Zimbabwe’s ruling party, ZANU PF, has said the inclusion of new names on the United States of America’s sanctions list is an attack on prospects of normalising relations between the two countries.
The USA added President Emmerson Mnangagwa’s son, Emmerson Mnangagwa Junior and other individuals <a href="https://zero.pindula.co.zw/usa-adds-president-mnangagwas-son-on-sanctions-list/">onto the sanctions list</a> allegedly to force the government of the southern African country to enhance good governance.
<a href="https://zero.pindula.co.zw/full-list-usa-removes-17-zimbabweans-from-sanctions-list/">Others added to the list</a> are business tycoon Kuda Tagwirei’s wife, Sandra Mpunga, Nqobile Magwizi, and Obey Chimuka, as well as associated firms Fossil Agro and Fossil Contracting.
ZANU PF spokesperson Christopher Mutsvangwa described the sanctioning of the group as an insult to the former allies’ spirit to mend bridges. He told ZimLive:

The inclusion of new names on the illegal sanctions is yet another unfortunate…step as Zimbabwe and Washington strive to normal bilateral relations.
It is clear that there are figures in the American Political Establishment who hanker for the moribund post-colonial relations with the African continent. This wrong move is in contrast to the spirit of the second and ongoing Africa-USA Summit in Washington.
This welcome yet belated Summit speaks of a USA that is revising its policy so as to treat Africa and its member nations on equal peer-to-peer basis as behoves sovereign nations in the ambit of the United Nations System.
All African guest nations presently in Washington are speaking in unison against the arbitrary and unilateral sanctions that hamstring Zimbabwe’s economic development.
The sense of outrage is more glaring when the sanctions are imposed outside of the United Nations ambit.
They purposely serve to upend humanity’s goal of shared development prospects. People of goodwill hope and pray for a more positive and helpful inclination by Washington in the endeavour to overcome the residual gripes and needless rancour as the America government deals with Zimbabwe and Africa at large.

Over the last two decades, the ZANU PF government has blamed sanctions for derailing the country’s economic recovery path, claiming the measures have caused untold economic, socio-economic, and social suffering among ordinary citizens.
However, the U.S. government, on the other hand, blames the ZANU PF-led administration for presiding over rampant state corruption, mismanagement of the country’s resources, and gross human rights violations.

The United States of America Tuesday 13 December 2022 removed 17 Zimbabweans from the sanctions list while adding four people and two companies.

FULL LIST: USA Removes 17 Zimbabweans From Sanctions List

The United States of America Monday announced it was adding four Zimbabwean people, including the son of President Emmerson Mnangagwa, to the sanctions list.
The U.S. Treasury Department also announced it was hitting two companies with penalties for their roles in undermining democracy and facilitating high-level corruption. 
Those sanctioned include <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa_Junior">Emmerson Mnangagwa, Jr</a>., who is said to have been in charge of his father’s business interests related to a prominent businessman <a href="https://www.pindula.co.zw/Kudakwashe_Tagwirei">Kudakwashe Tagwirei</a> and his <a href="https://www.pindula.co.zw/Sakunda_Holdings">Sakunda Holdings</a> company. 
The sanctions freeze any assets the targets may have in U.S. jurisdictions and bar Americans from doing business with them. In a statement seen by Pindua News, the Treasury said:

We urge the Zimbabwean government to take meaningful steps towards creating a peaceful, prosperous, and politically vibrant Zimbabwe, and to address the root causes of many of Zimbabwe’s ills: corrupt elites and their abuse of the country’s institutions for their personal benefit.
The goal of sanctions is behaviour change. 
Today’s actions demonstrate our support for a transparent and prosperous Zimbabwe.

In addition to Mnangagwa, Monday’s sanctions target Tagwirei’s wife, Sandra Mpunga; Nqobile Magwizi, and Obey Chimuka, along with the two companies, Fossil Agro and Fossil Contracting. 
All of them are connected to Tagwirei and Sakunda Holdings. 
The Treasury Department added that the sanctions demonstrate the United States’ continued commitment to act in support of a transparent and prosperous Zimbabwe.  
It also said that U.S. sanctions do not target the Zimbabwean people, the country of Zimbabwe, or Zimbabwe’s banking sector.

USA Adds President Mnangagwa's Son On Sanctions List

The United States of America (USA) has <a href="https://news.pindula.co.zw/2019/11/08/un-sanctions-not-only-to-blame-for-zims-economic-problems/">reiterated that sanctions imposed on Zimbabwe are not to blame</a> for the economic crisis in the southern African country.
In a statement issued on 25 October 2022 to coincide with the country’s Anti-sanctions commemorations, the U.S., through its embassy in Harare, said bad governance and maladministration were to blame for the collapse of the once vibrant economy.
The embassy cited cases of corruption reported by local and international media to support its argument. The embassy commented on its 2019 post which cited an article by Business Times which stated that 10 000 carats of diamonds had vanished. Commenting on the article, back then, the embassy said:

Diamonds worth US$10 million would fund water treatment chemicals for Harare for 4 months that Zimbabweans desperately need. But they were shipped out of the country for “training purposes” &amp; never reached the intended destination. #ItsNotSanctions
</blockquote>
The embassy also cited an article by the News Hawks which stated that Zimbabwe was losing US$157 million to gold plunder and illicit financial flows every month.

The US imposed sanctions targeting 144 individuals and companies. 141 of the sanctioned entities and individuals are listed in the Zimbabwe Democracy and Economic Recovery Act passed by the US government.
Zimbabwe’s ambassador to Tanzanian <a href="https://www.pindula.co.zw/Anselem_Sanyatwe" rel="noopener noreferrer" target="_blank">Anselem Nhamo Sanyatwe</a>, his wife Chido Machona and State Security minister, <a href="https://www.pindula.co.zw/Owen_Ncube" rel="noopener noreferrer" target="_blank">Owen Ncube</a> — were only added to the sanctions list in 2019. 
For its part, the Zimbabwean government argues that<a href="https://zero.pindula.co.zw/uk-says-only-5-zimbabweans-1-entity-left-under-sanctions/"> sanctions have cost billions of dollars</a> saying entities and individuals on the sanctions lists are the main players controlling means of production in the country. Their performance, positive or negative, therefore, has a trickle down effect on members of the public.

US Embassy Says Sanctions Play No Role In Currency Volatility, Leakages From Mining Sector

President Emmerson Mnangagwa has said Zimbabwe is making notable economic growth despite the existence of sanctions imposed on the southern African country by western powers at the turn of the millennium.
In his address at the General Debate of the 77th Session of the United Nations General Assembly in New York this Thursday, President Mnangagwa said:

Zimbabwe has made strides towards ending poverty and hunger. This has seen the implementation of various policies and programmes to support and empower communal and small-scale farmers. At the household level, the provision of agriculture inputs, equipment and technical support to farmers, especially the vulnerable, has contributed to household and national food and nutrition security. However, in 2022, mid-season drought and tropical cyclones regrettably reduced the overall performance of the agriculture sector. To this end, the climate change conundrum has continued to be an albatross.
The United Nations Framework Convention on Climate Change and the Paris Agreement should remain the primary platform for negotiating our collective global response to climate change. All measures taken to achieve the targets and commitments set under the Paris Agreement have to be implemented. Furthermore, the principle of “Common but Differentiated Responsibilities and Respective Capabilities” in light of the different national circumstances must also be reflected.
Financing for climate change has remained inadequate, leaving the scope for effective and just transition to renewable energy among developing countries under serious threat. It is our hope that at COP 27 in Egypt, later this year, the developed countries will deliver more concrete action on climate change, not just for mitigation targets, but also, in relation to adaptation, loss and damage, climate-specific finance, technology transfer and capacity building. In our case, Zimbabwe is making concerted and deliberate efforts to integrate climate action into our national policies, strategies and planning. This includes strengthening resilience and the adaptive capacity of the most vulnerable in our society.
Additionally, my Government is implementing an ambitious programme to increase the number of dams for irrigation. The programme is expected to create greenbelts across the country, as we reduce dependence on rain-fed agricultural activities while enhancing export production and productivity. Our comprehensive Agriculture Transformation Strategy is focused on increasing production and productivity across the entire agriculture spectrum.
Zimbabwe is committed to Agenda 2030 and has to this end, mainstreamed the 17 SDGs into our national economic development blueprint, the National Development Strategy. We acknowledge the support of the United Nations in the alignment of this Strategy to the Sustainable Development Goals.
Economic reforms have been implemented resulting in significant progress in sectors such as agriculture, manufacturing, mining and tourism.  Our “Zimbabwe is open for business” mantra has fostered strong partnership between the Government and the private sector for inclusive and sustainable development. Massive infrastructure development projects which include dams, energy plants and roads have broadened our national economic asset base as well as production and productivity enablers while enhancing regional connectivity and integration.
Notwithstanding our success, the ongoing deleterious effects of the illegal sanctions continue to hamper and slow down our progress and the realisation of sustainable and inclusive development.
Zimbabwe is a peace-loving country. We remain indebted to the SADC region and the African Union, as well as other progressive members in the comity of nations for their unwavering support and calls for the removal of these unwarranted and unjustified sanctions. We once again call for their immediate and unconditional removal. My country welcomes the findings of the United Nations Special Rapporteur on the Negative Impact of the Unilateral Coercive Measures on the Enjoyment of Human Rights, who visited Zimbabwe in 2021.

He also spoke on the country’s engagement and re-engagement policy underpinned by the principles of mutual understanding, respect, cooperation and shared values in the spirit of “a friend to all and an enemy to none.” 
Zimbabwe’s economy has been going down since 2019 with authorities citing “economic saboteurs”, COVID-19 and sanctions as the main factors affecting growth. 
Government critics say corruption is the main enemy of progress amid reports that the southern African country is losing billions of dollars yearly through illicit trade.

When it comes to Zimbabwe and sanctions our sanctions there target human rights abusers and those who undermine democratic processes or facilitate corruption. I want to be very clear that these sanctions do not target the Zimbabwean people. 
Zimbabwe’s economic ills, we know, are caused by leaders, those leaders abusing power, not U.S. sanctions. Our sanctions target only 83 individuals and 37 entities. We review our sanctions list regularly to acknowledge developments in Zimbabwe. 
U.S. sanctions do make it more difficult for targeted individuals and entities to access funds through the global financial infrastructure. Sanctions do not target Zimbabwe’s banking sector, but rather ensure that sanctioned individuals and entities cannot use the U.S. financial system to enjoy their ill-gotten gains. 
To be very blunt, blaming U.S. sanctions for Zimbabwe’s problems detracts from the core issues of better governance that are required in Zimbabwe, and to that end, Zimbabwe must make reform consistent with its constitution, with its international obligations, and with its other commitments.
