Residents of Victoria Falls have vowed to prevent Town Clerk Ronnie Dube from returning to office, despite Local Government and Public Works Minister Daniel Garwe’s decision to overturn Dube’s suspension by Mayor Prince Tuso Moyo.
Moyo had suspended Dube over allegations of corruption related to land deals and contracts, but Garwe nullified the suspension.
Speaking at Chinotimba Hall, where hundreds of residents, including war veterans and members of the Hwange Residents Association, had gathered, Kelvin Moyo, chairperson of the Victoria Falls Combined Residents Association, insisted that Dube should remain suspended until the investigations into the allegations are concluded. Said Moyo (via <a href="https://vicfallslive.co.zw/victoria-falls-residents-vow-to-bar-town-clerk-from-office-despite-ministers-intervention/">VicFallsLive</a>):

The reason why we were here was to give the residents feedback that they had initially asked us to write to the mayor to say he should suspend the Town Clerk Ronnie Dube on the allegations.
People have resolved, after receiving feedback, that the letter written by the minister regarding the rescinding of their decision should be set aside. This letter was a resolution.
The section raised by the minister can only be invoked when he is protecting the interests of the residents. However, in this case, the interests of the residents are well known to us.
The residents themselves have stated that it is the right decision to suspend the Town Clerk in order to pave the way for the investigation.

The residents resolved to stage a peaceful demonstration to prevent Dube from returning to work until investigations into his alleged misconduct were completed. They plan to march to the council offices to physically block his entry.
Garwe’s decision to nullify Dube’s suspension was based on Section 139(4) of the Urban Councils Act, which grants the minister the authority to intervene in council decisions.
However, Moyo contends that this provision does not apply in this case, arguing that the minister is not acting in the best interests of the residents.
The controversy surrounding Dube’s suspension adds to a growing list of allegations of corruption and mismanagement at the Victoria Falls City Council.
Dube has refrained from commenting on the accusations since his suspension last week.
This is not the first time Dube has faced such allegations; he was suspended in 2021 over similar issues but was later reinstated.

Victoria Falls Residents Vow To Block Town Clerk's Return

Victoria Falls Mayor Councillor Prince Moyo has suspended Town Clerk Ronnie Dube with immediate effect over allegations of abuse of office and corruption.
In the letter of suspension addressed to Dube, dated December 02, Moyo said that the suspension is in terms of Section 139 of the Urban Councils Act, Chapter 29:15. Some of the allegations levelled against Dube are:

<li>Awarding a contract to Cascade Engineering Consultants without following tender processes.</li>

Victoria Falls Mayor Suspends Town Clerk Ronnie Dube Over Corruption Allegations

Residents of Mkhosana in Victoria Falls are living in fear as a large herd of buffaloes, estimated to number between 30 and 40, has been encroaching into the area since June.
The buffaloes have been wreaking havoc by destroying vegetable gardens and posing a threat to human safety.
In an interview with <a href="https://vicfallslive.co.zw/buffaloes-wreak-havoc-in-victoria-falls-residents-living-in-fear/">VicFallsLive</a>, David Mpofu, a concerned resident of Mkhosana, urged ZimParks to intervene and help address the situation. He said:

We are living in fear because these buffaloes come every day, destroying our vegetable gardens. We want the Zimbabwe Parks and Wildlife Management Authority rangers to take action and chase them away.
</blockquote>
Trymore Ndolo, a member of the Victoria Falls Combined Residents Association, said the buffaloes are becoming a menace as they encroach into high-density residential areas.
Just last week, a large herd of buffaloes invaded the Victoria Falls City Council water works premises, catching security guards off guard and forcing them to take cover.
In Mkhosana, the buffaloes remained stubbornly in the area until officials from the Zimbabwe Parks and Wildlife Management Authority arrived to chase them away.

A big group of buffaloes is scaring people in Victoria Falls by coming into their neighborhoods and ruining their gardens. The buffaloes are causing trouble and putting people in danger. The residents want the wildlife rangers to come and make the buffaloes go away. The buffaloes even went to the water works place last week and scared the guards. Finally, the wildlife officials had to come and move the buffaloes out of the neighborhoods. People are hoping that the situation will get better soon.

Buffaloes Invade Residential Areas In Victoria Falls

The Zimbabwe Parks and Wildlife Management Authority (Zimparks), on Saturday, September 28, responded to a distress call from a resident in Victoria Falls and gunned down a problem elephant that had entered their yard.
As reported by <a href="https://www.newsday.co.zw/thestandard/news/article/200032971/zimparks-defends-shooting-of-vic-falls-elephant">The Standard</a>, the elephant was shot around 5 AM, prompting outrage among animal conservationists who argued that the elephant left behind calves. Said an animal rights activist:

An elephant cow was shot dead on the streets of Victoria Falls today (yesterday) leaving her three orphaned calves.
This has caused an outcry. The elephant was just eating some plants outside someone’s garden and it was shot by parks rangers at 5 AM.

However, Zimparks spokesperson Tinashe Farawo defended the decision to kill the elephant, saying it had posed a threat to human life. Said Farawo:

Yes there was an incident of elimination of an elephant, human life was under threat and normal in this is part of our wildlife control measures.
I do not know how they come to the conclusion that this elephant had three young calves.
You know we do not use emotions when we deal with these things. We deal with facts.
The fact still remains when human life is under threat, that is how we react and we are not apologetic.
I think it’s not right for people to invoke emotions around problem animals control.
When human life is under threat we react, its provided for in our policy and legislation and that is what we have done.
How do they prove that this is the calf of the eliminated elephant, they are just playing games.

The government recently announced plans to cull 200 elephants to provide food for those facing shortages as a result of the ongoing drought.

Victoria Falls, a major tourist destination, is considered to be at high risk for an Mpox outbreak due to its proximity to the border and the significant presence of cross-border truckers.
According to <a href="https://vicfallslive.co.zw/victoria-falls-at-risk-of-mpox-outbreak-due-to-border-proximity-commercial-sex-work/">VicFallsLive</a>, stakeholders convened on Wednesday to strategise on preparedness for any potential outbreak, especially given the tourism sector’s struggles during the COVID-19 pandemic in 2020 and 2021.
The meeting, organised by the Victoria Falls City Council’s health department in collaboration with the Ministry of Health and Child Care, aimed to educate stakeholders and share crucial information about the disease.
Participants included government departments, port authorities, and representatives from the private sector.
The stakeholders emphasized that preparedness is essential for preventing the spread of Mpox in Victoria Falls.
Fungayi Musinami, Hwange District Medical Officer, said the meeting served primarily as a sensitization exercise to ensure accurate information is disseminated to all involved. She said:

Our biggest concern as Victoria Falls is trucks movement through Victoria Falls and Kazungula borders from as far as DR Congo.

It emerged during the meeting that the presence of same-sex commercial sex workers and cross-border truck drivers makes the chances of the spread of the virus high. Added Musinami:

As a city, that will be the thrust of our response to start from. Another aspect of the response is men having sex with men and the truck stop where a lot is happening.

Khaliphani Tshuma, Victoria Falls City Council safety and health officer, said that it was important for citizens to get correct information from credible sources. Said Tshuma:

Symptoms can take up to 21 days to manifest and include swollen lymph nodes, rash, headache, muscle ache, back pain, low energy, sore throat, and fever.
Rash and blisters are common on the face, palms, feet, groin, genitals, mouth, throat, anus, rectum eyes, and privates.
The virus can spread through physical contact with an infected person or through mouth-mouth or a mother-to-child at birth.
</blockquote>
The World Health Organization (WHO) and the Africa Centres for Disease Control and Prevention (Africa CDC) recently declared Mpox as a Public Health Emergency of International Concern (PHEIC) and a Public Health Emergency of Continental Security (PHECS), respectively.

Tourism Hub Victoria Falls Faces Potential Mpox Threat

Harare West MP Joanah Mamombe (CCC) expressed concern about Zimbabwe Cricket’s plans to construct a 10,000-seater multi-purpose sports stadium in Victoria Falls for the 2027 International Cricket Council World Cup.
Speaking in the National Assembly on Wednesday, Mamombe highlighted that building a stadium in Victoria Falls could harm the city’s biodiversity and jeopardize its UNESCO World Heritage status.
She recommended that authorities consider alternative locations for the new stadium, preserving Victoria Falls’ natural state as a premier tourist destination.
Below is Mamombe’s presentation and the National Assembly Speaker, Jacob Mudenda’s response:

HON. MAMOMBE: Thank you very much. Hon. Speaker Sir. Zimbabwe, in 2013, enacted a new Constitution which entrenched Environmental Rights in Section 73, ‘every person has the right to have the environment that is protected for the benefit of the present and future generations through reasonable legislative and other measures that prevent pollution, promote conservation and secure ecologically sustainable development and use of natural resources.
Now, Hon. Speaker Sir, on Tuesday, Cabinet approved a proposed plan to construct a multi-purpose stadium in Victoria Falls. Hon. Speaker, Victoria Falls is renowned for its natural environment and wildlife.
Our tourism industry is heavily reliant on nature-based attractions. Zimbabwe is the third largest country in terms of wildlife resources, that is, rhinos, elephants and so forth. Why do we recognise the importance of infrastructure development Hon. Speaker?
It has the potential to attract more tourists. We cannot achieve this without disrupting our biodiversity. Many other cities in Zimbabwe could host the stadium that has been proposed thereby distributing the economic benefits without sacrificing the environmental integrity.
If tourists Hon. Speaker, can travel from South Africa to come and visit Victoria Falls, I am sure they can do the same to travel from other cities to go and visit Victoria Falls.
UNESCO heritage status is also at risk as we note that Victoria Falls was previously facing serious risks of losing the UNESCO World Heritage due to the developments that threaten its natural state.
Hon. Speaker, instead, we should explore alternative locations that do not compromise our valuable natural resources and conservation efforts.
I, therefore, pray that the Minister of Tourism and Hospitality together with the Minister of Sports, Recreation, Arts and Culture bring a Ministerial Statement to elaborate on this plan to this august House. Ngatisarasai chiri mumawoko nekuda kuwombera Hon. Speaker Sir. I thank you. – [HON. MEMBERS: Hear, hear.] –
THE HON. SPEAKER: Your concern Hon. Member, in terms of protection of the environment, is noted. However, there is a master plan that is going to take care of that eventuality and also, if you may recall, the Environmental Impact Assessment will be made before any such infrastructural development takes place.
I hope that the concern you are raising will indeed be given due respect. Do not forget that Victoria Falls, in terms of its master plan, has accommodated the flora and fauna of Hwange National Park which is adjacent to the boundary of the city.
So, I think your concerns will be taken care of and it may not be necessary to ask for a Ministerial Statement.

MP Joanah Mamombe Pleads Against Stadium Construction In Victoria Falls

A 46-year-old man from Victoria Falls has been found guilty of fraud by a Victoria Falls Magistrate after he sold a residential stand twice.
Controller Daka was sentenced to 36 months imprisonment of which 8 months was suspended for 5 years on condition of good behavior.
The court also suspended 16 months imprisonment on the condition that Daka completes 560 hours of community service.
A further 12 months imprisonment was suspended on condition that he restitute the complainant the sum of US$3 000 by 02 April 2024.
Prosecutors proved in court that on 11 February 2024 at Monde Village, Victoria Falls, Daka intentionally made a misrepresentation to one Munashe Chizhou that he was selling his residential stand. Chizhou paid the full price for the stand.
However, on 03 March 2024, when Chizhou contacted the village head for a change of ownership, he was informed that the stand had been sold to one Wellington Muzhuzha sometime in January 2024.
Chizhou reported the matter to the Police leading to Daka’s arrest. The total value prejudiced was US$3 000 and nothing was recovered.

Victoria Falls Man Sells Residential Stand Twice

A 67-year-old Australian tourist has gone missing in Zimbabwe’s Victoria Falls National Park.
Zimbabwe National Parks and Wildlife Management Authority spokesman Tinashe Farawo confirmed the development last week on Friday. He said:

A 67-year-old Australian tourist has gone missing in Victoria Falls. A Zimparks reaction team and [ZRP officers] are on the ground searching for the missing tourist. Drones, sniffer dogs, and trackers are also on the ground to increase coverage.
</blockquote>
Such incidences are said to be rare in Victoria Falls, a destination that attracts thousands of tourists from across the world.
However, there are a few cases that have been recorded in other parks. In October 2023, a German tourist went missing in Matusadona National Park in northern Zimbabwe.
The tourist was found alive and in good health three days after he was reported missing.
Andreas Hoberg had last been seen buying a drink at the park shop in Matusadona National Park before going for a game drive around 3 PM.
He failed to return by 6 PM when all game drives should have ended, and the car rental company failed to locate him on its GPS tracking system.
It later emerged that Hoberg’s car had developed a mechanical fault deep in the jungle.

Australian Tourist Reported Missing In Victoria Falls Park

Zimbabwe’s Judicial Service Commission (JSC) will be hosting a regional symposium on electoral justice at Elephant Hill Resort in Victoria Falls from January 31 to February 2, 2024. In a statement seen by Pindula News, the commission said the symposium is being organised by the African Electoral Justice Network (AEJN). It will focus on the theme of “Making the Dream of the African Charter a Reality: The Role of the Judiciary in Upholding the Rule of Law with specific reference to Free, Fair, and Credible Elections in Africa.” Read the statement in part:

The African Electoral Justice Network (AEJN), of which Zimbabwe is a member, brings together electoral dispute cases from courts, tribunals, and election management bodies across Africa. As Africa strives to deepen democracy, good governance, and respect for human rights, it is crucial to strengthen electoral justice systems and ensure high-quality democratic elections. The African Union recognises that regular and fair elections are essential for good governance, the rule of law, peace, security, stability, and development.
This symposium comes when there have been cases of electoral fraud in many African countries. Opposition parties often accuse ruling parties of cheating in elections to stay in power. They say elections have become a way for the ruling elites to legitimise their rule instead of being the true voice of the people. They also claim that the judiciary system is captured by political elites, therefore, seeking redress there is a waste of time.

ZIMRA Announces An Auction Of Uncleared and Forfeited Vehicles And Goods

The Zimbabwe Republic Police has arrested five suspects in connection with multiple armed robbery cases involving over US$210,000. In a statement seen by Pindula News, police national spokesperson, Assistant Commissioner Paul Nayathi said the robberies took place in Bulawayo and Victoria Falls between May and December 2023.
He said the suspects targeted businesses and homes where large sums of money were kept. The arrests have cleared 11 robbery cases. Read the statement:

<h3>ARREST OF FIVE ARMED ROBBERY SUSPECTS IN BULAWAYO</h3>
The Zimbabwe Republic Police confirms the arrest of Silence Kwangwa (26), Ayanda Ncube (32), Julias Mugwagwa (28), Douglas Rizani (32) and Edzayi Madondo (38) in connection with a spate of armed robbery cases which occurred in and around Bulawayo and Victoria Falls between May and December 2023, where the suspects would target business and residential premises for families and business people who keep large sums of money at home.
On 22nd December 2023, police acted on received information leading to the arrest of the five suspects, whom upon being interviewed, implicated their accomplices, Wellington Ndoro (26) and Felias Mvula (54), who are already in custody on remand after they were arrested in Victoria Falls for another robbery case which occurred on 14th December 2023.
The arrest has so far cleared 11 robbery cases. Some of the cases include a robbery case in which the suspects attacked a milling company in Bulawayo on 23rd September 2023 and went away with a chub safe containing US$ 40 000-00 and another robbery case that occurred on 2nd November 2023, in which they allegedly attacked some security guards on duty at a company premise in Belmont Bulawayo before breaking into offices where they stole US$19 204-00 cash, 2.2 kilogrammes of gold, two laptops, CCTV DVR, various cellphones and other valuables, all worth US$154 304-00.
Investigations by the police led to the recovery of a blue Honda Fit vehicle registration number AEQ 3032, a 9mm CZ Pistol with erased serial numbers, Cash safe, CCTV DVR, Asus Laptop, HP 255 laptop, MAC Book, Huawei 8i cellphone, Samsung Tablet SMT560, Infinite Smart 6 cellphone, two Huawei cellphones, three Itel Smartphones, Samsung A34 cellphone, KG Tel cellphone, an Iphone, Samsung 20 Smartphone, 2000 Pakistan Rupees from Silence Kangwa’s residence in Trenance, Bulawayo.
In another case, the Police have arrested Willium Dhumukwa (34), James Zawi (29) and Chishamiso Muganiri (30) who were part of a 15 member gang which pounced on a Mine in Kadoma and went away with a Toyota Hilux vehicle, three cellphones 17 bags of carbon among other valuables on 17th December 2023. The suspects who were armed with two pistols and two 303 rifles escaped after having been involved in a shoot-out with the police at the mine and they dropped the two 303 rifles at the scene.
Detectives acted on received information and tracked the suspects to Mbare where the suspects were arrested after a shoot-out with Willium Dhumukwa being shot on the thigh. Further investigations revealed that the recovered 303 rifles were reported stolen in Harare through a robbery on 8th December 2023.
The Zimbabwe Republic Police applauds members of the public for supplying useful information to the police and reiterates that there is no going back in the fight against armed robbery syndicates which involve both local and foreign suspects.

ZRP Has Arrested 5 Suspects Linked To Multiple Robbery Cases Involving Over US$210,000

According to the Zimbabwe National Statistics Agency (ZimStats), Zimbabwe experienced a 46.7% increase in international visitors during the third quarter of 2023. The country welcomed a total of 470,000 visitors from abroad, compared to 320,000 during the same period in 2022. Overall, Zimbabwe received 1,1 million arrivals during the third quarter, including immigrants, visitors, and returning residents.
ZimStats acting director-general, Mrs Matiwonesa Phiri, said returning residents from abroad constituted the largest proportion of arrivals during the period. Holiday visitors accounted for 44.2% of the total visitors, while visitors in transit made up 28.5%. Business visitors accounted for 24.4% of the arrivals, and a smaller percentage came for education or shopping purposes.
The number of holiday visitors increased by 18.6% compared to the previous year’s third quarter, while the number of visitors for shopping purposes saw a significant increase of 89.8%. Business visitors also saw a substantial increase of 212.8% during the same period.
In terms of transportation, the majority of arrivals used road transport (71.41%), followed by air transport (28.56%), and a small percentage used rail. Among those using road transport, a significant number passed through the Beitbridge border post. Among air travelers, the majority entered through RGM International Airport, followed by Victoria Falls International Airport and Joshua Mqabuko Nkomo International Airport.

Zimbabwe Experiences An Increase In International Tourists - ZimStats

The Zimbabwe Electoral Commission (ZEC) has cancelled the planned by-elections in Victoria Falls’ wards 9 and 11.
This comes after Citizens Coalition for Change (CCC) self-proclaimed interim secretary general Sengezo Tshabangu rescinded the recall of the affected councillors.
Victoria Falls’ Ward 9 and 11 councillors Mthunzi Mpofu and Daniel Moyo respectively, were among the 52 CCC councillors that Tshabangu recalled from 15 local authorities last month claiming they had ceased being party members.
The by-elections were scheduled to be done in February 2024.
In a statement, ZEC Chief Elections Officer Utloile Silaigwana said the by-elections in Victoria Falls had been cancelled. He said:

It is hereby notified that the advertised vacancies for the City of Victoria Falls wards 9 and 11 and the party list PR vacancies are no longer in existence following the recession of the recall of the incumbents by their sponsoring party.
Accordingly, the Zimbabwe Electoral Commission advises that all electoral processes in relation to the said advertised by-elections have been cancelled with immediate effect.

Tshabangu has recalled scores of CCC representatives in Parliament and various councils across the country claiming that they were imposed on the people in the run-up to the August 2023 elections.
Some of the recalled MPs took Tshabangu to court and the case was dismissed by the High Court.
CCC leader Nelson Chamisa and his supporters argue that Tshabangu is an imposter and is working with ZANU PF to decimate the opposition and give the ruling party a two-thirds majority in Parliament to amend the constitution.
On Thursday, the CCC Youth Task Force in Bulawayo has threatened street protests and demanded electoral reforms saying key State institutions such as the Zimbabwe Electoral Commission (ZEC), the judiciary system, and ZRP have been captured by ZANU PF.
Tshabangu has however denied the allegations, saying he is targetting “criminals around the president”.

Tshabangu Cancels Recall Of Victoria Falls Councillors

KVG, a global American company contracted by the United States Department of Defence, is celebrating its 10th anniversary in Zimbabwe. The company, which specialises in mission support and logistics, chose Victoria Falls as the location for its celebration. A group of 92 foreign nationals from various countries, including the USA, France, India, and the United Kingdom, has been in Zimbabwe since December 1. They are composed of KVG employees, including the CEO, Mr. John Boyer, and some individuals with military experience.
The presence of KVG in Zimbabwe is seen as a significant milestone in the country’s Open for Business policy adopted when President Emmerson Mnangagwa rose to power in 2017. 
During their stay in Zimbabwe, KVG employees have been actively involved in community service, according to <a href="https://www.sundaynews.co.zw/re-engagement-attracts-top-us-defence-contractor-to-victoria-falls/">The Sunday News</a>. They have repaired classroom doors and windows and built an ablution facility at Monde Primary School in Hwange District. Ms Bethany Long from the USA, who is the KVG Global Sales Coordinator, spoke to The Sunday News:

Top US Defence Contractor Celebrating 10th Anniversary In Victoria Falls Zimbabwe

Airlink, an airline based in Johannesburg, South Africa, has launched three weekly flights from Victoria Falls to Kruger Mpumalanga Airport. This new route makes it the third South African destination from Victoria Falls.
Travellers can now easily explore the majestic Victoria Falls and connect to the incredible wildlife of Kruger National Park. The flights will operate on Tuesdays, Thursdays, and Saturdays. South African Airline, Airlink, Has Launched 3 Weekly Flights From Victoria Falls To Kruger Mpumalanga Airport

The United Nations has given permission to Zambia and Zimbabwe to construct a $5 billion hydropower dam near Victoria Falls. The dam, called the Batoka Gorge project, will have a capacity of 2,400 megawatts and is located 47 kilometres away from the famous waterfall.
Environmentalists have expressed concerns about the project, as it may affect the natural beauty of Victoria Falls, which is a popular tourist attraction and a UNESCO World Heritage Site. However, the authority overseeing the dam’s construction has stated that it has received clearance from the UN agency to proceed with the project. Munyaradzi Munodawafa, chief executive officer of the Zambezi River Authority, told Bloomberg in an interview that Unesco:

sent inspectors in 2022 after complaints by some environmentalists that the Batoka project was going to affect the Victoria Falls.

During a meeting of the World Heritage Committee, the inspectors reviewed reports and presentations related to the Batoka Gorge project. Munodawafa stated that the inspectors agreed that the project could proceed based on the information provided.
The construction of the Batoka Gorge project, which includes a high wall and power plants, was delayed due to the COVID-19 pandemic and funding concerns. However, it is now set to proceed. The project is led by General Electric Co. and China’s Power Construction Corp. Both Zambia and Zimbabwe, who already share another hydropower facility called Kariba, have faced challenges in meeting their power needs. The African Development Bank is arranging financing for the project, which has been designed to minimize its impact on Victoria Falls.
However, tensions between Zambia and Zimbabwe still exist regarding the project. Zambia’s energy minister, Peter Kapala, announced in June plans to terminate the agreement with General Electric (GE) and Power Construction due to cost concerns and the possibility of a smaller plant being more suitable. Additionally, the rehabilitation of the plunge pool beneath the Kariba Dam, the largest man-made reservoir, is expected to be finished by early 2025. The African Development Bank (AfDB) is also providing advice for the Mphanda Nkuwa hydropower project in Mozambique, which has a cost of $4.5 billion and a capacity of 1,500 megawatts.

United Nations Permits Zimbabwe & Zambia To Construct A $5 Billion Hydropower Dam Near Victoria Falls

Former <a href="https://www.pindula.co.zw/Victoria_Falls/">Victoria Falls</a> City mayor, Somveli Dlamini, has been sentenced to 36 months in jail for defrauding the local authority of $US15,000. Despite pleading not guilty to the fraud charges, Dlamini was found guilty by Hwange regional magistrate Mr. Mark Dzira. The magistrate emphasized that Dlamini had abused the trust and responsibilities of his position as a public officer.
Dlamini will serve an effective 30-month sentence, with six months suspended for five years, subject to good behaviour, <a href="https://www.chronicle.co.zw/ex-victoria-falls-mayor-sentenced-to-36-months-in-jail/">the Chronicle</a> reported.
<h3>The Case</h3>
Somveli Dlamini, a 53-year-old former councillor in Victoria Falls, was arrested by the Zimbabwe Anti-Corruption Commission on fraud charges related to a commercial stand valued at over US$90,000.
Dlamini allegedly pretended to be Valentine Munyaradzi Maseko to obtain the stand. The Victoria Falls City Council forbids individuals who have previously benefited from stand allocations to apply. This is in line with the Government directive that a home seeker benefits once in any land scheme. Lying about his identity could help him get another stand despite having already benefited from a previous allocation. 
ZACC discovered the fraud and arrested the former Mayor. The local authority suffered a loss of US$15,000, with a potential loss of US$66,462.

Former Victoria Falls Mayor Jailed Over Fraud

Victoria Falls councillors on Monday defied their party leader, Nelson Chamisa, and voted for a mayor and deputy of their choice, reported <a href="https://cite.org.zw/vic-falls-councillors-defy-chamisa-elect-own-mayor-and-deputy/">CITE</a>.
Ward 7 councillor Prince Thuso Moyo was elected as mayor and Ward 3 councillor Lungile Nyoni as his deputy.
The elections were supposed to be held last week but were disrupted by residents who alleged that Chamisa, who is the leader of the Citizens Coalition for Change (CCC), sought to impose candidates.
Reports indicate that Chamisa had wanted Ward 1 councillor Ephias Mambume to become mayor and deputised by Ward 8 councillor Priscilah Mhlanga.
But Victoria residents said they wanted a local “Munizi” (descendant of Hwange districts) and not an outsider.
The local authority is dominated by CCC. The opposition party has 10 out of the 11 elected councillors and three Women’s Quota representatives.
Cllr Moyo was accused of fronting corrupt deals involving the sale of land on behalf of other councillors in the last council tenure.
In his acceptance speech, the new mayor, who is Managing Director of Platform Trading and Fruit and Vegetable Market, said:

I am informed that the previous council was implementing a US$4 million reservoir project and once completed the issue of water will be a thing of the past.

Victoria Falls Councillors Defy Chamisa In Election Of Mayor, Deputy

A 26-year-old Councillor, Prince Thuso Moyo, was this Monday elected as the new Mayor of <a href="https://www.pindula.co.zw/Victoria_Falls/">Victoria Falls</a> City, with Councillor Lungile Nyoni as his deputy.
The elections were initially disrupted last week after residents opposed the mayoral candidacy of Ephias Mambume, claiming he was not “local enough.”
Nine elected councillors and two Women’s Quota CCC councillors initially held a closed-door meeting with party leaders to discuss the election. The national leadership reportedly instructed the councillors on who to elect, leading to disruptions by residents during the council meeting.
After consulting with party leaders, the councillors held a new vote, resulting in Prince Thuso Moyo (Ward 7) being elected unopposed as Mayor and Lungile Nyoni (Ward 3) as Deputy Mayor.
The 26-year-old Moyo is the youngest councillor and works as the Managing Director of Platform Trading and Fruit and Vegetable Market. Nyoni who serves as the CCC youth chair in Hwange district says he advocates for youth inclusiveness in decision-making.
Both Moyo and Nyoni were first elected as councillors in 2018.

Zimbabwean Tourism Operators Anticipate Increased Foreign Tourists With More Airlines Flying In

The Meteorological Services Department, in collaboration with the Department of Civil Protection, has issued the <a class="MarkdownLink_linkifiedLink__KxC9G">Zimbabwe Evening Weather Report</a> and Forecast, valid until Monday, 17 July 2023 noting a continuation of the cold spell.
The Met Department said on Saturday, 15 July 2023, most parts of the country experienced cloudy, windy, and cold weather in the morning with some drizzle in Manicaland and Mashonaland East provinces. However, <a class="MarkdownLink_linkifiedLink__KxC9G">Mashonaland West</a> and western parts of Mashonaland Central had clear skies, resulting in <a class="MarkdownLink_linkifiedLink__KxC9G">moderate ground frost</a> in Henderson and slight frost in Karoi. As the day progressed, the clouds lifted and burnt off in some areas, especially in the southern provinces.
On Sunday, 16 July 2023, most parts of the country are expected to have clear skies, although patches of clouds may be seen during the day due to remnant moisture in the atmosphere. This is expected to cause nighttime temperatures to drop significantly, leading to <a class="MarkdownLink_linkifiedLink__KxC9G">severe ground frost</a> in areas such as Matopos, Nyanga, Marondera, Henderson, and Gweru, while Kadoma, Lupane, Rusape, Mukandi, Chivhu, and Harare are expected to have moderate ground frost. The severe ground frost may affect the health of vulnerable members of society and trigger respiratory-related illnesses in all persons. Plants and animals are also sensitive to overnight temperature declines.

Zimbabwe Weather: MSD Forecasts Continuation Of Cold Spell

Anti-riot police officers were recently deployed to the Mfelandawonye section of Mkhosana suburb in Victoria Falls after residents clashed with council workers who were disconnecting water users for non-payment of bills.
The local authority was disconnecting water at homes where the owners owed US$100 and above in unpaid water bills.
The <a href="https://www.chronicle.co.zw/watch-police-called-in-as-residents-block-council-water-disconnections/">Chronicle</a> reported that the council workers had disconnected six houses when they were confronted by irate residents which caused them to call for backup from police.
The residents complained about high water bills when most of the time their taps were dry.
A resident who spoke to the Chronicle said water usually comes at night during the time of the month when council officials visit homes to do meter readings. Another resident said:

Bills are way too high yet we have no water on a daily basis. We don’t know maybe they are charging us for the bowser that supplies us fortnightly.
Most of the time we go and ask for water from other areas especially the CBZ side.
So they came and we didn’t know what was happening when we suddenly realised that they were disconnecting the water. We quickly mobilised and blocked them.
They had disconnected about six houses when we noticed and our concern is that they are doing this when no water comes out of our taps and they didn’t notify us.
They told us to make payment plans and we told them to supply us with water first so that we pay for services rendered. We are not refusing to pay but we only want service.

Another resident said police officers who were deployed to the suburb did not harass people but sought to understand what was happening.
Victoria Falls mayor Councillor Somvelo Dlamini and Member of Parliament Godfrey Dube came and advised the council workers to stop the disconnections.
Vice-chairperson of Vic Falls Watchdog, which represents residents’ issues Sifiso Sibanda said:

Victoria Falls City Council started a US$4 million water, sanitation and hygiene project in which two reservoirs are being constructed.
Victoria Falls, like the majority of urban settlements in Zimbabwe, is run by an opposition-dominated council and service delivery has deteriorated alarmingly over the past two decades.

Victoria Falls Residents Clash With Council Workers Over Water Disconnections

Zimbabwe requires all visitors to have a visa to enter the country, and most visitors usually obtain the visa on arrival. The visa costs $55 US Dollars for a <a class="MarkdownLink_linkifiedLink__KxC9G">Single Entry Visa</a> and $70 US Dollars for a Double Entry Visa.
Visitors should ensure that their passport is valid for at least six months from the date of arrival and has three blank pages left. Returning residents and visitors may be required to complete track and trace information on arrival.
Those transiting through Zimbabwe should check with their airline or travel provider for transit requirements. Journalists intending to engage in <a class="MarkdownLink_linkifiedLink__KxC9G">journalistic activity</a> must arrange prior accreditation through the Zimbabwean Embassy in London. The Zimbabwean Government uses a broad definition of journalism, which includes any form of interview, filming, or photography.
The UK has an <a class="MarkdownLink_linkifiedLink__KxC9G">arms embargo</a> against Zimbabwe, and it is illegal to take firearms into the country, even if intending to bring them back to the UK. The UK government further advised:

Zimbabwe’s economic situation remains unpredictable. Both the Zimbabwe Dollar and US Dollar are currently used. This may change without notice. There is a shortage of physical cash so it is not always possible to make cash withdrawals using an international bank card. If attempting to use an international bank card for payment in supermarkets, shops and restaurants, ensure you state that you are using an international card to avoid overcharging on your account. Zimbabwe is currently experiencing electricity shortages resulting in extended periods without power. During blackouts, you should exercise a high degree of caution when driving as traffic lights may not be operational. Water rationing is being experienced in certain parts of the country. Dual British-Zimbabwean nationals who travel to Zimbabwe must have a valid travel document to re-enter the United Kingdom. It’s not possible to re-enter the UK using a Zimbabwean passport or a Zimbabwe Temporary Travel document without a visa or entry clearance endorsed. The <a href="https://www.gov.uk/guidance/uk-air-safety-list">UK Air Safety List</a> (ASL) lists all known airlines in Zimbabwe that do not meet international safety standards and are banned from operating commercial air services to, from, and within the UK. UK Government Issues Zimbabwe Travel Advice, Lists Entry Requirements

Victoria Falls City Council has warned residents about the presence of bed bugs in all areas residential areas.
Bed bugs are small, reddish-brown insects that feed on the blood of humans and animals and are usually found in beds, mattresses, and box springs, chairs and sofas.
A bed bug bite can result in a number of health problems such as skin rashes, insomnia and allergy among others.
In a statement, the Victoria Falls City Council encouraged residents to immediately report to health officials in the event of their premises getting infested. Read part of the statement:

Victoria Falls City Council is urging its valued residents, stakeholders, and visitors to be on high alert for the presence of bed bugs in all areas of residence in the city.
</blockquote>
One can tell if his or her premises are infested through bites on the skin, blood stains on sheets or pillowcases, dark spots on bedding or furniture, eggshells or shed skin, and they also leave a musty odour.
Here are some tips to help prevent bed bugs:

<li>Inspect secondhand furniture before bringing it into your home: Check for signs of bed bugs, such as shed skins, eggs or fecal spots.</li>
<li>Keep your home clutter-free: Clutter provides hiding places for bed bugs, so try to keep your home as tidy as possible.</li>
<li>Use protective covers on your mattress and box spring: Encase your mattress and box spring in a zippered, bed-bug-proof cover to prevent bed bugs from infesting them.</li>
<li>Be careful when traveling: When staying in hotels or other accommodations, inspect the room for signs of bed bugs before settling in. Store your luggage on luggage racks instead of on the floor or bed.</li>
<li>Regularly vacuum your home: Vacuuming can help remove any bed bugs or eggs that may be hiding in your home.</li>
<li>Seal cracks and crevices: Bed bugs can enter your home through small cracks or crevices, so seal up any openings you find.</li>
<li>Wash and dry your bedding regularly: Washing your bedding in hot water and drying it on high heat can help kill any bed bugs that may be present.</li>

Bed Bugs Invade Victoria Falls Homes

Victoria Falls City Council mayor Somvelo Dlamini last week told a full council meeting that the housing waiting list should be scrapped.
The city has reportedly exhausted all of its land for both residential and commercial purposes while there are over 18 000 applications for residential stands.
Dlamini’s call comes at a time when the council has announced that it will avail about 500 stands in both the high and medium-density suburbs. <a href="https://cite.org.zw/vic-falls-mayor-calls-for-scrapping-of-housing-waiting-list/">CITE</a> quoted Dlamini as saying:

The report that we got from the council is that they are above 18 000 and this week we had 147 applications, so do we mean to say we just leave it open, people apply or it will cause a scenario where some will say I have been paying since 2001 and nothing has happened. What measures are we putting in place as a council to solve this?
</blockquote>
In response to Dlamini’s suggestion, the chairperson of the housing department councillor Nkayiso Sibindi said there was nothing much council could do. He said:

You cannot stop someone from applying, it’s the same as applying for a job, curriculum vitae can be submitted in large quantities, but the one that we want, we pick and offer employment, so there is nothing that we can do about that. You are expected to give a professional answer.

Deputy Mayor Patricia Mwale suggested that there was a need for the council to craft a master plan that will allow the city to acquire more land.
The Town Clerk Ronnie Dube said the council officers were going to apply their minds on the matter “and see how best we can resolve this issue.”

Victoria Falls Mayor Wants Housing Waiting List Scrapped

Zimbabwean vendors in Victoria Falls have urged the local authority to ensure that hawkers from Zambia respect the city’s by-laws.
A report by the <a href="https://globalpressjournal.com/africa/zimbabwe/return-zambian-vendors-rattles-merchants-victoria-falls/">Global Press Journal</a> indicates that Zambian vendors have taken advantage of the reopening of the Zimbabwe-Zambia border to travel to Victoria Falls to sell fruits and vegetables.
The border was closed in 2020 as a precautionary measure to curb the spread of the coronavirus.
The Zambian vendors, popularly known as omzanga, a Nyanja term meaning “friend,” cross the Victoria Falls Bridge en route to Zimbabwe every morning to sell vegetables.
A local vendor, Sikhulile Ngwenya who has been in the business for 10 years, said she feels a constant threat and uncertainty looming over her livelihood.
The Zambian vendors reportedly sell their fruits and vegetables and low prices because they source their products from farms that are close to the border with Zimbabwe.
Their Zimbabwean counterparts are however, forced to sell at higher prices as they source their produce from places like Lupane, 264 kilometers (164 miles) away; Bulawayo, 435 kilometers (270 miles) away; and sometimes as far as Harare, 874 kilometers (543 miles) away.
Local vendors also must operate from their designated spots in the markets, and pay rentals to the Victoria Falls City Council, while the Zambian vendors can move door to door.
Ngwenya said she pays US$16 a month to the council. She said during the first lockdown, she made US$15 to US$25 a day, but now she makes US$10 to US$15 a day. Ngwenya said:

Because vendors sell door to door, our customers no longer visit the market.
This is now a threat to our livelihoods as we no longer sell much because residents would rather wait for the Zambian vendors sitting in their homes.
</blockquote>
Grace Shoko, who is the vice chairperson of the Zambezi Informal Cross Border Traders Association (ZICBTA) accused Zambian vendors of “stealing” their customers.
ZICBTA was founded in late 2021 in Victoria Falls to resolve issues between local and Zambian traders.
Naomi, a Zambian vendor, said she prefers vending in Zimbabwe because she makes more money than when selling in Zambia because in Zimbabwe she sells in United State dollars.
She said when she converts her USD to Zambian kwacha back in her country, she gets a substantial amount.
Mercy Mushare, a member of the Mkhosana vendors association, said they have engaged the local authority to put in place bylaws that protect local vendors. She said:

We are not saying Zambians should not come and sell, but they should abide by the same bylaws which we abide by. They should not be at an advantage over locals.
</blockquote>
Victoria Falls residents, however, fear that strict action against Zambian vendors might eventually hurt the common Zimbabwean as local vendors will most likely increase prices to pandemic levels.

Vendors In Victoria Falls Call For Strict Action Against Zambians

Zimbabwean-born Hollywood actor <a href="https://www.pindula.co.zw/Tongayi_Chirisa">Tongayi Chirisa</a> was in Victoria Falls on a holiday. 
Chirisa who featured in several American films arrived in Victoria Falls a few days ago and has been at a 5-star boutique, Mbano Manor Hotel, according to the <a href="https://www.chronicle.co.zw/hollywood-actor-in-victoria-falls/">Chronicle</a>. 
He is accompanied by filmmaker <a href="https://www.pindula.co.zw/Joe_Njagu">Joe Njagu</a> who said they were set to depart for Harare on Monday afternoon.
Chirisa and Njagu famed for the Netflix film, Cook Off, sampled a number of activities in the resort city.
Chirisa starred in the comedy Mr Bones, currently features in the AMC horror Mayfair Witches, and has played roles in other films.
Chirisa was born Tongayi Arnold Chirisa on 8 August 1981.

Although Chirisa was poised to work in the hospitality sector, he was determined to be an actor. He thus decided to pursue a career in acting and he braved his way to the top. 
He switched to the theatre, playing the leading role in Crossroads, Upside Down, The Island and Harry as well as The Brother from the Older Mother.
From 2003 to 2005, he starred in Studio 263 as Detective Trevor Davies. Opportunities began to open up for Chirisa and he had his first film debut in 2003 when he starred in the movie in Blood Covenant. From then onwards, he was featured in Cousin Brother, Evil in Our Midst amongst other films.

Hollywood Actor Tongayi Chirisa Spotted In Victoria Falls

The Ministry of Local Government and Public Works has absolved Victoria Falls Mayor, Councillor Somvelo Dlamini, of corruption charges, and instead found the Town Clerk, Ronnie Dube, culpable on a number of graft charges.
Last year, Victoria Falls residents locked Dube’s office, accusing him of corruption, and in response, the Ministry dispatched a team to the city to investigate the allegations against him.
According to findings of the inquiry that have already been presented to the local authority, Dube has been found culpable on a number of charges. Part of the report reads:

The Town Clerk, Ronnie Dube must be held accountable and culpable for writing to Jackelberry informing them that they had a 15-year lease that was being processed by council when in fact no allocation and resolution had been passed by council.
By so doing, the Town Clerk usurped the powers of council to resolve this critical matter an issue that the executive was expected to implement after resolution.
The Town Clerk Ronny Dube must be held culpable and accountable for allocating the Chinotimba Brewery to Jackelberry investments without a council resolution and authority.
The Town Clerk must be held accountable for variation of the employment of his contract by applying for a vehicle loan and requesting for a discount fully aware that it was not provided.
</blockquote>
Dube has been ordered to pay the loan in full as the council was prejudiced of US$20 075.

'Victoria Falls Town Clerk Must Be Held To Account'

The Zambezi River Authority (ZRA) which is responsible for the allocation of water used by Zimbabwe’s Kariba South and Zambia’s Kariba North Power Stations has provided an update on river flows along the Zambezi catchment. In a statement seen by Pindula News, ZRA said flows have been increasing as the rainy season progresses. Reads the update issued on Wednesday 25 January 2023:
<h2>UPDATE ON RIVER FLOWS ALONG THE ZAMBEZI CATCHMENT (25 Jan 2023)</h2>
The hydrometric network used for the control and day-to-day operations of the Kariba reservoir comprise of thirteen stations where water levels are monitored daily. Flow measurements are carried out at eight of these stations which include the Victoria Falls, one of the key stations on the Zambezi River. Coincidentally, the maximum flow recorded at Victoria Falls was during the early construction phase of Kariba Dam in March 1958 at 10,000 cubic metres per second. The lowest flows recorded to date at Victoria Falls were during the 1995/96 season which had an annual mean flow of 390 cubic metres per second, whereas the Long Term Mean Annual flow at Victoria Falls is 1,100 cubic metres per second.

1. CHAVUMA
Zambezi River flows at Chavuma have been increasing as the rainy season progresses.
Recorded flow on 25th January 2023 – 2,219 m3/s.
Recorded flow on 25th January 2022 – 824m3/s.
2. NANA’S FARM
The Zambezi River flows at Nana’s Farm, located some 33km upstream of Victoria Falls (typically the same reach) are steadily increasing.

Recorded flow on 25th January 2022 – 748m3/s.
3. NGONYE
Flows at Ngonye are rising due to increased rainfall activity.
Recorded flow on 25th January 2023 – 913m3/s.

The Zambezi River flows at Victoria Falls are steadily increasing, as the rain season progresses.

Update On River Flows Along The Zambezi Catchment - 25 Jan 2023

An architect company has revived a seven-year-old lawsuit against the Ministry of Tourism which failed or neglected to pay US$30 million for architectural services rendered in 2013.
House of Vengesayi (Pvt) Ltd (Vengesayi) filed the court application in 2016, but the suit dragged on until this year.
High Court judge Justice Rodgers Manyangadze this week directed the firm to provide evidence to prove that it was owed money by the ministry.
The ministry had earlier argued that there was no application before the court dealing with the matter. 
Advocate Tawanda Zhuwarara, who represented the firm, argued that the ministry’s plea should be dismissed as it was merely a denial.
Justice Manyangadze then ruled that the case should be heard since the ministry was not in dispute that services were rendered and nothing was paid. Ruled the judge:

The plaintiff’s submissions are in sync with the applicable law. The defendant has not made submissions to the contrary. In light of this, the plaintiff’s prayer that the defendant’s defective plea be struck out must be granted.
The cost runs into millions of United States dollars. There is certainly need for evidence to substantiate the claims.

According to court documents, the ministry hired the company in 2011 to provide architectural plans for multifunctional tourism facilities for the United Nations World Tourism Organization conference at Victoria Falls.
House of Vengesayi (Pvt) Ltd (Vengesayi) said it designed and did working drawings and charged US$30 286 747.86.
The ministry, however, broke the agreement by refusing to pay the money, which prompted the company to seek redress in court.
