For the second consecutive month, the government has failed to pay its employees, including teachers, their salaries on time.
Some civil servants who were expecting their payments this week have yet to receive their salaries.
In November, delays in salary disbursements were already evident, with some teachers and other government workers receiving late payments in Zimbabwe Gold (ZiG), and bonuses were also delayed.
On Wednesday, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) said the delayed salaries are insufficient to cover the needs of civil servants. ARTUZ said:

For the second month in a row, the Zimbabwean government has failed to pay civil servants’ salaries on time. Civil servants are already earning paltry salaries and are battling to make ends meet.
The festive season was struck off the calendar of government workers way back. Unfortunately, the late payment of salaries adds a new layer of pain to the exploited government employees.
Failing to meet the basics for survival when others are swimming in plenty is torturous.
</blockquote>
The union alleged that while teachers continue to struggle in poverty, top bureaucrats are reaping the rewards of their manipulative actions, enjoying lavish lifestyles in exotic locations. It said:
<blockquote>
Senior government officials have since received their big perks in United States dollars. The majority of these elites are now on holiday with their families claiming to be resting from a busy year.
Indeed it was a busy year for them. Looting from the impoverished is not an easy job. Working round the clock to silence the oppressed and disenfranchised majority is not an easy task.
But as they rest they should be assured that the underpaid civil servants will not be silenced forever.
</blockquote>
ARTUZ, which is demanding at least US$1 260 per month for the lowest-paid teacher, vowed to push for better working conditions in 2025. The union said:
<blockquote>
We are not in the habit of making empty threats. The anger from the civil servants is reaching the boiling point.
2025 will be a difficult year for those who steal from the poor. We will organize and demand fair wages paid on time.

Salary Delays Hit Civil Servants Again

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has criticised the government for frustrating citizens who want to contribute to the development of infrastructure at schools because they are viewed as a threat to the ruling establishment.
This follows the withdrawal of the Citizens Initiative (CI) from the Chingwizi project, where they had raised funds to build classroom blocks at Chingwizi Primary School.
In a statement, ARTUZ questioned why the government is obstructing donors from constructing schools when the Ministry of Primary and Secondary Education has acknowledged that Zimbabwe faces a shortage of over 3,000 schools and that the infrastructure in existing schools is in a deteriorating condition. ARTUZ said:

The Permanent Secretary of [Ministry of Primary and Secondary Education] appeared in Parly bemoaning the underfunding of education.
He confessed that the Ministry has limited funding for capital expenditure. Zimbabwe has a shortage of over 3000 schools and infrastructure on existing schools is in bad shape.
[ZANU PF] can still afford to block infrastructure development. Donations of elite luxuries for the ruling elites are never blocked but a classroom for sons and daughters of peasants is viewed as a threat.
State institutions only serve the rich and the powerful. The poor are on their own.

On Friday, CI leader Freeman Chari said that the decision to walk away from the Chingwizi project was prompted by bureaucratic hurdles.
Despite being cleared by provincial authorities to proceed, the project faced setbacks after Dr Pazvakavambwa, Permanent Secretary in the Office of the President in Masvingo, imposed new conditions during a meeting on 03 December.
According to Chari, Dr Pazvakavambwa requested that CI register as a Private Voluntary Organisation (PVO), a process that involves several additional requirements and considerable delays. He also instructed that CI channel its resources through the local Council.
After consulting with the CI board, Chari announced that the organisation would withdraw from the project and donate the materials already purchased to Chingwizi Primary School.

The government is stopping people from helping build schools in Zimbabwe. The Amalgamated Rural Teachers Union criticized the government for blocking citizens who raised money to build a school. The government says they need more schools, but they are not letting people help. The Citizens Initiative wanted to build a school, but they had to stop because of bureaucratic hurdles. They were told to register as a private organization, which would take a long time. Finally, they decided to give the materials they bought to the school to help.

Teachers Slam Government For Blocking Citizens from Helping Build Schools

The Zimbabwe Teachers Association (ZIMTA), the country’s largest teachers’ union, has called on the government to promptly disburse teachers’ salaries and bonuses for November 2024.
This follows the government’s failure to pay the ZiG component of some teachers’ salaries, as well as 50% of their bonuses for the month, without providing any explanation.
While other civil servants and security service personnel received their salaries and bonuses starting from the 15th, many teachers experienced delays in receiving their payments, with some only receiving partial disbursements.
In a statement, ZIMTA said the government’s failure to pay some teachers their November salaries had caused the affected members financial strain. ZIMTA said:

The omission has caused significant financial hardship and raised serious questions about the fairness, transparency and integrity of the employer’s commitment to honouring contractual obligations.
The ZiG component is a fundamental part of our agreed-upon remuneration package.
Its exclusion from the November 2024 payment constitutes a breach of the terms of employment and breach and an erosion of trust between employees and the employer.

The union has demanded an explanation for the delayed salary payments to teachers and called for genuine dialogue regarding their welfare concerns. It said:

While the omission might be explained in administrative and financial terms, the failure to pay what is rightfully ours feels like a devaluation of our efforts, morale and dignity as educators and public servants.
It signals a lack of recognition of the vital services we render to society.

Over the past two weeks, teachers have expressed discontent over the non-payment of their salaries. However, the Public Service Commission (PSC) has yet to comment on the issue, at least publicly.
The permanent secretary of the Ministry of Finance, George Guvamatanga recently admitted that the government was broke, citing the 43% depreciation of the ZIG, saying this resulted “in a substantial mismatch between revenue inflows, collected in some cases, with a one-month lag and local currency expenditures that immediately adjusted to the new exchange rate, in the process severely constraining fiscal space for the last quarter of 2024.”

The Zimbabwean government has reportedly failed to pay civil servants on time, as many teachers—the largest group within the civil service—did not receive their salaries on the expected pay date of November 18.
In a statement, the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) warned the government against provoking civil servants.
ARTUZ said that as of Tuesday morning, approximately half of the civil servant population had yet to receive their full salaries, while the government continued to spend millions of dollars on various unnecessary trips. Said ARTUZ:

We are receiving angering news. Government of [President Emmerson Mnangagwa] has failed to pay salaries on time to Civil servants. Approximately half of the Civil Servants population is still to receive their full paltry monthly allowance. We have seen this government blowing millions of dollars on one junket after the other. They must pay in time or face the anger of hard-working civil servants.
</blockquote>
This comes as the government is reducing foreign trips and banning workshops organised by government agencies due to an end-of-year cash squeeze.
Finance Secretary George Guvamatanga announced that the Treasury is also implementing a 50% reduction in fuel allocations to ministries and government departments.
Meanwhile, members of the security services and health sector reportedly received their salaries along with 50% of their bonuses last week.
Teachers and other civil service employees are scheduled to receive their salaries and 50% of their bonuses this week.

Civil Servants Face Salary Delays As "Broke" Zimbabwe Government Fails To Pay On Time

Parliament has said there is a need to improve the welfare of teachers as a key measure to revitalise the country’s education system, ultimately fostering innovation and development, reported <a href="https://www.newsday.co.zw/local-news/article/200034565/parly-moves-on-teachers-welfare">NewsDay</a>.
This call was made by several Members of Parliament during a workshop hosted by the Zimbabwe Teachers Association (ZIMTA) in Harare on Monday, November 4.
Primary and Secondary Education Parliamentary Portfolio Committee chairperson Ophias Murambiwa said:

Teachers are the heart of our education system. Investing in their continuous professional development, improving their welfare and providing them with the necessary resources are fundamental to achieving educational excellence.
An empowered and motivated teaching workforce can transform challenges into opportunities for growth and innovation.
</blockquote>
Murambiwa added that there is a need to increase efforts to expand classroom space, improve learning environments, and incorporate digital technology into all areas of teaching and learning.
He said in today’s world, having a digital-ready education system is essential and cannot be overlooked.
Murambiwa urged for collaboration among legislators, educators, parents, and the private sector to foster sustainable change. He said:

We must address challenges head-on, from financial constraints to infrastructure gaps, with determination and a shared sense of purpose.

Higher and Tertiary Education Parliamentary Portfolio Committee chairperson Minehle Gumede said:
<blockquote>
The future of our nation hinges on the quality of education we provide today and with continued investment, we can ensure that our learning institutions produce not just graduates, but innovators and leaders of tomorrow.
</blockquote>
Sifiso Ndlovu, the ZIMTA chief executive officer, urged lawmakers to establish national commissions that include teacher unions and the government to address critical education issues and monitor recommendations.
ZIMTA called for an amendment of the Public Service Act to enable Collective Bargaining, and for the Ministry of Primary and Secondary Education to urgently introduce a Bill in Parliament for the Teaching Service Commission.
The union asserted that education is a human right and a public good, urging authorities to protect it from corporate greed and influences.

Parliament Calls For Improved Teacher Welfare

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has criticised the government for misleading civil servants into believing they would receive a salary increase in United States dollars.
On Tuesday, 15 October, the Zimbabwe Confederation of Public Sector Trade Unions (ZCPSTU) announced that the government had increased civil servants’ salaries by US$40, backdated to September.
However, this increase will be paid in ZiG at the prevailing official exchange rate, not in US dollars.
ARTUZ said some civil servants are now deeper in debt after borrowing money in anticipation of a salary increase in USD. ARTUZ said:
<blockquote>
The Sunday Mail and the whole State propaganda machinery were in overdrive spreading disinformation on some fake USD increment.
The whole machinery is evil and has little regard for hard-working Civil servants. Some got into more debt anticipating an increment. 100% USD salaries now!
</blockquote>
Last week, The Sunday Mail reported that the government plans to award civil servants with a salary increase in USD, along with an annual bonus this year.
The publication cited Minister of Public Service, Labour, and Social Welfare July Moyo, who stated:
<blockquote>
The Government has allocated a significant amount in US dollars to ensure that salary adjustments benefit all civil servants.
However, under the President’s directive, we have prioritised the upliftment of lower-income employees to bridge the wage gap.
While we understand that top-level officials can manage with their current salaries, it is imperative that we provide adequate support to those at the bottom of the ladder…
On the bonus, we will make an announcement after consulting with Treasury, but the bonus will certainly come.
</blockquote>
However, yesterday, the union representing civil servants, that is ZCPSTU, said government workers will get a salary increment of US$40 payable in local currency at the prevailing official exchange rate. It said:
<blockquote>
In the end, the employer committed to pay as follows; Review of salary by US$40 across the board for the grades of Deputy Director and below with effect from September 1, 2024.
Resultantly, the lowest Grade B1 will move from a salary of US$324 to US$364 effective 1st of September 2024…
The initial offer of US$31 million converted to local currency was dismissed as inadequate by the workers on two occasions.
The employer increased the envelope to US$41 million but insisted that it will be paid in local currency at the prevailing bank rate with effect from 1 September 2024.
The employer cited the drought, lower than expected United States Dollar revenue inflows and the government’s policy shift towards de-dollarization as reasons for the inability to pay more than the tabled offer.
Also cited was the very low ZiG pay for sections of the civil service whose statutory deductions are in limbo and that the 2024 Mid-term budget has no provision for a salary adjustment.

The teachers' union in Zimbabwe is upset because the government promised a salary increase in US dollars but will actually pay it in local currency. What We Got Is Not A Real Salary Increase - Teachers

An alleged female goblin is reportedly terrorising teachers at Kandana Primary School in Bulilima, Matabeleland South Province.
Teachers at the school have threatened to leave if the situation is not resolved. The school is situated close to the late Chief Kandana’s homestead.
The issue is said to have begun in June 2023, but it was only reported to community leaders this term.
One teacher told <a href="https://bmetro.co.zw/female-goblin-terrorises-teachers/">B-Metro</a> that the alleged goblin had been visiting the school at night and dropping items at their homes. Said the teacher:
<blockquote>
It comes at night and drops kitchen utensils, sometimes we just hear movements as if it is someone walking.
In some cottages, some teachers say they hear the sounds of someone cooking. Some of our colleagues have seen it in visions and they say it has a female body.
</blockquote>
Another teacher claimed that while sleeping at night, the invisible creature seems to sit on them, creating a sensation of heaviness on their bodies.
The teacher said that although they have not experienced any sexual assault, there is a lingering fear that such an incident could occur at any time. Said the teacher:
<blockquote>
We suspect that it could be the same goblin that terrorised police officers at Gwambe clinic because it attacked male officers sexually and on this side those who see it in “visions” see a female one.
If nothing is done we will be forced to ask for transfers because we do not know what will happen next.
</blockquote>
The school is situated not far from Gwambe Clinic, where police officers reportedly fled from “female goblins” that were allegedly engaging in sexual encounters with them while they slept.
The community held a meeting and decided to enlist witch hunters to address the issue. They are currently mobilising funds for the exorcism process.
Village head Edward Magutshwa, in a voice note to the diaspora community, appealed for financial help to address the problem. He said:

We have been faced with a goblin problem that is troubling the teachers at Kandana Primary School and in the villages.
We fear the school can be closed if the matter is not addressed. We appeal for financial help to address the problem
</blockquote>
Local councillor Ambassador Mabehdi Ngulani saidt he is aware of the issue but has not yet obtained detailed information, as he has been away from the community.

The councillor is aware of the issue but doesn't know all the details yet. Everyone is worried and wants the problem to be solved.

Alleged Female Goblin Terrorises Teachers

Teachers in Zimbabwe have faced a setback in pursuing better salaries after the High Court dismissed their application for improved working conditions, reported <a href="https://www.newsday.co.zw/local-news/article/200033364/teachers-suffer-setback-in-salary-demands">NewsDay</a>.
Several teachers’ unions brought the case, including the Zimbabwe Teachers Association, Progressive Teachers Union of Zimbabwe, Amalgamated Rural Teachers Union of Zimbabwe and Educators Union of Zimbabwe.
The unions had sued the government over poor salaries and working conditions.
They cited the Public Service Commission, which established the National Joint Negotiating Council (NJNC), through the Public Service Act responsible for determining salaries and working conditions.
They also cited President Emmerson Mnangagwa, ministers Mthuli Ncube (Finance, Economic Development and Investment Promotion), Ziyambi Ziyambi (Justice, Legal and Parliamentary Affairs), July Moyo (Public Service and Social Welfare) and Attorney-General Virginia Mabiza as respondents.
In their application, the unions, represented by Matika, Gwisai and Partners argued that the NJNC violated their rights to collective bargaining.
They sought a declaratory order based on section 85(1) of the Constitution, which guarantees this right. 
However, High Court Judge Justice Lucy Mungwari dismissed their application. Ruled Justice Mungwari:
<blockquote>
Put simply, the respondents allege that the applicants did not plead any consequential or tangible benefit they would obtain from such a declaration.
There is no dispute between or among these parties. The contestation raised is academic. The applicants do not allege that the respondents have in any way barred them from exercising the rights conferred by the particular sections of the Constitution which they cite.
They cannot base their motion for the declaration of constitutional invalidity of the said sections on an academic apprehension. If the court were to grant the order they seek, it will be nothing but an order in the abstract.
</blockquote>
Justice Mungwari ruled that the applicants needed to provide additional arguments if they wished for the court to consider their case. She said:
<blockquote>
They ought to have shown that they are embroiled in a wrangle with the respondents who have refused to abide by what they perceive as their constitutional rights.
They did not plead a tangible benefit that they would obtain from the granting of the order that they seek. 
There is no background dispute against which the constitutionality and invalidity of the impugned provisions is anchored.
The applicants’ application be and is hereby dismissed in its entirety.

The teachers contended that they were denied their right to a collective bargaining process.
In 2022, civil servants abandoned the National Joint Negotiating Council (NJNC) after years of unproductive meetings aimed at negotiating salaries and working conditions.
At that time, they demanded at least US$540 for the lowest-paid workers, a request which the government did not fulfil.
Currently, they seek US$1,260 due to rising living costs, exacerbated by the depreciation of the local currency, the ZiG.
In July 2022, teachers’ unions under the banner Federation of Zimbabwe Educators Union withdrew from the NJNC, citing its failure to uphold labour rights as guaranteed in section 65(1) of the national Constitution.

High Court Ruling Stalls Teachers' Push For Better Salaries

The Zimbabwe Teachers’ Association (ZIMTA) has urged the government to review teachers’ salaries in accordance with the recommendations made during the United Nations Transforming Education Summit (TES).
TES called for better working conditions for teachers, including fair salaries, adequate resources, and supportive environments that promote teacher well-being and effectiveness, among other things.
In a statement commemorating World Teachers’ Day on October 5, ZIMTA said teachers are overworked, underpaid, and undervalued.
The union said this has resulted in demotivation and underperformance of educators. ZIMTA said:

In its worst form, this has resulted in a qualified teacher shortage in schools, and this derails the gains made so far under the implementation of the Sustainable Development Goal, SDG4…
</blockquote>
Every Zimbabwean Child deserves to be taught by a qualified Teacher, therefore it is against this Right and Background that we call on our government to increase its pace in employing more qualified teachers in schools in order to cover the existing teacher deficit in our public schools.
ZIMTA also called on the Ministry of Finance and Economic Development to ensure that the education sector receives the mandatory minimum allocation of 20 per cent of the national budget. It said:

This is not only a way of fulfilling the international benchmarks on education financing, but this is one way of moving towards a significant commitment to investing into the future, while making access to quality public education a reality for all citizens.
On one hand we are calling for a more robust social dialogue with educators and on the other hand we want our government to prioritize increasing funding for education.

ZIMTA wants teachers to get better pay and working conditions. They say teachers are tired, not paid enough, and not appreciated. Teachers Overworked, Underpaid, And Undervalued - ZIMTA

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has urged the government to urgently review civil servants’ salaries in light of the official devaluation of the Zimbabwe Gold currency (ZiG) by over 40% against the US dollar.
On Friday, September 27, the Reserve Bank of Zimbabwe (RBZ) adjusted the ZiG exchange rate from 14.1 ZiG per dollar to 24.3 ZiG per dollar.
In response to this development, ARTUZ said the ZiG component of public sector salaries should be automatically adjusted to reflect the devaluation, without requiring additional worker demands. ARTUZ said:

Mthuli Ncube and the employing authorities in government should not wait to be told that since ZIG has officially been devalued by 44% to the USD, the ZIG component of salaries should be automatically adjusted.
The success and stability of this Republic is on the shoulders of the workers. The government as the biggest employer should lead the way, prioritising the welfare of the workers.

Businessman Kuda Musasiwa criticised the government for paying civil servants at the ZiG13.5 exchange rate, only to subsequently devalue the ZiG to 25. He described this action as “not only immoral but criminal.”
The Mayor of Bulawayo, David Coltart, who is a long-time opposition politician, said the the “timing of the devaluation seems cynically calculated.” He posted on X:

Spare a thought for civil servants – paid just a few days ago and today the value of what is left in their bank accounts is almost slashed in half. The timing of the devaluation seems cynically calculated.
So much for this being “Zimbabwe Gold” – ZIG – when its value is going in the opposite direction to the actual gold price.
In any democracy, such catastrophic policy failure would end a government’s term of office. But we aren’t a democracy so those responsible continue with impunity.

The devaluation of the ZiG will result in local consumers experiencing diminished purchasing power, which may lead to a decline in living standards.

The teachers in Zimbabwe want the government to give them more money because the value of their currency has gone down by over 40%. This means they can't buy as much with their salary as before. The teachers say the government should automatically adjust their salaries to make up for the drop in currency value. A businessman also criticized the government for paying the teachers less than what the currency is actually worth. This means people might have less money to buy things they need, which will make life harder for them.

Teachers Demand Urgent Pay Rise After Dramatic ZiG Fall

The Ministry of Public Service, Labour and Social Welfare has declined to comment on the teachers’ demands for improved salaries and working conditions, following educators’ declaration of incapacity to travel to their workstations when schools reopen on Tuesday.
The new school term is set to begin on September 10 and will run until December 5.
In March 2024, the government increased teachers’ salaries from US$300 to US$320 (gross), with an additional local currency component.
However, teachers say the increment is inadequate due to significant deductions that diminish the actual take-home pay.
Teachers’ unions are now advocating for a more substantial raise, proposing a minimum salary of US$840 for the lowest-paid educators, a significant increase from the US$540 they were earning before October 2018.
When approached for comment by <a href="https://www.newsday.co.zw/local-news/article/200031838/govt-tight-lipped-over-teachers-salary-demands">NewsDay</a>, Simon Masanga, Permanent Secretary of the Ministry of Public Service, Labour and Social Welfare, said he was unable to discuss the issue with the media. Said Masanga:

These matters are discussed at the proper forum, that is, the National Joint Negotiating Council (NJNC) and we don’t discuss and negotiate conditions of service with the media.
However, in the past, teachers’ unions have accused the government of vacillating on calling NJNC meetings to discuss their welfare concerns.

Taungana Ndoro, spokesperson for the Ministry of Primary and Secondary Education, told NewsDay that they are working diligently to ensure the smooth reopening of schools without any disruptions. He said:

We are addressing the challenges faced by the Basic Education Assistance Module [BEAM] programme to enhance support for vulnerable pupils. Ongoing assessments are in place to identify and resolve any issues related to funding and resource allocation.
The home-grown school feeding programme is being prioritised by the government to provide nutritious meals to pupils, at least one hot meal a day.

Ndoro also said they were carrying out awareness campaigns in collaboration with health authorities on the Mpox outbreak.

Public Service Ministry Fends Off Debate On Civil Servants' Salaries

The Progressive Teachers Union of Zimbabwe (PTUZ) has said approximately 128 teachers are dying each month across the country due to stress caused by low salaries and poor working conditions.
In a statement, PTUZ president Takavafira Zhou said that the meagre salaries have led to a concerning rise in cases of suicide, divorce, and domestic violence among teachers. Said Zhou:

Poverty and its resultant psycho-social effects are killing many teachers across Zimbabwe.
There has been a quantum leap of suicides, fatal domestic quarrels and divorces as a result of poor salaries in Zimbabwe.
Our research has shown that on average two teachers are dying in every district every month because of poverty and psycho-social stress. Cumulatively, 128 teachers are dying every month and 1,536 every year…
There is an urgent need to intervene by the line ministry, Public Service Commission (PSC) and government to ameliorate the high rate of attrition.
The intervention must be in the form of paying teachers a living wage rather than the current starvation wages they are receiving.
President Emmerson Mnangagwa will go down in history as a President who caused the death of many teachers in Zimbabwe through starvation.

Before October 2018, teachers and other civil servants earned approximately US$540 per month. However, in October 2018, their salaries were converted to the local currency.
Currently, teachers are receiving around US$250 per month, plus less than ZiG2 000. The ZiG, however, cannot buy fuel and basic grocery items from the popular tuckshops.

"128 Teachers Dying Every Month Due To Poor Salaries"

A senior teacher at Nkayi High School in Nkayi District, Matabeleland North Province, is accused of subjecting female teachers at the school to a disturbing and humiliating ordeal.
The teacher allegedly forced the female teachers to pose naked in front of an ancillary staff member, to determine which of them were menstruating, thereby violating their dignity and privacy.
<a href="https://bmetro.co.zw/16-teachers-paraded-naked-to-check-who-was-menstruating-we-spread-our-legs-so-that-the-grounds-lady-could-inspect-us/">B-Metro</a> reported sources as saying the senior staffer was angry after finding out that someone had messed up a toilet, with what was said to be menstrual blood.
The incident, which has destroyed morale among teachers at the school, occurred last week on Wednesday.
It is alleged that about 16 female teachers were summoned to the staffroom where the senior teacher demanded a confession from “the culprit.”
A teacher at the school who requested anonymity for fear of reprisal said some teachers blamed some learners who use the toilet. Said the teacher:

We were called to the staff room towards break time. The senior staffer was furious and insulted us with unprintable words accusing us of causing the mess in the female toilet.
They did not take any reasoning from us and ordered us to strip naked so that an ancillary staff member who does cleaning at the school could check who was on her period.
We tried to resist, but they would not take a no for an answer. They said only the culprit would refuse a physical inspection.
All the female teachers who were at the school were forced to endure the dehumanising act. We lined up after removing all the clothes from the lower half of our bodies and spread our legs so that the grounds lady could inspect us.
</blockquote>
The teachers said they felt violated by one of their own and had no protection at the school. Added the teacher:
<blockquote>
We removed our panties in the presence of the school cleaner. Some of the teachers are married people who are close to retirement but were violated by someone who is in their 40s in terms of age.
We were never given the results which confirms that this act (messing up the toilet) was probably done by a learner.
Our dignity was taken because if you are married you only take off your panties for your partner, not to be inspected under those circumstances.
We have been forced to use the learners’ toilets because imagine being recorded the time you enter the toilet and when you come out.
This is witchcraft, the environment is no longer conducive for us to perform our duties.
</blockquote>
The handles of the toilet door in question were vandalized this week. Frustrated teachers have threatened to escalate the issue to the District Schools Inspector, as the school head has remained silent despite the attacks against female teachers.

16 Teachers Forced To Strip Naked To Check Who Was Menstruating

The Minister of Higher and Tertiary Education, Innovation, Science and Technology Development Amon Murwira has reaffirmed the government’s policy requiring teachers to learn three local languages besides their mother tongue.
As reported by the <a href="https://www.chronicle.co.zw/three-local-languages-remain-mandatory-for-teachers/">Chronicle</a>, Murwira said the existing policy (introduced in 2018) mandates teachers to master three local languages in addition to their native tongue upon graduation.
He was responding to Senator Annah Shiri (representing people with disabilities) who had inquired about Government initiatives to incorporate minority languages like sign language into tertiary education. Said Murwira:

We aim to have the expertise in all the languages. If you get there, you will have people speaking Chewa, isiNdebele, Shona et cetera.
At the United College of Education in Bulawayo, you will also see that we have introduced special language programmes, including Mutare Teachers’ College.
We are appealing to the Senators and all the Parliamentarians to continue providing more financial support towards this direction. We must leave a legacy of peace and treasures.
</blockquote>
Matabeleland North Senator Rebecca Fanuel said the deployment of non-Tonga speaking teachers to Binga has resulted in poor pass rates, particularly in primary school. She said:
<blockquote>
The President said no one should be left behind, but I have realised that in our district, Binga, we are still lagging.
Learners in primary schools are not doing well as teachers being employed in Binga cannot speak or write Tonga, although we are grateful that a few have been employed.
Why is the employment of teachers in Binga only for people from other provinces who do not speak our local language? What is the Government doing to employ teachers who are from Binga?
</blockquote>
In response, Murwira said:

This policy of having teachers that can speak the language of the child is alive and we are implementing it to the extent that one of the issues that we have done in terms of teachers’ colleges in that in 2019, we started Hwange Teachers’ College where we recruited 150 students from Hwange who speak Nambya and some who speak Tonga.
So, the policy there is very clear. In terms of the speed of movement, this is what we always need to improve every day because we cannot say we are 100 per cent correct, but the direction is correct and we will be moving in that direction and continue to move in that direction.

Zimbabwean Teachers Required To Learn Three Local Languages

The Government has decentralised the deployment of teachers after parents, educationists, activists and politicians criticised the deployment of non-Ndebele-speaking teachers in Matabeleland, reported the <a href="https://www.newsday.co.zw/southerneye/local/article/200027304/govt-responds-to-deployment-of-non-ndebele-teachers">Southern Eye</a>.
Some commentators have blamed the deployment of non-Ndebele-speaking teachers in Matabeleland for the low pass rate in the region.
In 2022, the Silobela community protested against the deployment of non-Ndebele-speaking early childhood development (ECD) teachers.
The Member of Parliament for Nkayi North, Sithembiso Nyoni (ZANU PF), said the government has since decentralised the deployment of teachers.
Speaking during a virtual discussion organised by the Nkayi Community Parliament on Tuesday, Nyoni, who is the Environment, Climate and Wildlife Minister, said:

The recruitment of teachers is now localised. This is one of the issues that we fought for. What is left for us to fight for is that the head of Public Service in Nkayi and the head of the Education Department in Nkayi must work together and agree on the deployment.
I even engaged the permanent secretary of (Primary and Secondary) Education … The permanent secretary said it is up to us here to employ teachers from Nkayi.
Now the ball is in our court. We must make sure that the two departments recruit teachers who have local language capabilities. We have even submitted the list of teachers who are qualified for them.
We will have to make a follow-up to see if they have recruited them. The central government has since decentralised, it is up to us how we recruit the teachers.
</blockquote>
The deployment of Shona-speaking teachers in all parts of the country has dominated Parliament over the years and at one time, parents pushed for the removal of teachers who did not speak the local language.
The government has previously said only teachers who speak the local language should take ECD classes.
Last week, Binga South legislator Fanuel Cumanzala(CCC) complained in the National Assembly over the deployment of non-Tonga-speaking teachers in Binga District.
He said there were qualified Tonga-speaking teachers who did not have jobs yet the Ministry of Education deployed non-Tonga-speaking teachers to Binga.

Govt Responds To Nkayi Community Parliament Over Deployment Of Non-Ndebele Teachers

Primary and Secondary Education Minister, Torerayi Moyo, said that a total of 4 600 teachers have been recruited since January this year, with an additional 2 400 set to be recruited during the third term.
As reported by the <a href="https://www.chronicle.co.zw/government-hires-4-600-teachers-eyes-2-400-more/">Chronicle</a>, Moyo said this recruitment is aimed at addressing the shortage of teachers and improving the teacher-to-pupil ratio to guarantee quality education. He said:
<blockquote>
Government has already recruited 4 600 teachers and plans to recruit an additional 2 400 during the third term…
We firmly believe that motivated teachers with good academic qualifications are the bedrock of quality education.
</blockquote>
As of 2023, the teacher-pupil ratio stood at an average of 1:58 for primary and 1:38 for secondary schools (contrary to the acceptable ratios of 1:45 and 1:35, respectively).
Moyo also said the Government plans to construct at least 200 new schools this year and some of these schools will be built through public-private partnerships.

Govt Hires 4 600, 2 400 More Expected

Binga South Member of Parliament, Fanuel Cumanzala (CCC), has claimed that the government continues to deploy teachers who cannot speak Tonga in Binga District, yet there are unemployed Tonga-speaking teachers.
Cumanzala raised the issue in the National Assembly and also challenged the Primary and Secondary Education Minister Torerai Moyo to explain government policy regarding the deployment of Early Childhood Development (ECD) teachers to Binga District. He said (via <a href="https://newsday.co.zw/southerneye/local/article/200027186/binga-mp-fumes-over-non-tonga-speaking-teachers">Southern Eye</a>):
<blockquote>
Some infants are being taught by teachers who cannot converse in Tonga, while there are qualified Tonga-speaking teachers who are still awaiting recruitment and are on the waiting list.
My question is, are there any specific guidelines regarding this process I have evidence that at the time of writing this question, Harare was still deploying some teachers to Binga.
I interviewed them and they said they were from Harare. Regarding the teachers, I have a database of local teachers.
I attached the database to the question which I sent through the Journals Office so that the ministry would appreciate that I was not just raising this question.
I have evidence that this was still the case. Having said that I would like to appreciate that there has been some movement on the database.
About three-quarters of the people on the database have now been employed. This is a significant improvement.

In response, Minister Moyo told parliamentarians that Binga was one of the first districts to be considered for decentralised deployment.
This entails that teachers from the area are to be considered first and made to sign four-year contracts which compel them not to transfer within that period.

Binga South MP Quizzes Minister Over Deployment Of Non-Tonga Speaking Teachers

The Minister of Primary and Secondary Education, Torerai Moyo, said the Government will consider a request by teachers to be paid salaries commensurate with their qualifications and experience and the revival of manpower development leave programmes.
The <a href="https://www.chronicle.co.zw/teachers-demand-salary-hikes-based-on-qualifications-minister-agrees/">Chronicle</a> reported that Moyo met district school inspectors, school heads and other ministry officials from Matabeleland North Province on Thursday.
At the meeting, held at Tsholotsho High School, discussions centred on various issues affecting teachers.
In his presentation, Sicelo Dube, the headmaster of Tsholotsho High School and chairperson of the National Association of Secondary School Heads (NASH), said teachers’ salaries should reflect the profession’s duties, responsibilities as well as the individual’s qualifications and experience.
Dube said it was not fair for a teacher with a Bachelor’s degree and one with a diploma to be paid the same salary.
He also urged the government to review the manpower development leave programme which allowed teachers to pursue professional development opportunities while on full pay.
The NASH chairman stated that this will enable teachers to improve their academic qualifications while being paid enough to fend for their families.
Dube also requested that secondary schools be allowed to engage substantive deputy heads at the same enrolment level as primary schools.
For primary schools, a designated deputy head position is created when enrolment reaches 200 learners.
Dube said this will alleviate the burden on school heads, who are stretched by administrative duties.
He also pleaded for school heads to be exempted from teaching to concentrate on administration work, saying students lose valuable learning time when teaching heads attend to administration work.
Minister Moyo said he agreed with the idea of paying salaries commensurate with teachers’ qualifications and experience.
He said that he will soon engage the Minister of Public Service, Labour and Social Welfare to consider the issue. Said Moyo:

I totally agree that teachers should be paid salaries commensurate with their academic qualifications and experience.
These are labour issues and honestly, someone with a diploma cannot be paid the same salary as a PHD holder, it’s absurd.
Even the number of years one has worked must be considered because that experience is invaluable. I will soon engage with my counterpart Minister Moyo (July) on this.
</blockquote>
He said the revival of the programme was a noble idea that would encourage teachers to improve their qualifications.
During his two-day tour, Minister Moyo visited Tshabanda Adventist High School, Mtshina Primary and Secondary School and Tsholotsho High School.

Teachers Demand Salaries Based On Qualifications

The Zimbabwe Teachers Association (ZIMTA), has demanded teachers’ right to collective bargaining under the National Joint Negotiating Council (NJNC).
The NJNC serves as a platform where the government and unions representing civil servants engage in negotiations with the government related to civil servants’ salaries, benefits, and working conditions.
In a statement issued this Wednesday, 08 May 2023, ZIMTA president Akuneni Maphosa said teachers are disheartened by the government’s reluctance to convene the NJNC. Reads the statement:
<blockquote>
As schools open for the second term of 2024, this week, the teaching fraternity, which encompasses teachers, education directors and some lecturers has plunged deeper into the turmoil of struggling to survive with insufficient salaries, a situation which is constantly undermining the quality of education delivery, mostly in the public education system.
Dissatisfied members of the teaching fraternity are sadly trickling back to their workstations under difficult and unforeseen circumstances as the employer has failed to respond to the calls for meetings to discuss salary increases, during the month of April 2024, which should mark the first quarter negotiations of the NJNC meeting which has been the norm over the years.
ZIMTA in its representation of the various structures within the teaching fraternity has made various attempts to draw the employer to the discussion table with no success. Because of this attitude from the employer, members of the teaching fraternity believe that their Right to Collective Bargaining under the NJNC is being infringed upon. We demand to have our RIGHT restored back to us.
As civil servants in the teaching fraternity, we are deeply dissatisfied with the way the employer is failing to set up the rightful mandatory meetings for the workers to further discuss the way forward and increase levels of salaries and allowances for Teachers, this process is long overdue.
As a loyal workforce working under the Public Service Minister, we believe that we have a right to present our grievances, such as the need to have a better salary, therefore we publicly demand that the NJNC must convene as soon as possible.
Because of the current low incomes obtaining in the teaching fraternity, educators are increasingly finding it unsustainable to deliver and facilitate a conducive environment for enabling quality teaching and learning.
The achievement of the Sustainable Development Goal number 4, which the Zimbabwean Government is signatory to, will only be achieved on condition that quality public education is well funded and that teachers who are the key facilitators, are motivated and well remunerated through the releasing and payment of improved salaries.
Teachers’ morale matters, yet dissatisfaction caused by poor salaries continues to grow almost monthly as prices of goods and services rise but the salaries of educators are almost on a downward fall. This mismatch is huge.
The issue of awkward grading systems between junior and senior grades is a cause for concern amongst members of the education fraternity and we hereby make an urgent call for the employer to address it alongside the awarding of new salaries for educators.
Finally, we call on the employer to provide a meeting date for a salary review for educators as continued infringements on their right to negotiate for better salaries may have dire consequences and undesirable outcomes that affect Zimbabwe’s delivery of quality public education for all. Access to quality public education is a Right of Every Zimbabwean Citizen.

ZIMTA Demands Teachers' Right To Negotiate For Salary Increments

Unions representing teachers strongly disagree on the strategy and tactics to force the government to give in to their salary demands when schools open for the 2024 second term on Tuesday, 07 May.
This has resulted in the unions splitting into two different camps, the Federation of Zimbabwe Educators Union (FOZEU), and the Federation of Educators Union of Zimbabwe (FEUZ), reported <a href="https://www.newsday.co.zw/thestandard/news/article/200026531/teachers-divided-over-job-action">The Standard</a>.
The FOZEU members are the Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ), the Educators Union of Zimbabwe (EUZ) Zimbabwe Visually Impaired Teachers Union and the Professional Educators Union of Zimbabwe.
FEUZ is made up of Zimbabwe Teachers Association (ZIMTA), Progressive Teachers Union of Zimbabwe (PTUZ), Zimbabwe Democratic Teachers Union (ZDTU), Zimbabwe National Educators Union (ZiNEU), Zimbabwe National Teachers Union (ZINATU), Zimbabwe Rural Teachers Union (ZIRUTU) and the Zimbabwe National Union of School Heads (ZINUSH).
The FOZEU has declared a strike when schools open tomorrow while FEUZ has stated that their members will report for duty to give room for dialogue.
FOZEU is demanding a minimum salary of US$1 260 for its members while FEUZ is pushing for US$840.
PTUZ withdrew from FOZEU following its decision not to negotiate for better salaries and working conditions under the National Joint Negotiating Council (NJNC).
FOZEU chairperson, who is also Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president, Obert Masaraure said:
<blockquote>
We are not part of the NJNC because its establishment is unconstitutional. Our position at FOZEU is that we do not participate in the NJNC because it is a fraud.
</blockquote>
In a statement on Friday, FOZEU said it had decided during Labour Day celebrations on 01 May to call for its members to down tools when the Second Term commences.
But FEUZ leader Akuneni Maphosa, who is also president of the ZIMTA, said its members will report for duty tomorrow. Said Maphosa:
<blockquote>
As FEUZ we have no position of a strike at the moment. Our position is that unions must carry out their consultations.
We are still following the trajectory of negotiation where we talk with the government and push for better salaries.
We want US$840 as a basic salary. We believe in consultations as the way to go at the moment.
</blockquote>
PTUZ secretary-general Raymond Majongwe urged teachers’ unions to come together and approach the government as a united front.
In March this year, the Government gave teachers a paltry US$20 pay increase and other incentives, but the teachers swiftly rejected that offer as insignificant.

Teacher Unions Divided Over Strike, Minimum Wage

The Zimbabwe Teachers’ Association (ZIMTA) has reiterated its demand for USD$840 salaries for its members.
ZIMTA Secretary General Goodwill Taderera said they have already submitted a position paper to the Government outlining their expectations. Said Taderera:

We are still demanding a meaningful salary increase for teachers and this demand is on our agenda this month. According to a position paper which has already been tabled to government, a sum of USD$840 must be the entry level salary for a qualified teacher.
</blockquote>
He said teachers expect to be awarded salaries that align with their profession, their qualifications, their experiences and the workload.
Taderera said that the US$20 salary increment granted to civil servants fell significantly short and not enough to cover their basic needs. He said:
<blockquote>
Our demand is also, as per our last negotiations where the government, of course, gave us $20.00 and on the part of teachers $39.00 payable in RTGS but still, we thought that this was a mockery on our part and because of that we think that the government should be serious going forward to give us something quite meaningful.
A salary increase of $20.00 is just about nothing to take home, a salary increase of $ 39 RTGS which they are now calling Zimbabwean Gold (ZiG) again is just about nothing to take home about considering the inflationary pressures that are there and the cost of living that is also prevailing within the economy

The Government recently raised civil servants’ salaries to US$320, up from US$300, and indexed the Zimbabwe dollar component to the prevailing official exchange rate.
The National Joint Negotiating Council (NJNC) is expected to meet this month where ZIMTA plans to table its demands.

ZIMTA Makes Fresh Demand For Teachers' Salaries

The Federation of Zimbabwe Educators Unions (FOZEU), a collective of radical teachers’ unions, has issued a call to action for all teachers in Zimbabwe. 
Beginning on Wednesday, March 20, 2024, they are urging teachers to participate in a 3-day job strike in response to the government’s recent US$20 wage increase, which they consider a mere “mockery”.
FOZEU said no teacher should report for duty from March 20 to March 22, 2024, and that the mass action will continue until the government pays a living wage. Reads the statement:

The Federation of Zimbabwe Educators Unions, FOZEU, a collective of radical teachers’ unions is calling on all teachers in Zimbabwe to embark on a 3 day Job action beginning Wednesday 20 March 2024.
Following the conclusion of consulting teachers on a fight-back strategy in the face of the mockery of a USD20 increment, we update our constituency as follows;
A total of 56 700 teachers were consulted both offline and online. 55 220 of the consulted teachers asked FOZEU to call for a Job action before Schools close and mobilise for an indefinite national trike when Schools open for 2nd term.
Some of the grievances which came from the teachers during consultations included the incapacity to pay examination fees for children because of inadequate salaries which is ironic for teachers who work to prepare children for examinations whilst their own children fail to sit for the same examinations.
The Federation hereby declares that;
1. No teacher should report for duty from Wednesday 20 March 2024 to Friday 22 March 2024
2. The mass action is to be escalated as the second term opens until the employer pays a living wage.
3. FOZEU leaders to engage other progressive unions in the Civil Service seeking collaborations in the fight for a living wage.
4. Deadlines for registration for sitting for Public Examinations be extended until the Salary Crisis is resolved.
FOZEU stands ready to provide legal assistance to all teachers who may face victimisation during the coming job action.
The Federation calls upon teachers to mobilise each other at classroom level to make this job action a success.
The employer has to be forced to pay a living wage of USD1 260, teachers are encouraged to seize this opportunity to apply pressure on the employer by completely withdrawing labour.
The Constitution of Zimbabwe provides for the right to Strike and picket.

Zimbabwean Teachers To Embark On 3-Day Job Action To Demand Fair Wages

The Zimbabwe Teachers’ Association (ZIMTA) has called on the government to immediately address the teachers’ salaries issue by reviewing the United States Dollar component.
In a statement issued on Tuesday, 12 March, ZIMTA said it was imperative to address the current stalemate in negotiations with the government by convening a National Joint Negotiating Council (NJNC).
The NJNC serves as a platform where the government and unions representing civil servants engage in negotiations related to civil servants’ salaries, benefits, and working conditions.
ZIMTA said the prolonged inaction and disregard for teachers’ concerns could not be tolerated anymore. Said the union:

Our dedicated teachers who tirelessly serve the public day in and day out, are grappling with abysmally low salaries that fail to keep pace with the rising cost of living.
The lack of a fair living wage not only undermines the morale and well-being of our members but also jeopardizes our ability to provide for our families and to contribute meaningfully to aggregate demand in the economy.
</blockquote>
ZIMTA urged the government to engage in constructive dialogue and expedite the negotiation process to address the pressing issues facing teachers and retirees.
The association added that it was time for the government to prioritise the well-being and livelihoods of teachers, ensuring fair compensation, improved working conditions, and adequate support for retirees. It said:
<blockquote>
Any procrastination of improved salaries beyond March 2024 will be a silent declaration of conflict of rights and interests likely to escalate to a dispute.
We urge the government to revert to the table and improve the USD salary, which is now the dominant currency in the market at about 85% circulation.
The employer should take advantage of this call and correct salary structure discrepancies arising from the wrong manipulation of job grading in the civil service in general.
</blockquote>
ZIMTA also bemoaned the deplorable conditions of service, including inadequate resources, lack of essential equipment, and limited access to proper training, further exacerbating the challenges faced by teachers. Said the union:

These conditions not only hinder our ability to perform duties effectively but also compromise the quality of services provided to the public.

ZIMTA demanded that the government should also address the plight of retirees, who have dedicated their lives to public service. It said:

Many retired teachers are struggling to make ends meet, as their pensions fall short of covering necessities.
The government’s failure to address the concerns of retirees and provide adequate support reflects a callous disregard for those who have served our country faithfully.
</blockquote>
Over the years, civil servants have been pushing for the restoration of their pre-October 2018 salaries of US$540 for the lowest-paid employees. They are currently earning less than US$300.

ZIMTA Demands Urgent Review Of Teachers’ Salaries

Teachers’ unions have expressed mixed views on the proposed Heritage-Based Education 2024-30 Curriculum.
Under the Heritage-Based Education 2024-30 Curriculum Framework, learning the History of Zimbabwe will become compulsory, and national shrines, cultural heritage sites and the national pledge will be accorded special emphasis.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200023934/new-curriculum-divides-teachers">NewsDay</a>, Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said the current history being taught in schools is flawed. He said:
<blockquote>
We, however, take exception to the issue of emphasising the learning of a flawed history of Zimbabwe. The current history was written to simply praise those who assumed power in 1980.
The true history of Zimbabwe, including the important roles of ZAU, Ndabaningi Sithole and all liberation war heroes should be taught.
The missteps of the ruling party and violations of human rights post-independence, including Gukurahundi, must be taught in our schools.
The heroic sacrifices of people like Morgan Tsvangirayi towards producing the current Constitution must be part of the taught history.
History should not be a eulogy of ZAPU PF, but a detailed account of our past to inform our future endeavours…
Funding of these good intentions is also important. The Treasury has shown a stinking austerity attitude which is not in line with realising these big promises.
</blockquote>
Educators Union of Zimbabwe secretary-general Tapedza Zhou said the Government has to explain how the proposed curriculum differs from the previous one and how education will be funded to ensure a smooth implementation of the framework. He said:
<blockquote>
Does the New Heritage-based curriculum differ from the previous one which was competence-based, what are the areas of continuity and change?
How does the minister intend to overcome the resource question given that the previous curriculum was paralysed due to failure to address this question?
One critical error made, therefore, is to rely on local resources in bankrolling the New Curriculum despite the bankruptcy of the teachers, learners and parents.
Another Concern is to have both teachers and learners being forced to endure a huge curriculum shift each time an education minister is changed.
</blockquote>
However, Zimbabwe Teachers’ Association (ZIMTA) spokesperson Goodwill Taderera said the proposed curriculum was a welcome development. He said:

As ZIMTA we submitted a paper to the Education minister to the effect that almost everything had to be revised, particularly the CALA which was hovering around 30% and the number of learning areas which we thought needed to be reduced.
We are yet to study the proposed new curriculum, but it is a welcome development. We hear that they have now made it a Heritage-Based curriculum and that they have reduced from the primary sector about 11 subjects to 6 and from the secondary 7 to 5 and we think this is a welcome development.

Under the the proposed Heritage-Based Education 2024-2030 curriculum framework, the infant level (ECD A to Grade 2), learning areas are being reduced from the previous eleven to six. The reduction will also apply at Junior Level (Grades 3 to 7).
At secondary school level, the core and compulsory learning areas are being reduced from seven to five.

Heritage-Based Education Curriculum Divides Teachers

The Minister of Primary and Secondary Education, Torerayi Moyo, has said the government has employed 2 000 new teachers this term and plans to recruit 5 000 more.
Speaking during a meeting with teachers’ unions and other stakeholders in Harare on Monday, 26 February, Moyo also said there are plans to build 2 800 new schools. Said Moyo (<a href="https://www.herald.co.zw/psc-targets-recruiting-5-000-teachers-this-year/">via The Herald</a>):

We decentralised the recruitment of teachers starting from January 2024, so far we have recruited 2 000 teachers, and we are left with 5 000 more teachers.
We are sure that in the second term, we will recruit more. We are also going to address the shortage of schools by building a further 2 800 schools.

Moyo told trade unionists that when recruiting teachers, the Public Service Commission (PSC) will give preference to those who completed their college studies long back.
He also pledged to ensure that BEAM disbursements are done timeously so that schools operate efficiently and procure materials on time.
Moyo said allowances that were given to teachers should be brought back and that teachers in rural areas deserve hardship allowances.

Govt Plans To Recruit 5 000 More Teachers In 2024 - Education Minister

The Minister of Primary and Secondary Education Torerayi Moyo has backtracked on his remarks that school heads and teachers’ qualifications will be reviewed so that a PhD will be the minimum qualification for school heads and diploma holders will be deemed unqualified to teach in public schools.
Speaking to <a href="https://www.herald.co.zw/phds-not-required-for-school-heads/">The Herald</a> on Wednesday, 31 January, Moyo said his message was misinterpreted, adding that there were no new requirements on qualifications for school heads. He said:
<blockquote>
I never said that for you to be a headmaster, you need to have a PhD. People misinterpreted the message that I gave to the headmasters.
We were in Bulawayo last week, and my message to teachers and headmasters was that they needed to upgrade their qualifications.
I told them that there was a time when holders of ZJC and O’ Levels were teaching without teaching qualifications, and I motivated teachers and headmasters that they needed to upgrade their qualifications.
If they have diplomas, they can have a first degree; if they have a Master’s, they can have a PhD. That was the message.

Addressing heads of primary and secondary schools, district school inspectors and education officials at St Columbas High School in Bulawayo on Thursday last, Moyo said (<a href="https://www.sundaynews.co.zw/qualifications-review-for-teachers-school-heads-2/">via The Sunday News</a>):

I want to encourage you to continuously upgrade yourselves, I started with a Diploma in Education but I had to continue aiming for the self-actualisation stage. I see youthful faces among you who were lucky to be promoted and are headmasters.
There will come a time when we will come up with a circular to say for you to become a headmaster of a high school you must have a PhD, and for you to become a teacher, teaching in our primary schools you must have a degree.

He also reminded school heads that there was a time when teachers of Grade One were holders of the Zimbabwe Junior Certificate and were later removed.
Ordinary Level certificate holders were allowed to teach early grades but they were later removed as well.
The Minister’s remarks stirred controversy on social media platforms, with some teachers worried they may soon find themselves unqualified to teach in public schools.

PhDs Not Required For Headmasters | Minister Backtracks On School Heads Qualification Remarks

The Progressive Teachers Union of Zimbabwe (PTUZ) has described the move by the Government to convert civil servants’ US$300 COVID-19 allowance into a salary as a mere “tissue of misrepresentation”, saying it will not improve teachers’ welfare.
The decision to turn the US$300 allowance into a salary was announced by the Minister of Finance, Economic Development, and Investment Promotion, Mthuli Ncube during the 2024 National Budget presentation.
Last week, members of the uniformed forces and the health sector received the allowances as proper salaries amid indications that State employees are now getting less than in previous years as their USD earnings are now being taxed.
Some unions representing civil servants, such as the Zimbabwe Nurses Association (ZINA), welcomed the conversion of the allowances into pensionable salaries.
However, PTUZ president Takavafira Zhou said the move was not a product of collective bargaining but was “a product of one-armed banditry”. Said Zhou (via <a href="https://www.newzimbabwe.com/teachers-scoff-at-us300-salary-a-product-of-one-armed-banditry-says-union/">NewZimbabwe.com</a>):

Talk that the new salary will transform the teachers’ plight. This is high-sounding nothing and tissue of misrepresentation considering a myriad of taxes and increases announced by the Finance Minister that cumulatively heap burning coals upon the heads of the workers.
Salaries must be a result of binding collective bargaining and not a product of one-armed banditry, and primitive exploitation of the employer in a manner tantamount to slavery.
It is only through logical disputation, broad engagement and social dialogue that there could be industrial harmony in schools…
We therefore call for the urgent restoration of US$540 basic salary of teachers, payment of US$80 education allowance in US$, and other host allowances such as infancy, class teacher, bloated class, A level and responsibility allowances in US$s.

Over the past several years, civil servants have been demanding that the Government raise workers’ salaries to pre-October 2018 levels of US$540 per month for the least-paid employee.

Civil Servants' US$300 Salary "A Product Of One-armed Banditry", Says PTUZ

Headmasters from government schools in Zimbabwe are demanding to be paid in US dollars starting from the upcoming term. Currently, school heads and teachers earn at least US$300 and about ZWL$600,000, but they argue that the local currency component is being eroded by inflation. The Zimbabwe National Union of School Heads (ZINUSH) has called for unity among school heads to press for improved working conditions and salaries in hard currency. ZUSH secretary-general Munyaradzi Majoni told <a href="https://www.newsday.co.zw/local-news/article/200021623/headmasters-confront-govt-over-zimdollar-salaries">NewsDay</a> that they believe that their salaries and allowances should be entirely in US dollars to ensure they receive fair compensation for their work. He said:

We take note of the recent monetary statements which are to the effect that the US dollar allowance shall be pensionable come January 2024.
By implication, our members who are retiring from 2024 are expected to get lump sums in USD. We acknowledge this movement by the employer. However, we take this as a case of too little too late. In the shortest possible time, our salaries and allowances must be entirely in hard currency so that we get value for our hard labour!

Zimbabwe has been grappling with hyperinflation and a depreciating local currency. The value of the Zimbabwean dollar has plummeted, leading to a steep increase in prices of goods and services. Inflation has eroded the purchasing power of the local currency, making it difficult for workers to meet their daily needs and maintain a decent standard of living.
Teachers in Zimbabwe have been at the forefront of demanding better wages and working conditions over the past few years. Strikes and protests have become common as they seek to address the financial hardships they face. The Zimbabwean government has attempted various measures to address the economic crisis, including introducing a foreign currency auction system and implementing price controls. However, the effects of these measures have been limited, and workers continue to struggle with the devalued local currency. 
In addition to the call for US dollar salaries, the school heads also raised concerns about the government’s decision to pay school fees for teachers’ children. While they acknowledged the introduction of this facility, they criticised the implementation process, describing it as discriminatory and burdensome. They recommended that the facility be accessible to all education sector employees, similar to other sector-specific allowances in different departments.
The demand for US dollar salaries extends beyond the education sector. The Zimbabwe Congress of Public Sector Trade Union (ZCPSTU) supports the call for exclusive US dollar payments, emphasizing that the hybrid system of payment with both US dollars and the local currency causes inconvenience and loss of earnings due to inflation. The Amalgamated Rural Teachers Union of Zimbabwe also supports this demand, arguing that the country’s fee structure, which is in US dollars, recognizes the US dollar as the preferred currency and therefore earnings should be in US dollars entirely.

Headmasters Are Demanding US Dollar Salaries Starting From The Upcoming Term

The Zimbabwe Electoral Commission (ZEC) has reportedly failed to pay some teachers for work done during the August 2023 general elections.
It is not clear why the elections management body paid some teachers and left out others despite them signing the same contracts.
Further, it is alleged that teachers who received their money were paid in RTGS (Zim dollars) instead of United States dollars as per their contracts.
ZEC engaged the teachers as voter educators and inspectors for the voters’ roll inspection between May and June 2023.
Speaking to <a href="https://www.newsday.co.zw/local-news/article/200021590/teachers-clash-with-zec-over-election-dues">NewsDay</a>, Progressive Teachers Union of Zimbabwe (PTUZ) president Takavafira Zhou said ZEC treated teachers unfairly. Said Zhou:

Some were paid, while others are yet to be paid. The delay of payment for teachers means that the value is different because of inflation in Zimbabwe. By the time we reach [2024], that money won’t be buying anything.
We hope that ZEC puts its house in order so that it does not abuse teachers.
They are so reluctant about the payment of the remaining teachers and we have tried to engage ZEC but it’s not forthcoming.

Educators Union of Zimbabwe secretary-general, Tapedza Zhou, told NewsDay that paid teachers were still owed about 20% of their dues.
ZEC deputy chairperson, Rodney Kiwa, said that he was not aware that the teachers were yet to be paid for electoral duties. He said:
<blockquote>
About that, I wouldn’t know. We employ thousands of people during elections.
The teachers should provide their proof of employment, identification documents and so on.
Let them communicate with those people. That’s the only way I can help.
</blockquote>
Kiwa then referred NewsDay to ZEC chief elections officer Utloile Silaigwana who has previously said he cannot discuss contractual issues between ZEC and those recruited for electoral duties.
State institutions and agencies, such as ZEC, the Zimbabwe National Statistics Agency (ZIMSTAT), and the Zimbabwe School Examinations Council  (ZIMSEC), are notorious for paying contracted workers late.
The institutions usually contract civil servants, especially teachers for specific programmes such as during elections, to conduct the national census, or marking public examinations, whatever the case might be.
However, in most cases, those contracted complain about late payments, with the money coming as late as six months after they rendered their services.

ZEC Fails To Pay Teachers For Voter Education

Six female teachers stationed at Tshabili Primary School in Beitbridge East have fled their workplace after they were allegedly sexually abused by “goblins”.
Goblins are thought to be small, ugly, supernatural creatures, regarded as malevolent towards human beings.
According to a report by the <a href="https://www.newsday.co.zw/southerneye/local/article/200018363/goblins-terrorise-beitbridge-teachers">Southern Eye</a>, the affected teachers claimed they were sexually violated at night.
Some of the victims have reportedly refused to return to the school until rituals are conducted to get rid of the alleged goblins.
Tshabili Primary School is located about 60km east of the border town
Beitbridge district development co-ordinator Sikhangezile Mafu-Moyo confirmed to the Southern Eye that she was aware of the matter. She said:
<blockquote>
I understand a meeting is on tomorrow (today) between my office, education officials, the school staff and the community.
I am in Bulawayo on a different assignment but I have been informed of the issue.
</blockquote>
District Education Officer (DEO) Freedom Muleya also confirmed that a meeting was to be convened over the issue. Said Muleya:

Officials from our office will attend the meeting. This is not an issue our office can solve, it’s something to do with the community, traditional leadership and the local authority. These reports were made as early as January.
</blockquote>
The victims reported at the district education offices, the local district council offices and Mafu-Moyo’s office on Thursday and narrated their ordeal.
Majili Primary School in Bubi District, Matabeleland North province, was briefly shut down in June 2022 after alleged goblins molested female teachers.
