Stephen Chan, a professor of world politics at SOAS, University of London, has warned Zimbabwe against “carelessly” antagonising Qatar.
This warning follows Mehluli Dube, a former Fidelity Printers official, who secured the attachment of Al Jazeera’s property after being implicated in the “Gold Mafia” documentary, which exposed Zimbabwe’s gold smuggling syndicates.
Episode 2, titled “Smoke and Mirrors,” accused Dube of corruptly signing off licenses for gold smuggling, allegedly receiving US$3,000 per month.
Dube claims the documentary damaged his reputation and sought a court order to attach Al Jazeera’s property as part of a defamation claim against the “peregrini respondent” (an international party not domiciled within the court’s jurisdiction).
Justice Siyabona Musithu granted Dube’s request in a ruling at the Harare High Court. Musithu said that the case was of public interest and deserved to be tested in court to determine the validity of the allegations.
He affirmed that the High Court has jurisdiction, and thus, Al Jazeera’s property could indeed be held as requested.
Posting on X, Chan suggested the lawsuit might be sponsored by Zimbabwean authorities as revenge against Al Jazeera for exposing corruption among the elite.
He warned that such a move could backfire, considering Qatar’s substantial international influence.
He wrote:

An interesting lawsuit. Whether it has merit, the courts will decide. If it is somehow a ‘sponsored’ suit in revenge against Al Jazeera, it should be kept in mind Qatar’s huge international influence. Not a country to pick a fight with carelessly.

Al Jazeera, a state-funded broadcaster based in Doha, Qatar, is used by the Gulf State as a powerful tool to advance its foreign policy through public diplomacy.
By broadcasting news and perspectives that align with its interests, Qatar can influence public opinion and elite views both regionally and internationally.
Several countries have restricted Al Jazeera. Egypt has banned Al Jazeera since 2013, accusing it of inciting violence.
Saudi Arabia and the United Arab Emirates (UAE) have blocked Al Jazeera’s websites and channels.
Bahrain has restricted Al Jazeera’s broadcasts, and Israel has called for the closure of Al Jazeera’s Jerusalem bureau and blocked its transmission.
These restrictions are often part of broader political conflicts and accusations of biased or provocative coverage.

Zimbabwe Advised To Avoid Confrontation With Qatar Over "Gold Mafia"

A recent <a href="https://www.pindula.co.zw/2023/12/14/china-donates-us28-million-worth-of-military-hardware-to-zimbabwe/">donation of Chinese military hardware</a> to the government of Zimbabwe has caused a stir among analysts with some saying it was misplaced as it does not address real issues affecting the southern African nation. The donated equipment includes armoured fighting vehicles, personnel carriers, ambulances, motorised water purifiers, patrol boats, and various weapons.
Some analysts argue that the donation is part of China’s strategy to further its interests in Zimbabwe’s mineral resources. Farai Maguwu, a human rights defender and director of the Centre for Natural Resources Governance, suggests that the Chinese donation is driven by their desire for access to Zimbabwe’s mining sector. He told <a href="https://www.newsday.co.zw/local-news/article/200021097/chinese-military-donation-raises-eyebrows">NewsDay</a>:

There is no free lunch, nations are driven by interests not love. The most important thing is to find out what the motive behind the donation is. So, when you look at the destructive role of China in Zimbabwe’s mineral sector, it’s not meaningful.
The Chinese involved in the mineral sector have not been able to build even a school or clinic in communities they have been working in.
We have not been at war with any country since independence. The real enemy we want to fight today is poverty, climate-induced disasters, droughts, fight against decline in health and education standards, that is what we need.

Others, like political analyst Tendai Reuben Mbofana, view the donation as dishonest and misplaced. Mbofana argues that Zimbabwe faces pressing issues such as extreme poverty, inadequate healthcare facilities, and a lack of basic necessities like schools. He said:

The deal was an anti-people one. We are looking at a country that is globally known for its poverty, nearly half of the population is living in extreme poverty, we do not have hospitals equipped to serve the people and basic essentials.
We do have cancer machines. We do not have ambulances and we have children who are learning under trees because they do not have schools.
What do we need guns for when our children are languishing in extreme poverty? Who are we fighting? This equipment can be used to kill civilians.
</blockquote>
Professor Stephen Chan, a World Politics expert at the University of London, suggests that the equipment provided by China is primarily for border wars. He said:
<blockquote>
For the most part, the Chinese donation is light tactical skirmishing equipment for border wars — not all of it useful, such as the patrol boats.
Zimbabwe’s only real water border is Lake Kariba, and its neighbour on the other side, Zambia, poses no military threat. This is a goodwill gesture from China, probably excess equipment it no longer needs itself.
Having said that, the motorised water purifiers might have a beneficial non-military use in helping to alleviate the cholera epidemic caused by impure water. For the most part this donation has no global geo-political context.

Former foreign minister Walter Mzembi criticised the donation, likening it to a friend providing weapons during a conflict. He warned that if harm befalls one’s family or children due to these weapons, the friend who provided them should be held accountable.

Analysts Say Chinese Military Hardware Donated To Zimbabwe Does Not Address Real Issues

Professor of World Politics at London University, Professor Stephen Chan who arrived in Zimbabwe on Sunday has been arrested and is expected to be deported.
<a href="https://www.herald.co.zw/academic-chan-arrested-faces-deportation/">The Herald</a> on Monday, 21 August reported that Chan, who is a Karate Sensei and heads the Jindokai Karate and Kobudo Association arrived yesterday afternoon in the country on a flight from Zambia.
Prof Chan reportedly applied for a visa through Paul Danisa of Jindokai Old Hararians, Zimbabwe to be allowed into the country between August 21 to September 4 to train karate.
Zimbabwe Karate President Sensei Joe Rugwete responded to Danisa’s saying Prof Chan has not been cleared to train karate in Zimbabwe. Reads the response:

I am writing in response to your letter dated 17 August 2023, in which you are seeking clearance of the head of Jindokai Karate and Kobudo Association, Professor Stephen Chan to train karate in Zimbabwe from 21 August 2023.
Unfortunately, the Zimbabwe National Karate Federation’s Treasurer has no record of the 2023 affiliation of Jindokai Old Hararian’s style, instructors, or athletes.
The Treasurer also does not have proof of payment of the required clearance fee. As such, I regret to inform you that we cannot process.
Professor Stephen Chan’s clearance request at this time, unless you furnish the Treasurer with the proof of payments stated above. I attach hereto the invoice that was sent to your association earlier this year.
The Sports and Recreation Commission, which processes these clearances, requires a minimum of 30 days’ notice, and the four days’ notice you have given is inadequate.
Nonetheless, should you provide proof of affiliation to the Treasurer as well as complete the usual clearance application form, which we attach, we will forward your application to the Sports and Recreation Commission for guidance.
Please be advised that all Sports Tours clearances are granted in terms of Part VI of Statutory Instrument 342 of 1995, so please ensure you comply with these regulations. Please let me know if you have any other questions.

State media alleges that Prof Chan travelled to Zimbabwe to train opposition insurgents “to trigger mayhem if the poll results are not in their favour.”
In a post on social media site X in response to Chan’s arrest, journalist Hopewell Chin’ono said:

Academic Stephen Chan Arrested In Zimbabwe, Faces Deportation

Professor of World Politics at the School of Oriental and African Studies in London, Stephen Chan (PC), has said Zimbabweans have to find solutions to their own problems adding that other countries are currently grappling with their own issues hence they do not have time for sideshows.
He made the remarks in interview with the Daily News (DN) during which he commented on the envoy sent by president Cyril Ramaphosa to assess the Zimbabwean human rights crisis, 31 July anti-corruption protests and the possibility of a government of national unity.
Below are excerpts from the interview.
<blockquote>DN: What role should South Africa play to assist the resolution of our crises?
PC: South Africa is having desperate problems of its own right now. So is China, by the way. No one is going to come to rescue Zimbabwe. Zimbabweans feel entitled. But, right now, it’s down to Zimbabwe itself — by itself.
DN: Is an inclusive government the panacea to our problems? 
PC: Mbeki wants to try this again. But it can’t be by the same means as last time. Then it was not just that there was a coalition — this restored some international confidence — but there was also the use of US dollars. Zimbabwe would have to look seriously at that again, but this time it will be harder. No one wants to make dollars available. In short, inclusive government only works if there is an economic foundation.
DN: What is your assessment of the foiled July 31 protests? 
PC: The protests were suppressed at great financial cost to the government. It was a successful show of force, but an expensive one. Zimbabwe has 700 percent inflation, so the cost of aviation fuel for the helicopters would have increased even while they were in the air. But the same massive show of force revealed that the government was fearful of a mass expression of dissatisfaction.
DN: In your view were the protests successful as claimed by the organisers that they managed to expose the government’s heavy-handedness? 
PC: The episode demonstrated that the government’s principal objective is control. Many people looked to the government for solutions to the economic and health problems. Treating all citizens as if their dissatisfaction meant support for the opposition is a misjudgment. People want economic recovery and a health plan. Only if the government consistently fails to deliver these things will support for the opposition increase meaningfully. But which opposition? The parties are divided. They too fail to inspire great confidence.</blockquote>

"No One Is Going To Come To Rescue Zimbabwe," - Prof Chan

Stephen Chan, Professor of World Politics at SOAS, University of London, says President Emmerson Mnangagwa’s government has no coherent strategy on anything.
Chan says the Zimbabwean government’s policies are inconsistent, as evidenced by its ‘Zimbabwe is Open for Business’ mantra while arresting corruption whistleblowers. Chan wrote on Twitter:
<blockquote>Does ANYone coordinate policy in the Zimbabwean President’s office? “We’re open for business,” is the mantra. “Give us a signal of good faith about stamping out corruption,” is the international reply. “OK, we’ll arrest Hopewell Chin’ono who revealed corruption.” Who will invest?
… The problem for the government is that it needs to declare how this fits into an overall well-articulated COVID strategy. Right now there is no such strategy: with no facilities and no equipment.</blockquote>
An investigative journalist, Hopewell Chin’ono, was arrested on Monday after he had uncovered unparalleled corruption by public officials involving US$60 million.
Meanwhile, Zimbabwe has arrested more people for violating the stay at home order than it has tested for coronavirus. As of July 20, over 105 000 people had been arrested while only 41 940 PCR tests had been conducted.

Zimbabwe Government Has No Coherent Strategy - Chan

Stephen Chan, author and Professor of World Politics at the School of Oriental and African Studies, University of London says that there are three main reasons why things are going wrong for President Emmerson Mnangagwa.
Firstly, the leadership is divided at the top of the pyramid. This is because no-one in the ruling ZANU party knows how to extricate Zimbabwe from its economic quagmire. That’s why there are rumours of a coup plot by Chiwenga. However, Chiwenga cannot move against Mnangagwa as long as Cyril Ramaphosa it President of South Africa.
Secondly, Mnangagwa has not been able to gauge the mood of the general population who have been greatly affected by economic malfunction. The ruling oligarchy has no clue of what lack means.
Thirdly, Finance Minister Mthuli Ncube is totally out of his depth. Ncube’s decision to tax electronic money transfers hit the majority of the people hard especially with the shortage of liquidity in the economy. Ncube also showed naivety in hiking the price of fuel.
