ZANU PF Secretary General Obert Mpofu has intervened in the dispute between ZANU PF Youth League Secretary Tinoda Machakaire and his deputy John Paradza over the reshuffling of the national executive council.
On December 9, 2024, Machakaire unilaterally announced the reshuffle of the ZANU PF Youth League national executive council.
Paradza responded by contending that the move was unconstitutional and advised the affected officials to remain in their positions until Mpofu provided guidance on the issue.
On December 10, Machakaire wrote to Paradza, demanding that he withdraw his circular and warning that failure to do so would result in appropriate measures being taken against him.
However, in another twist, on December 11, Mpofu wrote to Machakaire, stating that the reshuffle of the ZANU PF Youth League national executive council must be ratified by the Politburo before it could take effect.
Mpofu rebuked Machakaire for acting unilaterally, calling the move undemocratic and warning that it could create division within the Youth League and erode confidence in leadership decisions.

RE: RESHUFFLE OF THE YOUTH LEAGUE NATIONAL EXECUTIVE COUNCIL
Reference is made to the above issue and the subsequent letter addressed to the Secretary-General from the Deputy Secretary for Youth Affairs, Cde J. Paradza, dated 10 December 2024 seeking recourse on behalf of the Youth League National Executive Council over the reshuffle of the Youth League National Executive Council.
The restructuring exercise appears to have been implemented without consulting the National Assembly of the Youth League or the Youth Executive Council or securing ratification from the Politburo or Central Committee, as required by Article 26 Section 330 (2) and (3) of the 2022 Party Constitution.
The Secretary’s supervisory powers under Section 88 must be exercised within the confines of constitutional principles, which prioritize democracy and collective leadership.
Without explicit authority to remove or restructure elected positions, the directive risks being ultra vires (beyond the powers granted).
The restructuring, if perceived as unilateral and undemocratic, may create division within the Youth League and erode confidence in leadership decisions.
As such, the Youth League Secretary should have had recourse to the appropriate procedures, instead of a unilateral reshuffle as such actions, undermine democratic principles and collective leadership.
There is need to adhere to the ZANU PF Constitution, consultation, and procedural integrity so as to maintain legitimacy, unity, and respect for democratic norms.
Therefore, future decisions of this magnitude should involve thorough consultation with the relevant organs of the Youth League and formal ratification by the Politburo or Central Committee.
In addition, the rationale and procedures followed for restructuring should be clearly documented to enhance transparency and accountability.
Please be advised that, this matter will be referred to Party leadership for deliberation and guidance.

Mpofu said it could cause problems. He wants all changes to be approved by the Politburo first. This way, everyone agrees on what happens. Mpofu said it's important to follow the rules and talk to others before making big decisions. If not, it can make things worse and people won't trust the leaders. Gospel musician <a href="https://www.pindula.co.zw/Michael_Mahendere/">Michael Mahendere</a> received over $185 000 and a generous assortment of gifts on Saturday as he celebrated his 40th birthday, <a href="https://www.newsday.co.zw/life-amp-style/article/200013518/mahendere-gets-us185k-2-blocks-of-mines-10-cows-as-birthday-presents">NewsDay</a> reported. Among his presents were $185,000, two blocks of mines, and ten cows. The event was held at Golden Conife in Strathaven, Harare and featured an auction of two portraits, which sold for $400, and a platinum sponsorship of $15,000 from Grey Homes.
Youth, Sport, Arts and Recreation deputy minister <a href="https://www.pindula.co.zw/Tino_Machakaire/">Tinoda Machakaire</a> also gifted Mahendere $20,000 and 10 cows. In addition, eight musicians contributed a total of $150,000 towards Mahendere’s birthday. Businesswoman <a href="https://www.pindula.co.zw/Zodwa_Mkandla/">Zodwa Mkandla</a> presented the artist with two return tickets to <a href="https://www.pindula.co.zw/Victoria_Falls/">Victoria Falls,</a> and an anonymous guest gifted him two blocks of mines. 
Mahendere announced that the proceeds from the birthday dinner would be used to establish a state-of-the-art recording studio focused on mentoring and nurturing young gospel talent. He said:

The proceeds that we had at this event will be going towards our three major projects. The first one is we want to built a state-of-the-art studio. Forty years for me means I need to start impacting other people’s lives.
We are going to do talent search and raise more young ministers. You are going to see more young ministers coming up, whom we will record and push. There could be someone who can sing and they are very far away and lack an opportunity and just as I received an opportunity years back, I also want to create that platform for others.
We will help them write songs, push them and contribute to the society as well as the music industry.
There is a serious growth in Zimdancehall, where artistes are raising each other. There is a serious growth that is happening in any other genre and we are lacking that in the gospel genre.
So we are going to be focusing more on gospel music from different churches. It does not matter which church one is from.

Information, Publicity and Broadcasting Services deputy minister Kindness Paradza also revealed that the ministry was processing Mahendere’s application for a radio and television broadcasting license. He said:

A number of musicians and celebrities attended Michael Mahendere’s 40th birthday celebration, including Mukudzei “Jah Prayzah” Mukombe, Janet Manyowa, Peace “Baba Shupi” Ndlovu, Madam Boss, and United Family International Church pastor Hubert Chigumira.
Gospel artiste Tembalami, whose real name is Temba Tagwireyi, praised Mahendere for his continued excellence in the music industry, saying that Mahendere had set a standard for young gospel musicians to follow.

Mahendere Received $185K And Gifts For His 40th Birthday

Norton legislator, Temba Mliswa (Independent) has criticised Youth, Sport, Arts and Recreation Deputy Minister, Tinoda Machakaire for claiming that Winky D’s latest album, Eureka, is causing “chaos” in the country.
Machakaire said the Zimdancehall chanter should desist from attacking the government and instead, use the right structures to air his grievances.
According to journalist Brezhnev Malaba, one of Winky D’s tracks on the album “Ibotso” portrays Zimbabwe as a crime scene, a long-decayed society in which the residents naively hope things will miraculously change for the better.
Responding to Machakaire’s utterances, Mliswa said there is nothing wrong with Winky D bringing up pertinent issues which are plaguing this country. He said:

The truth of the matter is that Winky D never insulted, attacked, or cursed anyone. He has created no chaos.
He simply brought up pertinent issues which are plaguing this country as everyone knows. His model and platforms are very much on point as a musician.
There is no need for him to approach a political party for private intercourse about those issues, so as not to sing about them.
He is an artist. Moda ayimbe zvemadrugs nerudo zvega here? This is a form of fascist censorship you are now advancing.
His way of addressing and raising them, through music, is adequate and correct all the way.
Those singers, activists and politicians who have rushed to report incorrectly about him are the most dangerous people because they exhibit a gross lack of mental acumen.
Instead of interrogating issues candidly and analytically they see issues in a binary manner where critical analysis or simply stating the truth is an insult.

Mliswa stated that Winky D is more patriotic than the likes of DJ Fantan who are “bootlicking” ZANU PF. He said:

It’s because there are limited minds who think gulping down everything blindly is the correct form of patriotism.
Winky D is more patriotic than all those other DJs and singers bootlicking the party by foolishly insinuating the involvement of foreign embassies on a music project.
Who doesn’t know that the thematic content on Eureka Eureka is the same since way back for Winky D?
It’s nothing new. He has produced many songs before with similar content. Was he being paid all that time?

Winky D More Patriotic Than "Bootlicking" DJs And Musicians - Mliswa

The Deputy Minister of Youth, Sport, Arts and Recreation, <a href="https://www.pindula.co.zw/Tinoda_macharika" rel="noopener noreferrer" target="_blank">Tino Machakaire</a>, said the government will intensify renovations being carried out at the <a href="https://www.pindula.co.zw/National_Sports_Stadium" rel="noopener noreferrer" target="_blank">National Sports Stadium</a> and <a href="https://www.pindula.co.zw/Barbourfields_Stadium" rel="noopener noreferrer" target="_blank">Barbourfields Stadium</a> despite the postponement of matches by the Confederation of African Football (CAF).
The Government of Zimbabwe initially injected $37.6 million towards the upgrading of the stadiums after CAF ruled that they did not meet the minimum requirements to host continental football matches.
Machakaire, who is leading the Government task force on the refurbishment exercise, said:
<blockquote>We have said what happened with the CAF ban was something regrettable, that should never be allowed to happen again and I am happy, so far, that we are on course to meet all targets on the work being done at the stadiums.
We just have to keep our shoulders on the wheel and ensure that everything that needs to be put in place is put in place and, if it means even re-doubling our efforts, so be it.</blockquote>

'Coronavirus Will Not Stop Zim Stadia Refurbishments'

A ZANU PF MP has reportedly embarked on empowerment projects in his constituency without discriminating the beneficiaries on political affiliation.
Wedza South Constituency legislator <a href="https://www.pindula.co.zw/Tinoda_macharika" rel="noopener noreferrer" target="_blank">Tinoda Machakaire</a> has been praised by losing MDC Alliance candidate for Ward 14, Shakespeare Kandava, and the party’s losing MP Fanuel Gukwe for development the constituency.
Speaking during a rally at Makarara Business Centre in <a href="https://www.pindula.co.zw/Wedza" rel="noopener noreferrer" target="_blank">Wedza</a> South recently, Machakaire said:
<blockquote>We don’t want violence or segregation when we have food programmes. Let people know that Zanu PF is a people’s party. Under President Mnangagwa, we preach peace we want everyone to see everyone’s development. We should all learn from the President.</blockquote>
Machakaire handed over rice that was donated by President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> to people who attended the rally.
He implored his people to work hard and get away from the begging syndrome to avoid being taken advantage of by politicians.
