The <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company">Zimbabwe United Passenger Company (ZUPCO)</a> this year started re-assembling old buses in a bid to complement imports.
The buses are currently being re-assembled at depots in Harare and Bulawayo.
ZUPCO’s chief executive officer Mr Evaristo Madangwa said the current phase will cater for buses that will ply routes with rough terrain. He told <a href="https://www.sundaymail.co.zw/zupco-leading-local-bus-assembly-revival">The Sunday Mail</a>:
<blockquote>
The project started in March this year and we have re-assembled five buses, with one already plying the Kanyemba route.
The shells belong to buses that broke down years ago.
We then sourced engine spare parts locally and some from China.
We are re-assembling engines that are suitable for our rural terrains. 
It is our hope that by year-end we will have assembled over 60 buses that are meant for our rural terrain.

He said about 400 new buses imported from China and Belarus were unsuitable for rural terrain.
There are plans to deploy some of the buses to destinations such as Kanyemba and Uzumba-Maramba-Pfungwe, which are known for their punishing gravel terrain.
In 1993, ZUPCO was by far the largest public transport operator, with a fleet of around 1 200 buses operating on 426 routes.
It also offered direct out-of-country bus services to destinations such as Malawi, Zambia, Botswana, Mozambique and South Africa.
However, a combination of mismanagement, an ageing fleet, liberalisation of the urban transport sector and the consequent emergence of private-owned commuter omnibus services ran ZUPCO aground.
Tragically, by 2017, the parastatal did not have so much as a single bus plying urban routes, while only a handful of coaches were servicing long-distance rural routes.
As of January, ZUPZCO had 1 212 private-owned buses and commuter omnibuses operating under its franchise.
Overall, about 2 000 high-volume coaches are needed to support an efficient service.

ZUPCO Has Started Re-assembling Old Buses To Complement Imports

The <a href="https://www.pindula.co.zw/ZUPCO">Zimbabwe United Passenger Company</a> (ZUPCO) has with immediate effect reviewed bus and commuter omnibus fares downwards. Pindula News presents the ZUPCO statement.
<blockquote>Following the announcement by His Excellency the President of the Republic of Zimbabwe Cde ED Mnangagwa on new lockdown measures, and in discussion with the Minister of Local Government and Public Works Hon July Moyo, the below indicated measures to reduce congestion In urban centres and eliminate illegal transport modes have been put in place. This is with immediate effect:
1. Redeployment of Intercity buses
• All intercity buses will be redeployed to urban operations to increase carrying capacity and efficiency.
2. Use of timetables 
• We will be operating under the curfew guidelines.
• Our buses will be deployed as per scheduled time tables.
3. Downward Review of Tares 
We are pleased to announce an immediate downward review of fares as below

4. Following COVID Protocols to be observed

ZUPCO Reviews Fares Downwards With Immediate Effect

Commuters have started to shun the Zimbabwe United Passengers Company (ZUPCO) following a spike in fares thereby giving pirate commuter omnibus (kombis) a competitive advantage.
The Chronicle reports that the pirate kombis are today (Thursday 1 July 2021) back in full force as some commuters shunned the ZUPCO buses which increased fares by 100 percent starting today.
Fares rose from $30 to $60 and $60 to $80, in that order, for buses and kombis for shorter routes.
Meanwhile, the mshikashika kombis are still charging $50 per single trip.
The Chronicle further reports that there was a rare sight of buses soliciting for passengers in most western areas this morning.
One mshikashika driver told Chronicle that they were not planning to hike their fares while Zupco has said the fare hike was necessary to maintain viability. Zupco chief executive officer Mr Everisto Madangwa said:
<blockquote>_High operational costs and frequent price hikes taking place in the country has forced us to increase the fares to ensure the company improves service delivery as well as cushion its costs. What the public should however note is that we do not increase our prices all the time, instead we do it after a period of time._</blockquote>
The move is likely to worsen the public sector transport crisis in the country since the ZUPCO is the only company allowed to ferry members of the public.
The government last year banned private-owned kombis from the roads saying it was a measure to stop the spread of the coronavirus and to bring order in cities.
Since then, there has been a huge shortage of buses and or kombis since private-owned kombis were dominating the sector.

Pirate Kombis "Reap" As Commuters Shun ZUPCO Over Fares Spike

A female police officer was run over by a ZUPCO bus which dragged her for about 30 metres thereby breaking her into pieces.

Investigations are underway to establish the cause of the accident.
The Sunday News reports that the police officers who were at the scene were visibly shaken following the tragic death of their colleague.

The Bulawayo Progressive Residents’ Association (Bura) has implored the government to address transport shortages at the backdrop of government parastatal, Zimbabwe United Passenger Company (Zupco) failing to cope with demand.
The government in March banned private-owned buses and commuter omnibuses to ply urban routes as a strategy to monitor people going into towns when the country is under a lockdown imposed to curb the transmission and spread of the coronavirus.
Teresia Nyathi, member of Bura said the government-owned bus company did not have adequate buses and commuter omnibuses to service the city. Nyathi said:
<blockquote>The Zupco system has introduced a new set of problems as commuters are worse off than before the monopolisation of the transport system.
Zupco has a non-existent communication system to alert commuters on the availability of transport on that particular day.</blockquote>
Bura said they were concerned that commuters were being exposed to the coronavirus due to overcrowding 
at Zupco pick-up points where residents are usually gathered waiting for their turn to board the scarce buses.
Zupco reported last week that a number of buses in Harare and Bulawayo were parked as the company had insufficient fuel to cater for its fleet.

ZUPCO System Has Introduced A New Set Of Problems - Residents

The Zimbabwe United Passenger Company has said it grounded buses and commuter omnibuses under its brand on Friday due to fuel shortages.
The company’s Southern Division operations manager Mr Tineyi Rwasoka said the government parastatal was expecting 40 000 litres later on Saturday from National Oil Infrastructure Company (NOIC) which will be enough for the company to resume services. He said:
<blockquote>
It’s true we have been experiencing some challenges but we are receiving 40 000 litres of fuel which is almost in Bulawayo and we have got two more trucks which are coming in by today.
I should say the situation will be back to normal from around 1 pm onwards. The fuel challenge is nationwide and even in Harare, they parked the buses too.
</blockquote>
This publication this week witnessed elongated queues at Copacabana bus terminus around 7 pm with commuters saying they had spent more than three hours to board the Zupco vehicles.
The country’s public transport system is collapsed and has been made worse by the banning of private owned commuter omnibuses from operating when the coronavirus induced lockdown was initially imposed in March.

"Buses, Kombis In Bulawayo, Harare Grounded Since Friday Over Fuel Shortages," - ZUPCO

The Zimbabwe United Passenger Company, (ZUPCO) is overwhelmed, a situation that has seen workers waiting in queues for several hours while others have resorted to walking to town.
This crisis comes when private-owned commuter omnibuses which had become the mode of transport across the country were banned from ferrying people when the coronavirus lockdown was imposed on the country.
The Chronicle reports that on Monday morning between 7 am and 8 am scores of people were seen lining the main roads leading to Bulawayo Central Business District (CBD).
Speaking to the publication, one resident, Mr Maqhawe Nyathi from Emakhandeni suburb said walking to town takes him approximately one hour. He said:
<blockquote>But walking also comes with its own challenges as you get fatigued and end up failing to deliver on your duties at work. While at work, the thought that you will be walking back home is something that can affect your performance… We are also in the winter season, it gets dark very early, this increases our chances of being robbed while walking home.</blockquote>
Meanwhile, the transport crisis has been tabled before the Tripartite Negotiating Forum (TNF), an engagement platform for Government, labour and the private sector on issues affecting socio-economic well-being.
The crisis comes after the Minister of Local Government, July Moyo recently suggested that private commuter omnibuses may not return on the road again urging owners to contract their vehicles to Zupco.

Workers Walk To Town As Zupco Is Overwhelmed

Zimbabwe United Passenger Company (ZUPCO) bosses on Monday met with private transport operators who contracted buses and or commuter omnibuses to ZUPCO to iron out issues including late payment of money.
Zimbabwe Passenger Transport Organisation (ZPTO) spokesperson, Mr Esau Mupfumi, told The Herald yesterday that other issues discussed included the vetting process which he described as cumbersome as buses and drivers were required to be vetted by the CMED, contrary to statutes, which give the VID that sole responsibility. He added: 

<blockquote>
Sometimes there is a delay in payments, although the money will certainly come. The issue of indemnity is the other one that needs to be addressed as currently, operators are maintaining their own buses.
The review of payment of rates should be done timely and we are now seeking Government intervention on that issue.
</blockquote>
Greater Harare Association of Commuter Operators (GHACO) secretary-general, Mr Ngoni Katsvairo said fees must be paid and reviewed in time adding that cheaper spares organised centrally by ZUPCO and a fleet replacement or upgrade system should be urgently put in place. 

The meeting coincides with reports which suggest that the government is pushing to have all commuter omnibuses operating under the ZUPCO brand.

ZUPCO Meets Private Transport Operators

The Minister of Local Government, July Moyo has poured cold water on prospects of commuter omnibuses (combis) returning on the road ever again.
Moyo said that the plan was to revive the Zimbabwe United Passenger Company (ZUPCO) so as to do away with chaos in cities which combies created. He said:
<blockquote>So the plan is to make sure that we strengthen urban bus transportation through Zupco so that we can bring sanity to the operations.
This is the trend in almost all countries. This informality about urban transport creates chaos in the CBD area. We are only going to see combis on the road through Zupco for now, until we deal with Covid-19.</blockquote>
Moyo also said that commuter omnibuses will likely be operating under the ZUPCO brand hence the need to register with the company.
He added that banning commuter omnibuses when “you have your kombi at home, it is no good.” Meanwhile, Tshova Mubaiwa chairperson, Mr Atlas Moyo said their members have made a resolution not to operate under Zupco adding that they are a registered organisation.
Commuter omnibus operators and local government authorities’ police, especially in Harare, have on several occasions clashed over the loading of people at undesignated points.

Govt On Prospects Of Commuter Omnibuses Returning On The Road

The Zimbabwe United Passenger Company (ZUPCO) has reportedly fired 40 drivers after it had emerged that they had no driver’s licence.
The development was reported by Zim Morning Post, a local publication which indicated however that the Zupco chief executive Evaristo Madangwa could neither confirm nor deny the development, he told this publication that he was in a meeting. An unnamed source to the publication reportedly said:
<blockquote>Zupco now wants drivers with five year experience yet those they said are unqualified have been carrying passengers all along with no licences.</blockquote>
The alleged development follows a spate of accidents involving ZUPCO buses prompting many to qua=estion the roadworthiness of the buses and the competency of drivers.
Some, however, attributed the accidents to the state of local roads which they describe as death traps. Zim Morning Post adds that there are reports suggesting that there is massive corruption in the company which resulted in 42 buses and commuter omnibuses failing a physical fitness test conducted by the Vehicle Inspection department in December last year.

40 ZUPCO Drivers Fired As It Emerged They Had No Driver's Licence

The Ministry Of Information, and Broadcasting Services has reported via its twitter handle that ZUPCO has started receiving the previously promised buses. The account advises that so far, a total of 25 buses have been received today. Another batch of 39 is expected tomorrow. All in all, they are supposed to be 200.
