A parliamentary committee has revealed that Zimbabwe loses an estimated $24 million every year because around 200,000 vehicles do not pay their vehicle licenses and tollgate fees.
Knowledge Kaitano, the chairman of the Parliamentary Portfolio Committee on Transport and Infrastructural Development, said that to stop this revenue loss, the tollgate system should be upgraded to toll plazas.
These recommendations were made during the pre-national budget seminar held in Bulawayo. Said Kaitano:

Because there is no aggregated motor vehicle database and the absence of a database system which links CVR, ZIMRA, ZINARA, the Police, and Insurance Council of Zimbabwe, it is estimated that a minimum of 200 000 vehicles are not paying vehicle licenses nor toll gate fees thereby depriving the fiscus of $24 million annually, and an amount which can drill 7000 boreholes annually and 35 000 boreholes by 2030.
The time is now to roll out these toll plazas which were mooted as far back as in 2019.

Kaitano said toll plazas can make more money because the software used by the two system vendors can be upgraded to handle VID certification, road permits, number plate verification, third-party insurance, ZBC insurance, and more.  He added:

This will also greatly reduce road accidents. We have been made to understand that Zinara has the funds to build the toll plazas. There is also a need to increase the number of toll plazas for certain roads such as Harare-Masvingo and Bulawayo Victoria Falls.

ZINARA’s acting chief executive, Moses Juma, recently announced that the agency aims to complete the construction of nine toll plazas along the Plumtree-Mutare highway by the end of the year.
Five of these toll plazas are already operational, while the remaining four are expected to be completed within the same timeframe.
ZINARA anticipates collecting approximately $100 million this year from these toll plazas.

The Zimbabwe National Road Administration (ZiG) has announced new toll fees effective from the 9th of April, 2024.
According to ZINARA’s notice, the USD tariffs remain unchanged. On Premium roads, the ZiG fees are as follows: Light Motor-Vehicle ($54), Minibuses ($81), Buses ($108), Heavy Vehicles ($135), Haulage Trucks ($270), and Residential Discount Per Term ($1,080).
On Other roads, the ZiG fees are as follows: Light Motor-Vehicle ($41), Minibuses ($68), Buses ($81), Heavy Vehicles ($108), Haulage Trucks ($203), and Residential Discount Per Term ($810).

ZINARA Announces ZiG Toll Fees

The Zimbabwe National Roads Administration (ZINARA) has said Statutory Instrument (SI) 5 of 2024 identifies the tolling points along the premium roads but does not create any new tollgates outside those specified in SI 39 of 2009.
In a public notice issued on 20 January 2024, ZINARA said the tollgates along the premium routes are Figtree, Ntabazinduna, Gweru North, Gweru South, Kadoma, Norton, Goromonzi, Rusape and Mutare as well as Skyline, Mushagashe, Chivi and Luthumba. Reads the notice:

Following the promulgation of SI 5 of 2024, there have been queries regarding the designation of tollgates and this statement serves to provide clarity to the issues raised by members of the public.
SI 39 of 2009 spells out all the designated points along the national highways where tollgates may be established.
Some of these sites are gazetted but have not yet been established as tolling points or tollgates.
Meanwhile, the schedule of tollgates outlined in terms of SI 5 of 2024 identifies the tolling points along the premium roads but does not create or establish any new tollgates outside those specified in SI 39 of 2009.
For the avoidance of doubt, the operational tollgates along the premium routes are as follows:
Plumtree – Mutare Premium Route Tollgates
Figtree, Ntabazinduna, Gweru North, Gweru South, Kadoma, Norton, Goromonzi, Rusape and Mutare
Harare- Masvingo-Beitbridge Premium Route 
Tollgates Skyline, Mushagashe, Chivi and Luthumba
Accordingly, no additional tollgates have been added to the current complement of tollgates on these and other routes.

Early this month, toll fees on premium routes were doubled. Light motor vehicles are now paying US$4 up from US$2 on all premium routes, minibuses paying US$6 up from US$3, heavy vehicles paying US$10 up from US$5 and haulage trucks US$20 up from US$10.

ZINARA Names Tollgates Along Premium Routes

Tourism and Hospitality Industry Minister, Barbara Rwodzi, has said the recent toll fee hike harms domestic tourism.
This comes after the Government early this month increased toll fees by up to 100% on some roads.
Rwodzi told journalists on Friday last week that her Ministry engaged the Ministry of Transport and Infrastructural Development on the possibility of lowering the toll fees as they make travelling by roads expensive. She said (<a href="https://www.newsday.co.zw/local-news/article/200022079/toll-fees-hike-stalls-domestic-tourism-govt">via NewsDay</a>):
<blockquote>
We think toll fees will affect domestic tourism, we were not in support of the move. However, we negotiated for the fees to be reduced.
When people are travelling they should not have headaches. For example, there might be five to six tollgates for someone driving from Harare to Victoria Falls and that is a substantial amount put aside by a motorist.

Rwodzi said the rehabilitation of the Bulawayo-Victoria Falls Highway, which is in poor condition, should be prioritised. She said:

As the tourism ministry, we want to ensure that these roads get fixed and accessed and we are very hopeful that the Bulawayo-Victoria Falls Highway will be fixed and we will be making a lot of noise about it because upgrading our roads will make accessibility better.

The Zimbabwe National Roads Administration (ZINARA), which collects the toll fees, defended the hike. It said:

The new fees have been carefully considered to balance the need for accelerated road infrastructure rehabilitation funding, which has over the past three years been funded largely through Treasury.
These revised fees are part of a broader strategy to enhance capacity for ongoing road rehabilitation and routine maintenance.

Toll fees on the Harare-Beitbridge and Plumtree-Mutare highways were increased to US$4 for light motor vehicles up from US$2.
Minibuses pay US$6 from US$3, buses US$8 from US$4, heavy vehicles US$10 from US$5, and haulage trucks US$20 from US$10.
On other roads, toll fees were increased by 50%.

Toll Fees Hike Harms Domestic Tourism - Minister Rwodzi

The Zimbabwe National Road Administration (ZINARA) has announced an increase in toll fees effective 5 January 2024. On the Harare/Beitbridge and Plumtree/Mutare which are dubbed “premium roads,” toll fees for light motor vehicles have been raised from US$2 to US$4. On all other roads, the increase is from US$2 to US$3. This decision was initially made by Finance Minister Mthuli Ncube in the 2024 National Budget, but it has faced criticism from the public.
Here are the new toll fees for different vehicle classes:

ZINARA Has Announced An Increase In Toll Fees Effective 5 January 2024

Finance Minister Mthuli Ncube has adjusted the proposal to hike toll fees that he announced in the 2024 national budget after legislators argued the proposed fees were exorbitant.
In the 2024 national budget, Ncube proposed to hike toll fees for light motor vehicles from US$2 to US$5 and US$4 for premium roads and other roads, respectively.
Premium roads include the Harare-Beitbridge highway and the Plumtree-Mutare road.
Ncube proposed to increase toll fees for minibuses from US$3 to US$8 and US$6 for premium roads and other roads, respectively.
The other proposed toll fees were as follows: buses, from US$4 to US$10 and US$8; heavy vehicles, from US$5 to US$15 and US$10; and haulage trucks from US$10 to US$ 25 and US$20 for premium roads and other roads, respectively.
Ncube has since reviewed the proposed fees after pressure from Members of Parliament. He said:

We are proposing that rather than increasing the basic toll fee by 100%, I am now proposing that we increase it only by 50%. We have lowered the increase.
The same applies to the premium roads, again I am not proposing the full amount but only half of that. So, we have lowered these toll fee increases.
I also listened to a comment that perhaps tollgates that are closer to the city should have lower toll fees than elsewhere.
We will look into this. It sounds like a noble proposal because some of the people who live out at the edge of the city or those who work in the city if they are having to pay high toll fees, we do not want that.
We want it to be fair and reflect the fact that the work here we do not want to overly penalise those individuals.
On registration fees from Number Plates, thank you for these proposals. This is under review and we will review it and see what we can do.
For some of these proposals and suggestions from colleagues, we proceed by way of regulations, Statutory Instruments and things like that.
It does not necessarily have to come into a Bill although we may need to confirm by Parliament but it does not necessarily have to come through a Bill in the first place.

In 2021, a Ministry of Transport and Infrastructure Development official said the state of roads and bridges around the country was dire and in urgent need of reconstruction.
Motorists have expressed anger over the state of the roads given that they have been paying toll fees over the years.
The Government has been accused of misusing funds raised from tollgates through ZINARA which has resulted in the deterioration of the road network at a time when road users are being forced to part away with their hard-earned cash.

Mthuli Ncube Cuts Toll Fees Increases

Finance, Economic Planning and Investment Promotion Minister Mthuli Ncube has proposed to double road toll fees starting from 01 January 2024.
Presenting the 2024 National Budget on Thursday, Ncube said the revenue derived from the increased fees will be remitted to the Consolidated Revenue Fund. He said:

I propose to review upwards, the Strategic Reserve Levy by US$0.03 and US$0.05 per litre of diesel and petrol, respectively, with effect from 1 January 2024. Toll Fees are currently pegged between US$2 and US$10, depending on the type of vehicle.
I, therefore, propose an upward review of toll fees on premium roads, that is, Harare-Beitbridge and Plumtree-Mutare and other roads, with effect from 1 January 2024. Revenue derived from the increased fees will be remitted to the Consolidated Revenue Fund.
</blockquote>
Ncube proposed to double toll fees on the country’s roads and more than double the fees on what he calls “premium roads” which include the Harare-Beitbridge highway and the Plumtree-Mutare road.

Tollgate Fees Set To More Than Double

ZINARA Reviews Vehicle Licensing And Toll Fees

The Zimbabwe National Roads Administration (ZINARA) has reduced both toll and vehicle licensing fees effective from today. This marks the second downward review by ZINARA in recent months. The fees which are pegged in both foreign currency and local currency have seen a downward review in local currency as follows:

The reduction in fees is being implemented in response to the continuous decline of the exchange rate. The Zimbabwe dollar has strengthened against the USD in recent weeks. As a result, many grocery shops and service providers have started reducing the prices of their goods, with some products such as a 2-litre cooking oil seeing a reduction from $28,000 to about $16,000. The Zimbabwean dollar’s value has been steadily increasing, trading at US$1: $4,517 at the latest forex auction, compared to US$1: $4,537 the previous week.

ZINARA Reduces Toll And Licensing Fees From 01 August 2023

The Zimbabwe National Road Administration (ZINARA) has reduced toll gate fees in Zimbabwe dollars after the local currency regained value against the United States dollar.
On 05 July 2023, ZINARA reviewed Zimbabwe dollar toll fees but charges in US dollars remain unchanged.
Motorcycles are exempted from paying toll fees but light motor vehicles will pay US$2.00 or ZWL$10 800.
Minibuses will pay US$3.00 or ZWL$16 200, buses will pay US$4.00 or ZWL$21 600, and heavy vehicles will pay US$5.00 or ZWL$27 000.
Haulage trucks will pay US$10.00 or ZWL$54 000, while residential per term has been set at US$40.00 or ZWL$216 000.

Before the latest toll fees adjustment, the previous charges set on 15 June 2023 were as follows: light motor vehicles (ZWL$11 960), minibuses (ZWL$17 940), buses (ZWL$23 920), heavy vehicles (ZWL$29 900), haulage trucks (ZWL$59 800), and residential per term  (ZWL$239 200).
ZINARA has also slashed vehicle licencing fees in Zimbabwe dollars due to the strengthening of the local unit.

ZINARA Reduces Zimbabwe Dollar Toll Fees

The Zimbabwe National Roads Administration (ZINARA) has announced new toll fees with effect from 15 June 2023.
Motorcycles are exempted from paying toll fees but light motor vehicles will pay US$2.00 or ZWL$11 960 with effect from tomorrow.
Minibuses will pay US$3.00 or ZWL$17 940, buses will pay US$4.00 or ZWL$23 920, and heavy vehicles will pay US$5.00 or ZWL$29 900.

ZINARA Hikes Toll Fees Effective 15 June 2023

The Zimbabwe National Roads Administration (ZINARA) has announced the release of the new <a class="MarkdownLink_linkifiedLink__KxC9G">toll fees</a> effective from 25 May 2023. In a statement seen by Pindula News, ZINARA said the toll fees will be implemented in accordance with Section 4 of Statutory Instrument 32 of 2021.
In a statement seen by Pindula News, ZINARA has stated that only the <a class="MarkdownLink_linkifiedLink__KxC9G">toll fees</a> denominated in <a class="MarkdownLink_linkifiedLink__KxC9G">Zimbabwean dollars</a> (ZWL) have been changed, while those in <a class="MarkdownLink_linkifiedLink__KxC9G">United States</a> dollars (USD) will remain unchanged.

ZINARA had previously released an update on May 1, 2023, which announced the toll fees for vehicles. The fees were as follows:

The Zimbabwean dollar has rapidly lost value against the United States dollar (USD) since its reintroduction in 2019. The depreciation of the Zimbabwean dollar has been caused by factors such as economic mismanagement, corruption, and political instability.
The devaluation of the currency has resulted in increased prices of goods and services, reduced purchasing power, and has negatively impacted the economic growth and development of Zimbabwe.

ZINARA Announces New Toll Fees Effective 01 February 2023

The government on Friday, 28 October reviewed the New Limpopo Bridge tolling system at Beitbridge border post to allow the fees to be paid at the prevailing bank rate of the day.
The changes are contained in Statutory Instrument 184 of 2022 which reads in part:

It is hereby notified that the Minister of Transport and Infrastructure Development, in terms of sections 6 of the Toll-Roads Act (Chapter 13:13), has made the following changes –these regulations may be cited as the Beitbridge (Tolling) (Amendment) Regulations, 2-022 (No 2).
The Beitbridge (Tolling) regulations, 2014, published in Statutory Instrument 100 of 2014 (hereinafter referred to as the principal regulation) is amended by the repeal of the schedule and the submission of the following- the motor vehicle will pay US$4, light motor vehicle up to 3 tonnes (US$9) and heavy vehicles to pay US$23.
The fees above shall be payable in United States dollars or South African rand using the exchange rate as published by the Reserve Bank of Zimbabwe as at the date of payment.

Since 2014, the bridge toll fees were fixed for light motor vehicles paying US$4 or R55, light motor vehicles weighing up to three tonnes, (US$9 or R125), while heavy vehicles were charged US$23 or R325.

Govt Reviews New Limpopo Bridge Tolling System

The Zimbabwe National Roads Administration (ZINARA) has increased toll fees for the second time this month.
ZINARA hiked tollgate fees in Zimbabwe dollar terms on 3 August 2022 and on Saturday the authority announced another hike that takes effect on the 29th of August 2022. ZINARA said in a notice:

We would like to advise our valued customers that with effect from 29 August 2022, the following ZWL toll fees will apply in terms of Section 4 of Statutory 32 of 2021.
</blockquote>
The new ZWL tariffs are as follows: light motor vehicles ($1,100), minibuses ($1,650), buses ($2,200), heavy vehicles ($2,750), haulage trucks ($5,500), residential discount per term ($22,000).
Previously, the toll fees were as follows: light motor vehicles ($860), minibuses ($1 290), buses ($1 720), heavy vehicles ($2 150), haulage trucks ($4 300), residential discount per term ($17 200).
In USD, the tariffs are as follows: light motor vehicles ($2.00), minibuses ($3.00), buses ($4.00), heavy vehicles ($5.00), haulage trucks ($10), residential discount per term ($40).
In Rands, the tariffs are as follows: light motor vehicles (R40), minibuses (R60), buses (R70), heavy vehicles (R90), haulage trucks (R180), residential discount per term (R690).
In Pula, the tariffs are as follows: light motor vehicles (P30), minibuses (P40), buses (P60), heavy vehicles (P70), haulage trucks (P130), residential discount per term (P520).

ZINARA Hikes Toll Fees Effective 03 August

The Zimbabwe National Roads Administration (ZINARA)has announced new toll fees with effect from Friday, 17 June 2022.
In a public notice, ZINARA said in terms of Section 4 of Statutory Instrument 23 of 2021, toll fees that are pegged in foreign currency are payable in Zimbabwe dollars. The fees are as follows:

ZINARA Hikes Toll Fees Effective 17 June 2022

The Zimbabwe National Roads Administration (ZINARA)has announced new toll fees with effect from Monday, 4 April 2022.
In a public notice, ZINARA said the toll fees that are pegged in foreign currency are payable in Zimbabwe dollars. Read part of the notice:

In terms of Section 4 of Statutory Instrument 32 of 2021, toll fees which are pegged in foreign currency are payable in ZWL at the prevailing foreign currency auction rate.
</blockquote>
The tariffs are pegged in United States dollars (USD), Zimbabwe dollars (ZWL), South African Rands (ZAR) and Botswana Pula (BWP).
The tariffs for light motor vehicles have been pegged at ZWL$300, US$2, ZAR30, and BWP20 respectively.
For minibuses, motorists will fork out ZWL$450, US$3, ZAR50 or BWP40.
Heavy vehicles will pay ZWL$730, US$5, ZAR80 or BWP60.
Haulage tariff fees have been set at ZWL$1 450, US$10, ZAR160, or BWP120, while the residential disc per term is ZWL$1 450 or US$10 or .

ZINARA Hikes Toll Fees In Zimbabwe Dollars, Fees In Forex Unchanged

The Zimbabwe National Roads Administration (ZINARA) has announced new toll fees effective Monday, 20 December 2021.
In a public notice issued this Saturday, ZINARA said toll fees that are set in foreign currency are payable in Zimbabwe dollars at the prevailing foreign currency auction rate.
The tariffs are pegged in United States dollars (USD), Zimbabwe dollars (ZWL), South African Rands (ZAR) and Botswana Pula (BWP).
Currently, tariffs in Zimbabwe dollars are as follows; light motor vehicles $164, minibuses $246, buses $330, heavy trucks $410 and haulage trucks $820.
The tariffs for light motor vehicles have been pegged at US$2, ZWL$220, ZAR30, and BWP20 respectively.
For minibuses, motorists will fork out US$3, or ZWL$330, ZAR50 or BWP40, while haulage tariff fees have been set at US$10, ZWL$1 100, ZAR160, and BWP120. For all the tariffs, see the table below. ZINARA said:

This means that tollgate tariffs in USD terms have not changed. ZINARA has adjusted tariffs in Zimbabwe dollars as well as giving motorists the option to pay in Rands or Pula.

ZINARA To Hike Tollgate Fees 5 Days Before Christmas

The Ministry of Transport and Infrastructural Development has gazetted toll fees payable in foreign currency.
Through Statutory Instrument 32 of 2021, the government has set USD tollgate fees from US$2.00 to US$10.00 depending on the type of the vehicle. The fees are as follows:

The government said toll fees for foreign-registered vehicles shall be payable in United States Dollars or equivalent in other foreign currencies, using the above rates.
The toll fees in foreign currency may be payable in local currency at the foreign currency auction rate.
Meanwhile, residents living in areas within a 10km radius from a tollgate situated in their area will pay a daily toll fee of US$4.00 (without discount). US Dollar Tollgate Fees Announced

The Zimbabwe National Road Administration (ZINARA) said that it will soon introduce dual pricing at its tollgates scattered across the country.
This follows <a href="https://news.pindula.co.zw/2020/11/26/tollgate-fees-to-be-payable-in-forex-or-rtgs-equivalent/" rel="noopener noreferrer" target="_blank">an announcement by Finance and Economic Development Minister Mthuli Ncube that toll fees will be payable in both United States dollars and Zimbabwe dollars</a> from 2021 going forward. ZINARA said in a statement:
<blockquote>Following the announcement in the 2021 National Budget by Finance Minister Professor Mthuli that toll fees can now be collected in foreign currency, ZINARA will soon introduce dual pricing at Tollgates.</blockquote>
While presenting the 2021 national budget in Parliament on 26 November 2020, Ncube proposed that toll fees be payable in foreign or local currencies at the Foreign Currency Auction Rate.
Under the proposed structure, Light Motor Vehicles will pay $2, minibuses $3, buses $4, heavy vehicles $5, haulage trucks $10 and the residential discount will be set at $10 per month. Said Ncube:
<blockquote>In addition, toll fees for foreign-registered vehicles will be payable in United States Dollars or equivalent in other foreign currencies, using the above rates.</blockquote>

Dual Pricing At Tollgates Imminent

Toll fees are to be increased soon, a Ministry of Transport and Infrastructural Development official has said.
Permanent Secretary in the Transport and Infrastructural Development Ministry, Amos Marahwa said the current toll fees are no longer adequate for the Zimbabwe National Road Administration (ZINARA) to fund required road maintenance.
Marahwa said this while giving oral evidence before Parliament’s Portfolio Committee on Transport and Infrastructural Development chaired by Shamva South legislator Oscar Gorerino on Monday. He said:
<blockquote>The Ministry of Finance has now come to the table allowing us to review some of the user fees. Remember we used to charge US$2 for small cars as toll fees.</blockquote>
Unconfirmed reports claim that $120 has been proposed for light motor vehicles, $180 for minibuses, $240 for buses, $300 for heavy vehicles and $590 for haulage trucks while motorcycles will be exempted.
Foreign registered vehicles would probably have to pay tolls in foreign currency.
Madahwa also said the Central Vehicle Registry has received funding to procure 168 000 pairs of plates.
