Election Notice – Local Authority By-Election
It is hereby notified in terms of Section 121A of the Electoral Act [Chapter 2:12], that a vacancy has arisen in Ward 13 of Chimanimani RDC. The Nomination Court for purposes of receiving nominations of candidates for election as councillor for the vacant ward shall sit on Wednesday 5 September 2018 commencing from 1000 hours to 1600 hours at the offices of the Chief Executive Officer for Chirnanimani Rural District Council.
The Zimbabwe Electoral Commission fixes Saturday, 6 October 2018 as the day on which a poll shall take place if a poll becomes necessary in terms of Section 125(4)(b) of the Electoral Act.

Zec Calls For By-Election In Chimanimani

Zimbabwe Electoral Commission (Zec) chairperson Justice Priscilla Chigumba has revealed that 55 political parties will be contesting in the July 30 harmonised elections. This is less than half of the 133 parties which had initially registered with Zec to contest the election. The other parties were unable to field any candidates. Speaking at the routine Monday media briefing at Zec headquarters, Chigumba said,
<blockquote>We have 23 presidential and 1652 national assembly constituency candidates who were successfully nominated. We have a total of 55 political parties whose candidates were successful nominated. Out of our total contingent of 133 political parties, only 55 political parties had candidates who were successfully nominated.
…We are dismissing allegations that the voter’s roll released was fake. The allegations are trying to cause alarm and dispondency. The voter’s roll released by Zec is authentic and ‘analysable’.</blockquote>

It is hereby notified that the Electoral Act [Chapter 2:13] permits a political party that has complied with the provisions of section 38A(1)(a) or (b) by providing a list of its national and provincial designated political party office bearers to appoint one person for each ward in which it is fielding candidates to be a roving election agent. To be eligible to appoint roving agents a political party must have supplied the stated lists of office bearers in the period starting from the fourth day after the publication of the proclamation and ending two days before the sitting of the nomination courts, that is, the period from 3 June 2018 to 121une 2018.
Roving agents shall have the authority to enter and move through a polling station to observe the conduct of the election within that polling station and to confer with any chief election agent or election agent of his or her political party who is present in that polling station.
Any political party desirous of appointing roving agents must comply with the above-stated provisions.</blockquote>

ZEC Notice On Roving Political Party Elections Agents

The Zimbabwe Electoral Commission (Zec) has released a statement distancing itself from a mobile application which is doing the rounds on the Whatsapp platform. The application produces a message which seems to be in favour of president Emmerson Mnangagwa. In a Statement, Zec said,
<blockquote>The Zimbabwe Electoral Commission (ZEC) would like to disassociate itself with an app circulating on the WhatsApp platform. The app has a ZEC logo and the message “Click to vote.” When one follows the command, the following message appears:”Congratulations! You have voted for Emmerson Dambudzo Munangagwa. Your vote counts.”(sic).
Members of the public are hereby advised that the message did not originate from ZEC and would like to state that the Commission does not use WhatsApp to communicate public information. At present, ZEC is using the mainstream media, the ZECWebsite ZEC Twitter handle @ZECzirn and bulk SMS messaging to communicate wall die public.
The Commission is also advising the public that it is not possible for upcoming election candidates to receive votes through a mobile phone app since voters have to present themselves physically at their respective allocated polling stations to cast their ballots on polling day.</blockquote>

Offenses regarding Voter registration slips and serial numbers: BVR
We have received several reports of people moving around collecting serial numbers of voter registration slips from registered voters nationwide. Following such reports, we would like to notify all Zimbabweans that it is an offence for anyone to collect/record voter registration slips serial numbers.
The offences border on voter intimidation, impersonation of ZEC officials and trespassing should the persons enter your premises and are in violation of the Electoral Act and Section 156 (c ) of the constitution among others.
The voter registration slips shall remain the property of ZEC and no one has the right to demand them or part of them. Anyone found committing this offence, shall be apprehended and the law will take its course. We urge all citizens to report such cases if they take place.

Zimbabwe Electoral Commission (ZEC) Voter Registration Blitz Locations

Government’s commitment to ensuring free and fair elections has been questioned.  This is after the <a href="http://www.pindula.co.zw/Zimbabwe_Electoral_Commission" target="_blank">Zimbabwe Electoral Commission (ZEC)</a> was <a href="http://www.pindula.co.zw/news/2016/12/08/zimbabweans-twitter-react-chinamasas-2017-national-budget-presentation/" target="_blank">allocated a paltry $9, 8 million</a> compared to the $79 million  required.  The $79 million includes $50 million for voter registration and education.  The other $29 million is to  trial the biometric system.
Elections Resource Centre (ERC) programmes coordinator Jack Zaba said
<blockquote>When a government gives far short than what an electoral commission should get, it shows that they are already taking ZEC for granted.
It means that the electoral commission will fail to deliver in a lot of issues pertaining to elections such as voter education, voter registration — and ultimately it means that Zimbabweans must expect a failed 2018 election.
…Zimbabweans must not allow a situation where we have poorly run elections because government has not provided enough resources. 2017 is a very important year before the 2018 elections because we expect the voter registration process to begin, and government should put more resources towards that.</blockquote>
