The Harare Wetlands Trust (HWT) has raised alarm about the increasing destruction of the city’s wetlands.
HWT warns that this unchecked degradation poses significant risks to both the environment and public health.
In an interview with the <a href="https://www.theindependent.co.zw/local-news/article/200034369/harare-trust-raises-alarm-over-wetland-destruction">Zimbabwe Independent</a>, Selestino Chari, the HWT’s programmes manager, described the situation as “alarming.” Said Chari:

We are working tirelessly to challenge all developments taking place on wetlands. Our goal is to secure a ministerial directive that prohibits such activities and compels the City of Harare to cease leasing and selling stands located on wetlands.
As Harare Wetlands Trust, we are worried about the destruction of wetlands in Harare as a whole because it is now alarming.
In as much as we want preservation of wetlands, we also want to petition the government to intervene with corrective measures.
Either compensation or any other remedy is critical for addressing the issue of wetlands as there is a competition between environmental rights and property rights.

According to a 2020 study, Harare’s remaining wetlands span approximately 18,328 hectares, accounting for about 21% of the city’s total land area—a significant reduction from their original extent.
An analysis of Google Earth imagery covering 10 wetlands across the city from 2007/2008 (the earliest date with consistent coverage) to 2019 revealed a mean decline in wetland area of 50% over these 11 years.
HWT, in collaboration with Zimbabwe Lawyers for Human Rights (ZLHR), is pursuing legal action against developments affecting wetlands and reviewing the status of privately owned wetlands.
They have submitted a petition urging immediate action to convert certain land zoned for development back into public open spaces, particularly targeting headwater wetlands that are vital for water supply.
Wetlands are areas of land that are saturated with water, either permanently or seasonally, resulting in distinct ecosystems.
They help filter pollutants and improve water quality, absorb excess rainwater, reduce the impact of floods, and sequester carbon, helping mitigate climate change.

Harare Wetlands Trust Raises Alarm Over Wetlands Destruction

There are concerns that historical documents dating back to the colonial era belonging to the City of Harare may be lost after water from a river flowing under Julius Nyerere Way seeped into the basement of the capital’s Town House.
According to <a href="https://www.newsday.co.zw/local-news/article/200025479/historical-documents-destroyed-as-town-house-floods">NewsDay</a>, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), has since switched off electricity at the building for safety reasons.
Harare Mayor Jacob Mafume confirmed that some documents in the building are now drenched in water. He told NewsDay:

There has been a problem, remember there have been a lot of rains and there are cracks in the basement where water has seeped into the building.
We had a meeting with the National Archives and the Art Gallery. Some historical documents in that building would need a certain type of draining to be done to preserve them.
We are trying to coordinate a process where we would expertly remove the water without damaging the documentation that might be of historical importance to the city and historians.
So, there are experts who are assisting us in removing the water.

Mafume said that the whole of Harare was built on a wetland, hence there is a constant need to pump out water. He said:

Harare was built on its water sources and you find a lot of rivers originating from Harare, there is a river running under Julius Nyerere Way and we have Mukuvisi and other various rivers going to Mazowe and Mt Pleasant.
There is always a debate on the issue of building on wetlands. That is why we recycle the water from Lake Chivero because it comes and flows from Harare.

The Town House was built in 1933 and has served as the headquarters for the city council ever since.
Before independence, it housed the Salisbury City Council, and in 1980, it became the Harare City Council’s central office.
Critics view the flooding of the basement of Harare Town House as evidence of neglect by the local authority in maintaining the city’s administrative building.

Floods At Harare Town House Destroy Historical Documents

The Harare Residents’ Trust (HRT) has bemoaned the destruction of wetlands in Harare with the fragile ecosystems being converted into residential areas by authorities and land barons.
In a statement, HRT said wetlands are being destroyed by corrupt councillors, council district officials, town planners and political party leaders working in cahoots with land barons. It said:

The heavy rains that have fallen in Harare have exposed the corrupt for selling people residential stands on the natural paths of water.
The people who have settled on these wetlands and the sellers involved are equally culpable.
There is no way that water will change its natural course without bothering the illegally settled.
A sustainable solution is urgently needed for Zimbabwe to address housing shortages and the preservation of wetlands…
Some of the people are given the land during the election campaign period in return for votes.
Every rainy season the residents who illegally settled on these wetlands experience flooding, and they lose thousands of United States dollars worth of their possessions like furniture, clothes and food.

HRT said that during their tour in Budiriro, they established that victims and land barons all protect each other.
It said the victims refuse to disclose who sold the stands to them, insisting that they had council-issued documents giving them the legal rights to be in those places. Added HRT:

The land barons, council technocrats and councillors all insist that there is no more land to relocate these people.
There is an unholy alliance between the victims and the officials involved in the illegal land sales.

Wetlands are areas where water covers the soil or is present either at or near the surface of the soil all year or for varying periods during the year.
They help to filter pollutants and excess nutrients from the water, improve water quality, reduce the risk of flooding downstream, store large amounts of carbon, help to mitigate climate change and recharge streams and dams, thereby providing water to people and animals.

"Harare Wetlands Fast Disappearing"

The Zimbabwe Republic Police (ZRP) has reported that 15 houses were partially submerged in water in Budiriro after recent heavy rains leaving several people stranded and a six-year-old girl missing.
A police report seen by Pindula News says several people from the Budiriro 4 Paddock area in Harare were stranded but were rescued by the ZRP Sub-Aqua Unit. Read the report:

The ZRP reports a sad incident where nearly 15 houses were submerged in water in Budiriro 4 Paddock area, Harare. Several people were marooned and rescued by ZRP Sub-Aqua Unit while a six-year-old minor is missing after heavy rains which pounded Harare and surrounding areas last night and today. The ZRP Sub-Aqua Unit has also rescued 19 families in Kuwadzana Extension where some houses had been submerged in water.

Every year, more than 50 families in Budiriro face floods because their houses are built in wetlands. The majority of wetlands invaders just construct houses without permission while some buy land from landbarons who are also not authorised to sell it by the local government. As a result, thousands of people have lost their homes over the years when the authorities demolished their structures. Sadly, they are not compensated or given new land. Urban and semi-urban areas suffer from a severe housing shortage due to the influx of people moving to cities.

Disasters: 15 Houses In Budiriro Partially Submerged In Water, Girl Missing

The Zimbabwe National Organisation Associations and Residents Trust (ZNOART) has urged Harare City Council and Chitungwiza Town Council to stop allocating housing stands on wetlands.
ZNOART chairperson, Shalvar Chikomba, said allocating stands in wetlands results in environmental degradation. H-Metro quoted Chikomba as saying:

Wetlands are essential for the environment, providing habitats for wildlife, purifying water, and protecting against floods and droughts.
It is disheartening that Councillors and senior management have sold and invaded our wetlands and open spaces, so we call for an immediate end to this.
The recent case in which Councillors allocated themselves commercial and industrial land and shared it among themselves, their companies and their cronies, with the connivance of Council officials, is the first flash point.
By now, we expected them to have done the honourable thing, that is to resign.

The Ramsar Convention defines wetlands as “ecosystems where water is the primary factor controlling the environment and the associated plant and animal life.”
In line with its Ramsar Convention commitments, Zimbabwe has identified 7 sites as major national wetlands.
These are Lake Chivero, Cleveland Dam, Middle Zambezi / Mana Pools, Victoria Falls National Park, Chinhoyi Caves, Driefontein Grasslands, and Monavale Vlei.

Residents' Trust Urges Council To Preserve Wetlands

The government has resolved to remove all boreholes that were drilled illegally in wetlands in Harare Metropolitan Province.
In a statement issued this Wednesday, the Office of the Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province said all forms of construction in wetlands will be stopped forthwith.
The decision followed a meeting that was held between the Secretary of State for Provincial Affairs and Devolution for Harare Metropolitan Province, Tafadzwa Muguti, the Harare Wetlands Trust and Harare residents representatives on Tuesday the 14 March 2023.
The meeting was convened to discuss the growing invasion of wetlands and illegal water harvesting being facilitated by some council and government officials. Part of the statement reads:
<blockquote>
Members of the public are advised that all wetlands in Harare Metropolitan Province have since been gazetted by the Environmental Management Agency through a Cabinet directive. As such no construction or agricultural activities are allowed in wetlands.
Zimbabwe is a signatory to several global conventions on the protection of wetlands and so as a Provincial Government structure, we shall not tolerate any form of wetland invasion.
It has been noted that water extraction permits are being issued for drilling boreholes and harvesting natural spring water in wetlands.
There is also a growing concern over local authorities who are applying for a change of land use from wetlands to commercial or residential stands.
The Environmental Management Agency has been advised not to issue any full or partial authorisations to developers and local authorities on wetlands.

Govt Vows To Destroy Boreholes Drilled On Wetlands

Harare Metropolitan Province has launched a 45-day operation to demolish illegal structures on wetlands in and around the capital.
The campaign, which coincided with the onset of the rainy season, is expected to run until December 15.
The operation code-named “Operation Zero Tolerance to Environmental Crimes” will be conducted in Harare, Chitungwiza, Ruwa, and Epworth with the assistance of the police.
Each local authority will be expected to provide both material and human resources for the operation.
Harare Metropolitan Provincial Affairs and Devolution Permanent Secretary, Tafadzwa Muguti, said:
<blockquote>
We are aware that our councils are actively involved in parcelling out land in wetlands.
All housing developments in wetlands shall be stopped, with all cases of purchase or award of such land being reported to the Zimbabwe Anti-Corruption Commission.
</blockquote>
Muguti said institutions, shop owners, companies, vendors, public transporters, actual passengers, and the general citizenry who violate statutory requirements will be targeted.
Meanwhile, Chitungwiza acting town clerk, Evangelista Machona, said the blitz will be focusing on four environmental issues. She said in a notice:

The operation is specifically focusing on four environmental issues; solid waste management, invasion of wetlands, illegal sand abstraction and illegal brick-moulding and emissions.

Structures On Wetlands In Harare Province To Be Demolished

<blockquote>TAKE ACTION NOW TO PRESERVE AND PROTECT WETLANDS IN ZIMBABWE
ZIMBABWE Lawyers for Human Rights (ZLHR) joins the world today, 2 February 2020, in celebrating World Wetlands Day under the theme ‘Wetlands and Biodiversity With the increasing threats of climate change, Zimbabwe’s wetlands are critical to the survival of our ecosystems and water source.
Wetlands act as a carbon sink, mitigating climate change, and sustaining high biodiversity of animal and plant life. Wetlands are like giant sponges, absorbing water, which would otherwise be lost as run-off, preventing flooding, siltation and erosion.
The water absorbed throughout the rainy season is slowly released in the dry season into the stream and river systems, finding its way into major supply dams, such as Chivero and Manyame. Without the wetlands, these dams would quickly run dry in winter months and poor rainy seasons.
The wetlands also filter and purify the groundwater before it enters the water supply, protecting against disease and toxins.
The degradation and loss of wetlands have increased siltation and pollution of dams. Zimbabwe is a state party to the Ramsar Convention (the Convention on Wetlands of Intentional Importance, especially as Waterfowl Habitat, Ramsar, 1971).
The state has designated seven wetlands as Ramsar Sites of international importance (including Monavale wetland, Victoria Falls, Lake Chivero and Chinhoyi Caves among others).
Although there are domestic legal provisions for the protection of wetlands in the Environmental Management Act, the country is facing unprecedented levels of development and degradation of wetlands.
In the face of this crisis, ZLHR with its partners Harare Wetlands Trust has been working on a sustained campaign to protect wetlands through litigation and advocacy efforts.
Several favourable judgments and out of court settlements have been finalised to protect core wetlands, such as the University of Zimbabwe wetland, Monavale Ramsar site, Marlborough wetland, Rhodesville wetland and Boundary Road wetland.
In response to its advocacy efforts, ZLHR welcomes the recent responses from Zimbabwean authorities, who have started to acknowledge the extent of the wetlands crisis and the need for reform.
However, ZLHR notes that without urgent action, the wetlands, their biodiversity, their critical ecosystem services and our water source will be irrevocably impacted.
On this World Wetlands Day, ZLHR calls on the authorities, particularly the Parliament of Zimbabwe, the Minister of Environment, Climate, Tourism and Hospitality Industry, the Environmental Management Agency, the City of Harare, and indeed all local authorities across the country, to honour the commitments that have been made, and to urgently implement measures for the protection of wetlands including:

<li>Expert mapping of wetlands</li>
<li>Gazetting of wetlands to prohibit development on wetlands except in the most exceptional circumstances;</li>
<li>Managing and restoring wetlands; and;</li>
<li>Establishing nature reserves on wetlands.</li>

These recommendations are made in accordance with Zimbabwe’s obligations as a state party to the Ramsar Convention, and in terms of section 4 of the Environmental Management Act, and sections 73 and 77 of the Constitution, to protect the environment and our water resources for present and future generations,

Human Rights Lawyers' Statement On World Wetlands Day {Full Text}

Zimbabwean engineers have urged the government to stop construction on wetlands, a development which has become rampant in Harare.
Speaking to the media, Zimbabwe Institution of Engineers’ information communication technology division chairman Jacob Kudzayi Mutisi said:
<blockquote>The construction and development is so rampant that all ventilation and wetland areas in the likes of Mabelreign and Sundridge have all been sold out and under some kind of construction development.
As engineers, we are hereby requesting the government, local authorities and construction firms to immediately stop all developments and constructions that are taking place on all wetlands and strategic open spaces.</blockquote>
This comes as Harare Metropolitan Affairs minister Oliver Chidawu has warned “illegal” settlers to voluntarily move away from wetlands or risk the destruction of their properties.
