Some Zimbabwe Open University (ZOU) employees are now getting negative salaries as their paltry earnings are gobbled up by deductions such as medical aid and funeral policies.
Negative net pay occurs when an employee owes more in deductions than earned wages.
It happens when an employee’s total gross earnings for a period are less than the total of all taxes and voluntary or involuntary deductions.
A memorandum dated 19 April 2023 and addressed to staff members, ZOU Deputy Registrar, Human Resources, reads:

Kindly be advised that it has come to the attention of the University that there are some staff members who are now getting negative salaries because their deductions are more than their earnings.
According to Labour Act, the aggregate permissible deductions should not exceed twenty-five percent (25%) of one’s earnings.
As a way to rectify the issue of negative salaries, the Human Resources Unit shall with immediate effect cease the deductions of those who are affected, in the following order;
1 Tuition fees exemptions
2 Other Voluntary personal deductions
3 Funeral policies
4 Medical aid for dependents.
Please note that the above-mentioned deductions shall be terminated without consulting the affected staff members whenever the salaries are in the negative.
To avoid negative salaries, members are encouraged to always monitor their voluntary deductions.

ZOU Employees Now Getting Negative Salaries

First Lady Auxillia Mnangagwa was on Wednesday conferred with an honorary doctorate by the Zimbabwe Open University (ZOU).
Mnangagwa’s degree was received by Women’s Affairs Minister Sithembiso Nyoni in her absence.
President Emmerson Mnangagwa presented the doctorate at ZOU’s colourful Wednesday graduation.
According to the Ministry of Information, Publicity and Broadcasting Services, the honorary doctorate is a reward for Mnangagwa’s “hard work” n improving lives of the country’s disadvantaged communities. The Ministry said:
First Lady Dr. Auxillia Mnangagwa has been conferred an Honorary Doctor of Philosophy (Honoris Causa) in Development Studies by ZOU in honour of her efforts to improve the standard of living in disadvantaged communities through philanthropic work.
The accolade for her excellency Amai Dr. Auxillia Mnangagwa was received on her behalf by Nyoni, Minister of Women Affairs as she is out of the country on other duties.
The former first lady, Grace Mugabe, also received a doctorate from the University of Zimbabwe (UZ) in 2014.
However, the conferment of a PhD on Grace resulted in the criminal prosecution of the institution’s Vice Chancellor Levi Nyagura for criminal abuse of office.

Auxillia Mnangagwa Gets PhD Degree From Zimbabwe Open University

Zimbabwe Open University (ZOU) students have launched an online petition in a bid to force the institution to reverse its decision to hold the graduation ceremony virtually.
ZOU is scheduled to hold its graduation ceremony on 7 December at its Hatcliffe campus in Harare.
However, only a small number of graduands will physically attend the ceremony while others will follow proceedings virtually and this has not gone down well with the students.
In the petition, the students demanded to be allowed to graduate in person. Reads the petition:

We need a united physical graduation for all ZOU graduands (no separation) for whatever reason, ZOU organized graduation at different venues, that is, Belvedere and Hatcliff campuses.
As students we do not agree with that, we do not want to be separated and we do not want virtual graduation.
Graduation day is more important than even acquiring the certificate itself to us as students.
It is our day hence we need to graduate together like what we did when we were oriented during the start of our degree program.

ZOU Corporate Communications Director, Thomas Mahundi told CITE’s <a href="https://cite.org.zw/author/senzeni/">Senzeni Ncube</a> that this year’s venue, the Hatcliffe site is under construction hence it accommodates small numbers. Said Mahundi:

The Zimbabwe Open University Management would like to inform its valued stakeholders the class of 2022 that your university remains committed to addressing the students’ plight.
In view of this, management wishes to bring to your attention once again that this year’s main graduation venue, the Hatcliffe site is under construction hence it accommodates a small number.

He added that the rest of the graduands will graduate virtually at their regional campus venues, following proceedings live on ZTV, ZOU’s Facebook page, and link via the ZOU website.
