Elon Musk, CEO of SpaceX, announced that the company is working swiftly to increase Starlink’s internet capacity in dense urban areas in Africa.
This decision comes in response to the temporary halt of new Starlink sign-ups in several African urban centres due to overwhelming demand.
Starlink reported that these regions had reached network capacity, leading to the suspension of new user registrations.
Musk said African users residing outside city centres can still sign up for the service, as there is significant capacity available in these areas. Musk wrote on X:

Please note that there is still significant capacity outside of city centers.

This development comes as Starlink’s residential service has sold out in Bulawayo, just a week after the internet service provider announced that the city centre and surrounding areas had reached full capacity.
Harare reached capacity a few weeks ago for the SpaceX product, and Bulawayo follows suit as users seek what they consider an affordable and fast internet connection.
According to the Starlink map on its website, Bulawayo is now marked as sold out. This designation indicates that the internet service capacity has been fully utilised in specific areas, particularly in densely populated cities.
As a result, customers can place orders but will enter a queue until the capacity for the low-orbit satellites can be increased.
Meanwhile, Elon Musk has not provided a specific timeline for when this increased capacity will be available.

Elon Musk Pledges To Boost Starlink Capacity In African Cities Amid Soaring Demand

Five men were arrested in Harare on Saturday allegedly for possessing Starlink kits without a valid licence, reported <a href="https://www.herald.co.zw/five-arrested-in-harare-for-illegally-selling-starlink-kits/">The Herald</a>.
The suspects are Polite Jamba (28), Ngoni Mandiwo (29), Denver Ndebele (26), Tinotenda Vambe (26), and Lennin Mhiripiri (26). They are scheduled to appear in Court this Monday.
According to a police report, detectives from the Criminal Investigations Department (CID) Highlands received information that the two accused persons, Ndebele and Mandiwo, were selling Starlink kits at shop number 1 Easy Walk Mall in the CBD.
Acting on a tip-off, the detectives went to the specified address and found the suspects in possession of two Starlink Gen 2 kits without valid licenses.
The suspects were arrested and taken to CID Highlands for further processing. The total value of the seized goods is US$900. Reads the report:

On the same date the suspects, Jamba, Vambe and Mhiripiri were approached by detectives purporting to be potential customers and were found in possession of 1 by Starlink Mini kit without a licence and were arrested and escorted to CID Highlands for further management. Meanwhile, the Government has called on people who previously imported Starlink kits without a license to regularise their kits with licensed entities.
Aura Group and TelOne, are authorised to resell Starlink Low Earth Orbit internet constellation services in Zimbabwe.

Five Arrested In Harare For Illegally Selling Starlink Kits

The Minister of Information Communication Technology (ICT), Postal and Courier Services, Tatenda Mavetera, said that Starlink’s entry into Zimbabwe will promote economic development in marginalised communities by providing access to high-speed internet.
The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has licensed several firms, including state-owned TelOne, Frampol, Dandemutande, and Paratus, as resellers of Starlink services in the country.
Currently, Aura Group and TelOne are the only local companies approved by POTRAZ to resell Starlink devices.
Speaking at the at the launch of Aura Group’s Starlink reseller partnership in Harare on Wednesday, 25 September, Mavetera said:

Today marks a very important step in our telecommunications journey as a country, as we gather here to see the launch of a partnership between Starlink and Aura Group, a local company.
The introduction of low-orbit satellite technology, such as that which is being deployed by Starlink, represents a transformative opportunity for Zimbabwe’s underserved and marginalised communities.
This will foster economic development in areas that would previously be hindered by inadequate connectivity.
We realise that there is quite minimal connectivity in the rural areas. As government, we are there to make sure that we progress by us making sure that we avail connectivity, especially in the rural areas.

Speaking at the same event, Aura Group CEO Samuelle Dimairho said that their partnership with Starlink will serve as a catalyst for empowering underserved communities.
He said this collaboration aims to improve healthcare services, enhance food security, expand access to information, and support value addition and beneficiation across various technologies—all made possible through affordable, high-speed internet. Added Dimairho:

Starlink A Game Changer In Zimbabwe's Marginalised Communities - Minister Mavetera

The Zimbabwean government has said Starlink will not receive any special treatment and will be taxed like local internet service providers and mobile network operators.
During a post-Cabinet media briefing in Harare on Tuesday, Information Communication Technology, Postal and Courier Services Minister Tatenda Mavetera said:

When it comes to taxes, they are all the same. Whatever is going to apply to local ISPs is also going to apply to Starlink. That is why you see us penalising them if they are not providing efficient connectivity.

Earlier this month, Mavetera announced that the government would impose fines ranging from $200 to $5,000 for telecommunications companies and internet providers that fail to deliver reliable service.
Willard Shoko, an independent high-speed internet consultant, <a href="https://www.voanews.com/a/zimbabwe-rolls-out-hefty-fines-for-poor-telecommunication-services/7778769.html">said that these new fines could lead to a stronger telecommunications industry</a> capable of competing across the southern African region. Said Shoko:

The motive behind that is to improve internet for the end user. But I think they should also consider improving the infrastructure sharing and also collaboration to improve internet, not only for the region but also for Zimbabwe, because this is the foundation of the digital economy.
Meanwhile, Starlink which went live in the country early this month, is expected to improve connectivity in the country as the nation is grappling with inconsistent internet access, particularly in rural areas, where traditional internet infrastructure has been lacking.

So far, several local companies, including TelOne, Aura, Dandemutande, and Frampol, have been approved by Starlink as kit resellers.
However, despite Dandemutande and Frampol achieving Starlink Authorized Reseller status, <a href="https://www.techzim.co.zw/2024/09/potraz-bans-authorised-starlink-resellers-frampol-dandemutande-from-advertising-and-selling-starlink/">the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has not granted them the necessary clearance</a> to sell Starlink services.
As a result, these authorised resellers are unable to operate in Zimbabwe. The only companies currently permitted to sell Starlink services are Aura, TelOne, and Starlink Zimbabwe itself.
When POTRAZ announced the approval of the Starlink license earlier this month, it also banned the sale of Starlink services in Zimbabwe without its clearance.

This development ones after Aura Group on Monday announced that it is now an officially licensed reseller of Starlink.
The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) recently warned that selling or distributing Starlink user terminals without appropriate authorisation and clearance is a criminal offence.
TelOne offers traditional landline services to residential and business customers as well as broadband and dial-up internet services, including ADSL and fibre optic connections.
Although primarily known for fixed-line services, TelOne has ventured into mobile solutions, including mobile internet services.
It also offers various data solutions for businesses, including leased lines and data hosting.

TelOne Now An Authorised Reseller For Starlink

<a href="https://techzm.co.zw/starlink">Starlink</a> has now launched in Zimbabwe. The satellite internet company’s global availability map was updated on Friday night to show that its service is now live in Zimbabwe.
Zimbabweans can now buy the service directly from Starlink on its <a href="https://starlink.com">website</a>, or from local authorised resellers in the country.
The internet service’s availability in Zimbabwe was awaited for months owing to the expensive internet prices in the country by established providers. Zimbabwe’s launch follows hard on the heels of the Botswana launch earlier in the week.
<h2>Starlink Prices in Zimbabwe</h2>
The Starlink website shows that the standard kit can be bought for US $350. The Starlink Mini kit can be bought for $200.
The monthly subscription for the service is $50 for the basic residential unlimited data package. For the Starlink mini package, the monthly subscription is US $30 a month.
The local Authorised partner that has been announced so far in Zimbabwe is a company called Frampol.
<h2>How Starlink works</h2>
Starlink uses a satellite system to provide internet. When you buy the kit, you install it by pointing its dish to the sky the same way a DStv dish is installed. Because it uses satellites, like DStv it can be installed at any location where there is a clear view of the sky.
The monthly internet subscriptions for Starlink can be made online using a prepaid Visa or Mastercard debit card in Zimbabwe. Payment can also be made to local Starlink authorised resellers.
The service has unlimited data, which means that once the subscription of $50 has been paid, one can use as much internet as they want. This makes it ideal for families, small businesses, schools, mines, farms, and tourism destinations in remote places where network coverage has traditionally been a challenge.
<h2>Competing Services from other internet providers</h2>
Established internet providers in Zimbabwe have in recent months revised their prices and packages in anticipation of the Starlink launch.
Econet, the largest mobile internet provider in the country, now has<a href="https://www.techzim.co.zw/2024/08/econet-smartbiz-why-its-popular-package-prices-where-to-buy-and-starlink-comparison/"> an LTE unlimited data service for $45 a month</a>. Utande, Liquid, TelOne, Powertel, and Telco have also introduced promotional packages to prepare for the touch competition.
It is however ultimately difficult for established providers to compete due to Starlink’s satellite infrastructure giving it global network coverage anywhere a customer may be. 
Liquid and TelOne have announced that they are working on offering their own satellite powered internet services in the future.

This appears to contradict a previous announcement made by President Emmerson Mnangagwa on May 25th, where he stated that IMC Communications, which is linked to businessman Wicknell Chivayo, had been approved as the “sole and exclusive local partner” for Starlink in Zimbabwe.
Machengete’s comments suggest that the President’s statement may have been inaccurate or incomplete, as POTRAZ has not granted any ISP an exclusive partnership with Starlink. Said Machengete:

POTRAZ has over the years granted licences to ISPs such as DFA Zimbabwe, ZOL, Utande, Powertel, Liquid Intelligent and TelOne, among others.
Machengete asserted that none of the ISPs holds a licence with sole or exclusivity rights for any internet services because that would violate the country’s competition laws. He said:
An ISP licence is an internet service provider’s licence. Several others already have the licences.
In our licence categories, we have no licences for exclusivity. Our licences are not technology-specific, in this case, the service that we are licensing is internet service provision.
This means that anyone who has our licence, if it is an ISP, that person can go to Starlink, that person can go to Liquid, that person can use any technology.

In an interview with <a href="https://www.herald.co.zw/potraz-approves-imcs-internet-service-license/">The Herald</a> on Thursday, IMC Managing Director Denny Marandure said Zimbabwe was now “set to witness a mammoth digital revolution” after the company was officially granted the ISP (Internet Service Provider) operating license. Said Marandure:

This is no doubt a game changer for customers where other internet solutions are either unattainable or cost-prohibitive.

POTRAZ Director General Gift Machengete confirmed that the regulator had approved the application by IMC Communications for the ISP licence.
The Herald reported sources as saying IMC has paid a one-time permit fee of US$575,000 to operate in Zimbabwe.
In addition, IMC will be required to pay an annual licensing fee equivalent to 2% of its gross turnover, as well as a 1.5% universal services fund (USF) contribution based on its total revenue.
POTRAZ is said to be in the advanced stages of processing a license application for Starlink after the company paid the initial application fees.

POTRAZ Approves Starlink Partner, IMC's Internet Service Licence Application

The Postal and Telecommunication and Regulatory Authority of Zimbabwe (POTRAZ) says internet service provider Starlink plans to roll out its service in Zimbabwe during the third quarter of this year.
In an interview with <a href="https://www.herald.co.zw/starlink-to-roll-out-in-third-quarter/">The Herald</a>, POTRAZ director general, Gift Machengete, said satellite services will enable remote parts of the country to access the internet. He said:

About Starlink, they have indicated in their application that they will roll out service in the third quarter of the year.
That is what they have said. In their application, they will provide backhauling connectivity and they can also enter into commercial arrangements with local players…
Satellite service providers provide high-speed internet services. There will be areas where they will be providing services that have not had the service, like the rural areas, where there is no optic fibre.

Backhaul refers to the set of copper, fibre, or wireless links that connect the core (or backbone) networks with smaller subnetworks at the network’s edge and these connections allow users to access the internet by connecting to the subnetwork.
The primary role of backhaul is to expand network coverage and facilitate high-speed data transmission.
In an interview with State media at the weekend, Information, Communication and Technology, Postal and Courier Services Minister, Tatenda Mavetera, said:

There will be better service delivery by the Government — in schools and hospitals, the Government has an opportunity now to provide Internet coverage in remote places at a lower cost.

Starlink To Roll Out In Third Quarter - POTRAZ

The government has officially granted Starlink, a satellite internet service provider owned by Elon Musk’s SpaceX, an operation license to operate in Zimbabwe.
Starlink will provide the service in Zimbabwe through its sole and exclusive local partner IMC Communications which is owned by ex-convict Wicknell Chivayo, according to <a href="https://x.com/zimlive/status/1794353558147805515">ZimLive</a>.
In a statement issued this Saturday, 25 May, President Emmerson Mnangagwa said the licensing of Starlik demonstrates his administration’s commitment to providing an environment where investment in technology is promoted. Reads the statement:

One of the strategic pillars that anchor the 2nd Republic’s developmental agenda under Vision 2030 is innovation, science and technology.
Prioritisation of the digital economy and the emerging importance of technology in our day-to-day activities requires Government to lead from the front in providing an environment where investment in technology is promoted.
In this vein, I’m pleased to announce that I have approved the licensing of Starlink by POTRAZ to provide advanced internet and related digital processing services in Zimbabwe through its sole and exclusive local partner, IMC Communications (Pvt) Ltd.
Starlink @Starlink is a Low Earth Orbit (LEO) Satellite operator wholly owned by global conglomerate Space X led by prominent multi-billionaire @ElonMusk.
The entry by Starlink in the digital telecommunications space in Zimbabwe is expected to result in the deployment of high-speed, low-cost, LEO internet infrastructure throughout Zimbabwe and particularly in all the rural areas.

Elon Musk's Starlink Granted Operating Licence In Zimbabwe

The Minister of Information Communication Technology, Postal and Courier Services Tatenda Mavetera says they are waiting for the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) to complete assessing Starlink’s application to operate in the country, reported <a href="https://www.newsday.co.zw/local-news/article/200026881/potraz-assessing-starlinks-application-mavetera">NewsDay</a>.
Responding to legislators during a question and answer session in Parliament recently, Mavetera said the government welcomes new technologies as they are critical for development. She said:

For the one that we spoke about, of course, it is a specific question but it is quite an issue that everyone would want to hear about.
Starlink has applied and we are waiting for POTRAZ to finalise the licensing after that we can be able to see it coming through.
Some individuals have been using Starlink besides it not being licenced and several arrests have since been made and offenders have been charged with contravening provisions of the Postal and Telecommunications Act.

In March, a Victoria Falls-based company, Zambezi Boutique Private Limited was ordered to pay a US$500 fine by a Victoria Falls Magistrate for using Starlink internet services.
The company was charged with contravening the Postal and Telecommunications Act Chapter 12:05 i.e. “possession, control or operate a radio station without a radio station license.”
In February, a Chinese mining company operating in Mashonaland Central Province was fined US$700 for using Starlink.
San He Mining company in Guruve was ordered to pay a US$700 fine by a Bindura Magistrate for contravening the Postal and Telecommunication Act.

POTRAZ Assessing Starlink's Application - Minister Mavetera

Global satellite internet provider, Starlink, has applied to operate in Zimbabwe, the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has confirmed.
Earlier this month, the government of Zimbabwe instructed Starlink to shut down services as it had not been licenced to operate in the country.
Users of the service subsequently received an email from the satellite internet service provider, advising them it had been directed to disable services.
Speaking during a question and answer session on Tuesday at a business function organised by the Ministry of Information Communication Technology (ICTs), Postal and Courier Services on the sidelines of the ongoing 64th edition of the Zimbabwe International Trade Fair (ZITF), POTRAZ director-general Gift Machengete said (<a href="https://www.herald.co.zw/starlink-applies-for-zim-licence/">via The Herald</a>):

Then, why is Starlink not operating right now? The simple answer is Starlink had not applied and we would be foolish to go then and say come and apply, please.
Now they have come to apply and we are in the process of looking at their application.
We are also a regulator, we need to see how we regulate them. We also have to look at consumer and data protection.
But, currently, we are in the process of looking at their application.

He admitted that POTRAZ had instructed Starlink to switch off users in Zimbabwe saying they were breaking the law. Said Machengete:

So, in short, we have not banned them. What we have just done is that those who have been using Starlink terminals were asked to have Starlink switch them off because we cannot allow illegality.
I think they have been switched off and maybe there is some outcry. But, you see those were illegal and they will be regularised when they are licenced.
Let me explain that at POTRAZ we are the licencing authority for telecommunications and we actually have a licencing framework and that framework is a converged framework whereby we check if the technology that you bring is not relevant, it is technology neutral and to reinforce that we already had geostationary satellites.
We already have geostationary satellites licenced so there is no way we would then be blocking Starlink because we are technology-neutral.

To use Starlink, Zimbabweans were mostly buying the kits from unofficial importers of the kits who brought them in from countries where the service is sold legally (like Mozambique, Zambia, Eswatini etc..).
Depending on the seller, the prices would range from about $600 to $1500. Installing the kit is generally easy and to operate it in Zimbabwe, they set their account to a roaming service.
The price of unlimited internet from Starlink with the roaming is about US $38, which customers would pay to the company directly.
Ultimately, the service was popular in Zimbabwe because the price of an unlimited internet package by the country’s internet providers is at least US$140.
That and the fact that Starlink can work anywhere in the country – even the remotest pockets of the country where people there’s no infrastructure for other types of connectivity.
An estimated 5,000 Starlink terminals are believed to have been brought into Zimbabwe by the time POTRAZ blocked the service in the country.

Starlink Submits Application To Operate In Zimbabwe

Starlink is shutting down its services in Zimbabwe. Technology publication, Techzim, has reported that people using Starlink received an email today telling them the <a href="https://www.techzim.co.zw/2024/04/breaking-news-starlink-instructed-to-shut-down-in-zimbabwe-by-regulator-potraz/">Zimbabwean  government has demanded that the service be shut down</a>.

According to the Techzim report, Starlink has about an estimated 5,000 users of the service in the country. 
In February, the telecoms regulator in Zimbabwe POTRAZ, said that while Starlink had expressed interest in getting a license to  operate in Zimbabwe, it <a href="https://www.pindula.co.zw/2024/02/26/potraz-says-starlink-has-not-applied-for-operating-licence/">had actually not applied for one</a>. Users of the service were therefore essentially breaking the law.
Last month, reports suggested that government was holding <a href="https://www.pindula.co.zw/2024/03/13/zimbabwe-engages-starlink-internet-service-provider-report/">meetings with officials from Starlink over licensing of the service in Zimbabwe</a>.
Pindula spoke to one user familiar with the situation who commented on how such a shut down works:

So what this means is that Starlink are not able to offer service to their customers in Zimbabwe.
If someome who has a Starlink kit travels to Zimbabwe, Starlink are not in a position to offer service.
If the user goes somewhere else, like any of the countries they’re registered in (Mozambique, Malawi, Zambia, Eswatini, Rwanda, Nigeria, Kenya, etc) or any other country that they’re not banned in (Botswana, South Africa, Namibia, Angola, etc) then the device will work

Zimbabwean users are not the first to receive such a notice from Starlink. Reports last month suggest users in DRC also had their Starlink terminals shut down in similar circumstances.
Starlink offers the cheapest means to communicate to the internet in Zimbabwe. At roughly $38 a month, its users get unlimited access to the internet.

Starlink Shutting Down Internet Services in Zimbabwe, Following Government Directive

The Postal and Telecommunication Regulatory Authority of Zimbabwe (POTRAZ) has said there are a lot of misconceptions about data tariffs in the country.
This follows recent social media posts claiming that Zimbabwe’s data costs are higher than those of neighbouring nations.
In a statement, POTRAZ director-general Gift Machengete said POTRAZ evaluates tariffs based on out-of-bundle charges or headline tariffs.
He said these reflect the actual cost of providing services and help balance affordability and operator viability. Said Machengete:

The Postal and Telecommunication Regulatory Authority of Zimbabwe would like to clarify the perception that tariffs are expensive in Zimbabwe when compared to regional peers.
This follows recent social media posts, some with unsubstantiated figures which portrayed Data / Internet services to be the highest in the region.
First, it is necessary to reveal that tariff comparisons that are done by POTRAZ are based on out of bundle tariffs or headline tariffs for the various offers in the region.
This is because out of bundle charges are more reflective of the cost of providing services, which enables the Authority to balance service affordability and operator viability. Hence it is the most objective criteria for comparison purposes.

Machengete argued that data bundles, often discounted and bundled with extras, do not accurately represent service costs, saying they serve promotional purposes, including customer acquisition and retention. He said:

The Authority refrains from using data bundles for comparison purposes as this may be misleading. This is because bundled services are normally discounted and may come with “freebies” and “fringes” whose intrinsic value may be cumbersome to quantify.
Hence bundled services do not necessarily reflect the cost of providing services but are promotional in nature as they are designed for business strategic reasons which include customer acquisition and retention, amongst others.

The POTRAZ boss also stated that when comparing services, it’s essential to consider the same type (e.g., mobile, fixed, or satellite data). Factors like speed, latency, validity period, and fair use policies impact service value. He said:

It is also important to compare like with like, such that if one is comparing mobile data, let it be so, without mixing up with fixed and satellite data service offerings, as the cost of providing the different types of services may differ, even within the same country.
Even when comparing fixed Internet/Data packages, it is necessary to consider factors such as speed, latency, validity period and fair use policies, which have a bearing on the value of service to consumers.

On the issue of Starlink, Machengete said POTRAZ is not blocking the internet service provider.
He said although Starlink has expressed interest in providing services in Zimbabwe, they have not completed the necessary licensing process. As a result, their current service offering in Zimbabwe is unauthorised.
Machengete warned that using Starlink in Zimbabwe without a valid license will violate the law and those who do so will face legal consequences. He said:

The Authority would like to categorically state that it is not blocking Starlink in anyway. POTRAZ would like to reveal that Starlink is not yet licensed to provide services in Zimbabwe.
They have expressed interest to offer services in Zimbabwe and have been provided with all the relevant information for them to apply. They have not yet done so.
This means that their service offering in Zimbabwe is illegal because for as long as they remain without a licence. 
Therefore, anyone found using Starlink in Zimbabwe will be in breach of the law and will face the consequences in accordance with the law. The public should be so guided.

He advised the public and stakeholders not to rely on flawed information aimed at unduly influencing policy and regulatory decisions but to verify details with POTRAZ to avoid panic.

POTRAZ Clarifies Data Costs And Starlink

The government appears to have made a U-turn on licencing Starlink amid revelations senior government officials are in talks with the internet service provider, reported <a href="https://www.newsday.co.zw/local-news/article/200024290/zim-in-starlink-u-turn-engages-satellite-internet-service-provider">NewsDay</a>.
Zimbabwe has not licensed Starlink to sell its product although several companies including parastatals and individuals already are using the service.
NewsDay reported a source close to the developments, as saying discussions between government representatives and officials from Starlink are currently underway. Said a source:

Government is now bringing in Starlink and they are meeting officials from Starlink. You can confirm with Information Communication Technology, Postal and Courier Services minister [Tatenda] Mavetera for more information. But she said that it is still confidential.

Asked about claims that the government was in talks with Starlink, Mavetera said:

Can you wait a bit to do that story, call me tomorrow [today], there is something that I am just waiting for. Maybe by Wednesday [today], I will be able to comment.

Sometime in September 2023, the Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) received a tip-off to the effect that the company was in possession of Starlink terminals.
Acting on the tip-off a team from POTRAZ together with the Police proceeded to the company premises where they were led to the terminal connection located at the reception area.
The General Manager of the company failed to produce a license authorizing them to possess, control or operate the equipment.
The company was sentenced to a fine of US$500 and the Starlink equipment was forfeited to the state.

Zambezi Boutique Fined US$500 For Using Starlink

Government-controlled media in Zimbabwe is illegally using Starlink, the satellite network run by Elon Musk’s private spaceflight company SpaceX for high-speed internet connectivity, reports claim.
An aerial photo has been circulating on social media platforms showing a Starlink antenna fixed on top of the publicly-owned Zimpapers headquarters at Herald House in central Harare.
A photo of a Starlink antenna fixed on a ZBC television production truck has also been circulating for several months.
Zimpapers is a publicly-owned publishing company which runs several newspapers, commercial printing services, a television channel (ZTN Prime), and a radio station.

The Postal and Telecommunications Regulatory Authority (POTRAZ) has banned the use of Starlink in Zimbabwe saying the service provider is yet to apply for an operating licence.

There are claims that corrupt public officials are protecting existing dominant telecommunication companies from competition for payment.

Zimbabwean Government Accused Of Hypocrisy Over The Use Of Starlink

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) says internet service provider Starlink has not applied for an operating licence.
Over the past several months, some individuals and companies have been advertising Starlink Internet services but POTRAZ warned that those caught distributing and advertising Starlink Internet Services’ gadgets will be arrested.
Many have already installed Starlink internet gadgets which provide cheap and fast-speed internet.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200023629/starlink-has-not-applied-for-operating-licence-potraz">NewsDay</a>, POTRAZ deputy director of economic tariffs and competition Vengesai Magadzire said the nation should know that Starlink is yet to submit its application papers.
Magadzire was addressing villagers in Chikomba West constituency during a consumer awareness campaign at the weekend. He said:

POTRAZ Says Starlink Has Not Applied For Operating Licence

Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) director-general Gift Machengete has warned companies illegally advertising and distributing internet services and gadgets from Starlink, which is not licenced to operate in Zimbabwe, that they will be prosecuted.
There has been an increase in the number of local businesses promoting Starlink on social media platforms, particularly Facebook.
Speaking in an interview with <a href="https://www.herald.co.zw/potraz-cracks-down-on-starlink-traders/">The Herald</a>, Machengete revealed that an illegal commercial courier, Macrotop Zim (Pvt) Ltd based in Msasa, was arrested recently after the company was caught delivering Starlink kits to customers.
The company has reportedly been delivering the parcels to customers after the production of proof of payment at its headquarters in Harare CBD.
POTRAZ confiscated two customer receipts after being produced as proof of payment to collect parcels.
The company was reportedly found with items labelled with the customers’ names and Zimbabwean contact telephone numbers.
Machengete said the parcels were ordered from China and destined for delivery in Zimbabwe. He said:

Either customers come personally to collect, or the parcels are delivered to their doorstep.
Paperwork is set to be done on Monday in preparation for a court appearance. Because the parcels were far too many, we seized only 10 parcels which we took to ZRP Licence Inspectorate.
We also took their health licence, and on Monday they are required to produce all the company documents at the police station.
We are now planning to come up with our POTRAZ seal which we will use to seal such premises when they have too many parcels for us to confiscate.
These traders who were selling Starlink products broke the law and they were arrested and they will be prosecuted because they did something that is against the law.
If you bring Starlink equipment here, you have not been authorised by Potraz as per the law.
If you are found with it you will be arrested. Starlink or any other satellite company is allowed to operate in Zimbabwe provided they are licenced.
You need a licence to operate in the telecommunications sector and that is the law.
We are waiting for Starlink to submit the relevant information that is required by the regulator.

Zimbabwe Intensifies Crackdown On Starlink Traders

The Minister of Information Communication Technology and Courier Services <a href="https://pindula.co.zw/Tatenda_Mavetera">Tatenda Mavetera</a> said that Starlink, a satellite internet provider, should adhere to Zimbabwe’s existing laws to be allowed to operate in the country, <a href="https://businesstimes.co.zw/adhere-to-zim-laws-minister-tells-starlink/">reported Business Times</a>.
Starlink is operated by American aerospace company SpaceX owned by billionaire Elon Musk.
Mavetera made the comments while responding to questions in the National Assembly last week.
She revealed that the Postal and Regulatory Authority of Zimbabwe (POTRAZ) was considering a proposal by Starlink to operate in Zimbabwe.
Former ICT Minister Supa Mandiwanzira who is also Nyanga South MP (ZANU PF), asked Mavetera how the Government was to deal with fake news and negativity on X, formerly Twitter, against the country’s leadership and the ZANU PF party.
On 10 October 2023, the European Union (EU) issued a warning to Musk over the alleged disinformation about the Hamas attack on Israel, including fake news and “repurposed old images”, on X.
Mandiwanzira asked whether the government will consider the complaint to Musk by the EU on misinformation peddled by X in licensing Starlink, or not. He said:
This concerns public statements made by the Ministry and POTRAZ, particularly with regards to the licensing of a service by Mr Elon Musk of Starlink.

Given what the EU did yesterday, that it wrote to Mr Musk expressing its disappointment with regards to one of Mr Musk’s channel which is X, previously known as Twitter where the EU complained about misinformation being peddled by Twitter.
…given the concerns raised by the EU regarding one of Mr Musk’s channels, if there is consideration by the Minister to equally express concern to Mr Musk, particularly with regards to the content disparaging of our leadership, our President, and sometimes our political party on X in Zimbabwe and whether actions by EU will be considered when deciding licensing of Starlink.

In response, Mavetera affirmed that Starlink, like any other company intending to operate in Zimbabwe, should follow the country’s laws. She said:

As Zimbabwe, we have a policy that is clear that we want to engage as a country and allow any people that would want to trade with us to do it quite openly.
Indeed, looking at Starlink, it is a company that has shown interest but for us as a ministry, we are waiting upon POTRAZ for them to also be guided by the regulation which guides us.
There is a need to follow all procedures and protocols and that is what we are waiting for. As for now, they have not paid the application fees for them to be able to say they are willing.
They have shown interest but they have not been able to adhere to our rules and regulations as a country.
Indeed, for us, we have policies like the Patriotic Bill that guide us. Any country that needs to deal with us needs to adhere to that and Starlink, the moment it will have to agree to our rules and regulations, it will be able to come and trade with us and go along with our laws as well.

Starlink Should Adhere To Zimbabwe's Laws, Says ICT Minister

The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has issued a warning to the public regarding the use of unauthorised satellite internet service in the country as SpaceX’s Starlink equipment trickle into the Zimbabwean market. The regulator said possessing or operating telecommunication equipment or systems without a valid license, certificate, or authorization from POTRAZ is considered a legal offence.
In a notice seen by Pindula News, POTRAZ outlined the licensing framework for satellite internet services in Zimbabwe. According to current regulations, satellite internet can be provided by public network operators or foreign-based satellite service providers/operators. Foreign providers can offer their services in Zimbabwe either through partnerships with licensed local network operators or by obtaining their own licenses.

<h3>Read the full statement below:</h3>
1) The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) regulates the provision of postal and telecommunications services in Zimbabwe. The mandate of POTRAZ includes licensing of postal and telecommunications service providers and enforcement of compliance with licence conditions and applicable laws for the sector. The licences are issued in terms of the Postal and Telecommunications Act [Chapter 12:05) (The Act), as read with the Postal and Telecommunications (Licensing, Registration and Certification) Regulations, 2021,
2) Under the current licensing framework, the provision of internet by means of satellite systems can be done by Public Network Operators or by foreign-based satellite service providers/operators. A foreign-based Satelite Service Provider/Operator can offer services in Zimbabwe using any of the following options: –
i) Through duly licensed Public Network Operators. Under this arrangement the Satellite Operator and the local network. Operators enter a Virtual Network Operator (VNO) agreement, that must be approved by the Authority, to ensure that the Public Network Operator meets legal and regulatory requirements stipulated in the licence.
ii) A Satellite Service Provider/Operator can apply for their own licence that would authorise them to provide services.
iii) End users can apply for private network licences which would authorise the utilisation of externally operated Satellite systems.
3) The Act prohibits the provision of telecommunication services or operation of telecommunication systems, including the possession or control of radio transmission equipment without a licence, certificate or authorisation expressly given by POTRAZ.
4) It has come to the attention of the Authority that there are entities masquerading as licensed satellite service Providers or local agents accredited to distribute customer premises equipment for the provision of satellite-based internet services to unsuspecting members of the public.
5) The public is reminded that only service providers who are licensed or authorised by POTRAZ are permitted at law to provide telecommunication services or distribute/install customer premises equipment for purposes of providing telecommunications services including satellite-based broadband internet services to customers or end-users.
6) The public is further reminded that local licensed Operators are only allowed to distribute satellite-based internet services if their VNO agreements have been approved by the Authority.
7) Being found in possession of or operating a telecommunication equipment/ system without a valid licence, certificate or authorisation from POTRAZ is a statutory offence punishable at law.

The anticipated launch of the satellite Internet service is scheduled to commence operation in April 2023 building on the momentum of its current launch in Nigeria, Africa’s largest market.
In the latest announcement, Francis Ngabo, CEO of Rwanda Space Agency, announced that granting SpaceX’s Starlink the license to operate in Rwanda marks a new milestone in the country’s journey to leverage space capabilities for national progress, <a href="https://billionaires.africa/2023/02/14/elon-musks-spacex-secures-license-to-launch-starlink-in-rwanda/">Billionaires Africa</a> reported.
Ngabo expressed confidence in Starlink’s potential to positively impact citizens and businesses, and enhance the country’s competitiveness in the global digital economy.

With Starlink’s launch in Africa in 2022, Elon Musk has stated that the satellite Internet provider will operate in any legal location on Earth.
Starlink’s technology provides high-speed, low-latency broadband Internet via a constellation of orbiting satellites.
In October 2022, Elon Musk announced the availability of satellite broadband service on all seven continents, after successful testing in Antarctica. 
SpaceX also plans to launch its satellite Internet service in Tanzania in the first quarter of 2023, subject to regulatory approval. The service will be available in Dar es Salaam, the capital city of Tanzania, and four other cities across the country.

Elon Musk's SpaceX Gets Licence To Launch Starlink In Rwanda

The <a href="https://www.pindula.co.zw/Postal_and_Telecommunications_Regulatory_Authority_of_Zimbabwe">Postal and Telecommunications Regulatory Authority of Zimbabwe POTRAZ)</a> has said Elon Musk hasn’t approached the regulator for licencing Starlink, a SpaceX project providing internet all over the globe.
This comes amid media reports suggesting that Starlink was coming to Zimbabwe at an unspecified time in 2023.
An official at POTRAZ told Pindula News that the regulator has no comment on the case adding that they were only seeing reports in the media. The official spoke to this reporter on condition of anonymity:

Starlink has not approached POTRAZ for a licence so we don’t know their intentions yet.

The official then referred this reporter to the Director General of POTRAZ, <a href="https://www.pindula.co.zw/Gift_Machengete">Dr Gift Kallisto Machengete</a>, for an official response. 
We, however, could not get a comment as his phone was not being answered.
