The Southern African Development Community (SADC) appears to have closed the door on calls for fresh elections in Zimbabwe after the regional bloc’s secretariat, as well as the African Union (AU) endorsed a project being spearheaded by President Emmerson Mnangagwa’s government.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200022831/sadc-shuts-door-on-zims-fresh-poll-calls">NewsDay</a>, the Zimbabwean government is supporting the multi-million-dollar Museum of African Liberation in Harare which is being implemented by the Institute of African Knowledge (INSTAK).
Last week, both SADC and the AU signalled that they will work with Mnangagwa’s government on the project.
On 25 January, Mnangagwa’s special envoy, Simbarashe Mumbengegwi, who is a former foreign affairs minister, was in Addis Ababa, Ethiopia to meet the chairperson of the African Union Commission, Moussa Faki Mahamat.
Mahamat said the AU Commission was eager to collaborate on the project.
Four days after meeting Mahamat, Mumbengegwi was at the SADC headquarters in Gaborone, Botswana, to discuss a similar memorandum of understanding (MoU) with the bloc’s executive secretary, Elias Magosi.
An official report published on the SADC website after the meeting said:

Magosi highlighted that the project resonates with the region’s objectives, among others, the operationalisation of the mechanism to recognise and honour the founders of SADC for their contribution to the establishment of the organisation and the pursuit of regional integration.
In this regard, further engagements regarding the project and MoU, as well as follow-ups, will be conducted between SADC and INSTAK in collaboration with the Zimbabwean embassy in Botswana.

Collaboration of the project between SADC and Mnangagwa’s administration indicates the bloc has put the Zimbabwe election issue to bed despite the SADC Election Observer Mission (SEOM) saying the elections fell short of meeting regional standards.
Posting on X, journalist and Mnangagwa critic Hopewell Chin’ono said SADC has moved on from Zimbabwe’s “shambolic” elections. He wrote:

Well, SADC is engaged on Zanu PF regime things fellow compatriots. The executive secretary of SADC met with Mnangagwa’s envoy, Simbarashe Mumbengegwi to talk about, wait for it, the Liberation Museum being built in Harare.
Do you still believe the lies that SADC is coming to deal with the shambolic electoral issues?
</blockquote>
According to results announced by the Zimbabwe Electoral Commission (ZEC), Mnangagwa secured 52.6% of the vote while his main challenger, Citizens Coalition for Change (CCC) leader Nelson Chamisa received 44.03% of the vote.
Chamisa rejected the election results and launched a diplomatic offensive in SADC countries while pushing for fresh polls.
However, Chamisa has since abandoned CCC after losing control of the party to former MDC youth activist Sengezo Tshabangu who has been enjoying the support of State institutions.

Prospects Of SADC Pushing For Fresh Zimbabwe Polls Receding

Zimbabweans expressed their frustrations towards Zambian President Hakainde Hichilema after he provided an update on the outcomes of the SADC Extraordinary Summit of Heads of State and Government.
Hichilema highlighted that the Summit expressed concern at the deterioration of the security and humanitarian situation in the Eastern DRC and the reported resumption of attacks and occupation of territory by the M23, in clear violation of the Cease Fire. The Summit provided strategic guidance on the deployment of the SADC Mission in the DRC (SAMIDRC) to restore peace and security in the country. The Summit commended Member States that have committed additional pledges towards deploying the SADC Mission in the DRC (SAMIDRC).
He also highlighted that the Summit reiterated the need for SADC to spearhead efforts towards mobilisation of resources for facilitating peace and security in the SADC Region. These efforts include reviving discussions to establish and operationalise the SADC Peace Fund and engaging International Cooperating Partners.
However, many Zimbabweans were disappointed that the summit did not address the political deadlock caused by the disputed August 23, 2023 elections. Academic <a href="https://www.pindula.co.zw/Ibbo_Mandaza/">Ibbo Mandaza</a> questioned why Zimbabwe was not discussed after the storm around the SEOM (SADC Electoral Observation Mission). He said:

And on Zimbabwe? Is this evasion after all of that storm around SEOM?
</blockquote>
After the SEOM head to the Zimbabwean elections, Dr. Nevers Mumba, highlighted irregularities in the elections, he faced criticism from various groups and individuals in Zimbabwe. Some hoped that Hakainde Hichilema, as the chair of the SADC Organ on Politics, Defence, and Security Affairs, would address the issue and possibly influence a rerun or nullification of the elections. The opposition Citizens Coalition for Change (CCC) even called for fresh polls.
However, the Summit’s communique mentioned that the Summit received an update on the elections in Zimbabwe but did not discuss the matter further. This means that political processes in Zimbabwe, including the upcoming by-elections, can proceed as planned without SADC’s involvement.
Some Zimbabweans criticised SADC, viewing it as a boys’ club that suppresses the continent and its people. They accused SADC of being a useless organisation without principles, values, and direction, as it has ignored the Zimbabwean issue for too long. Others expressed concern that SADC’s solidarity with the Zimbabwean government could lead to more conflicts and violence in the country.
Some Zimbabweans appealed to Hichilema and SADC to intervene and help address the “dictatorship and human rights abuses” in their country. They expressed disappointment and a sense of betrayal, questioning whether Hichilema would follow the same path as other leaders who have disappointed Zimbabweans in the past.

Zimbabweans Express Frustrations Towards Zambian President Hakainde Hichilema And SADC

President-Elect Emmerson Mnangagwa will be officially inaugurated and sworn into office on Monday, 04 September 2023 for his second and final term.
In a statement, Minister of Information, Publicity, and Broadcasting Services, Monica Mutsvangwa, said the ceremony will be held at the National Sports Stadium in Harare and members of the public are free to attend. Reads the statement:

The nation is hereby informed that the inauguration ceremony for His Excellency President Emmerson Dambudzo Mnangagwa will be held on Monday 04 September 2023. 
This follows his resounding re-election in the 2023 Harmonised Elections.
The main celebrations will be held at the National Sports Stadium in Harare followed by a luncheon at State House for invited dignitaries.
Members of the public who wish to attend are advised that gates open at 6 AM and buses are available to transport those in need.
A number of artists are lined up to perform at the inauguration ceremonies which will be headlined by Jah Prayzah, Chief Hwenje and Sandra Ndebele and others.
A football match between the Zimbabwe Warriors and the Namibian National Team known as the Brave Warriors will follow the inauguration ceremony.
All Zimbabweans are welcome to witness this glorious celebration at the National Sports Stadium.

The Ministry of Foreign Affairs and International Trade has already sent out letters to foreign embassies inviting them to the inauguration on Monday.
The Foreign Affairs Secretary James Manzou said diplomats whose leaders will not be attending the ceremony should not come.

Mnangagwa Inauguration Set For 04 September

Tapiwa Makore’s father, Munyaradzi Makore, who was a Citizens’ Coalition for Change (CCC) candidate for a council seat in rural Murewa in the 23 August 2023 election lost to the ZANU PF candidate.
Makore ran for Ward 3 of Murewa Rural District Council (MRDC) and was a distant second to the winner Anyway Nheweyembwa (ZANU PF) who garnered more than 1 000 votes.
<a href="https://www.newsday.co.zw/local-news/article/200016081/double-blow-for-tapiwa-makores-father">NewsDay</a> reported that at Chingwaru Business Centre, Makore received 38 votes while Nheweyembwa had 179.
At Chinyani Pre-School, Makore got 55 votes while the ZANU PF candidate got 57. The trend continued in two other polling stations in the wards.
Makore blamed the ZANU PF-affiliated group Forever Associates of Zimbabwe (FAZ), for his loss, saying FAZ members intimidated voters and this gave ZANU PF an advantage. He said:

FAZ (Forever Associates of Zimbabwe) intimidated voters, they contributed to my loss in the polls.
What do you expect when people are voting while being monitored at a polling station? The votes I got were only from those who were brave.

Tapiwa Makore Jnr was a 7-year-old boy from Makore Village under Chief Mangwende in Murewa District, Mashonaland East Province who was brutally murdered on 17 September 2020 in a suspected ritual killing.
Tapiwa’s killers, his uncle and namesake Tapiwa Makore Snr and a herdboy Tafadzwa Shamba were sentenced to death.
Meanwhile, Munyaradzi Makore is hoping that the move by CCC to overturn the election result will result in fresh elections.
He said he would contest again if there 23 August election is nullified and a fresh election is declared.
Makore is a known opposition party member in the Nyamutumbu area of Murewa, a perceived ZANU PF stronghold.

Tapiwa Makore's Father In Electoral Setback

Mr. Ndali Che Kamati, the Namibian Observer Mission Head of Delegation, has criticised certain Election Observer Missions in Zimbabwe for making statements that he sees as part of a plot to unseat Former Liberation Movements, governments, and systems. He suggested that some Western countries aim to remove Liberation Movements from power, which explains the critical pronouncements made.
Kamati emphasized that despite such claims, they continue to invite observers because of their commitment to transparency, freedom, and fair elections. However, he expressed disapproval of such pronouncements, stating that they are not appreciated. He told reporters in Harare:

We are former Liberation Movements – ZANU PF, SWAPO, PLA, ANC, FRELIMO – and some African countries, in the West especially Europe, want to unseat Liberation Movements and that is why you hear these pronouncements like you heard this week here (Zimbabwe). There is an agenda.

He stated that the pronouncements constitute a direct assault on former Liberation Movements, governments, and systems, and noted that this situation is not unique to Zimbabwe but also applies to Namibia and South Africa. He added:

We keep on inviting them because we are not hiding anything, we are transparent, and we are free and we want fair Elections but we do not appreciate such pronouncements.

His comments were made in response to the criticism expressed by other observer missions that monitored Zimbabwe’s harmonized elections held on August 23-24. These missions condemned the elections due to various irregularities. They stated that the elections did not meet the requirements outlined in Zimbabwe’s Constitution, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections (2021). The observer missions raised concerns about the lack of transparency, independence, fairness, and credibility in the electoral processes. They also highlighted instances of voter intimidation and the disenfranchisement of candidates, particularly women. Furthermore, the missions noted that there were undue restrictions on the rights to freedom of assembly, association, and expression, rights that are protected by Zimbabwe’s Constitution and regional guidelines.
In response to these irregularities, the opposition Citizens Coalition for Change (CCC) has called for new elections. The Zimbabwe Electoral Commission (ZEC) declared President Emmerson Mnangagwa as the winner of the presidential election, with Nelson Chamisa of the CCC as the runner-up. The ZANU PF party secured the majority of National Assembly seats.

Namibian Observer Mission Head Says Criticism On Zimbabwe's Elections Plot To Unseat Former Liberation Movements

MDC leader Douglas Mwonzora says he is not interested in the outcome of the 23 August 2023 Harmonised Elections because the party was not involved in the electoral process, <a href="https://www.newsday.co.zw/local-news/article/200015933/we-had-no-dog-in-the-fight-mwonzora">reported NewsDay</a>.
Mwonzora withdrew from the presidential race citing an unfair electoral playing field but the Zimbabwe Electoral Commission (ZEC) included his name on the ballot paper and he garnered 28 883 votes.
Addressing the media in Harare on Monday, 28 August 2023, Mwonzora said the MDC boycotted the elections because the whole process was flawed. He said:

We had nothing to do with the results of the elections. We made it clear that we are not in this election, so we are not interested in the results of this election. Those who were in this election can advise us better.
We had no dog in the fight. We disagree because this election is fundamentally flawed on the basis of delimitation, on the basis of discrimination, on the basis of disenfranchisement of other people.
</blockquote>
He also said ZEC retained his name on the presidential ballot paper despite his withdrawal from the race to allocate him a figure. Said Mwonzora:
<blockquote>
I am not interested in the figure. I told them I was not interested in their election and I have very little interest in the results of this election because they are not very meaningful to us.
What we do know is that the condition for free and fair elections has not existed for us because 87 of our candidates were disenfranchised and people were denied the right to exercise their right.

Mwonzora took over the MDC from Nelson Chamisa in 2020 following a court ruling that nullified the latter’s ascendancy to the presidency following the death of party founder Morgan Tsvangirai in February 2018.
Some political commentators said ZANU PF used State institutions to facilitate Mwonzora’s takeover of the MDC in order to divide and weaken the party which won the majority of parliamentary seats in 2008.

Mwonzora Says Not Interested In 2023 Election Results

China has congratulated President Emmerson Mnangagwa on his re-election but said it has “noticed reports on some disputing the election result.”
In a statement released on Monday, 28 August on the 2023 Zimbabwe Harmonised Elections, Chinese Foreign Ministry Spokesperson Wang Wenbin reiterated that China does not interfere in other countries internal affairs.
Below is the full statement:

As a friend to Zimbabwe, China has been closely following the general elections in the country.
At Zimbabwe’s invitation, China sent an observer mission there. The mission believes that the elections were held in a peaceful and orderly fashion with active participation by the people.
We have noted the result released by the Zimbabwe Electoral Commission and extend congratulations to President Mnangagwa.
We stand ready to work with the new government to bring our two countries’ comprehensive strategic cooperative partnership to new heights.
We have noticed reports on some disputing the election result. It is our hope that parties in Zimbabwe will put people’s interests first and resolve differences properly through legal means.
China adheres to the principle of non-interference in other countries’ internal affairs.
We respect the Zimbabwe people’s choice, wish the country continued stability after the election and greater progress in pursuing national development and prosperity.

China Congratulates Mnangagwa On Re-election

The South African President, Cyril Ramaphosa, has congratulated Zimbabwe for successfully holding general elections “under a difficult economic environment”.
In a statement, Ramaphosa said he has taken note of preliminary pronouncements by various election observer missions, and urged Zimbabweans to work together for peace and development. Reads the statement:

The Republic of South Africa congratulates the government and the people of The Republic of Zimbabwe for organizing and holding the harmonised elections to elect the President, National Assembly and Local government representatives, which took place on 23 and 24 August 2023.
South Africa is conscious that these elections took place under a difficult economic environment due to the burdening sanctions that the people of Zimbabwe continue to unjustly endure.
Furthermore, South Africa has taken note of the preliminary pronouncements by the invited International Observers Missions including the African Union (AU) and the South African Development Community (SEOM) Observer Missions.
South Africa calls on all the parties in Zimbabwe to work in unison in sustaining peace and work towards development and shared prosperity in the country.
</blockquote>
The President Of Namibia, Hage Geingob, and the President of Tanzania, Samia Suluhu Hassan, have both congratulated President Emmerson Mnangagwa after he was declared the winner in the 23 August elections.

South Africa Congratulates Zimbabwe For Successfully Holding Elections

The Zimbabwean government on Tuesday summoned European Union (EU) ambassadors accredited to Harare for a meeting over a report by the EU Election Observer Mission (EU EOM) on the 23 August Harmonised Elections, <a href="https://www.news24.com/news24/africa/news/zimbabwe-summons-eu-ambassadors-over-damning-report-by-election-observers-20230828">reported News24</a>.
Zimbabwe said the observers were partisan in their report.
The meeting was convened by acting Foreign Affairs and International Trade Minister Amon Murwira.
In a statement, Murwira accused the EU Electoral Observation Mission of deliberately issuing “a broad statement full of misrepresentations and allegations”. He added:

In large part, the preliminary report was not based on the actual observation of the election and misled the world about the conduct of our elections.
</blockquote>
During the run-up to the elections, the Zimbabwean government accused the EU EOM of working on a plan to discredit the polls.
The EU EOM is one of the election observer missions that declared the presidential and legislative elections failed to conform to democratic principles. Part of the report says:

Curtailed rights and a lack of a level playing field led to an environment that was not always conducive to voters making a free and informed choice in Zimbabwe’s elections.
The passing of regressive legal provisions and acts of violence and intimidation resulted in a climate of fear.
</blockquote>
The 2023 elections were the first elections since the turn of the millennium to be observed by the EU following a fallout with the then President, Robert Mugabe.
Political analysts say the damning report might compromise the re-engagement drive.

Zimbabwe Summons EU Ambassadors Over Adverse Report By Election Observers

Journalist Hopewell Chin’ono said that CCC and its leader Nelson Chamisa are making a mistake by focusing on the presidential election results in arguing that the 2023 Harmonised Elections results were rigged.
Chin’ono said CCC is challenging the presidential election results instead of challenging the whole election process.
In a post on X, formerly Twitter, Chin’ono said the international community has chosen to focus on the flawed electoral process.
He warned CCC that if they do not possess the V11 forms from all polling stations to prove that the presidential result was rigged, “that is the end of the story.” <a href="https://twitter.com/daddyhope/status/1696061589395230912?s=20">Wrote Chin’ono</a>:

The Zimbabwean election has two contentious issues, the process and the presidential results dispute.
The international community has chosen to focus on the flawed process whilst the Zimbabwean opposition is concentrating on the disputed presidential figures.
Most African ambassadors who support SADC’s preliminary report are however confused by the opposition’s focus on results from a flawed election with glaring irregularities.
They are saying that if the opposition says it won, it becomes difficult to sustain the flawed election argument that the United Nations has taken.
They argue that the issue becomes about election results and that if the opposition fails to produce the V11s for every polling station, that is the end of the story.
The opposition says it has all the V11s as its leader Nelson Chamisa says in this video statement, so all concerned are now waiting for the production of the V11s that confirm a Nelson Chamisa victory.
The opposition has deliberately said less about annulling the whole election, something that the international community thought would be a more powerful argument.
Some in the opposition have argued that this is because parliament comes with money for the party, which means that annulling the elections takes away the money whilst the dispute is being resolved.
Whilst the observer missions agree that there were glaring election day irregularities, they also argue that if the CCC dispute is going to be about election results, then there is very little they can do without V11s for every polling station.
SADC Ambassadors have privately defended the SADC observer team mission preliminary report.
They are calling for an even tougher final report, but they are saying that is where it will end because the opposition accepts the parliamentary results, and its dispute is on the presidential result.
They are saying CCC can’t trash the whole election whilst accepting part of the results from the same election.
In short, without producing V11s from all polling stations, that is the end of the story.
It would have been more powerful to dismiss the whole electoral process, but CCC has taken a different route of focusing on the presidential result.
All concerned are now waiting for the production of the V11s, that is where this election study is now at, without which that will be the end of the story.

Addressing a Press conference in Harare on Sunday, 27 August, Chamisa said CCC was in possession of the V11 and V23B forms, whose results were different from those used by Zec to declare Mnangagwa the winner.

Chamisa, CCC Should Focus On "Flawed" Electoral Process, Not Presidential Results, Says Chin'ono

Namibia’s President Hage Geingob has congratulated Emmerson Mnangagwa and ZANU PF for winning the recently-held Harmonised Elections.
On Saturday, 26 August, the Zimbabwe Electoral Commission (ZEC) chairperson Priscilla Makanyara Chigumba announced that Mnangagwa had been re-elected president.
ZEC said Mnangagwa scored 2,350,111 votes, beating CCC’s Nelson Chamisa who garnered 1,967,343 which translates to 44 percent of the vote.
On Sunday, the Namibian leader, Geingob described the 23 and 24 August Harmonised Elections as “peaceful”. In a statement, Geingob’s spokesperson, Alfredo Hengari said:

On behalf of the people and government of the Republic of Namibia, President Hage G. Geingob extended (on Sunday) 27 August 2023 warm congratulations to the President of the Republic of Zimbabwe, His Excellency Comrade Emmerson Dambudzo Mnangagwa.
President Geingob also extended through President Mnangagwa fraternal felicitations to ZANU PF, the sister party of SWAPO (the South West Africa People’s Organisation), on the victory in the peaceful harmonised elections held on August 23.
President Geingob further said that the re-election of His Excellency Comrade Emmerson Dambudzo Mnangagwa was indeed a testimony of the trust and confidence in which the people of Zimbabwe continue to repose in President Mnangagwa and ZANU PF.
President Geingob wished President Mnangagwa good strength and wisdom in carrying out his renewed mandate and looked forward to working closely with President Mnangagwa to further deepen and strengthen our bilateral cooperation as well as advancing the shared regional development agenda.

Namibia President Hage Geingob Congratulates Mnangagwa On "Peaceful" Elections

CCC leader Nelson Chamisa has vowed that there will be a change in Zimbabwe’s political landscape soon and the opposition party will not wait another five years to contest in general elections.
This comes after the Zimbabwe Electoral Commission (ZEC) on Saturday night declared that President Emmerson Mnangagwa was the winner in the 23 and 24 August presidential elections.
ZEC said Mnangagwa garnered 2 350 711 votes (52.6%) of the 4 468 730 votes cast against Chamisa’s 1 967 343, constituting 44% of the vote.
However, Chamisa rejected the results and claimed CCC was in possession of the V11 and V23B forms, whose results were different from those used by ZEC to declare Mnangagwa the winner, <a href="https://www.newsday.co.zw/local-news/article/200015898/ccc-declares-offensive-to-save-vote">reported NewsDay</a>.
Addressing a Press conference in Harare on the morning after the declaration of the presidential election results, Chamisa said:

What is our next step? There is going to be a change in Zimbabwe. Whether ZANU PF people want it or not? It’s not going to be easy, but there shall be a change.
We will not wait for five years. There has to be change now. We are going to lead in making sure that change comes to Zimbabwe.
Mr Mnangagwa knows that he has performed a coup since 2008 a coup on the ballot; 2017 a coup on the elected leader; 2018 a coup on the ballot. He has repeated again, 2023, a coup on the ballot.
You can’t survive this too many times. This time, no further! We have drawn a line in the sand.
We will not allow you to abuse people. You are not the last person in Zimbabwe.

Chamisa also said the opposition party is on a diplomatic offensive to ensure that “errors” in the elections are corrected. He said:

We are ready to form the next government on account of correcting all the errors that we have identified. We have the results and we will form that government.
We are on a peaceful offensive. We are on a diplomatic offensive. We are going to take an offensive stance in a progressive and democratic manner to make sure that the voice of the people is respected and ultimately the voice of God reigns in this country.

Meanwhile, on Sunday Police warned political parties against conducting ” popcorn demonstrations” or inciting violence and issuing threats, saying lawbreakers will be arrested.

We Will Not Wait For Five Years - Chamisa

ZANU PF has branded CCC leader Nelson Chamisa a “sore loser” following his refusal to accept defeat in the 2023 Harmonised Elections held on 23 and 24 August 2023.
The Zimbabwe Electoral Commission (ZEC) declared Mnangagwa the winner of the presidential race with 52.6 percent of the vote.
This means that Mnangagwa won a second and final term as the President of Zimbabwe having initially assumed the highest office in the land late in November 2017 to finish Robert Mugabe’s term following a military coup.
Mnangagwa won his first presidential term in 2018, with Chamisa, who was then leader of the MDC Alliance, rejecting the result.
Last night, Chamisa again refused to accept the results. His chief election agent refused to sign the final results at the ZEC Command Center in Harare.
Addressing the media in Harare this Sunday, ZANU PF spokesperson Christopher Mutsvangwa, who made reference to a previous newspaper article, accused Chamisa of disrespecting State institutions. He said:

[Chamisa] had absolute confidence in the integrity of electoral systems in Zimbabwe.
Today, he is refusing to append his signature to the same system he was lauding so much.
You have to be a man enough for a woman enough to accept that sometimes things do not go the way you want. We as ZANU PF know the pain of losing.
We were disappointed that there seem to be misgivings about appending the signature of the V11.
We really think that if people go into an election with the idea that if they do not win therefore results are not correct.
It is not good because you are usurping the decision of the people.
We as ZANU PF have no quarrel with the system. We are happy with the system.

On Sunday Chamisa told journalists that in Harare the V11 forms are showing, without doubt, that CCC has won Zimbabwe’s presidential election.
He said the results announced by the Zimbabwe Electoral Commission are fake.

Chamisa Is A Sore Loser - ZANU PF

Police have said members of the public should go about their daily activities without any fear following the announcement of the results from Harmonised Elections held last week.
In a statement this Sunday, ZRP spokesperson Assistant Commissioner Paul Nyathi said they have deployed officers throughout the country to maintain law and order. Read the statement below:

As the country moves into the post-election period after the announcement of Presidential, National Assembly and Local Authority election results, the Zimbabwe Republic Police reassures the public, business and visitors to the country that the security situation remains peaceful, calm and conducive for all socio-economic activities to prevail.
Zimbabweans should feel free to go to their workplaces, to conduct family and other activities without fear or any form of intimidation from anyone.
The Zimbabwe Republic Police has deployed police officers throughout the country to maintain law and order. 
The Zimbabwe Republic Police is fully aware of attempts by some political activists to mobilize groups of people to move in small numbers and come to Harare for purported briefing and popcorn demonstrations under the guise of citizen voter audit or verification.
This has even been given credence by some social media posts obtained by the Police where some individuals and groups are openly inciting violence and issuing threats aimed at causing alarm and despondence among Zimbabweans.
The Police will not hesitate to effect arrests on such criminal elements. The public should feel free to report these criminal acts on the National Complaints Desk number (0242) 703631 or WhatsApp number 0712 800 197.
The Zimbabwe Republic Police reiterates that the situation in the country is very calm and the public should certainly feel free to go about their day-to-day activities.
Meanwhile, the Zimbabwe Republic Police urges political parties to assist in the maintenance of law and order in the country by avoiding unsanctioned car rallies, processions and other celebratory activities without notifying the local regulating authority in terms of the Maintenance of Order and Peace Act Chapter 11:23.
Any form of unlawful political gatherings will be dealt with by the police in terms of the country’s laws.
Finally, the Police continues to applaud and commend Zimbabweans for the exemplary conduct shown during the pre-election and the voting period.

ZRP Reassures The Public Of Personal Safety And Security

Some ZANU PF big spenders lost to the opposition in last week’s Harmonised General elections in a development that political analysts said shows that the urban electorate cannot be bought by temporary trinkets that do not positively impact their livelihoods, reported <a href="https://www.newsday.co.zw/thestandard/news/article/200015864/voters-reject-zanu-pfs-big-spenders">The Standard</a>.
ZANU PF’s big spenders who lost in the recent elections include gold dealer Pedzisai “Scott” Sakupwanya and the former Finance and Economic Development Minister Mthuli Ncube.
Sakupwanya lost to CCC’s Febion Kufahakutizwi in the Mabvuku-Tafara constituency in Harare.
The gold dealer garnered 12 038 votes against the winner Kufahakutizwi who polled 15 934 votes.
That was despite the fact that the former Mabvuku councillor spent a lot of money rehabilitating roads in the constituency and also brought the former American boxer, Floyd Mayweather to entertain residents.
Ncube lost the battle for Cowdray Park in Bulawayo to CCC’s Pashor Raphael Sibanda (28).
Ncube also reportedly spent a lot of money on development projects in the constituency.
In other parts of the country, some ZANU PF candidates drilled boreholes and dished out freebies, such as fried chicken and chips, mineral water, and soft drinks, for votes.
Stephen Chan, a professor of world politics at the University of London’s School of Oriental and African Studies, said:

They will take the “chicken and chips”, but not necessarily vote for the big spender.
In Ncube’s case, everyone knows he was the minister of Finance, who presided over the economic erosion that has so severely damaged their lives.

Southern Africa Programme Head for the Institute for Security Studies southern Africa programme head, Piers Pigou, said:

In many respects, in areas where this has happened, it reflects one level of sophistication from the local electorate in the context of their needs that they will be prepared to accept whatever gifts or trinkets are on offer but not shift their political needs.

Witwatersrand University-based political analyst Romeo Chasara said:

Urban voters tend to vote for the main opposition political party with little regard for its representatives, especially at local and constituency levels.
Throughout the campaign period, supporters were encouraged to attend ZANU PF rallies and accept all that was being offered including regalia but to punish it in the ballot box.

ZANU PF Big Spenders Lose To CCC Candidates

Statement by the Election Resource Centre (ERC) and the Zimbabwe Election Support Network (ZESN) following the announcement of the results of the Zimbabwe 2023 Harmonised Elections:
<blockquote>
Late in the evening on 26 August, the Zimbabwe Electoral Commission (ZEC) announced the results of the Zimbabwe 2023 Harmonised Elections.
As a result of the drastic lengths the government of Zimbabwe took to prevent nonpartisan, independent observation of the counting and tabulation process, the Election Resource Centre (ERC) and the Zimbabwe Election Support Network (ZESN) are unable to verify the outcome of the presidential election.
ERC and ZESN jointly deployed thousands of accredited observers to every province, district and constituency of the country using a statistically-sound sample to systematically observe the elections on behalf of all Zimbabweans, and independent of any other effort.
This includes the collection of publicly available information in order to provide stakeholders and citizens with factual statements on the conduct of the voting and counting process, as well as the tabulation and announcement of results.
All of which is legal and recognized in the electoral act, and has been a routine observation activity in Zimbabwe since 2008.
ZESN deployed sample-based observation (SBO) during the 2018 elections and made public its projections after ZEC declared the presidential election results.
The projections were well received by President ED Mnangagwa who tweeted affirming the SBO projections.
The objective SBO projections were also relied upon by ZEC in the Constitutional Court during the hearing of the presidential petition in 2018.
ZESN and ERC were also encouraged by ZEC, which through the ZEC chairperson, noted that civil society as well as political parties should conduct parallel voter tabulations (PVT) during the 2023 elections.
However, on election night, just as the counting process was concluding in many parts of the country, government security forces raided ERC and ZESN’s data centre, arresting all present staff and volunteers and confiscating all equipment.
They also targeted and seized other staff in nearby locations, in some cases violently.
The security forces’ uncalled and unjustified actions not only prevented an independent nonpartisan verification of the official results as announced by the ZEC but also cast a shadow over the entire election process.
Since election day, ERC and ZESN have continued to receive reports of observers and staff being targeted, threatened, and attacked, including one incident of an observer’s house being torched hours after the declaration of the presidential election results.
This ongoing intimidation and silencing of anyone who can provide verification and transparency to the electoral results by state actors fundamentally undermines their credibility and the credibility of these elections.
ERC and ZESN call on the government to drop the charges levied against our staff and observers, and to take urgent measures to protect and stop harassment of accredited citizen election observers.
To increase the transparency of the tabulation process, we also call on the ZEC to make disaggregated polling station level results publicly available online for all 12,370 stations.
Despite the efforts, often violent, to prevent legal observation of the election, ERC and ZESN are committed to peace.
We call for peace, for anyone who is aggrieved to seek redress through lawful means, and for the Government of Zimbabwe to respect the rights of citizens.
In line with our mandate and commitment to electoral integrity, ERC and ZESN will continue to observe the election during the post-election period through the resolution of election disputes and the taking of office by the duly elected candidates.

ERC And ZESN Statement On The Announcement Of 2023 Election Results

State security agents have been accused of forcing polling agents and observers to amend V11 forms used in the 23 and 24 August Harmonised Elections elections amid allegations of rigging.
The V11 forms are signed by all polling agents to confirm results per polling station.
The Elections Resources Centre (ERC), a civil society organisation (CSO), claimed that its observers are being harassed and ordered to sign new V11 forms. It said:

The observers informed our offices that they were being summoned to polling locations to sign new V11 results forms as there allegedly were errors on previous ones.
In other instances, they were summoned to surrender phones used to communicate with ERC offices on election day.
While the majority of observers have been contacted telephonically, the ERC notes concerning cases in Kariba, Karoi and Makoni where observers have been physically visited at their homes with these requests.
As per the legislative framework on elections, V11 forms by now should be sealed in boxes, which contain election residue and cannot be reopened unless someone requests a recount.
Further, it is through an election petition that the court orders the reopening of election residue to solve an electoral outcome dispute.
</blockquote>
CCC deputy elections officer Ellen Shiriyedenga told <a href="https://www.newsday.co.zw/thestandard/news/article/200015870/v11s-saga-polling-agents-under-siege">The Standard</a> that the party has instructed its polling agents to report to their polling stations, but not to sign new forms. She said:

We said that they should go, but what’s important, however, is that once results were declared and announced, no change should be made to the V11 or the V23 forms, which is contrary to what has been declared.
They will go, but they will not sign or agree to have ballot boxes reopened.
We told them that they should refuse unless it is a question of clerical errors and not any alterations as projected in the V11 and V23 forms.

Last week, Police arrested 39 ERC and Zimbabwe Election Support Network (ZESN) observers on charges of planning to prematurely announce election results.
The observers were granted US$$200 bail each on Friday.
The arrests were condemned by the United Kingdom and United States embassies as well as by some election observer missions.

Polling Agents Summoned To Sign New V11 Forms - Report

Self-exiled former Cabinet Minister Saviour Kasukuwere has said the election results from the 2023 Harmonised Elections do not reflect the will of the people of Zimbabwe.
The Zimbabwe Electoral Commission on Saturday night, declared ZANU PF’s Emmerson Mnangagwa the winner of elections held on 23 and 24 August.
Kasukuwere was disqualified from the presidential race by the High Court and the Supreme Court upheld the judgement. Speaking to <a href="https://www.sabcnews.com/sabcnews/election-results-not-reflecting-will-of-zimbabweans-kasukuwere/">SABC News</a>, Kasukuwere said:

The results are pre-determined outcomes especially how we have seen arrangements done in the beginning, where opponents were chosen and others disqualified in various strategies.
We are not surprised because the region (Southern African Development Community) was saying that Mnangagwa must have a Second Term.

On Sunday, 27 August, Mnangagwa rejected allegations by the opposition that the 2023 presidential election was rigged in his favour.
He also said observer missions that criticised the country’s laws “overstepped” their mandate.
Last week, SADC observer mission head Nevers Mumba said some parts of the electoral process fell short of standards.
He criticised Zimbabwe’s “Patriotic Act” which is a new section of the amended criminal law that punishes Zimbabweans for conniving with foreigners to push for sanctions and foreign military intervention.

Kasukuwere Says Election Results Do Not Reflect The Will Of Zimbabweans

Team Pachedu, a team of data analysts, says they have started auditing several discrepancies that they claim to have found in the Zimbabwe 2023 presidential election results announced by the Zimbabwe Electoral Commission (ZEC) chairperson, Justice Priscilla Chigumba on Saturday night.
According to ZEC, ZANU PF candidate Emmerson Mnangagwa had 2,350,711 votes which translate to 52.6%, beating his closest competitor Nelson Chamisa who received 1 967 343 which translates to 44% of the total votes cast.
However, in a statement issued this Sunday, 27 August 2022, Team Pachedu they will, in due course, publish all the discrepancies in the figures which ZEC announced. Reads the statement:

We have taken note of the official Presidential Election results that were announced yesterday by the Zimbabwe Electoral Commission chairperson, Justice Priscilla Chigumba. 
For us, the huge task has begun as we are already scrupulously auditing several discrepancies that we have found on the announced presidential totals vis-à-vis the data that we collated. 
We wish to extend our deepest gratitude to everyone who has assisted us thus far by either volunteering to be polling agents, local observers, or by assisting financially and morally. 
One of our priority resolutions for the 2023 general election was the need to leverage technology as much as we could to help mitigate the perennial electoral fraud.
Through our own and citizen support, we managed to deploy two systems, Buhle and Mandla. While Buhle is a big data app that helped us to unearth 746,871 serious discrepancies that were on the 11 July release of the 2023 Voters’ Roll, Mandla, on the other hand, focused on Parallel Vote Tabulation. 
The deployment model of Mandla was centered on the polling agents as the ultimate end users for the sake of data quality assurance.
This meant that we had to collaborate with political parties and organisations that were deploying agents and observers.
Unfortunately, Mandla was ultimately not officially endorsed and used by one of our key partners on election day.
This severely crippled Mandla’s scope, that is, real-time national collation. Most of the valuable data that we eventually collected in real-time using Mandla on voting day was through partner CSOs and unofficially from agents on the ground. We ended up without complete national coverage. 
Despite this severe limitation, we managed, against all odds, to collate ample data in Mandla both on election day and post-election that we are now using to audit several discrepancies in the figures that ZEC announced yesterday, along with the discrepancies that we have already identified on the official V23A, V23B, V23C and V23D forms. 
A big thank you to all the peace-loving Zimbabweans and all the election agents who worked tirelessly on, and post, election day.
We thank you all for voting in peace and for being tolerant in the face of a very hostile electoral environment. 
To all those who supported the project and believed in it, we are deeply humbled. Yesterday’s announcement was not the end but is just the beginning.
We shall be publicly publishing all the discrepancies in the figures which ZEC announced.

Team Pachedu Pledges To Publish Presidential Election Results "Discrepancies"

Some of the presidential candidates in Zimbabwe’s 2023 Harmonised Elections held on 23 and 24 August have conceded defeat after the Zimbabwe Electoral Commission (ZEC) declared ZANU PF candidate Emmerson Mnangagwa the winner.
According to ZEC, Mnangagwa had 2,350,711 votes which translates to 52.6%, beating his closest competitor Nelson Chamisa who received 1 967 343  which translates to 44% of the total votes cast..
The other candidates in the presidential race were Joseph Makamba Busha (Free Zim Congress), Trust Chikohora (ZCPD), Blessing Kasiyamhuru (ZIPP), Lovemore Madhuku (NCA), Wilbert Mubaiwa (NPC), Gwinyai Henry Muzorewa (UANC), Douglas Mwonzora (MDC), Elisabeth Valerio (UZA), and Harry Peter Wilson (DOP).
Speaking to <a href="https://www.sundaymail.co.zw/presidential-candidates-concede-defeat">The Sunday Mail</a> soon after the announcement of the results, Muzorewa, who was represented by his secretary-general, Michael Nyamande, said “We, as the UANC party, are very happy with the outcome”.
National Constitutional Assembly (NCA) representative Robert Mhlanga said:
<blockquote>
We need to move forward as Zimbabwe, as that is the most important thing. This is what we want as Zimbabweans.
We need so much peace, irrespective of whatever failings we might have. Peace is the best thing moving forward.
</blockquote>
Zimbabwe Coalition for Peace and Development (ZCPD) president Trust Chikohora, who polled 10 230 votes, said he accepted the results. He said:
<blockquote>
It’s an expression of the will of the people of Zimbabwe at this point in time. We take this opportunity to congratulate President Mnangagwa and ZANU PF on their victory and we wish them well as they govern this country in the next five years.
It is against this background that ZCPD stands ready to work with the elected Government to improve the lives of our people, as well as deepen our democracy in the next five years.
We will do this guided by the following principles: constitutionalism and the rule of law; national values and principles of good governance; devolution; peaceful co-existence and tolerance of divergent views.
</blockquote>
A representative of the Zimbabwe Partnership for Prosperity (ZIPP), which is led by Kasiyamhuru, said:
<blockquote>
We accept these results, everything was done in a peaceful manner and we should applaud that.
We were all given a chance to verify our results and we are happy with what we saw.
What we now need is peace in the country so that we move. We need to work together to move forward.
</blockquote>
However, CCC has rejected the results of the 2023 presidential election announced by the Zimbabwe Electoral Commission (ZEC) on Saturday night, saying they did not align with the evidence from V11 forms.

Muzorewa, Chikohora Concede Defeat In Presidential Race

President Emmerson Mnangagwa on Sunday morning rejected allegations by the opposition that the 2023 presidential election was rigged in his favour.
He also said observer missions that criticised the country’s laws “overstepped” their mandate.
Mnangagwa addressed reporters at State House the morning after the Zimbabwe Electoral Commission (ZEC) announced him as the winner with 52.6% of the poll, beating CCC’s Nelson Chamisa’s 44%.
Asked to respond to allegations by his competitors that the election was shameful and neither free nor fair, Mnangagwa said:
<blockquote>
I can assure you that I did not conduct the elections. I competed with them in this race to win the elections.
Those who feel the race was not run fairly, should know where to go to complain.
</blockquote>
Zimbabwe’s 2023 Harmonised Elections were criticised by the SADC observer mission, which said some parts of the electoral process fell short of standards. SEOM head Nevers Mumba said:
<blockquote>
The mission observed that the pre-election and voting phases of the 23-24 August harmonised elections were peaceful and calm.
However, the mission noted that some aspects of the harmonised elections fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act and SADC principles governing democratic elections.

Mumba, a former Vice President of Zambia, also criticised Zimbabwean laws, including the “Patriotic Act” which is a new section of the amended criminal law that punishes Zimbabweans for conniving with foreigners to push for sanctions and foreign military intervention.
However, speaking to journalists this Sunday, Mnangagwa said that the election observers should not have an opinion on Zimbabwean laws. He said:

I’m aware that some observer missions went beyond their call of duty and began interrogation legislation passed by our Parliament.
It is my view that every sovereign state passes legislation through its legislature, and Zimbabwe is no exception.
I don’t think it’s in the mandate of election observers to interrogate institutions of a sovereign government, the judiciary, or the legislature.
I believe their mandate is to observe the transparency, peacefulness and conduct of the elections.

I Did Not Run This Election, I Was A Participant, Says Mnangagwa

Independent development economist Prosper Chitambara said President Emmerson Mnangagwa is under pressure to leave a legacy for himself as he is set to begin his second and final term as the Head of State.
Speaking to <a href="https://www.aljazeera.com/news/2023/8/27/suffering-is-continuing-mnangagwa-declared-winner-in-zimbabwe-election">Al Jazeera</a> before the results of the Harmonised Elections held on 23 and 24 August were announced, Chitambara said Mnangagwa’s Second Term could be better than his first. He said:
<blockquote>
I think if ZANU PF wins, the party will be under a lot of pressure to make significant economic improvements.
He [Mnangagwa] will be under a lot of pressure to leave a legacy for himself given this will be his last term and this could be a good thing for the economy.
As such, his second term could be better than his first. That is the best-case scenario.
</blockquote>
Chitambara added that the worst-case scenario would be a continuation of the economic policies of the past five years of Mnangagwa’s administration.
Since Mnangagwa took over from the late Robert Mugabe in November 207 following a military coup, the Zimbabwe dollar has depreciated against the United States dollar owing to the unbridled printing of money.
Prices of goods are so high that ordinary people cannot afford them and the majority of Zimbabweans have been forced to take on some sort of menial work to survive.
Meanwhile, Taurai Gwatidzo, a Harare-based shoe cobbler told Al Jazeera that ZANU PF’s victory in the 2023 Harmonised Elections means that suffering will continue.
olo Zuma, a 37-year-old mother of three, said that she if ZANU PF wins she will become a sex worker to earn a living for her children.
On Saturday, ZEC declared ZANU PF candidate Emmerson Mnangagwa the winner with 2,350,711 votes which translates to 52.6%, while CCC’s Nelson Chamisa received 1 967 343 which translates to 44% of the total votes cast.

Mnangagwa's Second Term Could Be Better Than His First, Says Economist Chitambara

On Saturday, 26 August 2023, the Zimbabwe Electoral Commission (ZEC) officially declared Emmerson Mnangagwa as the winner of the Zimbabwe 2023 presidential election, which took place on 23 and 24 August.
According to ZEC, Mnangagwa secured 2,350,711 votes which translates to 52.6%, while CCC leader Nelson Chamisa received 1 967 343 which translates to 44% of the total votes cast.
