President Emmerson Mnangagwa has made appointments to the Public Service Commission (PSC) and the Zimbabwe Land Commission (ZLC), which come into effect this Monday, June 24.
Secretary to the PSC, Tsitsi Choruma, was appointed a ZLC commissioner. Sibusisiwe Zembe, nee Nyoni, replaced Choruma.
The appointments were announced by the Chief Secretary to the President and Cabinet Martin Rushwaya on Saturday. He said:

In terms of subsection (1) of Section 10 of the Public Service Act (Chapter 16:04), Sibusisiwe Zembe (nee) Nyoni has been appointed Secretary to the Public Service Commission with effect from Monday, 24 June 2024.
</blockquote>
In a separate statement, Rushwaya confirmed Choruma’s redeployment. He said:

In terms of subsection (1) (b) of Section 296 of the Constitution of Zimbabwe, His Excellency the President, Cde Emmerson Dambudzo Mnangagwa, has appointed Dr Tsitsi Rosemary Choruma a commissioner of the Zimbabwe Land Commission, with effect from Monday, 24 June 2024.
</blockquote>
Choruma has been with the Public Service Commission since 2022.

Sibusisiwe Zembe Named As Public Service Commission Secretary

The government has said Tuesday, 22 August will be a half day for all civil servants in order to enable them to prepare and travel to vote on Wednesday.
In a statement, the Secretary to Service Commissions, Tsitsi Rosemary Choruma said that normal working hours will resume on Thursday, 24 August 2023. Reads the statement:

Following the proclamation of Wednesday, 23 August 2023 as the Harmonised General Election date, the Secretary to Service Commissions, Dr Tsitsi R. Choruma, wishes to announce that Tuesday, 22nd August 2023 will be a half day for all public servants in order to enable them to prepare and to travel to the various stations where they are registered to vote.
The voting exercise is critical and of utmost importance as it allows all citizens to exercise their sovereign right in participating in this key electoral process.
The Secretary to Service Commissions takes this opportunity to wish each and every public servant a peaceful voting exercise.
Normal working hours will resume on Thursday, 24 August 2023.

Yesterday, the Minister of Home Affairs and Cultural Heritage, Kazembe Kazembe declared the 23rd of August a public holiday in terms of section 38(2) of the Electoral Act [Chapter 2:13).

Civil Servants Sent Home Early, Set To Resume Normal Working Hours On 24 August

The government has stopped subsidising adult dependants on <a href="https://www.pindula.co.zw/Premier_Service_Medical_Aid_Society">Premier Service Medical Aid Society (PSMAS) Medical Aid</a> with immediate effect to lessen the burden on Treasury and PSMAS.
<a href="https://www.pindula.co.zw/Civil_Service_Commission">Public Service Commission</a> Secretary Dr Tsitsi Choruma said policyholders who wish to keep adult dependants on the medical cover will have to shoulder the cost. Choruma said in a Press statement on Saturday:

In view of the aspirations to have all public servants accessing medical coverage through PSMAS, the Government has made a decision that adult dependants shall not be subsidised by the subscriptions made by the Government for its public workers’ core beneficiaries. 
As such, all members of the public service who wish to add other beneficiaries to their plans would need to pay PSMAS-defined market rates for them.
The addition of adult dependants onto one’s plan would require that a member notifies PSMAS directly and ensures that they make the necessary arrangements for the proposed additions.
It must be noted that the arrangements to finance extra dependants is the responsibility of the member and this will be done by directly signing up with PSMAS.
The Public Service Commission hopes that members will understand the concerns stated above, but more importantly, also note that this decision will enable the availability of resources to largely benefit the members of the public service,” she said.
This change is meant to lessen the financial burden on the Government and PSMAS, while ensuring the viability of the medical cover.
This enhances value for the members and ensures the sustainability of the provision of services offered by PSMAS to its clients. The Government of Zimbabwe remains committed to guaranteeing that public servants have access to good health and medical care.

Dr Choruma said the decision to stop paying subsidies for adult beneficiaries was also occasioned by an unprecedented increase in the number of these beneficiaries added by PSMAS members.
She added that PSC will only deduct subscriptions through the Salary Service Bureau (SSB) upon receipt of a clear instruction signed off by the member. Members are also free to pay directly to PSMAS.
