A report by Chinese media organisation Xinhua has alleged that traffic officers of the Zimbabwe Republic Police are using their own personal funds to pay for spikes. The officers are alleged to be paying $5 each for the spikes, which they use to stop motorists.
In an article titled “<a href="http://news.xinhuanet.com/english/2017-03/30/c_136171725.htm">Zimbabwe’s traffic police showered with cynicism from motorists</a>,” Xinhua says:
<blockquote>A policeman revealed to Xinhua Thursday that each officer even had the spikes done for 5 U.S. dollars with personal money.
Motorist Israel Mahachi said the zeal with which most traffic police officers had acquired the spikes had left many people suspicious.
“Why does a police officer use his or her own money to pay for something which should be provided by the employer, especially during these difficult times? Is it because it will be easy to recoup the expenses at roadblocks where corruption may take place?” Mahachi said.
…Sometimes they are willing to negotiate for downward reviews of the fines they impose on offending motorists, only this time the money does not find its way into state coffers.</blockquote>

ZRP officers paying $5 for spikes using personal funds

Obendingwa Mguni, the Deputy Minister of Homen Affairs says that police have a right to use spikes to control traffic. However, the deputy minister added that spikes should only be used to control traffic without endangering the welfare of motorists and passengers.
<blockquote>I have gone there to see for myself whether they throw or put the spikes. Just like the drums at roadblocks, I found that they put spikes.
It is this Parliament that has to educate the public to follow the rules that they are carrying people, they are carrying lives. You can’t run away from a $10 fine and run over the spike to sacrifice the life of everyone,</blockquote>
He added that it was illegal for the police to throw spikes at moving vehicles.

Police have right to use spikes: Deputy Minister Home affairs

Anti-riot police had to be called to protect their fellow officers from an angry mob in Bulawayo. This happened after a female officer had thrown spikes under a moving commuter omnibus which was full of passengers along Herbert Chitepo Street.
This infuriated the passengers, other motorists and touts threatened to beat up the police officer and her colleagues manning the road block. Sensing that the situation could escalate quickly the other police officers at the roadblock quickly called for reinforcements. The anti-riot police arrived and escorted their colleagues to the safety of Drill Hall Police Station.
The driver of the affected vehicle spoke to the Chronicle saying:
<blockquote>I was approaching the robots and was travelling at a speed not exceeding 20km/h. A female officer just threw the spikes under the right rear wheel. I was carrying passengers and we could be talking of deaths had I been speeding. This car has number plates, it’s a Tshova-Mubaiwa they could have traced me if I tried to escape but I was not escaping.
I asked them to explain why they threw the spikes but they could not justify the dangerous act. I don’t know the crime that I committed.</blockquote>

Anti-Riot Police save officer who threw spikes under full commuter omnibus from angry mob

The deputy minister of Home Affairs Obedingwa Mguni has said that police officers are justiffied in shooting perceived dangerous motorists or in damaging their vehicles.  <a href="http://www.pindula.co.zw/Zimbabwe_Republic_Police" target="_blank">ZRP</a> officer have come under fire for using baton sticks and throwing spikes at moving vehicles without regard for public safety.
Mguni refused to say whether these actions were lawful, but justified the actions saying it was too laborius for police to track or catch offenders.  In an interview with New Zimbabwe  Mguni  said:
<blockquote>What must they do if the taxi drivers are running away, shoot them?
Even to shoot a person is unlawful but if that person is dangerous and can kill four people you will end up doing it even if it is unlawful.
I am asking, do you have another way which is better to catch those criminals that are running away from police, knocking down the police because the police will stand in the middle of the road with a reflector and they will run on top of him.</blockquote>
