and we talk.

Meanwhile, Moyo said he regrets his “selfish move” to South Africa that forced him to abandon his family, friends, and relatives. He said:

When we enjoy life we must not forget others, the things that we men do are not good, and we must stop this behaviour (of abandoning families).
Look at me now (touching his frail and aged body). It is so hard, people must not go for good.

Alderman Phineas Ndlovu, a former Bulawayo councillor who hails from Tsholotsho, visited Moyo at Mpilo Central Hospital. He said:

With the way he described himself, I realised I knew his father and the area he was talking about, which is our home area in Nemane.
So, I asked him where exactly he was born and he said in Nemane and he is the son of Saka, usaMajahaqatha. Saka is a Sibanda, I know Saka, although I have forgotten his real name.
I told him of the Tshavani people, he is a brother to Saka and my sister is married to the Tshabani people.
When I enquired, I heard those people were no longer there, where would Khulu go? I am, however, told he has a child who was in Kwekwe who came this morning (Saturday).
They spoke and she is said to have agreed that the information said is fairly correct regarding Khulu and her mother. However, she said she could not prove that he was indeed her father.

Ald Ndlovu described the setting of the homesteads of Namane in Tsholotsho where he and Moyo come from. He said:

I know this man’s family, our elders lived together, Saka saMajahaqatha homestead was there, followed by Khakha’s, Mlobiseni, Duli, Tholo, Ndayile, ours, the Dima’s was on one end.
There is also Nemane School close by, so we know each other well. Khulu may not know me because he says he has been gone 61 years in Johannesburg, he put it right, when we grew up there was a trek to Johannesburg where he had gone.
I am 73 years old now, he is older than me, at 81. But his father Saka, angimbuzi emuntwini ngiyamazi, lakhathesi ungathi ngiyekutshengisa umuzi kaSaka ngingayakutshengisa ukuthi wawu la.
I heard there is a young sister of Khulu Moyo who is married and may not be in a position to take him in. He needs to be bathed, clothed and cared for, who will do that?
Unless someone is touched by the Holy Spirit, then he can find a place to stay. He is now Government property.

Ald Ndlovu said following some consultations, he is trying to contact Headman Ngwizi back in Tsholotsho as he understands they are somewhat related to Moyo and wants him to find any information from that end and assist.
Moyo said he was grateful for the help he had received so far. He was adamant he would not return to South Africa but visit Tsholotsho to check on others.

The South African government, through the Department of Home Affairs (DHA), has granted an extension of visa concessions for foreign nationals with pending waivers and visa applications until June 2024.
According to a DHA circular dated 21 December 2023, those with pending waivers, visa applications, or appeals submitted before November 30, 2023, and whose visas have expired, will now have their status extended until June 30, 2024.
It also says these individuals are allowed to travel and are exempt from being declared undesirable. Moreover, they can continue engaging in activities per their previous visas, such as work, study, and running businesses.
However, for individuals on 90-day visitor visas who applied for extensions before November 30 and have pending applications as of February 23, 2024, they must leave South Africa on or before February 29, 2024. Read the circular:

CIRCULAR: EXTENSION OF TEMPORARY CONCESSION IN RESPECT OF FOREIGN NATIONALS IN LIGHT OF A CONTINUED BACKLOG IN PROCESSING OUTCOMES ON WAIVER APPLICATIONS, VISA APPLICATIONS AND APPEAL APPLICATIONS
1. The Department continues to battle a backlog in its visa and permitting regime. In a further attempt to address the impact that the backlog in processing outcomes on waiver-; and visa-; and appeal applications have on foreign nationals, I have approved the extension of the temporary measures to address the situation they find themselves in. The following temporary measures will apply with immediate effect.

For those who wish to abandon their visa appeal applications and depart from South Africa, they should be allowed to exit at a port of entry before or on 30 June 2024 without being declared undesirable in terms of section 30(1)(h) of the Immigration Act, read with regulation 27(3) of the Immigration Regulations. Visa appeal applicants who need to travel, but are awaiting the outcome of an appeal application for a long-term visa, they should be allowed to exit and re-enter at a port of entry up to and including 30 June 2024, without being declared undesirable in terms of section 30(1)(h) of the Immigration Act, read with regulation 27(3) of the Immigration Regulations. All appeal applicants are required to produce a copy of the rejection letter with a receipt for the appeal application on departure and re-entry into South Africa. Non-visa exempt appeal applicants who travel out of the country with an appeal application receipt, are required to apply for a port of entry visa which would allow them re-entry into South Africa.
(d) Short term visa holders issued in terms of section 11(1)(a) of the Immigration Act for 90 days or less, up to an including 30 November 2023, who have applied for a renewal of the visa but have not received their visa renewal outcome by 23 February 2024, they must make the necessary arrangements to depart from South Africa on or before 29 February 2024, to avoid being declared undesirable.
3. The temporary measures mentioned in paragraph 2 above will apply only to foreign nationals who have been legally admitted into South Africa. This concession is only applicable to applicants who have submitted an application via VFS Global on or before 30 November 2023. Any further extension, modification or amendments to the terms of these concessions will be communicated in writing.

South Africa Grants An Extension Of Temporary Visa Concessions

South Africa’s Home Affairs Minister Aaron Motsoaledi said that the Department cannot account for how many undocumented migrants are in the country.
Motsoaledi made the remarks on Sunday while briefing the media on the White Paper on Citizenship, Immigration, and Refugee Protection.
He said that the Department of Home Affairs, along with Statistics South Africa cannot fully account for how many foreigners are in the country. Motsoaledi was quoted by <a href="https://ewn.co.za/2023/11/12/no-mechanism-of-knowing-how-many-undocumented-migrants-are-in-sa-motsoaledi">EWN</a> as saying:

South Africa today is a great place to live, even though some South Africans don’t believe this. No one can account for all the undocumented migrants.
The Department of Home Affairs has no idea as to how many illegal migrants are in South Africa here… because there is no mechanism of knowing.

Earlier last week, the South African cabinet approved the publication of the White Paper on Citizenship, Immigration, and Refugee Protection for public comment.
Motsoaledi also said the establishment of the Border Management Authority (BMA) was not to prevent people from coming into the country. He said:

People like to misconstrue facts that we established the BMA to stop people from coming into South Africa.
We’re not doing anything of that sort. All we’re doing is that people must come into the country illegally.
All we are doing is, people must come into the country legally. Our problem here is illegality.
The Border Management Authority Act must be reviewed so that we align it with the Immigration, Citizenship Act as a new policy framework, because they were all passed differently at different times, without referral to each other.

President Cyril Ramaphosa of South Africa has declared 15 December 2023 a public holiday to celebrate the country’s Springboks’ victory at the 2023 Rugby World Cup at the weekend.

A 36-year-old Zimbabwean man was allegedly stabbed to death with a sharp object in the street in South Africa on Monday.
The murder occurred on a street at Lepakeng, in Seshego, outside Polokwane.

It is alleged that one of the residents was walking along the street at Lepakeng next to a tavern when she heard someone screaming for assistance and went closer to investigate.
The woman found one male lying on the street bleeding, with a stab wound on the upper body and she immediately summoned the police and members of the emergency medical services (EMS).

Ledwaba said the police and the EMS “quickly responded” but upon their arrival, the stabbing victim was certified dead at the scene. Said Ledwaba:

Zimbabwean Man (36) Brutally Murdered In Limpopo, South Africa

South African opposition politician Gayton Mackenzie has urged the Department of Home Affairs to deal with Zimbabweans resident in that country who will protest against the results of Zimbabwe’s Harmonised Elections.
Mackenzie, who is the leader of the Patriot Alliance (PA), said the Department of Home Affairs should deport all Zimbabwean nationals in South Africa who have vowed to march to their embassy to protest against election results from the 23 August Harmonised Elections. He said:

The general feeling is that the elections were rigged, unfair, and unequally conducted.
President Emmerson Mnangagwa was declared the winner of the presidential race and his ZANU PF party won the majority of seats in the National Assembly.
Mackenzie said Zimbabwean nationals who chose to protest in South Africa against Mnangagwa and ZANU PF are “cowards”. He said:

The South African President, Cyril Ramaphosa, has congratulated Zimbabwe for successfully holding general elections “under a difficult economic environment”.
In a statement, Ramaphosa said he has taken note of preliminary pronouncements by various election observer missions, and urged Zimbabweans to work together for peace and development. Reads the statement:

The Republic of South Africa congratulates the government and the people of The Republic of Zimbabwe for organizing and holding the harmonised elections to elect the President, National Assembly and Local government representatives, which took place on 23 and 24 August 2023.
South Africa is conscious that these elections took place under a difficult economic environment due to the burdening sanctions that the people of Zimbabwe continue to unjustly endure.
Furthermore, South Africa has taken note of the preliminary pronouncements by the invited International Observers Missions including the African Union (AU) and the South African Development Community (SEOM) Observer Missions.
South Africa calls on all the parties in Zimbabwe to work in unison in sustaining peace and work towards development and shared prosperity in the country.

South Africa Congratulates Zimbabwe For Successfully Holding Elections

During the XV BRICS Summit held in Johannesburg, South African President Cyril Ramaphosa announced that the BRICS bloc, consisting of Brazil, Russia, India, China, and South Africa, has made the decision to extend invitations to six countries to join the bloc as new members. These countries are Argentina, Egypt, Iran, Ethiopia, Saudi Arabia, and the United Arab Emirates. This expansion of the BRICS organization is part of its strategic plan for growth.
At the summit, the BRICS leaders adopted the Johannesburg II Declaration, which outlines their shared vision and commitments. Effective January 2024, Argentina, Egypt, Ethiopia, Iran, Saudi Arabia, and the United Arab Emirates have been formally admitted as members of the BRICS bloc.
The topic of expanding the BRICS bloc has been a prominent issue on the summit’s agenda, with discussions held over the course of the three-day event in Johannesburg. While all BRICS members have expressed public support for the expansion, differences among the leaders have arisen regarding the extent and pace of the enlargement process.
In June of this year, President Emmerson Mnangagwa announced that Zimbabwe had submitted a request to join the BRICS New Development Bank (NDB) and anticipated receiving support from Russia. The President made this statement during a bilateral meeting with Russian President Vladimir Putin in St. Petersburg, Russia, as part of his attendance at the second Russia-Africa Economic and Humanitarian Forum. The NDB, established in 2015 by the BRICS countries serves as a multilateral financial institution aimed at financing infrastructure and sustainable development projects in BRICS nations, as well as other emerging market economies and developing countries.
This is happening when Zimbabwe’s access to credit has significantly reduced in the past twenty years, leaving the country with limited financial flexibility. International financial institutions such as the IMF and the World Bank, which are part of the Breton Woods institutions, halted lending to Zimbabwe in the early 2000s due to its substantial debt. Despite Zimbabwe’s repayment to the IMF, the institution declined to provide further financial assistance, stating that the country still had outstanding debts with other financial institutions. As a result, Zimbabwe’s options for obtaining credit have been severely constrained, putting significant pressure on its fiscal capabilities.

BRICS Add 6 More Countries To The Bloc

The South African government has agreed to execute the International Criminal Court (ICC) arrest warrant against Russian President Vladimir Putin if he ever sets foot in the country. The Department of Justice has also agreed to pay the costs of the legal application launched by the DA to compel the government to arrest Putin if he were to attend the BRICS summit in Johannesburg.
This decision comes after the government announced that Putin would not physically attend the summit and would participate virtually. The Presidency’s statement confirmed that by mutual agreement, Putin would not attend and that the Russian Federation will be represented by Foreign Minister Sergey Lavrov. Reads the Presidency’s statement:

The International Criminal Court issued a warrant of arrest for Putin for alleged war crimes in his invasion of Ukraine. By law, South Africa would have had to arrest him if he entered the country.
The Democratic Alliance (DA), a South African political party, went to the Gauteng High Court to force the government to commit to arresting Putin. As a result, the government has agreed to execute the ICC arrest warrant against Putin if he ever sets foot in South Africa.

South Africa Agrees To Execute ICC Warrant Of Arrest Against Putin

Twenty-four (24) people died of suspected gas inhalation at the Angelo informal settlement in Boksburg, South Africa on Wednesday night.
<a href="https://www.timeslive.co.za/news/south-africa/2023-07-05-breaking-over-a-dozen-dead-from-suspected-gas-inhalation-at-angelo-informal-settlement-in-boksburg/">TimesLIVE</a> reported that nitrate oxide was believed to have leaked from a gas cylinder used by illegal miners who operate from a shack in the informal settlement.
Ekurhuleni EMS spokesperson William Ntladi said officials were still searching for more bodies at the scene. He said:

The search and recovery team is searching the shacks in and around the area where the cylinder was to verify if there are other casualties.
</blockquote>
Ntladi said at the time the paramedics arrived on the scene, all of those affected by the gas had already died.
He said it was unclear when the gas began leaking but when emergency workers were called to the scene at around 8 PM, the cylinder was already empty.

24 People Killed In Gas Leak In South Africa

South Africa’s Department of International Relations and Cooperation Deputy Director-General Public Policy, Clayson Monyela said that South Africa has noted a letter by four United States legislators to the country’s Secretary of State Anton Blinken.
In the letter, dated 09 June 2023, the four Congressmen asked that this year’s African Growth and Opportunity Act (AGOA) summit be moved away from South Africa, accusing Pretoria of supporting Russia militarily amid the ongoing war in Ukraine.
Posting on Twitter, this Tuesday, Monyela said that there is no decision by the United States Government to move the AGOA Forum from South Africa. <a href="https://twitter.com/ClaysonMonyela/status/1668553853480968192?s=20">He said</a>:

The United States has accused South Africa of shipping weapons to Russia in December last year. Wrote the U.S. legislators:

No Decision By United States To Move AGOA Forum From SA - Monyela

A group of both US Democratic and Republican lawmakers has asked the White House to move this year’s African Growth and Opportunity Act (AGOA) summit away from South Africa.
They are accusing the South African Government of deepening its military relationship with Russia amid the ongoing war in Ukraine.
AGOA gives duty-free access to 25% of South African exports to the United States of America.
A letter dated 09 June addressed to US Secretary of State Antony Blinken, Trade Representative Katherine Tai and National Security Advisor Jacob Sullivan, by the group reads:

Dear Secretary Blinken, Ambassador Tai, and Mr. Sullivan:
The African Growth and Opportunity Act (AGOA) is the cornerstone of the United States’ economic relationship with Sub-Saharan Africa, enabling deeper commercial ties and strengthening U.S. relationships with the region.
We strongly support this program, and support its reauthorization well ahead of its expiration in 2025.
The annual AGOA Forum offers an important opportunity for U.S. and African leaders to bolster economic and diplomatic relations, and we support your continued work to convene a forum in Africa this year.
However, we wish to express serious concerns with the current plans to host this year’s AGOA Forum in South Africa.
South Africa’s government has formally taken a neutral stance on Russia’s unlawful invasion of Ukraine but has deepened its military relationship with Russia over the past year.
Late last year, a Russian cargo vessel subject to U.S. sanctions docked in South Africa’s largest naval port, and intelligence suggests that the South African government used this opportunity to covertly supply Russia with arms and ammunition that could be used in its illegal war in Ukraine.
In February, South Africa held joint military exercises with Russia and China, and in April, authorized a Russian military cargo plane also subject to U.S. sanctions to land at a South African air force base.
On top of this, in August, South Africa will host the BRICS Summit where the government aims to strengthen its ties with China and Russia and is working to facilitate the participation of Russian President Vladimir Putin, despite the outstanding arrest warrant issued by the International Criminal Court (ICC).
We are seriously concerned that hosting the 2023 AGOA Forum in South Africa would serve as an implicit endorsement of South Africa’s damaging support for Russia’s invasion of Ukraine and possible violation of U.S. sanctions law.
Further, these actions by South Africa call into question its eligibility for trade benefits under AGOA due to the statutory requirement that beneficiary countries “not engage in activities that undermine United States national security or foreign policy interests.”
While we understand that the AGOA eligibility review process for 2024 is underway and that decisions have not yet been made, we question whether a country in danger of losing AGOA benefits should have the privilege of hosting the 2023 AGOA Forum.
Our concerns are shared by many South African citizens and businesses, who are increasingly vocal about deteriorating conditions in the country.
We encourage you to explore other possible locations to host this year’s forum: we believe it is important that the forum takes place this year and that it be held in Africa, continuing the tradition of alternating the forum’s location between the United States and an AGOA-eligible country.
If South Africa continues to demonstrate support for Russia in its unlawful invasion of Ukraine, then hosting the forum in another country in Sub-Saharan Africa would send a clear and important message that the United States continues to stand with Ukraine and will not accept our trading partners provision of aid to Russia’s ongoing and brutal invasion.

Top United States Lawmakers Demand South Africa Be Punished For Alleged Russian Support

South Africa’s Finance Minister Enoch Godongwana said that his country supports Zimbabwe’s implementation of key reforms to resolve its debt problems.
Gondongwana presented a message of support during a round-table meeting on Zimbabwe’s debt arrears clearance at the African Development Bank (AfDB)’s 2023 annual meetings on Wednesday.
He said any challenge faced by Zimbabwe will also affect South Africa’s economy, hence the need to resolve Zimbabwe’s debt crisis and end economic sanctions. <a href="https://www.businesslive.co.za/bd/national/2023-05-25-zimbabwe-to-implement-reforms-critical-to-resolving-debt-and-arrears/">Said Gondongwana</a>:

All of us are concerned about Zimbabwe. Economic sanctions continue to place Zimbabwe further into unsustainable debt. We support this [debt reforms] initiative with all our effort.

In February this year, President Emmerson Mnangagwa said the Government was committed to a plan to clear more than US$6 billion of external debt arrears which were hindering its access to international loans.
Zimbabwe had more than US$14 billion in external debt as of September 2022 and has been unable to secure loans from the likes of the International Monetary Fund in more than twenty years, due to its arrears.
Zimbabwe, together with the AfDB and other development partners is working on a process to clear its debts and arrears.

All Of Us Are Concerned About Zimbabwe - SA Finance Minister

United States (US) ambassador to South Africa Reuben Brigety has confirmed meeting International Relations Minister Naledi Pandor but stopped short of apologising for his claims that South Africa sold arms and ammunition to Russia in December 2022.
This is despite Department of International Relations and Cooperation (DIRCO) spokesperson Clayson Monyela saying Brigety had “apologised unreservedly” for his remarks.
In <a href="https://twitter.com/USAmbRSA/status/1657128120640520193?s=20">a tweet posted</a> about two hours after Monyela <a href="https://twitter.com/ClaysonMonyela/status/1657097215150546952?s=20">had tweeted</a> about the meeting on Friday night, Brigety said he had the chance to “correct misimpressions left by his public remarks” reaffirming the strong ties between South Africa and the United States. He wrote:

I was grateful for the opportunity to speak with Foreign Minister Pandor this evening and correct any misimpressions left by my public remarks.
In our conversation, I reaffirmed the strong partnership between our two countries and the important agenda our Presidents have given us.

South Africa is the United States’ largest trading partner in Africa, with billions of dollars worth of trade between the two countries.
It is feared that the straining of relations between the two countries could spell economic trouble, especially for South Africa’s emerging markets.
Brigety is yet to provide concrete proof of his claims that South Africa armed Russia for its invasion of Ukraine.
If it is proved that South Africa provided arms to Russia to aid the ongoing invasion of Ukraine, there are fears that South Africa faces a risk of heavy sanctions by the US.
South Africa has a relatively well-developed defence industry, with a number of companies involved in the design, manufacture and maintenance of military equipment.
Some of the major players in South Africa’s defence industry include:

<li>Denel, which is a state-owned company involved in the production of artillery, munitions, and missile technology; </li>
<li>Armscor, which is responsible for the procurement and management of defence equipment for the South African National Defence Force (SANDF);</li>

US Ambassador Hails Meeting With SA's Pandor But Silent On Apology

South Africa’s Department of International Relations and Cooperation (DIRCO) said United States ambassador Reuben Brigety has apologised for allegations he made against the southern African country on Thursday.
Brigety was summoned by Minister Naledi Pandor on Friday night and rebuked for his public comments that South Africa had supplied Russia with arms and ammunition to aid the ongoing invasion of Ukraine.
In a statement posted on Twitter on Friday night, DIRCO spokesperson Clayson Monyela said Brigety has since apologised for the claims. He wrote:

The meeting between USA Ambassador to South Africa @ReubenBrigety and @DIRCO_ZA took place this afternoon.
We conveyed our displeasure with his conduct and he admitted that he crossed the line and apologised unreservedly.
The relations between the USA &amp; South Africa are cordial, strong, and mutually beneficial.
We reaffirmed our commitment to continue to work together for the benefit of the people of the two countries.
There’s a commitment to use established diplomatic channels to raise whatever issue may arise in the management of the bilateral relations between the two countries.
Minister Naledi Pandor also spoke to her counterpart, Secretary @SecBlinke. As previously stated, the National Conventional Arms Control Committee has not approved any sale of arms to Russia related to the period and incident in question.
The inquiry initiated by HE President Cyril Ramaphosa will be a platform to establish facts and role players in the incident in question. Anyone found to have broken the law will face consequences.

President Cyril Ramaphosa has instituted an inquiry to be led by a retired judge to investigate the allegations raised by the American diplomat. Added Monyela:

The South African currency, the rand crashed against the US dollar after Brigety’s allegations.
He claimed that the weapons and ammunition were loaded onto a Russian ship that docked at the Simon’s Town naval base in Cape Town in December last year.
The rand hit R19.32 against the US dollar – close to its previous record low, reached in 2020.

United States Ambassador Apologises To SA For Russian Arms Sale Allegations

South Africa has criticised the United States for alleging that a Russian ship, Lady R, was loaded with weapons while docked at Simon’s Town naval base in South Africa in December last year.

She castigated US ambassador to South Africa Reuben Brigety’s “megaphone diplomacy” approach.
Addressing the media in Pretoria on Thursday, Brigety alleged that Washington had established the vessel was loaded with weapons while docked at the naval base. Said Ntshavheni:

It doesn’t work. If the US has concerns about anything in South Africa, they are allowed to raise them — but the channel they need to contact is DIRCO [the Department of international relations and co-operation] to say these are the issues they have problems with because we have a relationship with the US.
… They have not done that. What was worrying is that the embassy once issued a terror alert, not only for the richest square mile in the African continent but at a period when there was a gay pride march scheduled.
If you know that on our continent we are faced with the challenges of homophobia … when you issue a terror alert based on not-ascertained information, you are saying the LGBTQI community are up for being targeted and anybody can do anything to them.
</blockquote>
Ntshavheni said the United States of America should respect South Africa’s sovereignty and not treat it as a client State. She said:

They don’t gather information to the extent that we gather, and did not compare notes to see whether what they had gathered was the same as ours.
We have co-operation on security matters, to share information, and they want to treat us as if we are one of their states. We are not.
We are a sovereign and republic state and we are not going to co-govern with the ambassador of the US.
</blockquote>
On Thursday, Brigety told a media briefing that the US believed weapons and ammunition had been loaded onto a Russian freighter that docked at a Cape Town naval base in December 2022.
Brigety said, “We are confident that weapons were loaded onto that vessel and I would bet my life on the accuracy of that assertion”.
Ntshavheni also said South Africa has no sanctions against Russia therefore the US should not drag South Africa into its issues with Russia and China.
