A parliamentary committee has revealed that Zimbabwe loses an estimated $24 million every year because around 200,000 vehicles do not pay their vehicle licenses and tollgate fees.
Knowledge Kaitano, the chairman of the Parliamentary Portfolio Committee on Transport and Infrastructural Development, said that to stop this revenue loss, the tollgate system should be upgraded to toll plazas.
These recommendations were made during the pre-national budget seminar held in Bulawayo. Said Kaitano:

Because there is no aggregated motor vehicle database and the absence of a database system which links CVR, ZIMRA, ZINARA, the Police, and Insurance Council of Zimbabwe, it is estimated that a minimum of 200 000 vehicles are not paying vehicle licenses nor toll gate fees thereby depriving the fiscus of $24 million annually, and an amount which can drill 7000 boreholes annually and 35 000 boreholes by 2030.
The time is now to roll out these toll plazas which were mooted as far back as in 2019.

Kaitano said toll plazas can make more money because the software used by the two system vendors can be upgraded to handle VID certification, road permits, number plate verification, third-party insurance, ZBC insurance, and more.  He added:

This will also greatly reduce road accidents. We have been made to understand that Zinara has the funds to build the toll plazas. There is also a need to increase the number of toll plazas for certain roads such as Harare-Masvingo and Bulawayo Victoria Falls.

ZINARA’s acting chief executive, Moses Juma, recently announced that the agency aims to complete the construction of nine toll plazas along the Plumtree-Mutare highway by the end of the year.
Five of these toll plazas are already operational, while the remaining four are expected to be completed within the same timeframe.
ZINARA anticipates collecting approximately $100 million this year from these toll plazas.

Zimbabwe Loses $24 Million Annually Due to Unpaid Vehicle Licences And Toll Fees - Parliament

The Zimbabwe National Road Administration (ZINARA) has temporarily closed lanes at Eskbank and Skyline tollgates along the Harare-Masvingo highway.
In a statement, ZINARA said the closure takes effect starting from May 3, 2024, and will last until May 20, 2024.
ZINARA said this is being done to facilitate planned road works at the two sites by two contracted firms. It said:

We would like to advise our valued clients of the temporary closure of lanes at Eskbank and Skyline Tollgates from 03 May 2024 to 20 May 2024.
The closure is meant to make way for planned road works at the two sites by Exodus and Company and Tensor Systems, respectively.
At Eskbank we have closed northbound lanes while two southbound lanes have been closed at Skyline Tollgates
Whilst we have put in place all the necessary measures to minimise disruption, we do anticipate some delays; especially during peak periods. Any inconvenience caused is sincerely regretted.

Last year, ZINARA said it had set aside ZWL$14 billion to go towards the upgrade of six tollgates across the country.
The tollgates that were earmarked for upgrading were Skyline situated about 18 kilometres along the Harare-Masvingo road, Dema (along Chitungwiza-Wedza highway), Esigodini (Bulawayo-Beitbridge road), Mupfurudzi (Bindura-Mt Darwin road), Lion’s Den (near Chinhoyi) and Flamingo (in Gweru).

ZINARA Partially Closes Eskbank, Skyline Tollgates

The Zimbabwe National Road Administration (ZINARA) has said all vehicles without valid license discs will NOT be allowed to pass through the Tollgates with effect from 01 October 2022.
In a public notice, ZINARA said motorists with valid insurance receipts will be able to pay for their vehicle license discs at the Tollgates. However, they will be able to collect them at the nearest ZINARA licensing offices. Reads the notice:

The Zimbabwe National Road Administration would like to advise the motoring public that all vehicles without valid license discs will NOT be allowed to pass through the Tollgates with effect from 01 October 2022.
This is in line with the Vehicle Registration &amp; Licensing Act (Chapter 13:14) subsection 6 and 22 which states that all vehicles which are de-registered, vehicles with licensing exemptions, and vehicles without number plates are not allowed to move around Zimbabwean roads.
As such, we urge the motoring public to make sure that their vehicles are fully licensed before they embark on any travel to avoid inconveniences.
ZINARA will allow motorists with valid insurance receipts to pay for their vehicle license discs at the Tollgates and collect them at the nearest ZINARA licensing offices.

Vehicles Without Valid License Discs Won't Pass Through Tollgates - ZINARA

Mbizo MP, Settlement Chikwinya (CCC), has urged the government to hasten the deployment of ambulances at toll gates to ensure that accident victims are ferried to hospitals quickly.
In May last year, the World Health Organisation (WHO) donated 10 ambulances to the government for deployment to tollgates but the vehicles are nowhere to be seen.
In a statement, Chikwinya, who is the party’s transport and infrastructure parliamentary spokesperson, noted that victims of road traffic accidents continue to lose life with the government sitting on ambulances.
He urged Vice President Constantino Chiwenga, who is the Minister of Health and Childcare, to immediately release the ambulances so that they serve their purpose. Said Chikwinya:

Recently the Insurance Council of Zimbabwe donated four more ambulances for the same purposes as Zimbabwe intends to raise the figure of Ambulances to be stationed at toll gates to twenty but still, none of these has been deployed with no explanation from Chiwenga.
Ambulances at toll gates arrive much faster at accident scenes because they do not have to weave through the high traffic volume that characterises our city centres, especially during peak hours.
This service, if properly implemented, as per the recommendations of the World Health Organization will definitely save many lives and we call upon Hon Chiwenga the Minister of Health to immediately release the available Ambulances for work so that we minimise any further loss of life.

CCC Urges Govt To Deploy Ambulances At Tollgates

Intertoll Zimbabwe transferred more than 72 employees in the past two months, in a move aimed at curbing illicit activities. The firm is contracted to collect toll fees on behalf of the Zimbabwe National Road Administration (Zinara) from the nine tollgates it operates on the rehabilitated Plumtree-Mutare highway.
Intertoll Zimbabwe is the local unit of Intertoll Africa, a subsidiary of South African engineering firm, Group Five. Group Five rehabilitated the 800km highway under a $206 million loan from the Development Bank of South Africa. Employees who spoke to The Herald yesterday confirmed the development and said they were staying in hotels before they found their own accommodation with the bills being charged on Zinara’s account.

72 Tollgate Employees Transferred

Minister of Minister of Local Government, Public Works &amp; National Housing <a href="http://www.pindula.co.zw/Saviour_Kasukuwere" target="_blank">Saviour Kaukuwere</a> revealed that plans to start building urban tollgates are at an advanced stage. The Minister revealed that there would be no going back on the issue insisting that this was the only way to fix the city’s dilapidated road network system.
Speaking to local councils and engineers Kasukuwere said:
<blockquote>We are meeting with stakeholders beginning today . . . we are moving to secure funding
These tollgates will help fundraise for cities’ roads rehabilitation programmes. You pay your 50 cents and the roads also get fixed. We are not going back.</blockquote>
The move has not been welcomed by motorists who feel that the government is already overtaxing.
