The Zimbabwe National Roads Administration (ZINARA) has set aside funds to convert tollgates into toll plazas or shopping centres as part of the parastatal’s transformation strategy.
Chief Executive of the state-owned entity, Mr Nkosinathi Ncube said toll plazas will deter would-be unscrupulous motorists from gaining free passage. He said:

Toll plazas are integrated infrastructure that are non porous and resemble modern trends that do not give room to provide free passage. ZINARA has invested in the toll plazas and our aim is to ensure that all motorists pay for the rehabilitation of the country’s roads. A toll plaza is different from an ordinary tollgate as it has expanded infrastructure with enough barricades to ensure no one evades or avoids the passage. It is also digitalised, such that all vehicles’ number plates are scanned and detected to ascertain if they are exempted from paying fees.

Mr Ncube also said the introduction of a prepayment package will improve efficiency at the toll plazas. He said ZINARA was engaging banks to link its system to reduce the waiting time by motorists to pass through tollgates.
Revenue collected by ZINARA is used for the rehabilitation and construction of the country’s roads.

ZINARA Moves To Convert Tollgates Into Toll Plazas

The Zimbabwe National Road Administration (ZINARA) is rolling out automatic number plate recognition cameras at tollgates along the Plumtree-Mutare Highway as part of measures to reduce congestion at the tollgates.
The technology identifies and processes the vehicle tolling class, licensing status and tolling exemption status and will trigger the boom to open automatically for exempted vehicles and those on residential discounts.
ZINARA technical director Moses Chigonyati confirmed this development, saying the technology was already in use at Norton tollgate and the rollout to other tollgates was already underway. He said:

We are introducing the basic short-range cameras at all the tollgates along the Plumtree-Mutare Highway which will recognise the number plate of an exempted car approaching the tollgate at a speed of 70km per hour.
The long-range cameras recognise cars that will be moving at a speed of 160km per hour so we settled for the short-range camera on the understanding that no motorist will approach a tollgate at a speed of 160km per hour.

Chigonyati said the major advantage of the ANPR system is that toll collectors will no longer go out of the booth to verify if a vehicle is exempted and this will reduce transacting time at the tollgate. He said:
<blockquote>
The biggest advantage of this system is that toll collectors will no longer go out of the booth to physically verify if the vehicle is exempted or not and, they do not need to scan an exemption coupon physically on the document scanner. This is going to shorten the transacting time at the tollgate.
There was also the challenge of toll collectors scanning expired exemption coupons due to pressure, but this is going to be a thing of the past because the ANPR system is going to pick this automatically.

He said the system was also going to ease the processing of the ZINARA cards on the Plumtree-Mutare Highway because initially, collectors were inputting the number plates manually.

ZINARA Introduces Automatic Cameras To Accelerate Transacting At Tollgates

<a href="https://www.pindula.co.zw/ZINARA" rel="noopener noreferrer" target="_blank">Zimbabwe National Road Administration (ZINARA)</a> tolling cashiers earn ZWL$6 240.00 per month basic salary.
On top of that, the cashiers also receive ZWL$660.00 per month and an overtime allowance of 1.5 on a normal day and double on public holidays.
This essentially means that tollgate cashiers are paid three times more than doctors and six times more than teachers. See picture below:

ZINARA Tolling Cashiers Earn $7 000 Per Month

Frank Tendai Mushonga (39) who is a supervisor at the Gweru South tollgate was arrested for allegedly stealing $11 000 collected as toll fees.
Mushonga pleaded not guilty when he appeared before Ms Mildred Matuvi facing one count of theft. He was remanded out of custody on $100 bail to January 31 for continuation of trial. State witness Mr Malvin Moyo who is the acting Route Operation Manager for the western region toll gates told the court Mushonga as supervisor for the Gweru South tollgate signed for the money he received from cashiers which he was allegedly supposed to bank.
The court heard that Mushonga collected money that had been collected by the toll operators from August 2017 to June 2018 in order to bank the money for the company. Mushonga allegedly violated a trust agreement expected of him and deposited $38 000 in Gweru South Intertoll Zimbabwe Company’s bank account instead of $49 000 that was collected.
