The ZANU PF War Veterans League has joined other party provinces and wings in calling on President Emmerson Mnangagwa to reconsider his decision not to seek re-election when his current term expires in 2028.
The Constitution of Zimbabwe allows for a maximum of two presidential terms, meaning Mnangagwa cannot legally seek a third term in office.
On 04 July 2024, Mnangagwa had pledged not to seek a third term, reaffirming his respect for the constitutional term limits.
However, in an with ZBC News on Wednesday night, ZANU PF Secretary for War Veterans, Ex-Political Prisoners, Detainees and Restrictees Douglas Mahiya, said the war veterans’ league will try to persuade Mnangagwa to continue in office beyond 2028.
Mahiya argued that this would enable Mnangagwa to fully implement his Vision 2030 agenda of transforming Zimbabwe into an upper-middle-income society. Said Mahiya:

The question (is not) whether he wants to rest or not, we can beg him to stay so that we benefit from his capabilities.
We don’t go about complying with individual thinking, expressions or understanding, we stick to the original principles of the revolution.

The ZANU PF Masvingo Province was the first to publicly call for Mnangagwa to stay in power beyond his current term, followed by the ZANU PF Midlands Youth League.
Since then, ZANU PF youth leagues in several other provinces, including Mashonaland East, Bulawayo, and Matabeleland North, have also requested that Mnangagwa disregard the constitutional two-term limit and continue as president.

The War Veterans League in Zimbabwe wants President Mnangagwa to stay in power after 2028, even though he said he wouldn't. They think he should finish his plans to make Zimbabwe better. Some other party regions also agree. The Constitution says he can only be president for two terms, but they want him to have a third. They believe he is capable of doing more for the country. President Mnangagwa had promised not to seek another term, but now some people are trying to change his mind.

ZANU PF War Veterans League Pushes For Mnangagwa Third Term

President Emmerson Mnangagwa on Wednesday pledged to enhance economic opportunities for the veterans of the country’s war of independence, while also ensuring they receive medical aid and other benefits.
Speaking at the War Veterans National Assembly, which was attended by Vice President Constantino Chiwenga at the ZANU PF headquarters, Mnangagwa said the war veterans will vote at the party’s elective Congress in October. He said:

From now on, the war veterans’ league as other leagues will be represented as you, when we have our national elective congress, this in terms of our practice will be held in October.
</blockquote>
According to <a href="https://www.newsday.co.zw/local-news/article/200027275/ed-charms-war-vets-ahead-of-congress">NewsDay</a>, the congress will determine how Mnangagwa will proceed until the end of his presidential term in 2028.
Mnangagwa said his administration is working on addressing the challenges facing the ex-combatants. He said:

My administration is ready to facilitate the broad-based empowerment of your membership so that you fully participate in the economy as well as the ongoing industrialisation, and modernisation of our motherland.
I direct the minister to quicken the implementation of interventions towards addressing the challenges affecting this special constituency.

Speaking during the same event, national secretary of the war veterans Douglas Mahiya, said:
<blockquote>
The war veterans are in full support of the PVOs Bill as it will act to counter NGOs which are working with foreign entities to undermine the ruling ZANU PF.
I would also like to encourage you to ensure that we set up ZANU PF-aligned NGOs to counter the influence of these regime change entities.
President, as we speak we will be launching our own NGO in the next month or two.

In the run-up to the 2023 general elections, war veterans demanded that Mnangagwa approve “commensurate benefits” before they could back his re-election bid.
Their demands included loan guarantees and rebates for duty-free car imports, according to a Central Committee report that was tabled at the party’s elective congress.
In 1997, thousands of former freedom fighters were given a lump sum of $ 50,000 each after they protested against the lack of pensions. This led to the collapse of the Zimbabwe dollar.
The ZANU PF War Veterans League, formed in 2022, is an integral part of the ruling ZANU PF party in Zimbabwe.

Mnangagwa Promises War Veterans Economic Empowerment And Healthcare

The War Veterans League has pledged loyalty to ZANU PF and expressed commitment to ensuring the ruling party’s sustainable growth.
Speaking at the inaugural two-day War Veterans League National Assembly meeting in Harare on Wednesday, the Secretary for the League, Douglas Mahiya, said:
<blockquote>
The league commits itself to ensuring the sustainable growth of our Party ZANU PF. Since the formation of the League in 2022, our department has been seized with the mammoth task of operationalising our structures by educating members on their constitutional mandate as well as on how they should work with other wings of the party…
The league will ensure that ZANU PF builds visible and vibrant structures. In that pursuit, we continue to conscientise the masses on the agenda of the West to undermine ZANU PF and subvert our Government.
The ZANU PF constitution provides that war veterans, ex-political prisoners, detainees and restrictees, protect the party and its leadership.
We also observe with concern, similar efforts by former colonisers to subvert governments that are led by former liberation movements in Southern Africa.
We will remain vigilant to counter such machinations by the West and their surrogates.

The meeting was attended by more than 600 war veterans and ex-political prisoners, detainees and restrictees, reported <a href="https://www.herald.co.zw/war-vets-pledge-loyalty-to-zanu-pf/">The Herald</a>.
Mahiya also said the War Veterans League supports the ongoing process of enacting the Private Voluntary Organisations Amendment Bill saying the law will deal with rogue Non-Governmental Organisations (NGOs).

War Veterans Pledge Loyalty To ZANU PF

Members of the ZANU PF War Veterans League have advised opposition political parties to forget about political power, saying their desires were misguided.
Speaking at the party headquarters in Harare during a strategic meeting for the league’s national executive on Friday 30 September 2022, Douglas Mahiya branded the opposition as puppets who were bent on reversing the gains of the liberation struggle. The Herald cites him as saying:

The question of power is not what we should be talking about as Zimbabweans, because the country got the political power from the colonisers.
We got that political power. We were the force behind getting that political power. So any political party that is going to discuss about the desire for political power is misguided.
What opposition political parties should do is to contribute towards economic development, because this is the stage of the revolution in which we are and that way it will be acceptable. Not political power.
No one in this country will ever expect the war veterans to accept anything rather than what we achieved. So we are going to defend that power. We have no option because that is what we yielded out of our own sacrifices.

Mahiya speaks as Zimbabwe is headed towards the 2023 harmonised elections which some analysts believe will be chaotic <a href="https://zero.pindula.co.zw/here-are-some-of-the-cases-of-politically-motivated-violence-reported-ahead-of-26-march-by-elections/">as intraparty and interparty violence has been escalating</a> in the southern African country in recent months.
This is not the first time War Veterans vowed to guard against a change of power, they made similar remarks in previous elections.

Meanwhile, the United Nations Human Rights Office, OHCHR, this year expressed concern over the recurrence of disputed elections in Zimbabwe increasing the probability that the southern African country’s 2023 elections will be supervised by the international body.

Mahiya Advises Opposition To Forget About Political Power, Says They're Misguided

The newly-formed ZANU PF War Veterans League has asked President Emmerson Mnangagwa to reserve seats in Parliament exclusively for their members.
Presenting the War Veterans League conference resolution at the weekend, its secretary for legal affairs Jairos Mapuranga said reserving parliamentary seats for their members will enable Parliament to expedite the enactment of the Patriotic Bill.
The Patriotic Bill seeks to criminalise private correspondence between what was termed “self-serving citizens” and foreign governments. Said Mapuranga:

Consideration should be made to have a war veterans quota in the (National) Assembly to ensure that the party is represented by the comrades grounded in ideology to override the system of individuals with narrow selfish interests and that the legislators expedite the enactment of the Patriotic Bill to effectively protect the country and its leadership from treacherous machinations by political malcontents.
</blockquote>
However, Mnangagwa said some of the war veterans’ demands were impossible to fulfil. He said:

I was listening very carefully to your resolutions, others are very sound, but some are beyond sound.
The depth and all-encompassing nature of your conference resolutions reflect your love for the party.
You almost want your government to do the impossible.

The ZANU PF War Veterans League also said it wants the Chitepo School of Ideology to be well-resourced and fully operational on a full-time basis.

War Veterans Demand Reserved Seats In Parliament

ZANU PF’s newly established wing, the War Veterans League has endorsed President Emmerson Mnangagwa as their candidate for the 2023 elections.
The league held its two-day inaugural elective conference in Harare where it threw its weight behind Mnangagwa who controversially won the 2018 elections.
Posting on Twitter, the permanent secretary in the Ministry of Information, Publicity and Broadcasting Services Minister Ndavaningi Mangwana said:

The War Veterans League has unanimously and unequivocally endorsed President Emmerson Mnangagwa as their party’s sole candidate for the 2023 Presidential elections.
</blockquote>
In June this year, the ZANU PF Women’s League also endorsed Mnangagwa as the party’s sole presidential candidate in the upcoming elections.
Addressing delegates to the Seventh National Congress of the ZANU PF Women’s League held in Harare, the party’s Women’s League National Secretary for Legal Affairs, Cecilia Bhebhe-Ndubiwa, said:

ZANU PF War Veterans League Endorses ED As Their Sole Presidential Candidate

The ZANU PF war veterans league on Thursday declared that it will do everything in its power to defend the ruling party.
Speaking during a Press conference in Harare, war veterans secretary Douglas Mahiya accused opposition parties and non-governmental organisations (NGOs) of being used by Western countries to effect regime change in Zimbabwe. Said Mahiya:

We are going out there to mobilise for the party. We have got political power, the question of power is not what we should be talking about in Zimbabwe, because Zimbabwe got political power from the colonisers… an opposition party that talks of power is misguided.
Our erstwhile enemies have planted their proxies, the opposition parties and NGOs to scatter the organisation… we are going to defend that power because we sacrificed for this.
</blockquote>
ZANU PF national commissar Mike Bimha also said the party would use the ZANU PF war veterans conference which started on Thursday in Harare to garner support ahead of the 2023 elections. He said:
<blockquote>
As you are all aware the inaugural war veterans league conference is now in motion, which is a wing of the party, we are now witnessing history in the making.
And, therefore, for us as commissariat we welcome the coming on board of this league; it makes our jobs easier joining the youth and women’s leagues, moreso as we face the 2023 elections.
