The Zimbabwe Revenue Authority (ZIMRA) recently shut down Unity Village Flea Market in Bulawayo as part of a nationwide crackdown on smuggled goods and counterfeit products.
Located in the city centre, Unity Village is one of the busiest markets, home to numerous traders selling a wide range of items, including clothing, footwear, mobile phones, accessories, and kitchenware.
In an interview with Zimpapers Business Hub, Unity Village’s head of security, Gilter Manasidze, confirmed that shops selling clothing, kitchenware, phones, and phone accessories had been closed.
However, ZIMRA said that vendors offering phone repair and other services were not targeted in the operation. Said Masanidze:

The High Court of Zimbabwe, sitting in Harare, has convicted Hugh Tinashe Sibanda and Centenary Tobacco Company (Pvt) Ltd of fraud after they used forged documents to import 4.47 million litres of duty-free diesel between October 2022 and February 2023, resulting in a revenue loss of US$2.8 million to the Zimbabwe Revenue Authority (ZIMRA).
The brief facts of the case according to the National Prosecuting Authority (NPA) are that Sibanda deceived CMED (Pvt) Ltd by falsely claiming that his company had government authorisation to import duty-free fuel for agricultural purposes. He presented counterfeit letters from the Ministry of Agriculture and ZIMRA, enabling his company to evade duty payments.
The fraud was uncovered in January 2023 when ZIMRA discovered the documents were forged and sought payment from CMED. 
After a trial, Sibanda was convicted and sentenced to 20 years in prison, with 5 years suspended for good behaviour, leaving him with an effective 15-year sentence.
Furthermore, Centenary Tobacco Company (Pvt) Ltd has been ordered to pay ZIMRA US$ 2.1 million, and the Sheriff of the High Court has been instructed to seize the company’s property to recover the outstanding funds.

The High Court in Zimbabwe found a man and a company guilty of fraud for using fake documents to import fuel without paying taxes, causing a loss of $2.8 million to the government. The man was sentenced to 20 years in prison, with 5 years suspended, while the company has to pay $2.1 million to the government. If they don't pay, their property will be seized. It all happened between October 2022 and February 2023, and the fraud was discovered in January 2023.

High Court Orders Centenary Tobacco Company To Pay ZIMRA US$2.1 Million

The Zimbabwe Revenue Authority (ZIMRA) says the use of drones is a game-changer in the fight against smuggling and illegal border crossings along Zimbabwe’s border with South Africa.
This comes after ZIMRA, working with other border agencies, successfully intercepted and destroyed 21 boats and 20 paddles used for smuggling contraband across the Limpopo River on Tuesday.
The majority of these boats were located with the help of drone surveillance technology.
In a statement, ZIMRA Commissioner General Regina Chinamasa said the operation involved ZIMRA’s elite Drone Operations Team, Customs Officers, and other border security personnel who patrolled key smuggling hotspots.
The drones provided real-time aerial intelligence, enabling the swift interception and destruction of smuggling infrastructure.
She also said the drones have revolutionized border security by offering unmatched aerial surveillance capabilities, making it possible to track smugglers in real-time, even in previously hard-to-reach remote areas.
Equipped with night vision and high-resolution cameras, the drones have been crucial in identifying illegal crossing points and uncovering extensive smuggling networks. Said Chinamasa:

Chinamasa said the operation focused on five key smuggling routes, known as Valley 1 &amp; 2, Proof, Godfather, and Thembani.
Surveillance teams discovered several inflatable boats positioned on both the South African and Zimbabwean sides of the border.
These boats, along with vehicles and donkey-drawn carts, were ready to transport smuggled goods across the border.
She underscored that such smuggling activities harm local businesses by flooding the market with untaxed goods, hurting Zimbabwean manufacturers, and depriving the government of vital revenue needed for public services.
Chinamasa assured that ZIMRA will continue to strengthen its efforts by increasing drone patrols, working closely with other security agencies, and using advanced technology, like AI and night-time surveillance, to track down smugglers and stop their operations.

A: Yes, the Employer through the Public Officer should reassign permissions/roles to allow those given the permissions to access the Employee Management Module and the PAYE Return. Therefore, the employer can manage who has access to the PAYE return (containing only PAYE and AIDS Levy amounts) and also who will have access to the detailed earnings.
Q: What happens when an employee already has a TIN?
A: Upon registration by the employer in the system the employee retains the existing TIN.
Q: Is it possible for Payroll administrators to pay tax due on behalf of their clients?
A: The Single Account concept makes this impossible. The taxpayer is the only one who can make payments through the bank that is linked with the Taxpayer’s TIN.
Q: How do we process the earnings of an employee who has joined midyear?
A: The employee is added and earnings are created for the Non-FDS case, the employee will then submit an ITF 1 after the end of the year of Assessment.
Q: Can an employee be registered multiple times with different employers?
A: Yes, it is possible but the employee retains the same TIN generated on initial registration.
Q: What happens to the registration of employees without IDs?
A: The system has no provision for such. Employers are advised to encourage their employees to acquire National IDs.
Q: Is it possible to assign different individuals to upload earnings for different employees on different levels e.g. Executive, Management and lower-level employees for the same company?
A: Yes, it’s possible through the Assignee Management module, the end result is that the PAYE and Aids Levy computed by the different Assignees will accumulate on the same PAYE return for the respective tax period.
Q: Can the employer see the calculations or tax payable on the PAYE template before uploading?
A: No, on the PAYE template the tax payable cannot be seen. It can only be viewed after uploading the PAYE Template.
Q: Which method of calculation are we supposed to choose between Averaging and Forecasting?
A: One can choose either of the two methods of calculation. However, you cannot switch within one tax year. Both methods give the same result at the end of the year.
Q: Do you register casual labour on employee management?
A: Yes, they are registered. All employees should be registered.
Q: Can we remove an employee when the employee is terminated from employment?
A: No, an employee cannot be removed but the employer can capture the end date on the employee’s details under the Employee Management module.
Q: How does the system grant credits?
A: When registering the employee, one must declare marital status, whether blind or not, physical disabilities of the employee and their children and the date of birth of the employee in order for the system to automatically grant tax credits accruing to that employee. Other tax credits such as medical aid and medical expenses credits will be captured as the employer declares the employee’s earnings.

A: Download the template that is in the system.

ZIMRA Explains New PAYE Return Submission Procedures In Detailed FAQ Response

The Zimbabwe Revenue Authority (ZIMRA) has introduced a new Employee Management Module that will be effective from January 2025 for the Pay As You Earn (PAYE) Return.
This module will allow businesses to register their employees, declare their earnings, and auto-fill the PAYE Return.
According to Public Notice of 05 2025, issued on 03 February 2025, the module enables the registration of employees and the automatic calculation of their tax by the system, among other things. Reads the notice:

The Zimbabwe Revenue Authority (ZIMRA) would like to advise all taxpayers and the public that the Employee Management Module has been introduced and will come into effect on the January 2025 PAYE Return.
The new module gives a platform for registration of employees, declaration of earnings of the employees and auto filling of the PAYE Return. Please take note of the following:
a) The Employee Management Module provides for the registration of an entity’s employees and declaring their Earnings for automatic computation of tax by the system.
b) Each registered employee will be allocated a TIN and those already registered will retain their previously allocated TINS.
c) When registering an employee, one must declare marital status, whether blind or not, physical disabilities of the employee and their children and date of birth of the employee in order for the system to automatically grant applicable tax credits accruing to the employee.
d) Employers must register their employees individually under this module or register all their employees by use of an Employee Upload Function in this module.
e) Earnings can be captured per individual employee or employers can use the Employee Earnings Upload Function to enter all their employees’ earnings.
f) After generating earnings for all employees, PAYE and AIDS Levy due will autofill on the PAYE return under the Tax Returns Management module.
g) Other tax credits such as Medical Aid Contributions and Medical Expenses Credits will be captured by the employer when the employer declares the employee’s earnings.

ZIMRA Introduces Employee Management Module For Streamlined PAYE Filing

The Zimbabwe Revenue Authority (ZIMRA) has issued a clarification regarding regulations requiring individuals from specified professional bodies to present a valid tax certificate before renewing or registering their practising certificates. This new policy was announced last month under Public Notice 92 of 2024.
ZIMRA communications manager, Francis Chimanda, explained to the <a href="https://www.chronicle.co.zw/zimra-clarifies-tax-clearance-certificate-for-professionals/">Chronicle</a> that the move aims to bring professionals who are not currently in the ZIMRA system into the tax net, while also strengthening compliance among those already registered in the ZIMRA database. Said Chimanda:

This has been in place for those who were compliant. ZIMRA, however, is now enforcing the measures for the non-compliant professionals and effective date is January 1, 2025.

Chimanda said that registration for a valid tax certificate was free.
In a Public Notice 92 of 2024 issued last month and in accordance with the amendment to Section 80A of the Income Tax Act (Chapter 23:06), ZIMRA listed the nine affected professional bodies as Architects, Engineers and Technicians, Land Surveyors, Legal Practitioners, Auditors and Accountants, Health Practitioners, Veterinary Surgeons, Real Estate Agents and Quantity Surveyors. ZIMRA said:

All individuals seeking certification, registration, or licensing with their respective professional bodies must present a valid tax clearance certificate at the time of application or renewal.
The tax clearance certificate must be valid no earlier than 30 days prior to its submission. ZIMRA encourages all professionals in these fields to ensure compliance with this new requirement to avoid any disruptions in their practice.

In compliance with the directive, the Nurses Council of Zimbabwe (NCZ) on Tuesday advised all health institutions and organizations to submit a list of their ZIMRA tax-cleared personnel ahead of registration or renewal.
The NCZ also warned that no practising certificate would be issued without valid tax clearance. NCZ said:

In line with the requirements of Public Notice 92 of 2024, issued on the 5th of December 2024 by the Zimbabwe Revenue Authority (ZIMRA), the Nurses Council of Zimbabwe wishes to advise all nurses to produce a valid tax clearance as part of the registration and renewal requirements.
All health institutions and organisations are hereby required to submit a list of their ZIMRA tax-cleared personnel to the NCZ as a prerequisite for renewal. Please note that all nurses residing outside Zimbabwe are exempt from this requirement.

ZIMRA Clarifies Tax Certificate Requirement For Professionals

The shortage of consumer goods from formal wholesalers and retailers is partly due to ongoing anti-smuggling operations by a multi-sectoral taskforce, a senior official has stated.
The Ministry of Industry and Commerce is leading the taskforce, which includes ZIMRA, the Zimbabwe Republic Police (ZRP), the Reserve Bank of Zimbabwe (RBZ), the Consumer Protection Commission, and other law-enforcement agencies.
George Charamba, spokesperson for the Presidency, commented on the recently promulgated Customs and Excise (Designated Deemed Smuggled Goods) Regulations, 2025.
These regulations require manufacturers, wholesalers, and retailers to provide proof that customs duty has been paid for goods in their possession.
Charamba revealed that ZIMRA is currently holding 30-tonne loads of consumer goods sourced from South Africa, intended for smuggling into Zimbabwe. Charamba posted on X:

What you may not know is that ZIMRA is holding 30-tonne loads upon loads of consumer goods sourced in SA and meant to be smuggled into Zimbabwe. These trucks belonged to different wholesalers and retailers.
The low stock levels we see in the formal market are partly related to management issues and partly to impounded contraband from the ongoing anti-smuggling operations. We know where we are going; there will be order in the market. Trust us!

Over the weekend, ZIMRA Commissioner-General Regina Chinamasa said that ZIMRA impounded goods valued at approximately US$2.4 million and state warehouses are at full capacity with recovered goods.

ZIMRA’s Smuggling Crackdown Blamed For Empty Shop Shelves

The government has introduced new regulations that presume certain goods to be smuggled unless the owners can provide evidence of customs duty payment.
Under the Customs and Excise (Designated Deemed Smuggled Goods) Regulations, 2025, any manufacturer, wholesaler, retailer, or consumer found in possession of designated goods without proof of duty payment to ZIMRA will be considered to have smuggled the goods. They will be liable for the payment of the duty, along with any applicable penalties.
The designated goods include alcoholic and non-alcoholic beverages, cement, clothing, footwear, dairy products, diapers, electrical appliances, cables, ploughs and their parts, processed meat, rice, pasta, sugar, tyres, motor spares, washing powder, detergents, biscuits, sweets, and laundry soaps.
The regulation doesn’t target consumers but traders and manufacturers. It says:

For the avoidance of doubt, no customer shall be required to produce proof of payment of duty on imported goods purchased from a local manufacturer, wholesaler or retailer.
It shall be the responsibility of the person who would have imported the goods or the manufacturer (in the case of such imported goods used as inputs into production), wholesaler or retailer of such imported goods to provide satisfactory documentary evidence to the extent that the goods have been properly imported.

Government Imposes New Regulations To Combat Smuggling

A haulage truck driver died in a head-on collision on Thursday, allegedly while being pursued by suspected ZIMRA and State security agents on an anti-smuggling patrol, about 60km outside the border town.
Officer Commanding Beitbridge District Chief Superintendent Mesuli Ncube confirmed the accident to <a href="https://www.newsday.co.zw/local-news/article/200037312/truck-driver-dies-in-anti-smuggling-high-speed-chase">NewsDay</a> but said he did not have enough details. He said:

I have dispatched officers to attend the scene. There are no details as yet but I can confirm a fatal crash involving a haulage truck driver. We could have details later.
</blockquote>
Witnesses told NewsDay that an unmarked Ford Ranger, parked in the bush to ambush vehicles 60km outside Beitbridge, chased the cross-border truck. 
The driver lost control, causing the truck to land on its side and killing him. Said the eyewitness:

He (the truck driver) was carrying a passenger who survived the crash. The anti-smuggling team fled the scene after the accident.

Witnesses saw an unmarked car chasing the truck. The driver lost control and died. The passenger survived. The anti-smuggling team ran away after the crash.

Truck Driver Killed In High-Speed Chase By Suspected ZIMRA Agents

The Zimbabwe Revenue Authority (ZIMRA) has reiterated its zero-tolerance stance on corruption and urged the public to report any instances of wrongdoing involving its employees.
This follows the recent arrest of four ZIMRA officials—Revenue Officers Maguta, Mitwira, Homera, and Gwatirinda—by the Zimbabwe Anti-Corruption Commission (ZACC) for allegedly extorting a transport operator.
The officials are accused of demanding a US$6,000 bribe from Beatrice Maramwidze, a director at Best Express Logistics, in exchange for the release of a company bus that had been impounded during an anti-smuggling operation.
Although Best Express Logistics had already paid ZiG$55,000 in customs duties, the ZIMRA officers reportedly continued to demand additional payment through a bribe to release the bus from BAK Storage in Harare.
Following an undercover investigation initiated by Maramwidze’s report, ZACC apprehended the officials in a ZIMRA vehicle after they accepted a US$1,500 bribe.
A subsequent search uncovered an additional US$3,951, believed to be proceeds from further extortion.

ZIMRA Reaffirms Zero Tolerance For Corruption After Officials’ Arrest

A 36-year-old woman from Chikanga, Mutare, has been fined US$400 by the Mutare Magistrates’ Court for abusing the civil servants’ rebate scheme.
Lornah Bhobho, a pharmacist employed by the Ministry of Health and Child Care, was charged with fraud.
According to the National Prosecuting Authority (NPA), the incident occurred in March 2023 when Bhobho purchased a Toyota Aqua in her name without applying to import the vehicle through the civil servants rebate facility.
She then created a fraudulent rebate letter with a fake ZIMRA reference, falsely claiming authorization from the Ministry of Finance and Economic Development to import the vehicle duty-free.
The fraudulent rebate letter caused the state to lose potential revenue amounting to ZWL$4,264,625.17.
Bhobho was fined US$400, with a two-month imprisonment sentence in default of payment.
The Civil Servants Rebate Scheme is a government initiative that allows eligible civil servants to import motor vehicles at a reduced duty rate.
The scheme aims to improve the conditions of service for civil servants by providing them with a non-monetary benefit.
Civil servants who have served at least 10 years in the public service (or 2 years for health sector employees) are eligible. There are no restrictions for doctors.
The imported vehicle must be less than 10 years old from the date of manufacture.
Civil servants need to submit various documents, including a signed application letter, vehicle details, a letter from their Permanent Secretary, a recommendation letter from the Public Service Commission, and proof of employment.
The rebate amount varies based on the civil servant’s grade, with maximum thresholds set for different grades.
The scheme has been extended to members of service commissions and other qualifying civil servants.

Civil Servant Fined US$400 For Abusing Rebate Scheme

Persons responsible for remitting mining royalties to the Government, but failing to do so timely without just cause, face up to six months in prison, as per the recently enforced Finance Act.
If royalties are not remitted by the required deadline, interest will accrue at a rate determined by the Minister of Finance, Economic Development and Investment Promotion. This interest begins accruing the day after the deadline and continues until full payment is made.
In special circumstances, the Commissioner-General of the Zimbabwe Revenue Authority may extend the time for the remittance of royalties without charging interest. Reads part of the Finance Act:

As soon as it comes to the notice of the Commissioner-General of ZIMRA that any person responsible for remitting royalties timeously (which requires that royalties be remitted in the form of the mineral concerned and part local currency and foreign currency) has failed to do so, the Commissioner shall serve upon that person notice to pay amount equal to the amount of the royalties payable (hereinafter called “the primary civil penalty”).

The Act also says a person upon whom the Commissioner has served a notice who fails without just cause to comply with the notice within the first seven days of the period of 181 days shall be liable for a secondary civil penalty of US$30 or the maximum monetary figure specified from time to time for level 4, whichever is the lesser amount for each day the person remains in default, not exceeding 181 days. If the person continues to be in default after the period specified in subparagraph (a) (181 days), shall be guilty of an offence and liable on conviction to a fine not exceeding level 10 or to imprisonment for a period not exceeding six months or to both such fine and such imprisonment.

The Act further stipulates that a primary and secondary civil penalty that becomes payable by the infringer shall constitute a debt due by the infringer to ZIMRA and shall, at any time after it becomes due, be recoverable in a court of competent jurisdiction by proceedings in the name of the Authority.
The primary and secondary civil penalty shall be paid into and form part of the funds of the Consolidated Revenue Fund. Reads the Finance Act:

Where the Commissioner is satisfied that the failure on the part of the person concerned or any other person under the control or acting on behalf of that person to make payment of the mining royalties within the period for payment and was not due to an intent to avoid or postpone liability for the payment of the mining royalty, he may remit in whole or in part, any penalty or interest payable.
</blockquote>
Pending the outcome of any civil or criminal proceedings concerning the payment or non-payment of royalties, the person liable to deduct and remit royalties must do so timeously or be liable to the penalties for failure to do so.

Late Mining Royalty Remittance Now Punishable By Up To Six Months In Prison

The National Consumer Rights Association (NACORA) has criticised the Zimbabwe Revenue Authority (ZIMRA) for cracking down on businesses suspected of selling smuggled goods during the festive season.
NACORA argues that the government should focus on creating a supportive environment for businesses to become formal.
This crackdown has caused losses for many liquor stores, tuckshops, and secondhand clothing shops, which usually expect high profits during the festive season due to the heavy fines imposed.
NACORA’s coordinator, Effie Ncube, told <a href="https://www.newsday.co.zw/local-news/article/200036679/zimra-raids-on-traders-rile-consumers">NewsDay</a> that the small business sector is essential in reducing poverty.
He argued that the government should therefore create a supportive environment for these businesses to thrive. Said Ncube:

While taxes must be paid and operations conducted within the law, the State should alleviate the tax burden, making it easier for businesses to operate legally and take into account the views of businesses.
Currently, there are too many roadblocks for businesses wanting to regularise their operations. This includes challenging registration requirements and a lack of affordable supplies in Zimbabwe.
This situation prompts many small businesses to look to Zambia, Botswana, Mozambique and South Africa for affordable supplies.
Unfortunately, steep import duties are encouraging smuggling, which takes away a key source of income for the State.
A win-win arrangement is urgently required. The hammer is not the best solution.

Coustine Ngwenya, chairperson of the Bulawayo Chamber of Small to Medium Enterprises (SMEs), said that although businesses should formalise their operations, it was unfortunate that ZIMRA targeted them during their busiest days. Said Ngwenya:

What happened was very unfortunate, we always encourage all SMEs to formalise their operations and be compliant with all statutory requirements so that their operations are above board. This will minimise the inconveniences like what happened.

Dumisani Ncube, a member of the Bulawayo, Matabeleland North and Matabeleland South Micro, Small and Medium Enterprises Advisory Council, has called on all SMEs in Bulawayo to join the chamber. 
He said that a unified voice is essential in ongoing engagements with ZIMRA. Said Ncube:

Consumer Rights Group Condemns ZIMRA's Festive Season Crackdown On Businesses

The Zimbabwe Revenue Authority (ZIMRA) at Beitbridge recently seized a consignment of alcoholic beverages worth US$84,741.58, which had been sold to a bidder at an auction three days earlier.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200036524/zimra-auctions-off-goods-seizes-them">NewsDay</a>, the successful bidder, who bought the whiskies and brandy, is now stuck outside the Beitbridge Border Post warehouse where the goods were stored and are considering abandoning the deal.
Ms Chiyangwa, the warehouse manager who led the seizure, was unavailable for comment, saying she was in a meeting when asked about the situation.
A representative of Liquor City, the bidder, claimed that after paying for the liquor, they arranged for transport and storage, planning to transport the goods to Harare.
However, when their logistics were in place, ZIMRA officials arrived in three vehicles and ordered the goods back to the border, despite the buyer presenting receipts for the auction purchase. Said the representative:

When ZIMRA revenue officers begin inspecting pantries and kitchens for groceries, demanding customs duty receipts, it is clear that Zimbabwe has hit rock bottom.
Under President Emmerson Mnangagwa’s regime, the government has faced numerous challenges, not least of which is the rampant corruption that has led to the looting of public funds. This mismanagement has left the state financially crippled, forcing it to seek out increasingly bizarre and desperate measures to raise revenue. The sight of government officials knocking on doors to check for food items imported from South Africa is not just alarming, it is a stark representation of a government that has lost its way.
Imagine the scene, a government official stands at your door, requesting entry to inspect your pantry or kitchen lockers for any food that may have crossed the border. They demand to see customs receipts for items that families often rely on, sent by loved ones seeking to provide a lifeline to those back home. It seems that every effort made by citizens to cope with their suffering is met with further taxation. ZIMRA Door to Door Inspections: Our Government Cannot be That Desperate

The Zimbabwe Revenue Authority (ZIMRA) has announced that effective January 1, 2025, insurance companies must verify a valid tax clearance certificate before issuing vehicle insurance to public transport operators. This requirement is part of the Finance Act No. 2 of 2024.
The regulation applies to vehicles registered under the Road Motor Transportation Act for both goods and passenger transport.
ZIMRA urged insurance companies to comply with this regulation and to assist operators in obtaining the necessary tax clearance certificates. 
A letter dated 06 December 2024, addressed to the Commissioner of the Insurance and Pensions Commission, by ZIMRA’s Acting Commissioner, Domestic Taxes, M. Chinanayi, reads:

RE: PRODUCTION OF VALID TAX CLEARANCE CERTIFICATES BEFORE INSURANCE OF VEHICLES UPON LICENCING – FINANCE ACT No. 2 OF 2024
Reference is made to the Finance Act. No. 2 of 2024 which was gazetted on 25 October 2024 and which amended the Income Tax Act [Chapter 23:06] by introducing new requirements that insurance companies need to comply with.
Please be advised that in terms of section 80A of the Income Tax Act, insurance companies are now required to ensure that effective 1 January 2025, no public transport operators are issued with vehicle insurance unless they produce a valid tax clearance certificate. The section reads:
“(5) Notwithstanding anything contained in the Road Motor Transportation Act [Chapter 13:15] and Insurance Act, the following persons who are certified, registered or licensed to operate the business of the omnibus or taxicab for the carriage of goods or passengers for hire or reward, in whose name the goods vehicle, omnibus or taxicab is or is required to be registered in terms of the Road Motor Transportation Act [Chapter 13:15] and Insurance Act shall not be certified, registered or licensed by ZINARA nor be eligible for vehicle insurance unless (at the time the certification, registration or licensing of the person concerned is effected or renewed) there is produced to the certifying, registering or licensing authority under the Act concerned a tax clearance certificate valid no earlier than thirty days before its production.”

ZIMRA says from 2025, public transport operators need a tax clearance certificate to get vehicle insurance. This is a new rule under a law passed in 2024. The rule applies to both passenger and goods transport vehicles. ZIMRA wants insurance companies to follow this rule and help operators get the certificates. ZIMRA To Enforce Tax Clearance Certificate Requirement For Public Transport Operators

The Zimbabwe Revenue Authority (ZIMRA) has issued a reminder to churches regarding their tax obligations for income generated from sources such as selling merchandise, books, and anointing oil.
According to Public Notice 98 of 2024, issued on December 11, ZIMRA clarified that income accrued by churches from donations, tithes, offerings, or other contributions made by members or benefactors is exempt from tax.
However, income derived from trading activities, such as proceeds from the sale of church literature, books, music, and church-branded merchandise, is subject to income tax. Reads the notice:

Non-Trading Receipts: Any income that does not arise from trade or investment activities conducted by or on behalf of the church or its institutions.

Income derived from trading activities is subject to income tax. Additionally, such sales may attract Value Added Tax (VAT) depending on the sales thresholds.

ZIMRA Moves To Enforce Tax Compliance In Construction, Iron, And Steel Industries

The Zimbabwe Revenue Authority (ZIMRA) has seized a vehicle belonging to Zimdancehall artist Bessel Mugo Parewa, widely known as Hwindi President, as part of its ongoing crackdown on fraudulently imported motor vehicles.
In collaboration with the Zimbabwe Republic Police (ZRP), ZIMRA has established roadblocks across the country and is conducting random checks at various shopping malls to enforce compliance with vehicle import regulations.
In a post on his Facebook account, Hwindi President shared an image of the Chevrolet vehicle, which bears South African plates, and appealed to his fans for support in his efforts to seek exoneration from the authorities. He wrote:

In an interview with <a href="https://www.newsday.co.zw/life-amp-style/article/200034226/hwindi-president-car-impounded-as-zimra-intensifies-clampdown-on-smuggling">NewsDay</a>, Hwindi President revealed that his car was impounded at a Masvingo roadblock while driving from Beitbridge to Harare on August 27. He said:

Upon being stopped at the roadblock in Masvingo I was told the name on the TIP (Temporary Import Permit) was not mine and I had to come with the person whose name was on the document for verification of which he had stayed behind in Beitbridge.
By the time he got to Masvingo they (ZIMRA) were already gone along with my car. When we arrived at their offices, where my car was being held, they told me it was too late to do the process.

The musician stated that he was instructed to submit appeals via email to ZIMRA management while incurring a charge of US$10 for each day his vehicle remains in custody.
This incident marks yet another misfortune for Hwindi President this year, as his house was reportedly razed to the ground two months ago under unclear circumstances.

The Zimbabwe Revenue Authority (ZIMRA) took the car of popular musician Hwindi President because they suspect he did not follow the rules when importing the car. The musician says he bought the car legally and is asking for help from his fans. ZIMRA and the police are working together to check cars all over the country. Hwindi President's car was taken at a roadblock in Masvingo. He needs to pay $10 per day while the car is in ZIMRA's custody. This is not the first bad thing to happen to him this year, as his house was destroyed two months ago.

Hwindi President's Car Seized By ZIMRA

The High Court has ruled in favour of the Zimbabwe Mining and Smelting Company (ZIMASCO), exempting the company from paying over US$10 million in royalties to the Zimbabwe Revenue Authority (ZIMRA), reported <a href="https://businesstimes.co.zw/relief-for-zimasco/">Business Times</a>.
According to the Mines and Minerals Act, miners are required to pay royalties to ZIMRA based on the output from their mining operations.
ZIMRA had ordered ZIMASCO, the country’s largest producer of ferrochrome, to pay this substantial amount following its assessment of the company’s tax affairs.
The authority claimed that ZIMASCO had inaccurately computed its royalties between January 2019 and September 2022.
After reviewing the arguments from both parties, High Court judge Justice Paul Musithu ruled that ZIMRA must refund ZIMASCO a total of US$2,485,183.83 and ZWG389,606,502.95.
The court found that chrome ore concentrates and ferrochrome, as mineral-bearing products, were exempt from royalties during the specified period.
The ruling clarified that royalties for these products only became applicable following the Finance Act of 2021.
Justice Musithu granted ZIMASCO’s application, determining that the mining company should not be liable for royalties on chrome ore concentrates and ferrochrome, given their status as mineral-bearing products. He ruled:

Resultantly it is ordered that the application be and is hereby granted with costs.
It is declared that chrome ore concentrates and ferrochrome are mineral-bearing products and no mining royalties are payable on their disposal.
Consequent to paragraph 2, the applicant is not liable to pay mining royalties to the respondent on the chrome ore concentrates and ferrochrome which the applicant disposed of during the period 1 January 2019 to 30 September 2022.
The schedules issued by the respondent to the applicant on 24 March 2023 for the total sums of ZWG881 544 511.00 and US$10 523 347.00, as shortfalls of mining royalties be and are hereby set aside.
The respondent is ordered to refund the sums of ZWG389 606 502.95 and US$ 2 485 183.83 and any other amount paid by the applicant to the respondent in discharging the mining royalties in the total sums of ZWG 881 544 511.00 and US$10 523 347.00, as the shortfall of mining royalties and penalties due by the applicant for the period January 2019 to September 2022.

A Zimbabwe Revenue Authority (ZIMRA) officer is accused of extorting US$1 900 from a trucker whom he caught smuggling fuel.
As reported by <a href="https://www.zimlive.com/zimra-officer-in-court-for-extorting-us1900-from-trucker/">ZimLive</a>, Kespa Chabata (57), appeared before Harare magistrate, Stanford Mambanje facing criminal abuse of office charges.
He was granted US$200 bail.
The court heard that on 09 March 2024, Chabata allegedly demanded US$3 000 so he could not confiscate a truck that was carrying wrong cargo.
He allegedly extorted the money from a fuel tanker driver, Given Alcapony Nhamo who was parked and resting at Zindoga truck stop in Waterfalls, Harare.
Chabata, who was on night duty and drove by the truck stop while on his way home, spotted the truck, went over to Nhamo and asked to see the truck’s importation documentation. Prosecutors alleged:

Upon inspection of the documents, the accused noted that the declaration documents indicated that the tanker was carrying Butanone.
However, upon inquiry from the driver, what he was carrying was diesel and Chabata noted the anomaly.
The accused then asked who was in charge and the driver indicated that Lennon Chenga was the one in charge.
The accused asked the driver to contact Chenga to come to the scene.
The driver also informed one Kessie, the supervisor of Dinotic Energy in Sandton South Africa who had instructed him to transport the diesel to Zimbabwe.
Contrary to his duties, the accused did not contact his ZIMRA office or notify his supervisors of the development.
Rather, he went to extort US$3 000 from the driver and kept on holding on to the importation documents and indicated that Chenga should bring the money so that he does not confiscate the truck.

Kessie is said to have managed to raise US$1 900 which he sent and delivered to Chabata.
After receiving the money, Chabata reportedly gave back the truck’s documents, telling them the importation documents were fraudulent.
However, despite knowing of the offence, Chabata still did not confiscate the truck and instead allowed Nhamo to go.
Prosecutors argued that Chabata’s actions showed undue favour to the trucker as he should have placed the truck under seizure.

ZIMRA Officer Extorts US$1 900 From Trucker

The Zimbabwe Revenue Authority (ZIMRA) last week called for wider involvement of security forces in the fight against fuel smuggling syndicates.
This comes as the Zimbabwe Energy Regulatory Authority (ZERA) has expressed concern about the safety of vehicles in the country as smuggled fuel is not being subjected to Consignment Based Conformity Assessment checks, which are conducted to eliminate contaminated products.
Responding to questions from the <a href="https://newsday.co.zw/theindependent/local-news/article/200023787/zimra-wants-military-solution-to-smuggling">Zimbabwe Independent</a>, Francis Chimanda, head of corporate affairs at ZIMRA said they investigating reports of increased fuel smuggling. He said:

Information is still being collated and will be processed to determine the legality of fuel importations by the companies.
ZIMRA has a total volume of fuel imported for domestic use and transit. Fuel abuse will be determined only after the data-matching exercise is complete.
Any revenue due to the State will be recovered and where prosecutions are required, these will also be pursued.
The country has porous borders that require collaborative effort from all border stakeholders including the security forces and other law enforcement agencies.

Some fuel smugglers are allegedly declaring petroleum as shipments in transit to avoid paying requisite duties but the fuel has ended up being sold in the Zimbabwean market.
Zimbabwe has recorded a sharp rise in the number of fuel service stations in the last few years.
In the past four years, ZERA has licensed over 3 300 retailers, according to official data.
Of these, 910 operators entered the market last year alone, a marked increase from 733 in 2020, 848 in 2021 and 881 in 2022.

ZIMRA Wants Wider Security Forces' Involvement To Curb Fuel Smuggling

The Zimbabwe National Chamber of Commerce (ZNCC) says it is fully behind the Government’s policy to destroy all illicit goods especially cigarettes on the spot.
The Minister of Finance and Investment Promotion Mthuli Ncube recently said that the Government was introducing Anti-Illicit Trade Policy Measures to curb the illicit trade in cigarettes.
Organised crime syndicates allegedly comprising prominent politicians and business moguls have been linked to the smuggling of cigarettes into South Africa and Zimbabwe.
The illicit trade not only costs the two countries a significant amount of money but is also now viewed as a threat to national security because dealers fund criminal gangs that engage in lawless activities.
ZNCC chief executive officer Christopher Mugaga told <a href="https://businesstimes.co.zw/zncc-pushes-govt-to-destroy-illicit-goods/">Business Times</a> that the destruction of illicit products will ensure that they will not find their way back into the market. Said Mugaga:

Regarding the destruction policy, we fully support and urge the Ministry of Finance and Investment Promotion to follow through with its promise to draft and issue a Destruction Policy for illicit goods.
The conclusion of this policy is essential in enabling the Zimbabwe Revenue Authority [ZIMRA] to destroy all confiscated illicit cigarettes, thus ensuring illicit goods do not find their way back into the market.
In working towards achieving these very important milestones to curb illicit cigarette trading, we are committed to assisting further by inviting experts on production counters and associated supply chain verification systems, to help marry the current ZIMRA audit process with the new complexity of monitoring and auditing of production counters.

In its submissions to the Finance Minister, the ZNCC suggested several measures that can be put in place to combat the illegal cigarette trade. It said:

The current system can be enhanced further by making it mandatory for all cigarette manufacturers to install cameras and close-circuit televisions at all production lines, which will provide real-time information on production volumes to the ZIMRA.
In addition to the above measures, we propose that ZIMRA should analyse the operational data of each manufacturer to fully understand and benchmark the costs of production in the industry.
Furthermore, the Revenue Authority should monitor the recommended selling prices of each brand for the purposes of calculating the ad valorem excise component.

On 12 June 2023, the Customs Division of the South African Revenue Service (SARS) <a href="https://www.sars.gov.za/latest-news/media-release-destruction-of-smuggled-and-illicit-cigarettes-valued-at-r43-million/">said he had begun to destroy illicit and smuggled cigarettes</a>, valued at R43 million, at the Beitbridge border post.
The SARS Deputy Commissioner, Johnstone Makhubu, said a huge volume of cigarettes was set to be destroyed, in total 2000 master cases, or 20 million cigarettes.

ZNCC Urges Govt To Destroy Illicit Goods

The Zimbabwe Anti-Corruption Commission (ZACC) says it will confiscate at least 2 000 vehicles that were imported through the abuse of the civil servants’ rebate scheme.
The underhand dealings were unearthed during an operation dubbed “Operation No to Abuse of Civil Servants Rebate Scheme” conducted by ZACC working together with the Zimbabwe Revenue Authority (ZIMRA).
Speaking in an interview with <a href="https://www.herald.co.zw/zacc-to-impound-2-000-illegally-imported-vehicles/">The Herald</a> before her appointment as Zimbabwe’s Prosecutor-General, former ZACC chairperson <a href="https://pindula.co.zw/Loice_Matanda-Moyo">Justice Loice Matanda-Moyo</a> said:

Working jointly with ZIMRA, ZACC through its investigations department has also engaged in “Operation No to Abuse of Civil Servants Rebate Scheme”.
The operation anticipates conviction-based forfeiture of about 2 000 vehicles which were acquired through the abuse of the civil servants’ rebate scheme.

In 2019, the Government introduced the civil servants motor vehicle rebate scheme.
Under the scheme, civil servants who had served in the civil service for 10 years and above were allowed to import motor vehicles up to a specific value for each employment grade without paying import duty.
The scheme is governed by Statutory Instrument 52 of 2019 of Customs and Exercise [General] [Amendment] Regulations.
Last year, <a href="https://www.pindula.co.zw/2023/06/21/zacc-arrests-car-dealers-using-civil-servants-to-import-vehicles-duty-free/">reports suggested that some car dealers in Harare and other areas were importing vehicles using fake civil service rebate letters</a>.
Some civil servants were allegedly importing vehicles for others and charging a fee of up to US$1 500.
The vehicles remained registered in the civil servant’s name but driven by someone else.

ZACC Says To Impound 2 000 Vehicles Illegally Imported By Civil Servants

The Government is targetting informal traders for taxation in a bid to increase revenue and also over fears that as the economy becomes more dollarised, the tax base could decrease by 25 percent as the informal sector fails to pay tax.
Zimbabwe’s economy is largely informal, and as a result, the country’s tax collection agency, the Zimbabwe Revenue Authority (ZIMRA) faces several challenges in raising revenue to fund the Government’s operations.
<a href="https://businesstimes.co.zw/tax-dragnet-closes-in-as-govt-targets-informal-traders/">Business Times</a> reported Treasury sources as saying the fiscal authorities were targetting foreign-owned shops among several strategies to broaden the tax base. Said a source:

The government has a programme that is targeted towards compliance with reserved sector regulations with particular attention to foreign-owned shops in the downtown area.
Those that have not complied are duly required and requested to comply with the law.
Definitely, this will increase tax revenue into fiscus while reducing a lot of illicit transactions that have also been taking place in that area.

In his mid-term budget strategy paper, the outgoing Minister of Finance and Economic Development, Mthuli Ncube, said the Government will devise various strategies to increase its tax base. He said:

Achieving the target collections is underpinned by tax administration initiatives that enhance enforcement and tax compliance, in particular, of business processes and adoption of new technology, among other initiatives.
Expansion of the base through embracing emerging industries, including those in the informal sector, as well as capturing the digital marketplace where sellers and buyers of goods and services converge through e-platforms will ensure that eligible taxpayers contribute towards national development.

The president of the Confederation of Zimbabwe Retailers Denford Mutashu told Business Times that the integration of informal traders into the economy was a welcome development.

Govt Targets Informal Sector To Broaden Tax Base

The Zimbabwe Revenue Authority (ZIMRA) employees have announced their intention to strike due to the failure of their representatives and the employer to reach a consensus on salary matters.
Represented by the Zimbabwe Revenue &amp; Allied Workers Trade Union (ZIMRATU), the workers stated that Collective Bargaining Negotiations were conducted on the 13th of March 2023, 23rd of March 2023, 20th of April 2023, and 9th of May 2023. Unfortunately, a deadlock was declared by the Negotiating Committee during the last session.
Throughout both formal and informal discussions, both parties presented proposals, including the request to receive Housing and Transport Allowances in United States dollars (USD). Additionally, various proposals were put forth, such as considering the Salary Value Presentation Model, all in an effort to reach an agreement. Regrettably, these attempts were unsuccessful.
In light of the impasse, the matter was referred for conciliation after the full council of the NEC (National Executive Committee) failed to resolve the issue.
In a show of solidarity, the <a href="https://www.pindula.co.zw/Zimbabwe_Banks_and_Allied_Workers_Union" title="Zimbabwe Banks and Allied Workers Union">Zimbabwe Banks and Allied Workers Union (ZIBAWU)</a> expressed support for the ZIMRA workers and their collective job action. They encouraged all workers to stand together and support the strike until their demands are adequately addressed. They posted on Twitter:

We stand in solidarity with ⁦@Zimra_11 ⁩ workers who have declared a collective job action We encourage all workers to support the call by ⁦@zimratu ⁩ for workers to embark on strike until the demands are met. @Zimra_11  is collecting a lot from citizens.

The revenue collector used to be a renowned employer of choice, largely due to generous salaries. However, employees now contend that the devaluation of the Zimbabwe dollar has made it impossible for them to fulfil their daily work obligations. They assert that providing basic necessities such as housing, transportation, food, and education fees for their families has become an unattainable dream, despite their pivotal role in revenue collection for the government. The workers are additionally frustrated by the insufficient transport allowance, which fails to cover even half of the required monthly payment of US$104 due to the continuous depreciation of the Zimbabwean currency. These concerns have led the workers to accuse the revenue collector of disregarding their grievances.

ZIMRA Employees Announce Strike Over Salary Disagreements With Management

The Zimbabwe Revenue Authority (ZIMRA) has reportedly lost tax records dating back to six years ago after its digital repository and server crashed.
<a href="https://newshubzim.co.zw/2023/06/20/zimra-loses-tax-records/">NewsHub</a> reported sources as saying ZIMRA’s server might have been hacked or the designer did a shoddy job.
ZIMRA is now reportedly requesting its clients to resubmit online their Pay as You Earn (Paye) P2 forms, Valued Added Tax (Vat), and Income Tax (ITC) records stretching to 2017.
ZIMRA described the returns as “outstanding”, even though numerous clients told the NewsHub that they were up to date with their submissions.
Prosper Chitambara, an economist, allayed fears of financial losses at ZIMRA due to the systems crash. He said:

It is highly likely that most companies or organisations are up to date, hence it will not prejudice the state that much.
</blockquote>
However, there are fears that current tax evaders might take advantage of the records loss, resulting in heavy leakages in potential revenue.
The Government is heavily dependent on taxation to fund the fiscus, with the 2022 mid-term fiscal review indicated that taxes—among them Vat, customs duty, Paye, corporate tax, excise duty—contributed 97.6 percent to government revenue.
In its revenue performance report for the fourth quarter ended 31 December 2022, ZIMRA reported that it collected a total net of ZWL$2 trillion against the targeted ZWL$1.6 trillion.

ZIMRA Loses Tax Records Dating Back To 6 Years Ago | Report

Zimbabwe Revenue Authority (ZIMRA) workers say they are financially incapacitated and as a result, are unable to report for duty five days a week.
The Zimbabwe Revenue Authority and Allied Workers Trade Union (ZIMRATU) has since petitioned the ZIMRA Commissioner General to craft a timetable with three days per week working slots as workers’ salaries have been eroded by inflation.
The letter by ZIMRATU president Dominic Manyangadze was also copied to the board chairperson Antony Mandiwanza.
Manyangadze said ZIMRA employees can no longer afford basic human needs like shelter, transport, food and school fees for their families. The letter reads in part:

Further frustrated by the inadequacy of the transport allowance due to continuous erosion of the value of the ZWL payment caused by the exchange rate premiums against the intended US$2 per trip, being paid to the worker by ZIMRA; thus the amount is less than half of the US$104 required to pay for transport in a month.
… Frustrated that the majority of ZIMRA workers are exposed to paying rent twice for themselves and their families due to the nature of their job; the current housing allowance being paid at the official bank rate is less than half of the official amount being demanded by landlords.
</blockquote>
ZIMRATU said its members can only report for duty three days a week since the employer has failed to address their concerns. Said Manyangadze:

Now therefore, given the foregoing and the inadequacy of remuneration, please take notice that our members will not have the capacity to consistently report for duty and thus a request for a work arrangement which enables them to report for duty three days a week.
The workers further request that you prepare and favor them with a timetable /schedule stating the days each one is to report for duty by Friday, May 26, 2023.

Over the years, ZIMRA was considered the employer of choice as it was widely believed that the authority paid hefty salaries but the rapid depreciation of the local currency has rendered Zimbabwe dollar salaries unsustainable.

ZIMRA Workers Claim Incapacitation, Propose 3-day Working Week

The Zimbabwean government has been sued over the ban on the importation of sex toys.
In a High Court application filed on Thursday, Women’s Academy for Leadership and Political Excellence (Walpe) executive director Sitabile Dewa sought an order declaring the ban on the importation, possession and or use of sex toys unconstitutional.
Dewa filed the application after a Gwanda State University (GSU) female lecturer was jailed for six months late last year after she imported sex toys from Germany.
Shirley Chapunza was given an option of paying a $60 000 fine to escape the jail term.
The sex toys were seized by the Zimbabwe Revenue Authority (ZIMRA).
Dewa argued that the criminalisation of the importation of sex toys infringed Chipunza’s rights as the gadgets were therapeutic and good for anyone’s well-being. Dewa said:

In the alternative, I seek a declaration from this court to the effect that devices for personal and private lawful sexual acts (sex toys) are exempt from the application of the aforesaid provisions.
I further aver that in the interests of my sexual and reproductive health, I must engage in some sexual activity. Some form of penetration is key to exercising my pelvic floor muscles and is therapeutic.
Vibrators and other sex enhancing devices are not only toys, but are also therapeutic devices that can be used to attain the highest standards of physical and mental well-being.

Dewa cited ministers <a href="https://www.pindula.co.zw/Mthuli_Ncube">Mthuli Ncube</a> (Finance), <a href="https://www.pindula.co.zw/Ziyambi_Ziyambi">Ziyambi Ziyambi</a> (Justice), <a href="https://www.pindula.co.zw/Kazembe_Kazembe">Kazembe Kazembe</a> (Home Affairs), Zimra and the Attorney-General’s Office as respondents, respectively.
She argued that section 61 of the Constitution provides for the right to freedom of expression as well as freedom of thought, opinion and expression regarding sexuality.
Dewa said this section covered the right for a person to express themselves in sexual conduct of their choice.
The Walpe executive director said laws against sex toys were intrusive and an affront to the absolute right to dignity.
She added that the moral indignation and pontification with which the authorities and the courts find sex devices are feigned and hypocritical as these have always been part of our cultural heritage. Dewa argued:
<blockquote>
We publicly acknowledge sex devices through the display of similar artefacts in the Great Zimbabwe Museum for the public and international tourists to view. It is an indication that these were designed, possessed, and used by my ancestors.
The openness and the pride with which the sex artefacts are held, is irreconcilable with the position taken in statutes as currently interpreted that such objects stand for moral depravity.
</blockquote>
She said the government, by freely distributing condoms, condoned any sexual activity by adults.
According to Dewa, there are many ways that government can regulate sex toys such as putting in place measures where the objects are only accessible to adults through strict licencing methods.
Dewa argued that section 71 of the Constitution entitles her to acquire, hold, use, and dispose of all forms of property as an individual anyhow.
