The Zimbabwe United Passenger Company (ZUPCO) reportedly owes its former workers more than six months’ salaries in United States dollars.
Some disgruntled former ZUPCO workers who spoke to <a href="https://www.newsday.co.zw/local-news/article/200035280/ex-zupco-workers-plan-court-action-over-outstanding-pay">NewsDay</a> claimed that the company was only settling their dues in the local currency, Zimbabwe Gold (ZiG). One of the workers, who requested anonymity, said:

The company has failed to pay us in US dollars. The last pay I received in US dollars was in June last year. I left the company in May this year and they have failed to settle the arrears.
</blockquote>
Another disgruntled worker said there had been little communication from management over the matter. He said:
<blockquote>
We have created a group of former workers and we are planning to involve lawyers so that we will be able to get our outstanding salaries.
</blockquote>
Another former employee said that she had visited the ZUPCO depot in Bulawayo but was continuously shuffled from one office to another. She said:
<blockquote>
I have been going to the ZUPCO depot in Bulawayo, but whenever I try to reach the managers about the issue of outstanding pay, they have ill-treated me and at times they say the people responsible for finance are unavailable.
They have never tried to even offer an apology or communicate with us concerning the issue of our more than six months’ unpaid salaries.
They have neglected us and at the moment, some of us have a lot of responsibilities, but due to unpaid salaries, we are now suffering.

ZUPCO Kelvin depot manager Melody Dege declined to comment on the matter. She told NewsDay:
<blockquote>
I cannot comment on the issue of the unpaid salaries over the phone.
</blockquote>
ZUPCO, which was recently placed under the Mutapa Investment Fund, has been struggling to stay afloat over the past few years.
This comes despite enjoying a more than two-year public transport monopoly during the global lockdown at the height of the COVID-19 pandemic in 2020 and 2021.

The workers are suffering because they have not been paid for more than six months.

Former ZUPCO Workers Mull Court Action Over Unpaid Salaries

Two people tragically lost their lives while 33 were injured in separate road accidents involving ZUPCO buses on Wednesday morning in Featherstone and Marondera.
The first incident occurred around 9:30 AM along the Harare-Masvingo Road, near the 105-kilometre peg in Featherstone.
A collision took place between an Elsberry Bus and a ZUPCO bus, resulting in the death of one person.
The Zimbabwe Republic Police (ZRP) confirmed that twenty-six others were injured in the crash. Police said:
<blockquote>
The ZRP confirms a fatal road traffic accident which occurred at the 105-kilometre peg along Harare-Masvingo Road in Featherstone on 06/11/24 at around 0930 hours. One person died on the spot while 26 others were injured when an Elsberry Bus collided with a ZUPCO bus.
As a result, the ZUPCO bus overturned and landed on its side. The body of the victim was taken to Chivhu General Hospital mortuary for post-mortem while the injured are admitted at the same hospital.

In the second incident, the ZRP confirmed that a ZUPCO bus veered off the Harare-Mutare Road and overturned, resulting in one fatality and leaving seven others injured. Police said:

One person died on the spot while seven others were injured when a ZUPCO bus veered off the road and overturned before landing on its roof at the 39-kilometre peg along Harare-Mutare Road on 06/11/24 at around 0745 hours.
The body of the victim was taken to Marondera Provincial Hospital mortuary for post-mortem while the injured are admitted at the same hospital.

The accidents have raised concerns about road safety and the need for heightened vigilance on the nation’s highways.
The ZRP has in the past pleaded with motorists, particularly bus drivers, to exercise extra caution to prevent road carnage.

2 Dead, 33 Injured In Separate Accidents Involving ZUPCO Buses

The Zimbabwe United Passengers Company (ZUPCO) intends to sell off its unused fleet, which is currently sitting idle at depots across the country that have become scrap yards.
George Chigora, ZUPCO’s acting chief executive officer appointed in June, said the company aims to clear out the disused fleet from these depots. Said Chigora (via <a href="https://www.thestandard.co.zw/news/article/200032959/troubled-zupco-to-dispose-of-old-buses">The Standard</a>):
<blockquote>
It is true that some of our depots were named graveyards because of old bus shells that made it an eyesore.
There were very old buses including scrapes that were being kept for no apparent reason at all, and we need to get rid of these.
</blockquote>
Chigora said a disposal committee, which comprises workers from workshops, engineering, management, information technology and finance, has already been set up. He said:
<blockquote>
This was done according to the Act that I constituted and advised the Procurement Regulatory Authority of Zimbabwe (PRAZ) accordingly.
The committee will be going to every depot recording all such disused equipment, it could be oil, tyres, bus shells and all spare parts
We need to dispose of those useless equipment so that we can earn income to buy anything or service our buses that are on the road.

ZUPCO once dominated many of the country’s routes but has since experienced a severe decline due to maintenance neglect, insufficient spare parts, and outdated equipment.
The parastatal is now a loss-making government asset under the Mutapa Investment Fund.

ZUPCO, a bus company in Zimbabwe, wants to sell its old buses that are not being used and are just taking up space at its depots. The new CEO, George Chigora, says they need to get rid of these old buses, scraps, and spare parts to make money to fix the buses that are actually being used. ZUPCO used to be a big bus company in Zimbabwe, but now it's not doing well because they didn't take care of their buses properly. Now, they are trying to sell off the old buses as scrap to make some money.

ZUPCO Set To Sell Off Idle Buses As Scrap

Pelandaba-Tshabalala Member of Parliament, Joseph Tshuma of the ruling ZANU PF party, has called on the government to assist the Zimbabwe United Passenger Company (ZUPCO) in rebuilding its fleet of buses.
This, he argues, would eradicate the proliferation of unlicensed “pirate” taxis, commonly known as “mushikashika.”
Speaking in the National Assembly on Tuesday, Tshuma emphasized the need for ZUPCO to acquire all-terrain buses that can navigate both paved routes and dusty roads. Said Tshuma (<a href="https://www.chronicle.co.zw/capacitate-zupco-nrz-to-eliminate-pirate-taxis-mps/">via Chronicle</a>):
<blockquote>
So, it would be a good thing if the Government capacitates ZUPCO with an adequate complement of buses as this will eliminate pirate taxis.
ZUPCO should be capacitated to buy more buses and they should buy buses that can operate in both urban and rural areas.
Some buses are meant for urban routes on tarred roads only. This needs to be looked into.

In addition to his call for the government to assist ZUPCO in rebuilding its bus fleet, Tshuma also implored the government to financially empower the National Railways of Zimbabwe (NRZ).
Tshuma argued that by providing the necessary resources, the NRZ would be able to acquire new locomotives and passenger trains. He said:
<blockquote>
The issue of rehabilitating our railway networks is quite important and will benefit our people. This is an issue that we have raised several times as Parliament that our roads are being damaged by large haulage trucks that carry heavy loads.
There is a need for alternatives through the provision of passenger and goods trains so that our goods are carried on locomotives.
There should be additional locomotives that ply different routes across the country. Looking at Harare which has quite a large population, there are areas like Chitungwiza, Norton, and Ruwa which are a bit far away from the Central Business District and need public transportation through the railway line.
</blockquote>
Emakhandeni-Luveve legislator, Discent Bajila (CCC), has urged Parliament to explore alternative means of ensuring ZUPCO’s viability.
According to Bajila, the move to acquire ZUPCO’s debt has failed to produce the desired results, and a new strategic approach is necessary to revive the state-owned public transport company. He said:

We need now to find a means of making sure that ZUPCO is viable, because despite the debt assumption of 20 years ago, the Debt Assumption Act, making recommendations on reforms that were going to prevent Zupco from being in debt again, ZUPCO is back in debt.
We need to say as we think of recapitalising ZUPCO, we must find other ways because the old ways we have done of saying ZUPCO is in debt, let us give them money, they buy new cars, those cars got defunct.
Again, ZUPCO has problems, we pump money. It has proven that it does not work and the ZUPCO Debt Assumption Act of 2005 is enough proof for this House to consider.

MPs Call For Government Support To Revitalize NRZ And ZUPCO

The Zimbabwe United Passenger Company’s (ZUPCO) contracts with private bus owners, which were set to expire at the end of February 2024, have been extended for another month.
As reported by <a href="https://www.herald.co.zw/zupcos-marriage-with-contracted-buses-extended/">The Herald</a>, a committee has since been set up through the Ministry of Local Government and Public Works to either make changes to the contracts or terminate them.
Last month ZUPCO advised the owners of franchised buses that it did not intend to renew the contracts which were due to expire on 28 February.
However, there are concerns that terminating the contracts could disadvantage passengers through fare hikes on some routes.
Prominent bus operator Esau Mupfumi said negotiations between ZUPCO and bus operators to renew the contracts were ongoing. He said:
<blockquote>
We were given a month to continue with our operations while negotiations are underway. This is quite pleasing as negotiations are looking at people’s welfare first.
We do not want them to feel the pinch of mushikashika. The issue should not look at profits only, but consider the welfare of people. Government is there for the people and should cater for their needs.

Mupfumi also said a new committee had been set up to deal with the matter. He said:
<blockquote>
The committee has four bus operators, Zupco officials and officials from the Ministries of Local Government and Public Works and of Finance, Economic Development and Investment Promotion.
It will be chaired by an official from the Local Government Ministry, Emmanuel Ngwarati.
We are going to meet next Friday for deliberations and then write a report to Finance Permanent Secretary Mr George Guvamatanga by March 15.

When contacted by The Herald, Ngwarati declined to comment, stating that he was not permitted by his office to speak to the media.

Private Buses' ZUPCO Contracts Extended

The Zimbabwe United Passenger Company (ZUPCO) says it will not renew contracts with private owners of buses plying urban routes beyond 28 February 2024.
The parastatal contracted private transport operators during the coronavirus lockdowns to ensure that transporters would follow lockdown rules.
The government had banned all private transporters at the time which left them with no option other than joining the ZUPCO franchise for them to be allowed to continue operating during the lockdown.
However, as the lockdown was relaxed and then dropped, a lot of buses decided to return to private control and almost all kombi operators wanted independence from ZUPCO which they argued had been short-changing them during lockdown.
In a letter dated 09 February seen by <a href="https://www.herald.co.zw/zupco-terminates-contracts-for-urban-buses/">The Herald</a>, and addressed to bus operators, ZUPCO acting chief executive Tineyi Rwasoka notified operators of the expiry of the remaining contracts. He wrote:

As you are already aware, the ZUPCO bus hiring contract for urban transportation between yourselves and ZUPCO Limited is set to expire on February 28, 2024.
We refer to our previous correspondence, specifically our letter dated January 1, 2024, regarding the same matter.
We are writing to officially inform you that we do not intend to renew the contract.
We kindly request that you provide us with any necessary information or documentation regarding the conclusion of our contractual relationship.
This includes the return of any ZUPCO Limited property or confidential information that may be in your possession.
</blockquote>
Manicaland bus operators chairman and coordinator of buses attached to the ZUPCO franchise, Esau Mupfumi, confirmed receiving termination letters from ZUPCO. Said Mupfumi:
<blockquote>
We are waiting for Government guidance as the termination is neither here nor there. It appears the left hand was unaware of what the right hand was doing.
</blockquote>
The Goverment has since withdrawn financial support from ZUPCO for hiring buses saying the parastatal has been subsidised enough and must be running profitably and efficiently.
Treasury was reported to be giving ZUPCO US$6 a month to enable the company to hire private buses to provide urban mass transport.

ZUPCO Terminates Contracts For Urban Buses

The Government has withdrawn financial support from the Zimbabwe United Passenger Company (ZUPCO) for hiring buses saying the parastatal has been subsidised enough and must be running profitably and efficiently.
Treasury was giving ZUPCO US$6 a month to enable the company to hire private buses to provide urban mass transport.
In a letter seen by <a href="https://www.sundaynews.co.zw/government-scraps-zupco-service-contract/">The Sunday News</a>, the Permanent Secretary in the Ministry of Finance, Economic Development, and Investment Promotion George Guvamatanga informed the Ministry of Local Government and Public Works about the development. He wrote:
<blockquote>
Given the foregoing intervention by Treasury and mindful of the need to create fiscal space for the procurement of an additional fleet of buses from savings on the hire of private buses, your Ministry is hereby advised of the termination of the financial support for the hire of private buses by ZUPCO, with effect from February 1, 2024.
Treasury will continue to avail support for ZUPCO to seamlessly transition from the hire of private buses.
Accordingly, ZUPCO is requested to provide a status report on the condition of the current ZUPCO fleet and immediate financial requirements to support the transition process.
</blockquote>
Guvamatanga said going forward, the private sector should provide mass urban transport system for major cities. He said:
<blockquote>
The policy decision entails a review of the current framework of cooperation, whereby ZUPCO is hiring buses from private bus operators to provide a subsidised urban mass public transport service at an average monthly bill of about US$6 million…
As part of measures to support the implementation of the Government decision, and also sustain the viability of ZUPCO operations, Treasury has availed resources amounting to US$500 000 towards procurement of spare parts, adequate to repair 120 non-functional buses.
The repair of non-functional buses, complemented by a programme to procure over 520 buses during the first six months of 2024 is designed to capacitate Zupco to anchor the provision of mass urban transport system without recourse to private buses.

ZUPCO has since notified private bus operators where it was hiring buses that they were not going to renew the contracts which expire on 28 February 2024.
The acting chief executive officer, Tineyi Rwasoka, said in the notice, that they were going to engage private owners as and when their services were needed in the future.

Govt Terminates US$6 Million ZUPCO Service Contract

A ZUPCO bus carrying ZANU PF supporters from Lusulu in Binga to a campaign rally in Nkayi on Sunday morning veered off the road and overturned resulting in the death of one passenger.
ZANU PF Matabeleland North provincial chairperson Richard Moyo on Sunday night told <a href="https://www.newsday.co.zw/local-news/article/200014710/zupco-accident-claims-zanu-pf-supporter">NewsDay</a> that several people were injured in the accident. He said:
<blockquote>
Yes, it is confirmed that one person was trapped under the bus and died and a few are injured and were rushed to hospital. Some of them were checked and discharged.
</blockquote>
The Zimbabwe Republic Police (ZRP) also confirmed the accident on Sunday evening.
Police said the ZUPCO bus had 34 passengers on board when it veered off the road and overturned. Reads a statement by the Police:

The ZRP also confirms that one person died and 25 others were injured when a ZUPCO bus that was travelling from Lusulu to Nkayi with 34 passengers veered off the road before overturning and landing on its side on 30/07/23 at around 0430 hours.

The ZANU PF rally was addressed by President Emmerson Mnangagwa who urged Zimbabweans to desist from regionalism and tribalism saying Zimbabwe is a unitary state.

ZANU PF Supporter Killed In ZUPCO Accident, 25 Injured

Dynamos have clinched a deal with the Zimbabwe United Passenger Company (ZUPCO) that will see the parastatal providing transport for the club’s fans to home and away games during the 2023 Premier Soccer League (PSL) season.
According a statement released by the club, the special package will have its trial run this weekend before it is officially launched next week. Reads the statement:
<blockquote>
Dynamos Football Club is pleased to announce that the club and ZUPCO have put together a special travel package for the fans for the 2023 season.
The package which is set to be officially unveiled next week will have its trial run this Sunday when Dynamos Football Club and CAPS United Football Club meet in the Harare Derby Part 1 at the National Sports Stadium.
The fan package is part of the 60th anniversary celebrations which should afford the fans ease of transport to home and away games throughout the 2023 PSL season.
The package will see fans getting onto shuttle buses from designated pick up points around Harare, Norton, Chitungwiza and Domboshawa will take the fans to and from the National Sports Stadium and or Rufaro Stadium, once the ceremonial home of Zimbabweans football is ready to host football matches.
The return trip will cost $2 and fans will pay the fare in advance through their fan chapters.
Packages for trips outside of Harare will be announced soon. 
The fans are however encouraged to regularize their membership with their fan chapters and will always be bound by the general code of conduct of the fan chapters during the trips.
The trial run for the travel package will see two buses deployed to Chitungwiza with a bus made available for Epworth.
Pick up points and times for the two fan chapters will be communicated through the respective fan chapters .
More buses will be deployed soon after the Harare Derby to ferry the fans back to selected destinations in Harare.

ZUPCO To Ferry Dynamos Fans To Matches

The Zimbabwe United Passenger Company (ZUPCO) has appointed Tineyi Rwasoka as the new acting chief executive officer (CEO).
In an internal memo to staff dated 18 January 2023, ZUPCO human resources manager Moses Mawire said Rwasoka’s appointment is with immediate effect. Reads the memo:

All employees are hereby advised of the following changes to management which are effective immediately.
Mr Tineyi Rwasoka has been appointed to the position of acting chief executive officer.
Ms Linda Samunderu has been appointed to the position of acting operations director.
May we all render our support to the two in the discharge of their new mandates.

Rwasoka replaced Everisto Madangwa, who has reportedly been reassigned to the position of finance director.
Madangwa had served as acting CEO for more than five years, a period when the state-owned company monopolised the public transport sector but dismally failed to deliver.

ZUPCO Appoints New Acting Chief Executive Officer

The Zimbabwe Passenger Company (ZUPCO) at the weekend reduced inner-city fares in all trading currencies.
In Bulawayo, ZUPCO reduced fares from ZWL$300 to ZWL$250 and from R7 to R5.
Passengers Association of Zimbabwe (PAZ) president Tafadzwa Goliati commended ZUPCO for the move saying it will provide respite to commuters. He said:

This is a good move which has been taken by the Government as it will help to reduce the burden being worsened by economic hardship.
</blockquote>
Goliati, however, urged ZUPCO to increase efficiency and deploy commuter omnibuses in areas where there is a shortage.

ZUPCO Slashes Inner-city Fares

Zimbabwe United Passenger Company (ZUPCO) top management and private operators contracted by the state-owned public transportation provider are at the centre of corruption and mismanagement allegations.
The Standard reported sources within the company as saying buses and kombis spend the majority of their time parked at the Belvedere depot in Harare but still get paid for services not rendered.
It is alleged that the private operators would fill out waybills with the full knowledge of ZUPCO’s top management, which would then be used to obtain money from the government despite not having provided any services.
One of the conductors operating the Chitungwiza route told The Standard that they spend the greater part of the day doing nothing. Said the conductor:
<blockquote>
We arrive first thing in the morning, complete the waybill and then wait till the day is done.
Sometimes we are provided fuel sufficient for one or two trips only to maintain “fake” presence in the market.
</blockquote>
Private bus and kombi operators reportedly receive the equivalent of US$280 and US$95 respectively per day or the equivalent in local currency.
At one point, the ZUPCO fleet comprised 818 private kombis and 1 121 buses overall, with 705 buses operated by independent contractors hired by the company.
However, violation of contractual obligations by ZUPCO has forced some to withdraw their fleet.
The ZUPCO management is being accused of struggling to maintain its day-to-day operations and fulfilling its obligations as a result of corruption, poor management, and wrong priorities.
For example, the National Social Security Authority (NSSA) reportedly garnished ZUPCO accounts last month for failing to send monthly contributions to the pension fund.
NSSA spokesperson Tendai Mutseyekwa declined to comment on the matter citing concerns about confidentiality.
In November 2022, the National Railways of Zimbabwe (NRZ) was on the verge of suspending commuter train services due to ZUPCO’s failure to meet its obligations before the Government swiftly overturned the decision.
ZUPCO management consists of interim CEO Everisto Madangwa, administrator Linda Samunderu and finance manager Tendai Nyamayaro.
A ZUPCO employee told The Standard that the top management spends a lot of money on workshops and organising fun days.
However, ZUPCO board chairman Quinton Kanhukamwe said he was not aware of the allegations. He said:

It is the work of the board to make sure that we get adequate responses from the executive on such issues.
Our meetings are quarterly and we are yet to have our board meeting for this quarter but in between, we may have meetings to deal with specific issues.
That’s why some of these issues have not come to the attention of the board.

ZUPCO Bosses Accused Of Corruption, Mismanagement

The National Railways of Zimbabwe (NRZ) has reversed its decision to suspend urban commuter train service less than 24 hours after announcing the move.
On Saturday, 26 November, NRZ public affairs and stakeholder relations manager Andrew Kunambura said the service would be suspended from Monday, 28 November.
But in a statement on Sunday, 27 November, Kunambura said he was withdrawing the previous statement. He said:

NRZ hereby withdraws the press statement issued this Saturday 26 November 2022 on the [suspension of commuter train service].
The commuting public will be updated if there are any new developments.
Any inconvenience caused to our valued customers and other stakeholders is sincerely regretted.

The NRZ commuter trains ply various routes in Harare and Bulawayo and were introduced last year through a partnership between the NRZ and the Zimbabwe Passenger Company (ZUPCO).
The introduction of commuter trains was aimed at lessening congestion and easing the transport challenges that urban commuters were facing.
Yesterday, Kunambura said the suspension of the service was necessitated by ZUPCO’s failure to pay overdue fees. He said:

NRZ was therefore left with no option but to suspend commuter trains from 28 November due to capacity challenges.

NRZ’s U-turn will come as a huge relief to commuters as trains provide a cheaper mode of transport compared to kombis.

NRZ Reverses Decision To Suspend Commuter Trains

NRZ Suspends Urban Commuter Train Service

Various organisations have criticised the Zimbabwe United Passengers Company (ZUPCO) for increasing intra-city fares to $800, which ZUPCO also says would be equal to one United States dollar.
The official exchange rate announced by the Reserve Bank of Zimbabwe last Tuesday is about $635 to the greenback, while the black market rate is $800.
Zimbabwe National Organisation of Associations and Residents Trusts (ZNOART) Chitungwiza chairperson Obert Matsika said:

How can they charge USD at the black-market rate? It must charge fares using the bank rate.
</blockquote>
National Consumer Rights Association spokesperson Effie Ncube said:
<blockquote>
The fact is that the Zimbabwean dollar is worth less than what the government would like citizens to believe.
The government-dictated rate is completely out of touch with the realities on the ground.

Zimbabwe Union of Drivers and Conductors president Frederick Maguramhinga said:

It’s a move that shows the reality on the ground. Things are tough. It was going to be a burden for the government to continue to give fuel for free.
This also brings fair competition and it should be controlled to benefit the people.

Chitungwiza and Manyame Rural Residents Association secretary Brighton Mazhindu said:

They forced operators to charge in local currency yet spare parts are charged in USD. 
So, most operators only joined for free diesel and they didn’t service their routes.

ZUPCO Criticised For Hiking Fares

The Zimbabwe United Passengers Company (ZUPCO) last week raised intra-city charges to $800, which it also says would be equal to one United States dollar.
The official exchange rate announced by the Reserve Bank of Zimbabwe last Tuesday is about $635 to the greenback, while the black market rate is $800.
A memorandum, which was signed by Tito Chirau, the Belvedere Depot manager, and addressed to all ZUPCO crews, read:

You’re being advised to revert to the gazetted fare of $800 on all peri-urban routes with effect from November 4.
For passengers willing to pay in USD, crews are urged to accept US$1 for a journey without an extra charge having to be passed to avoid fare distortions.
Passengers paying in USD should be given a ticket matching the $800. You’re now mandated to buy your own fuel with effect from November 10 as all highway buses are doing.

Meanwhile, ZUPCO buses’ presence on urban routes has greatly diminished after the government reversed its move to bar private transporters at the onset of the COVID-19 pandemic in 2020.

ZUPCO Now Using Black Market Rates

The High Court has ended the Zimbabwe United Passenger Company (ZUPCO)’s two-year long monopoly which came into effect under the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020.
The law, which was promulgated at the height of the COVID-19 pandemic, barred private operators unless they joined the ZUPCO franchise.
The government said the regulations were aimed at curbing the spread of the novel coronavirus.
Bulawayo High court judge Justice Evangelista Kabasa ruled that Section 4(2)(a) of the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020, was unlawful, irregular and invalid and set it aside.
The ruling followed an application by the Zimbabwe Lawyers for Human Rights (ZLHR) challenging the Order. The ZLHR said:

We have stripped the state-run ZUPCO of its widely despised monopoly in the transport sector by outlawing legislation which created domination for ZUPCO to provide bus and commuter omnibus transport services to passengers across Zimbabwe.
The ban on private bus and commuter omnibus operators by the government in March 2020 made ZUPCO the only approved public transport provider, thereby spawning a major transport crisis in the country.
This compelled our lawyer Josephat Tshuma, who represented Tshova Mubaiwa, a network of commuter omnibus owners operating in Bulawayo, to in October 2021 challenge the monopoly created by the government.
After hearing arguments from Tshova Mubaiwa and respondents who included health minister Constantino Chiwenga, police commissioner-general Godwin Matanga, local government minister July Moyo, and President Emmerson Mnangagwa, Kabasa ruled that section 4(2)(a) of the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020, which provides that only ZUPCO could transport passengers, is unlawful, irregular and invalid and therefore set it aside.
Several people were in 2020 left unemployed as a result of the arbitrary ban of commuter omnibuses and their right to choose and carry out a profession of their choice as provided in section 64 of the Constitution was violated.
The ban also violated their right to administrative justice as enshrined in Section 68 of the Constitution. In representing Tshova Mubaiwa, we sought to advance the rights to administrative action and the rights to a trade of one’s choice.

The ruling, however, doesn’t change much on the ground as the government reversed the ban several months ago and allowed private operators to return to the roads, albeit, under associations, some of which are allegedly linked to ZANU PF.

High Court Ends ZUPCO Monopoly

ZANU PF will on Saturday use a National Railways of Zimbabwe (NRZ) train to transport its supporters to a “Thank You Rally” in Mutasa South constituency.
The rally, which will be held at Beaulieu Primary School, will be addressed by President Emmerson Mnangagwa.
It comes after Misheck Mugadza of ZANU PF won the Mutasa South seat in the March 26 by-elections, defeating CCC candidate Regai Tsunga, who was recalled last year from Parliament by MDC-T leader Douglas Mwonzora.
In the past, ZANU PF has used school and the Zimbabwe United Passenger Company (ZUPCO) buses to ferry party supporters to its rallies.
Mugadza confirmed to <a href="https://www.newsday.co.zw/local-news/article/200001927/zanu-pf-commandeers-train-to-eds-rally">NewsDay</a> that ZANU PF supporters will be ferried to Mnangagwa’s rally on a passenger train from Rusape to Mutare. He said:

This is a celebration event and we want everyone to be there. We are not bussing people, but we want people to attend and eat with their President.
We are expecting over 10 000 ZANU PF supporters and friends of our President Mnangagwa to come.
There is a train that is going to ferry people from Makoni district to Mutare where they will connect to the venue using ZUPCO buses.

Public transport players say they are committed to going beyond merely being transporters to improving the sector with modern and customer-friendly buses.
Zimbabwe Passenger Transport Organisation (ZPTO) chairperson Sam Nhanganga said they seek to ensure that passengers are safe and are treated with dignity.
Nhanganga made the remarks while addressing delegates during a passenger safety and rights campaign in Harare on Tuesday. He said:

Zimbabwe transport operators have revised the need to go beyond the elementary nature of our core business, which is being transporters of commuters from one destination to another.
We have seen the need to invest in our customers’ key expectations and strive to go beyond them, in a modern world where transport service is in essence comfort, amenities and hospitality, of course not forgetting passengers’ safety and the need to treat passengers with respect while ensuring that their rights as consumers of our services and their dignity are upheld.
Thus, we have imported and continue to import the best buses suitable for our roads and climate.
They have the amenities and comfort for your travel whether on the highways or short local distances. These buses have passenger liability coverage.
What this means is that there is an assurance of full compensation in the event of death or injury to the passenger.

Transport Operators Pledge To Modernise Sector

The Zimbabwe United Passenger Company (ZUPCO) is looking for a substantive chief executive officer (CEO).
Everisto Madangwa is currently heading the State-owned company but in an acting capacity.
In a notice, ZUPCO said it has contracted an independent consultancy firm, IPC, to hunt for the ideal candidate.
The substantive CEO will be tasked with steering “the company to be the leading and preferred market-driven passenger transport operator in the region.”
The required candidate is expected to provide leadership and strategic direction to the organisation, among other things.
The candidate is also expected to collaborate with the board on the company’s vision, mission, strategies and plans to ensure the achievement of set targets.
Since early 2019, the government has been trying to recapitalise ZUPCO and the company is currently the sole public transporter, with plans underway to liberalise the transport sector.
Meanwhile, on 1 September 2022, ZUPCO reviewed bus and commuter omnibus fares upwards for all of its urban routes.
In a notice, ZUPCO said passengers travelling on buses up to 20 kilometres will now pay $300, up from $140, while those travelling between 21 to 30 kilometres will fork out $400 from $180.
Those travelling between 31 and 40 kilometres will now pay $550.

ZUPCO Hunts For New Chief Executive Officer

Commuters have continued to face transport challenges in Harar despite the addition of some more buses to the <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company">Zimbabwe United Passenger Company (ZUPCO)</a> fleet recently.
The government recently announced plans to allow private-owned commuter omnibuses to return after they were banned in 2020 to curb the spread of the coronavirus.
While the situation is said to have improved, commuters are still queueing for hours, especially during peak hours,  waiting for their turn to be picked. Pindula News observed elongated queues at Chinhoyi Street Bus Terminus, commonly known as Copa Cabana, and Market Square terminus on Wednesday evening. See pictures below.

Around 1900 hours, some Kombi operators were refusing to ferry commuters saying they had already done their last trips. Said one conductor who spoke to this reporter:

NeCongestion iyi hmm, todzoka nguvai tikakutakurai? [There is vehicle congestion, what time will we back if we ferry you?]  
</blockquote>
Commuters begged the conductor saying, “you’re our last hope, do you want us to sleep in town?” Still, the conductor refused to listen.
Commuters also expressed concern about a 120 per cent fare hike. ZUPCO yesterday increased Kombi fares from ZW$100 to ZW$220 while bus fares were increased from ZW$80 to ZW$120 for local trips. 
Observers blame transport challenges on the ZUPCO monopoly.

The Zimbabwe United Passenger Company (ZUPCO) has announced new fares effective 1 June 2022.
For buses, the fares have been raised to $140 from $80 (1 – 20km), $180 from $100 (21 – 30km) and $220 from $120 (31 – 40km).
Passengers who use ZUPCO commuter omnibuses (kombis) will fork out $220 for distances of 1 – 20km, and $260 for distances between 21km and 30km. The previous fares were $100 and $120 respectively.

ZUPCO Hikes Fares Effective 1 June 2022

The Zimbabwe Republic Police (ZRP) has released the names of four people who died when two Zimbabwe United Passenger Company (ZUPCO) buses collided head-on in Mashonaland West Province on Monday morning.
In a statement, ZRP national spokesperson Assistant Commissioner Paul Nyathi said the four deceased persons were positively identified by the next of kin. Read the statement below:

The Zimbabwe Republic Police announces the names of the victims who died in a road traffic accident which occurred on 23rd May 2022 at around 0800 hours at the 104 km peg along Harare-Chirundu Road, when two Golden Dragon ZUPCO buses were involved in a head-on collision.
Four victims were positively identified by their next of kin as listed:

Police Announce Names Of ZUPCO Buses Accident Victims

A survivor of a road traffic accident involving two ZUPCO buses which occurred in Mashonaland West Province on Monday morning said that one of the bus drivers was reckless and speeding.
The Zimbabwe Republic Police (ZRP) confirmed yesterday that four people including both drivers died while 67 others were injured when two ZUPCO buses collided head-on at the 101km-peg from Harare on the Chirundu highway.
ZRP national spokesperson Assistant Commissioner Paul Nyathi said the collision occurred at the black spot known as PaBhutsu.
Nyathi added that the buses collided at 7.45 am between Banket and Chinhoyi near Dondo River Bridge.
The southbound ZUPCO bus was reportedly carrying civil servants and school children from Chinhoyi to Banket.
The driver of the bus tried to overtake a haulage truck on its way to Banket and collided with the ZUPCO bus travelling north.
Both bus drivers died on the spot and their bodies were trapped.
Mwaonei Marumisa, a teacher at Sacred Heart High School, who survived the accident with multiple injuries blamed the driver of the bus that plies the Chinhoyi-Banket route for the accident. She said:

The bus usually ferries civil servants, mostly teachers and health personnel who stay in Chinhoyi but work in Banket.
It also services school children who learn in Banket.
If you were to do your checks, you would realise that most of the victims were teachers and school children.
Our driver was reckless, he was speeding and tried to overtake a haulage truck on a blind rise that resulting in the accident.

She said a teacher at Newlands Primary School which is about 150 metres from the accident scene, died in the accident.
People who witnessed the accident unfolding told The Herald that the haulage truck driver tried to warn the bus driver against overtaking by hooting, but he continued to try to pass, resulting in the collision.
Meanwhile, ZUPCO acting chief executive officer Evaristo Madangwa said ZUPCO will assist the bereaved families and meet medical bills for the injured. Said Madangwa:

The accident is being handled by the police and it is best if we work with one central position so that we don’t have contradicting statements.
But we will provide assistance to the bereaved families and the injured.

ZUPCO Buses Accident: Driver Was Reckless

The Zimbabwe United Passenger Company (ZUPCO) on Thursday, 05 May 2022, apologised to the commuting public for its failure to provide adequate transport in urban areas.
In a statement, ZUPCO management said the crisis was caused by the withdrawal of franchised vehicles by the owners. Read the statement:

The owners of franchised ZUPCO buses and kombis withdrew their vehicles after the transport utility failed to pay them their dues.
Meanwhile, the Government says it remains committed to ensuring the provision of a safe, affordable and reliable mass transport system to the citizenry.
In a statement, Acting Permanent Secretary in the Ministry of Local Government and Public Works Lameck Mudyiwa said the Government is currently engaging franchise holders who had withdrawn their services.

ZUPCO Apologises For Transport Crisis

Some Zimbabwe United Passengers Company (ZUPCO) drivers in Masvingo downed tools on Monday in protest over delayed salaries.
The strike by ZUPCO drivers forced hundreds of commuters to walk to and from town, braving driving rain and chilly weather conditions.
Some members of the public had to resort to Mushikashika – illegal taxis and kombis which are not under the ZUPCO franchise.
One of the drivers who spoke to NewZimbabwe.com on condition of anonymity for fear of victimisation said:
<blockquote>
Today we decided not to report for duty because the company is taking us for fools. 
We haven’t been paid since December 14 and when we try to engage the management, they don’t give us a satisfactory answer, they always beat around the bush.
</blockquote>
ZUPCO  is the sole licensed public transport provider in the country but it is failing to cope with transport demand due to an acute shortage of buses. Some of the ZUPCO buses are old and a danger to commuters.
In March 2020, the Government banned private transport operators from serving urban routes thereby creating a ZUPCO monopoly ostensibly to curb the spread of the coronavirus.
In 2021, ZUPCO bus drivers in Masvingo and Bulawayo staged demonstrations several times over poor remuneration.

ZUPCO Bus Drivers Strike Over Delayed Salaries

The Zimbabwe United Passenger Company (ZUPCO) will this week take delivery of a fleet of new buses procured from China, a company official has said.
ZUPCO acting chief executive officer Evaristo Madangwa told The Sunday Mail that delivery is expected on Wednesday and Thursday. Said Madangwa:
<blockquote>We are expecting more buses on the 21st and 22nd of July. However, I do not have the exact number of buses that are coming. The new batch is coming from China.</blockquote>
Information Minister Monica Mutsvangwa recently said Cabinet resolved to support the urgent procurement or hire of an additional 667 buses to enable ZUPCO to provide a more efficient service to all high-density suburbs.
Madangwa said last week’s redeployment of ZUPCO’s inter-city fleet to service urban commuter routes had helped address transport challenges. He said:
<blockquote>Since inter-city travel was stopped following the introduction of a Level Four lockdown, we decided that buses that usually ply long-distance routes be used to complement our services for urban commuters.
There has been a huge improvement in transport availability as there are more buses in the urban areas.</blockquote>
Last week ZUPCO slashed fares after a recent fare hike drove away commuters to pirate taxis, leaving the company’s kombi crews scrounging for passengers.
ZUPCO requires 2 000 buses to run an efficient mass transport system but currently owns 262 buses. The rest are operated through its franchise system.
The last batch of ZUPCO buses imported into the country was commissioned by President Emmerson Mnangagwa on 12 March.

Some Zimbabwe United Passenger Company (ZUPCO) kombi crews in Bulawayo have reportedly slashed fares to US$1 for two people from $1 per person, while others are sticking to the new fares announced on 1 July.
ZUPCO buses and kombis increased fares by 100 per cent last week pegging bus fare at $60 and kombis $80 (almost US$1) at the official exchange rate.
A conductor who declined to be named told the Chronicle that they were informed to reduce fares by officials. She said:
<blockquote>We just woke up today to be told that the omnibus fare was now $60 or US$1 for 2 or 10 rands. Communication came from the officials, we do not know much about the new changes.</blockquote>
However, another conductor said they were told that for Nkulumane 12 prices have not changed.
ZUPCO southern division operations manager Tineyi Rwasoka on Wednesday declined to comment on the issue of the fares and referred questions to acting chief executive officer Evaristo Madangwa.
Efforts by the publication to get a comment from Madangwa were fruitless as his mobile phone was said to have been ringing without answer since yesterday.
While ZUPCO hiked fares, pirate kombis maintained their $50 fare and commuters started avoiding ZUPCO buses that would move between destinations with as little as four passengers.
ZUPCO has been the sole public transporter for over a year now while others are operating illegally.
However, commuters said they preferred the cheaper pirate taxis (Mushikashika), although they sometimes endangered their lives when they get involved in high-speed chases with police.

ZUPCO Kombi Crews Slash Fares After Passenger Backlash

Female bus conductors working for the State-owned Zimbabwe Passenger Company (ZUPCO) have decried the tough working conditions at the public transporter.
Several conductors who spoke to CITE said they work long hours and are therefore deprived of having quality time with their families.
One of the female conductors who was interviewed by the publication revealed that they are exposed to crimes such as rape as some of the bus drivers drop them off at dangerous spots at night citing the poor road network.
A 23-year-old female ZUPCO conductor from Emthunzini suburb in Bulawayo was gang-raped and robbed of her belongings while on her way to work around 2 am in March 2021.
They also have to put up with abuse from conductors and touts employed by pirate commuter omnibus who mock them.
Lizzy Dube (not her real name), told CITE that she was beaten by her male supervisor while on duty. Narrating her ordeal, Dube said:
<blockquote>Sometime last year on 13 July 2020, I fought with my supervisor as he did not want to release me to seek medical attention as I had reported before duty around 4 am that I was not feeling well.
The procedure is that if you are not feeling well, you report for duty then go back home, so I followed the rules and regulations as expected.
My supervisor then went on to say that I am not allowed to go as there was a shortage of conductors that day as some went to write their examinations, he said they were going to look for someone to take over during the day, so I obeyed that and went on duty.
Around 11 am my illness got worse I couldn’t do anything anymore, I went back to report that my illness was intensifying, I couldn’t even issue out tickets, so I felt that I will end up making mistakes but they insisted that all they want is revenue and I could not go.
When I inquired why my supervisor was concerned about revenue and not my health, he said, “Musikana uyu arikupretender kurwara, ukamuona achida kuenda early so akaba mari yecompany (She is feigning sickness because she wants to knock off early because she has stolen some money). I just kept quiet as I didn’t want to cause any havoc.
He started saying all derogatory remarks calling me a prostitute but the driver also tried to explain to him that I was sick and it was burdening him too as he was now expected to open the door for the passengers but the supervisor insisted that I continue working.
The supervisor came on my side and slapped me saying I have a problem before I retaliated, I spotted the other senior supervisor, I approached him and narrated my issue to him but he also responded with ‘Vele usolo ngiyamazi uletemper’ (You know Solo has a bad temper).
As I was busy narrating further this Solo guy came back and beat me in front of the senior supervisor.
He further went on to write a report that I beat him up but, in all honesty, I was defending myself.
I was suspended for four months and went to hearings but he went to the manager and told him that other conductors are no longer giving him respect and he got a promotion two days after we fought. ZUPCO covered up the whole issue and I lost my job.</blockquote>
Wilson Dube, Transport and General Workers Union deputy secretary-general, said they were aware of ZUPCO female conductors’ grievances, but the bus company insisted that they were being well taken care of.

ZUPCO Female Conductors Decry Tough Working Conditions

A 23-year-old female ZUPCO bus conductor was gang-raped and <a href="https://zero.pindula.co.zw/100-conductors-fired-by-zupco-over-ticketing-fraud/">robbed of her belongings</a> on her way to work on Tuesday morning in Bulawayo.
Bulawayo Police spokesperson Abednico Ncube confirmed the incident saying the armed suspects are still on the run and police are appealing for any information that could lead to their arrest. Ncube said:
<blockquote>We are investigating a case of rape and robbery where a lady, who works at Zupco, was attacked around 2:30 am on Tuesday.</blockquote>

Ncube also said that the gang robbed the victim of her R200 before they force-marched her back to the house. Ncube added:
<blockquote>Upon arrival, her male co-tenant was attacked and she was then raped before those people disappeared into the darkness.</blockquote>
The police further noted that the daring robbers then went on to attack and rob the male tenant of US$100 during the incident.
Ncube appealed to members of the public to help with any information that can be used to identify the perpetrators. Ncube said:
<blockquote>What we understand and what everyone knows is that those people are from within our communities and in the wee hours of the day it means they will be coming from patronising shebeens or committing criminal activities. Work with the police and report these criminals. They might not be coming from Emthunzini but they are from Bulawayo and some people are aware that their neighbours are into crime. If you suspect anything please report to the police.</blockquote>
There has been a spike in the number of armed robberies nationwide with some robbers targeting institutions such as <a href="https://www.pindula.co.zw/Gateway_High_School_Robbery">fuel stations and schools.</a>
